Medicine Hat is ground zero for Alberta’s natural gas industry. In 1883, Canadian Pacific Railways struck gas while drilling a water well in the area, launching an almost 130-year-long industrial success story on the hard grass prairie of southeastern Alberta. But throughout the years Medicine Hat, like all of Alberta, has ridden the boom and bust cycles of the petroleum industry. The peak of the last shallow gas drilling boom in southern Alberta was 2007, with nearly 5,000 wells punched into the prairie. Then came the bust. In 2011, only 750 gas wells were drilled in southern Alberta. Talk about falling off a cliff. Yet despite the collapse in gas prices and activity, the Medicine Hat and area oil and gas industry continues not only to survive, but also to thrive. As operators have switched focus to oil plays, the service and supply community has followed along, answering the call for exploration and production expertise in plays like the Shaunavon across the border in Saskatchewan and the Viking play to the north. And the future looks just as bright going forward as emerging local tight oil plays like the Pekisko and the Alberta Bakken begin taking shape. Around 250 service and supply companies call Medicine Hat home. The city’s success in building a strong service sector is all about location, location, location, says Petroleum Services Association of Canada president Mark Salkeld. “It’s a great place simply because it’s got the best of Alberta and Saskatchewan close together,” he says. “The cost of living is low there and the companies are aware of this; they are creative in their service delivery and multi-dimensional.” At this year’s Southern Alberta Petroleum Show, thousands of visitors will have the opportunity to learn about the technological expertise the Medicine Hat and area service companies are using to ensure the region continues its long history as a centre of oil and gas development. Also, this year’s show will focus on another growing area of expertise in the region in alternative energy technologies. Enjoy the show!

“This part of the country seems to have all hell for a basement…,” was famously said by Rudyard Kipling of Medicine Hat in 1907. Blues-rock band Big Sugar famously sang the city as “a heaven in Alberta.” Indeed, the prolific natural gas fields that prompted Kipling’s quote, so well-known to citizens of the Hat, have been a heaven for the city ever since the commodity was first struck by the Canadian Pacific Railway as they drilled for locomotive water in early 1883. That discovery caught the attention of several businessmen and budding entrepreneurs. By the end of the century, a stone mason and builder named Charles Coulter had drilled a well in his backyard for his own private supply. It worked, and he was soon piping gas to his neighbours, including one local doctor. The enormous commercial potential of natural gas couldn’t be kept secret. Just a year later, in 1900, a private company made an offer to the town to buy the gas franchise. The rate-payers gathered at a meeting to consider the company’s offer. After some discussion, a decision was made to turn down that offer and instead develop the resource as a public utility. They haven’t looked back. It wasn’t just the gas under municipal land. “They decided they would purchase the rights to the gas around Medicine Hat and get into the business of producing and also supplying it to both city homes and businesses,” says Gerry Labas, Chief Operating Officer of the City of Medicine Hat’s energy services division. By September 1901, the town had passed Bylaw No. 48, which set the stage for a municipal gas system. Just over a year later, gas was turned on and the city clerk reported 130 applications for service from the fledgling utility. It seemed a win-win: natural gas brought large amounts of money into the town treasury to spend on other public works, and it helped keep the tax rate low. “The short story is that the city did get into the production business and the distribution business, and from there it went to using natural gas for electricity production,” says Labas. Electric power generation was the natural next step. It didn’t take long: the first electric bylaw of the town was signed into law on Sept. 6, 1910. The order granted Medicine Hat up to $50,000 in debentures to install an electric light and power system to serve its 5,000 residents. Water was piped from the South Saskatchewan River to provide steam. A January 1912 issue of the Medicine Hat News reported that Medicine Hat had the cheapest power in all of Canada. Its natural gas was considered the cheapest in the world, too. Moreover, it said, the supply was never-ending. Residential and industrial demand rocketed. “As time went on, the demand for natural gas grew—both because of the expansion of our power plant and also the

expansion of load—and the city began to acquire reserves beyond its original boundaries,” says Labas. And develop more wells. Between 1902 and 1907, the city also expanded the gathering and distribution system. To encourage industrial growth, several wells within the city limits were given to industries including Rolling Mills, Alberta Clay Products, Ogilvie Mills, Maple Leaf Mills and Medicine Hat Brick & Tile. As operations grew, mineral rights were acquired from the federal government to 12 townships around the city in 1915, which formed the basis of the present day Medicine Hat Gas Agreement. The year 1946, in which mineral rights were transferred from federal to provincial jurisdiction, saw a formal 21-year gas lease for the city, which has been renewed to this day. The city continued expanding: first acquiring 54 sections of mineral rights north of Seven Persons, Alta., which they drilled in the 1970s. Pembina Pipeline Corporation properties for $46 million followed in 1982; the oil and gas assets of the Town of Redcliff in 1986; the first Saskatchewan property from Buttes Resources and SaskOil in Horsham, Richmound and Fox Valley fields for $90 million in 1991; the Bigstick property and other Saskatchewan assets from Numac Inc. for $35 million in 1999. The city’s first acquisition of a public company happened in January 2000 with the $10-million buy of Dundee Petroleum Corp. The pace continued with the 2002 purchase of Allied Oil & Gas Corp. for $95 million, and the 2007 acquisition of Freefight properties from Pengrowth Corporation for $135 million.

