FAREWELL TO MS. LYDIA BROUSSARD Regional/Andersen School Liaison Officer Ms. Lydia was graciously farewelled by her co-workers and colleagues on August 3, 2018 at Joint Region Marianas J9. She was commended for her hard work and contributions to the Child and Youth Programs team. Lydia’s kind heart and generosity will be missed and will serve her well at her next duty station in South Carolina.

GUAM HIGH SCHOOL GRADUATION 2018 Photos and Written by School Liaison Officers Seventy- one DoDEA Guam High School Class of 2018 graduates received their diplomas on June 8, 2018 in the Guam High School gymnasium. The Class of 2018 graduates plan to attend college, enter military or the workforce. The students received a total of $2.6M in academic and athletic scholarships. accomplishments of the Class of 2018 and delivered gems of guidance for proceeding on to the next stage in life. Guidance included be kind, be thankful, be courageous and take time to enjoy life while working hard towards goals and making a difference. Guest Speakers included Mr. Joseph Taitano, Guam High School Coach and Captain Jeffrey Grimes Chief of Staff Joint Region Marianas. standards, such as high-year tenure), the change will allow these individuals to retain their eligibility to transfer education benefits even if they haven't served the entirety of their obligated service commitment through no fault of their own. All approvals for transferability of Post-9/11 GI bill continue to require a four-year commitment in the Armed Forces and, more importantly, the member must be eligible to be retained for 4 years from the date of election. This policy affects service members in the Uniformed Services which includes the U.S. Coast Guard as well as the commissioned members of the U.S. Public Health Service and National Oceanic and Atmospheric Administration.

PENTAGON ANNOUNCES CHANGES TO POST-9/11 GI BILL

July 12, 2018

News Release Release No: NR-217-18 The Department of Defense issued a substantive change today to department policy on the transfer by service members in the Uniformed Services of“Post-9/11 GI Bill” educational benefits to eligible family member recipients. Effective one-year from the date of this change, eligibility to transfer those benefits will be limited to service members with less than 16 years of total service (active duty service and/or selected reserves as applicable). Previously, there were no restrictions on when a service member could transfer educational benefits to their family members. The provision that requires a service member to SAT® & ACT® have at least six years of service ESSENTIALS to apply to transfer benefits Practice Tests remains unchanged in the policy. “After a thorough review of the policy, we saw a need to focus on retention in a time of increased growth of the Armed Forces," said Stephanie Miller, director of Accessions Policy, Office of the Secretary of Defense. “This change continues to allow career service members that earned this benefit to share it with their family members while they continue to serve.” She added “this change is an important step to preserve the distinction of transferability as a retention incentive.” If a service member fails to fulfill their service obligation because of a “force shaping” event (such as officers involuntarily separated as a result of being twice passed over for promotion, or enlisted personnel involuntarily separated as a result of failure to meet minimum retention 6

MILITARY AND FAMILY LIFE COUNSELORS (MFLC) CHILD AND YOUTH BEHAVIORAL (CYB) PROGRAM

Military and Family Life Counselors (MFLCs) are licensed professionals with Master’s Degree or higher who provide short-term, non-medical, problem solving support to military children and families. MFLCs understand the issues military children and families face and can be especially helpful during challenging periods, including deployments and PCS moves. Services are available at no cost and augment existing military support services.

TOPICS COVERED

The licensed counselors in the Military and Family Life Counseling Program address: • School Adjustment • Deployment and Separation • Reunion adjustment • Sibling and parent – child communication • Behavioral concerns • Fear, grief and loss • Daily life issues Services are private and conversations in these sessions stay between the child and the MFLC or between the parent and the MFLC if meeting with the parent. The only exceptions to this rule are cases of domestic violence, abuse, and suicidal or homicidal issues. MFLCs engage in activities with children, assist staff in setting boundaries, provide direct intervention, facilitate groups, and conduct various parent and staff trainings. Let your child build resiliency and life skills with a trusted individual who understands. Schedule a one-on-one session with a Military and Family Life Counselor before your next deployment or PCS.

HEARTS APART

Written by 36th Airmen and Family Readiness Center (A&FRC) The Hearts Apart Program, provided by Airmen and Family Readiness Center (A&FRC) as part of the Deployment and Readiness Program, offers sustainment support to loved ones of deployed service members. The program delivers several activities to cope with the challenges of their service member’s deployment, extended TDY’s(over 30 days) or remote tours (up to 365 days). During the service member’s mandatory Pre-Deployment briefings at A&FRC, the service member registers his/her family members into the program. NAVY FLEET AND FAMILY SUPPORT CENTER (FFSC) DEPLOYMENT SUPPORT Written by The Fleet and Family Support Center Guam Being prepared for extended separations will help Service members and families navigate the challenges they will face. Understanding what to expect and making a plan for the time apart will reduce stress and increase resiliency of all family members. The FFSC offers counseling, education, and support during Pre-Deployment, During Deployment, Return and Reunion, and the Reintegration phase. Additionally, FFSC provides ongoing guidance to Command Ombudsman and Family Readiness Groups as they are key support components during deployments. OPENING OF SCHOOL YEAR 2018-2019.

