CONTEXTUAL ANALYSIS
THE PROBLEM:
THE RAPID RISE AND DEMISE OF LA BIBLIOTECA ESPANA Medellin’s emergence from its dark past has been curated through the implementation of thoughtful projects throughout the city, to aid in the amelioration of the living conditions of its inhabitants. Local parks and plazas have been created in areas of need while schools and improved public transportation have also been developed to provide greater access to the peripheries of the city. The Santo Domingo neighborhood of Medellin serves as one of the greater examples of the government’s attempt and failure to improve the living conditions of people residing in the peripheries. Santo Domingo Savio, notoriously known to be the most dangerous neighborhood of Medellin due to its gang violence, lawlessness and lack of accessibility was targeted as an area in desperate need of an immediate intervention. As a reaction, a metro cable system was developed to provide greater access to the area along with top down a large cubic library which was imposed upon the people without any consultation of what the community truly needed. This cubic library project displaced many “informal settlers” with the overall goal of providing a continuous influx of tourism and serving as a beacon of Medellin’s positive transformation. After roughly eight years of existence, the library had to be dismantled due to vast deterioration and structural instability. Unfortunately, with the library went many of the positive aspects it brought to the region such as commerce, safety and exposure. The failure of the library proved that the region had been developed with an “all eggs in one basket” mentality and for this particular reason once the library failed, all of its surrounding elements suffered from it.

COMPLETION: March 24th, 2007 The day that the King of Spain, along with national and local authorities, inagurated the highly anticipated Biblioteca España Park.

WHAT IS THE ROLE ARCHITECTURE HAS IN ACHIEVING RESILIENCE? HOW CAN DESIGN BE UTILIZED TO CREATE A SENSE OF PLACE? How can architectural moves generate prosperity/resilience within a community? How can design humility be utilized in the reconstruction and adaptive reuse of the existing structure in order to properly engage the community?
HOW CAN MATERIAL BE UTILIZED TO ACTIVELY MERGE THE OLD AND THE NEW? What is the appropriate scale of architectural intervention?
How can the power of design help create a locally relevant, and culturally rich intervention using simple local materials? How can nature’s design principles be applied to the intervention in Santo Domingo Savio?

ACHIEVING RESILIENCE PROPOSAL This thesis proposal investigates methods in which resilience can be attained within a deprived peripheral neighborhood of Medellin, Colombia through the analysis of waste stream systems, housing, labor and education. By engaging and repurposing the recently dismantled Biblioteca Espaùa of Santo Domingo Savio in Medellin, the proposal targets a reactivation of the community through a careful analysis of site, demographics and waste stream systems in search of an optimal sensible response. The objective is to ultimately produce a facility that illustrates the potentials of recycling while also empowering the community and addressing their most present needs. The ambition of this investigation is the establishment of a living building which fabricates composite plastic modular blocks that can be utilized for housing purposes and in so, providing the community with enhanced housing, local labor, and vocational education. The development of this new housing module seeks to provide for a community with deficiencies in education and labor, through the necessary vocational training required for the improvement of long-term living conditions. A lasting influence will be obtained by addressing the needs of the people. Throughout this exploration, a shift in paradigm is pursued. Younger generations of the region can be positively impacted by the input and output process of the facility. Thus, resulting in an improved notion of the potentials of waste materials, construction, labor and education. The end goal is that through the constant influx of plastics entering and exiting the facility, in combination with an individual’s first-hand experience, one hopes that this experiential form of education will create a growing appreciation for sustainability and activate this paradigm shift. Ultimately, this proposal is designed to promote human dignity through the empowerment and engagement of a marginalized community. It is designed to encourage, nurture and cultivate the basic self-actualization components in their individual lives.

Using nature as a model, products and systems are designed to reabsorb obsolete materials back into the system and then reuse them.
