U.S. Navy photos by Alana Chargualaf & Logistics Specialist 2nd Class Devyn Gibson SANTA RITA, Guam (Sept. 20, 2019) - Forty ombudsmen, serving under Joint Region Marianas and its tenant commands, were recognized during the annual Ombudsman Appreciation Luncheon Sept. 20 at Torpedoes & Tomahawks at U.S. Naval Base Guam in Santa Rita. One by one, each of the ombudsmen approached the stage, with their spouses, support teams, and command leadership, to receive tokens of appreciation for their volunteer duties, as liaisons between their military commands and the families within it. 3
SCHOOL TRANSITION SUPPORT AYUDUN TINILAIKA GI ESKUELA
Written by Christine Monroe, School Liaison Officers On October 23, 2019, 166 attendees met in Colorado Springs for the Military Interstate Children’s Compact Commission Annual Business meeting. The group included State Military Interstate Children’s Compact Commission Commissioners, Service Representatives, DODEA representative, School Liaisons, and presenters. The group met to continue working together to secure fair and equal treatment for the children of our highly transient uniformed services population. The meeting included policy discussions, reports on committee work that transpired throughout the year-including the development of a new MIC3 strategic plan, and presentations for the State Commissioners from National Oceanic and Atmospheric Administration (NOAA), US Public Health Service, NAFISDC on Impact Aid, and a presentation from Colorado: Building Resilience-Socio-Emo-
tional Wellness and Systems of Support. The breakout sessions were trainings on the Duties and Responsibilities of a State Commissioner and State Councils, Case Studies discussions, and Legal Perspectives of the Military Interstate Children’s Compact Commission. The MIC3 was developed in 2006 and adopted by all 50 states and the District of Columbia and the Department of Defense Education Activity (DODEA). The compact eases the educational challenges that uniformed services children encounter, and supports uniform treatment as they transfer between school districts in public schools. Some of the issues covered by the MIC3 are enrollment, placement and attendance, and graduation. Anchored4Life Club – Transition & Resiliency Compiled by School Liaison Officers
October 2019 Anchored4Life (A4L) Team Leaders and their advisors participated in Anchored4Life Training held at McCool and Andersen Elementary Schools, Andersen Middle School and Naval Base Guam and Andersen Child and Youth School Age Care Programs. Anchored4Life (A4L) is a student led club with selected student Team Leaders with oversight by an adult advisor. The
Anchored4Life Naval Base Guam Child and Youth Programs Team Leaders goal of A4L Club is to help children and youth better connect with peers and community during transitions such as PCS
moves, Deployments, Reintegration and Reunion, grief and loss and divorce. An A4L Team of students lead the A4L Club at their site and choose to implement club features such as giving a tour, sharing positive and inspiring quotes at the site, distributing special kits for support during transitions, teaching transition and resiliency skills, engaging in service projects for the community, support through monthly meetings and a new quarterly showcase. A4L is a CNIC funded program designed to build confident leaders who inspire others by contributing to a caring and supportive environment.

GUAM RECEIVES VISIT FROM SPECIAL GUEST Photos by Jean Chabanne, Protocol Officer, Marine Corps Activity Guam Mrs. Molly Banta, wife of Major General Edward Banta, Marine Corps Installation Command, visited Guam November 12-16, 2019 meeting with spouses and viewing available services to better understand the quality of life available on Guam. She visited Single Sailor housing, the commissary, Exchange, and several MWR facilities. One of her school stops was on International Kindness Day at the Andersen Elementary School where she asked if she could read to and interact with some students. A second grader selected the book Be Kind, to go with the theme of the day, and Mrs Banta read to the excited group of Mrs Atkins’ second graders. At the USO in Tumon Mrs Banta toured the facility with Mr Lebita and met with a group of service providers and Marine spouses. 9