DoDEA Guam Schools opened the school year 2018-2019 with the traditional Ringing in the School Year on August 27. Participating special guests highlighted the ongoing partnership between the schools and with the military installations and parents. Prior to the first day of school, DoDEA Guam Schools offered orientation programs to welcome and enable a smooth school transition for new families. Children and families who attended learned about the school policies and practices and met the school administration. DoDEA Guam Schools offered a Sneak Peek event for children and their parents to become familiar with their classroom and the teacher. In September 2018, School Open House events enabled parents an opportunity to visit their child’s classroom and get a taste of what their children experience in school. Children were encouraged to lead their parent(s) through the hallways to the classrooms. Teachers shared information about the curriculum, student work and classroom practices. Various information outreach tables were open to parents at several of the events. Outreach tables offered information from providers about respective programs and services. Parents who would like more time to speak with their child’s teacher may contact the teacher or the school office to set up an appointment. 8

ANNUAL STUDENT EXCELLENCE AWARD

Written by School Liaison Officer Photos by Mr. Joe Mancuso, Guam High School Teacher During the DoDEA Guam High School End of Year Award Ceremony on May 30, 2018, Rear Admiral Shoshana Chatfield, Commander Joint Region Marianas presented the nineteenth annual Student Excellence Award to Mr. Joe Tisdale. The Student Excellence Award is the Commander Joint Region Marianas award which annually recognizes one DoDEA Guam High School junior who excelled during the student's three years of high school in the areas of academics, extracurricular activities, community service, and leadership. All Guam High School Juniors with a 3.0 cumulative GPA or better were eligible to

compete for this award. The winning student received a special certificate. The student’s name will be displayed for years to come on a commemorative plaque at the school.

GUAM HIGH SCHOOL HEALTH SCIENCE PROGRAM PARTNERS WITH NAVAL HOSPITAL GUAM Submitted by Guam High School Photo by Credence C. Guam High School Student On June 5, 2018 DoDEA Guam High School Health Science students of Mrs. Lim and Mrs. Siakisini classes received their health pin after passing the certified nursing assistant (CNA) exam. Health Science is one of the Career Practicums offered

at Guam High School. During the school year students are expected to complete classwork and are involved in hands-on, supervised work in the various departments at Naval Hospital Guam in order to complete requirements for the CNA license. GUAM HIGH SCHOOL HOSTED HEALTH AND SAFETY FAIR

Guam High School students Grades 9-12 and community members with base access had the opportunity to increase awareness of health promotion and disease prevention, disaster preparedness information, local/state/national health services and resources, positive health behavior, and self-care practices. Andersen Elementary School performed 2nd Annual Disney Production of "The Lion King, Jr." for students, faculty, administrators, parents, Andersen Child Development Center children, and special performances for Upi Elementary School students from a neighboring public school. Over 3000 attendees experienced the AWESOMENESS of the student performers! Great job! The students learned every aspect of putting together a professional play to include lighting, sound, making props, and ultimately performing.

Congratulations to Colton J. for winning 2nd place honors at the 2018 Ninth Circuit Video Contest (Guam District). His entry on the 14th Amendment "What does Equal Protection mean to students?" will now proceed to be judged at the Ninth Circuit Court in San Francisco. END OF SCHOOL YEAR MCCOOL ELEMENTARY/MIDDLE SCHOOL CARNIVAL Submitted and photos by McCool School

The McCool School Academic Fair is an event that takes place every year around April or May. This year, due to PARCC testing, it was scheduled on May 10. The academic fair is like an end-ofthe-year open house. This is an opportunity for parents to see their children’s work throughout the whole school year. They can also talk to their child’s teacher and see how well he or she is behaving in class, how they are working, and so on. Students will show off their art work, school projects, and performances. This year the band performed for the first time near the walkers’ entrance. They were mainly performing for parents who didn’t get to come to the band concert on the day before. The band performed a few songs from the concert and songs that they performed at the homecoming of Guam High. All projects were displayed in the cafeteria and like every year they also had a Starlab on the stage!

McCool School PTO hosted and end of School Year Carnival on May 12, 2018 for students and families at McCool School. Students and families had a blast with the games, rock climbing wall and the Dunk Tank. Thank yous go out to all the volunteers. Thank You Seabees for bringing the Dunk Tank.

Naval Base Guam School Age Care (SAC) visited Helicopter Sea Combat Squadron 25 at Andersen Air Force Base during the Camp Adventure summer camp. The children met "real life" heroes, were able to get inside the cockpit, and inquire about all of the great things HSC-25 does stationed here on Guam.

BETTER SPORTS FOR KIDS QUALITY PROGRAM

Written by Mr. Ronnie Sanchez, Andersen Youth Sports and Fitness Coordinator The NSA Andersen Youth Sports and Fitness Program has been awarded the Better Sports for Kids Quality Program Provider designation by the National Alliance for Youth Sports. Earning the Better Sports for Kids Quality Program designation demonstrates that NSA Andersen Youth Sports has taken steps to ensure a safe, quality playing environment for children. The Youth Sports and Fitness program has proven it meets key requirements in five categories: written policies and procedures, volunteer screening, coach training, parent education, and accountability. YSF Coordinator, Ronnie Sanchez explains, “The mission of the Navy Youth Sports Program is to provide quality programming for all youth and to ensure that parents know their child is participating in the best place possible to learn and compete in youth sports.” Lastly, Mr. Ronnie would like to thank all of the youth, parents, volunteer coaches, and youth programs staff for the support! 12

NBG SAC is grateful for the wonderful tour and the time HSC25 spent with our summer camp. Some of our children are now inspired to become pilots. Our summer has been filled with amazing activities, wonderful adventures, and memories that will last a lifetime. A few of the highlights include a cultural visit to the Valley of the Latte, a weather station tour and fiesta lunch at a pirate cove, and searching for fossils at the beach.

DoDEA schools serve eligible home school children of military families.

Department of Defense Education Activity (DoDEA) schools offer eligible homeschooled children the opportunity to take one or more classes and/or to use or receive “auxiliary services”. However, homeschoolers must meet the same eligibility requirements as dependents enrolled in the DoDEA schools. Auxiliary services include the use of academic resources (including scheduled standardized tests, etc.), access to the library (information center), after-hours use of school facilities, participation in music, sports, and other extracurricular and interscholastic activities. •