On Saturday October 5, 2019, Homeschool parents came together at the USO in Tumon to share loads of information about curriculum, records, testing, books and materials, field trips and more. Through the buzz of excitement parents new to homeschooling or considering homeschooling were able to get a variety of pertinent and timely advice from experienced homeschooling parents. AmeriCorps National Civilian Community Corps (NCCC) is a team based residential national service program ages 18-24 for members. NCCC teams involve themselves in service projects around the country. NCCC provides free housing, food, Uniforms, travel, living stipend, and Segal college grant upon completion in the amount of $6K. Did you know active duty military dependents may have the advantage of college in-state tuition in three states? They are eligible in each of the states their parents are a resident in; common residence indicators are maintaining a driver’s license, vehicle registration, voting, and filing taxes there. The third state option for active duty military dependents is the state the sponsor is assigned in. The Higher Education Opportunity Act of 2008 requires that states offer in-state tuition to military family members who move to a state due to their active duty military member’s service (PCS). The students do not need to meet any other residency requirements. Additionally, the students may keep the in-state tuition as long as they are continuously enrolled in that state. Your best course of action is ALWAYS contact the schools your child is interested in attending. Many schools have special tuition programs for children using the sponsor’s GI Bill or the Yellow Ribbon programs-in some cases private school tuitions may be as low as that of the state school under their special programs. Be sure to ask each school for their list of scholarships and grants, along with doing scholarship and grant research online. Military retirees’ and other veterans are offered in-state tuition and discounts in some schools as well. Connecting with each of the schools will provide you with the information you need to make the best decisions for your family. You may also discover scholarships and other considerations and discounts you were not aware of at each of the schools you contact.

The expense of college is sky rocketing! One of the ways you might be able to reduce college costs is to receive college 12
credit through testing. Have you heard of CLEP (College-Level Examination Program) testing?

Successfully completing tests allows you to receive college credit for courses without taking the classes. There are over 30 CLEP examinations and over 2,000 colleges and universities that accept CLEP results as transfer credits.
There are exams offered in history, social studies, composition, literature, science, mathematics, business, and foreign languages. Google and review the CLEP site for the overview of each exam and look for study materials online to prepare for the tests.
CLEP testing can be done at the University of Maryland National Test Centers on Naval Base Guam and Andersen AFB. All students that are age 13 or older are eligible to test. Each test costs $89 and there is a setting fee
Don’t forget to contact the counselor at the college or university where you or your child is enrolled, to verify which CLEP transfer credits are allowed for the degree the student is working towards.
Gilman-McCain Scholarship for Undergraduate Children of Active Duty Military Personnel
Overview The U.S. Department of State’s Gilman-McCain Scholarship provides awards of $5,000 for undergraduate child dependents of active duty service members to study or intern abroad on credit-bearing programs. Developed under the framework of the State Department’s Benjamin A. Gilman International Scholarship Program, the John McCain International Scholarship for the Children of Military Families (Gilman-McCain Scholarship) is open to eligible students enrolled at accredited U.S. colleges and universities who receive any type of Title IV federal financial aid. The Gilman-McCain Scholarship is a congressionally funded initiative of the Bureau of Educational and Cultural Affairs at the U.S. Department of State and named after the late Senator John S. McCain from Arizona. With the support of the U.S. Congress, this scholarship honors Senator McCain’s legacy of public service by enabling undergraduate children of active duty military to develop the leadership and career readiness skills and global perspective to pursue careers of service and contribute to preserving the principles and alliances that are critical to an international order based on the rule of law, human rights, and democracy.

Guam School Age Care & Teen Centers Get Fresh New Look Naval Base Guam Child and Youth Programs (CYP) hosted a ribbon-cutting ceremony on Oct. 7, 2019 for its School Age Care and Youth and Teen Centers. The newly-renovated centers now feature engaging, comfortable and enriching spaces made especially for youth to relax, interact, learn and participate in planned activities. Story Book Parade Andersen AFB Child and Youth Program had over 200 youth and teachers participate in their Annual Story Book Parade September 31st. The 2019 parade included children and staff from Child Development Center, School Age Care, and Teen Center that wore costumes highlighting their favorite books. Each year, parents and children look forward to this event and the excitement about reading it brings.
Lights on Afterschool
On 25 Oct 2019, Andersen School Age Care participated in the worldwide celebration of afterschool programs by hosting a “Lights on Afterschool” event. Parents and families took part in clubs and activities that go on each afternoon. The youth choreographed and performed a special dance number for the celebration. The annual pie in the face of “Your Favorite” counselors closed out the event.