The Talisman Energy Inc.–owned compression and gathering system in this field was wrapped up in April 2009. The hectic pace rivaled that of most producers, and has placed the Hat in a formidable position as a regional producer. “We now operate about 4,000 production wells, roughly half in southeastern Alberta and about half in southwestern Saskatchewan,” says Labas. It has given the city flexibility. “About a third goes to the local load, a third to the power plant and the balance we sell into the marketplace.”

Labas says when the city first got into production, it was a closed system. “We produced the gas and we supplied it basically at cost. Then, as time went on, we slowly moved into market pricing.” Currently, city customers and the power plant pay market gas prices. Like other producers, they need to do this in order to replenish supplies. “We are constantly looking at replacing our reserves,” explains Labas. “In addition, as a result we see a lot of attention being given to energy conservation.” Current low gas prices are providing an advantage, too. “We are looking at ways to convert low-value gas into a higher-value

product, which is electricity,” says Labas. “We not only sell to our own city customers, but when prices are higher on the grid and depending on our load demand, we sell into the grid. And prices of electricity have been high. We are very fortunate in that regard.” Also countering the low gas prices is the city expanding its focus into oil. “We just completed an oil acquisition in southeastern Alberta in the Manyberries play,” says Labas, which grew their oil investment to 10 per cent of the total. The city is going green, too. A new focus called Hat Smart has two parts: energy conservation incentives such as insulation, high-efficiency furnaces, etc. “The other side are renewables,” says Labas. “We have a photovoltaic installation under way near our aquatic centre and we are in the process of installing solar thermal installation at the power plant.” That’s where mirrors will capture sunlight to heat water and supplement electricity production—a $9-million project in partnership with Ottawa, the province and the city. “We also have completed work for a small wind farm within the city limits, and we have approval for four turbines, each about a megawatt and a half.” And, drilling into that “hell” of a basement again, this time it’s into an under-city aquifer. “We’ve identified and quantified the amount of heating and cooling we can get out of that aquifer,” says Labas. “We have a project on the board that would test where that energy source could be used in an apartment complex.”

of the Hat What makes Medicine Hat a great location for service and supply companies? By Graham Chandler

We’ve all heard the old refrain, but it still rings true: location, location, location. It’s common to most successful businesses and common to the City of Medicine Hat. “Well, certainly the location is paramount for what’s going on in Alberta,” says Keith Crush, the city’s business development officer. “The fact that we are centralized in a location with a medium-sized city, and all the amenities that go with it.” He lists them: “We’re strategically on the Trans-Canada Highway east and west, off-shooting down Highway 3, where things are happening, towards Lethbridge. And then you have the northsouth corridor that you are working from, up Highway 41, north to the Kindersley area and farther up into Cold Lake, and beyond, up into Fort McMurray area,” he enthuses. Not to forget the Canadian Pacific Railway, he adds. The links provide an active network for servicing and supplying nearby oil and gas plays: the formations centred around Shaunavon, the Viking, Pekisko and the Bakken, for example. These will link even farther afield. “There are also the efforts to tie that in with the Ports-to-Plains Corridor being promoted out of the United States and, in fact, the province of Alberta and the community of Medicine Hat and its regional partners are actively involved in that concept,” says Crush. That corridor

will link an economic region stretching through 10 states, starting at the Texas-Mexico border and anchored at its northern end by Edmonton and Fort McMurray. But, although paramount, location isn’t the Hat’s only advantage. The city is unique in Alberta in that it is in the oil and gas business and so readily appreciates the needs of that sector. Medicine Hat has run its own energy supplies since the turn of the last century and that includes exploration, development and production of natural gas—about 4,000 production wells—and its use as feedstock for the city-owned electrical generation plant. Which is partly why the city attracts oil and gas services companies. “We hire them,” says Crush. But not necessarily on a preferential basis, he adds. “You can certainly support local businesses by giving them the opportunity to provide services in your jurisdiction, and as a municipality we look to hiring qualified skills and substantial contractors to provide services to us directly.” “Having said that, that’s not necessarily saying that you come locate here and we will use you exclusively. It’s more that it’s just an added bonus, I guess, to the potential contractors or industry that are coming.” The City of Medicine Hat helps local industry in other ways, too. “We have some light industrial commercial land available and

a land department to handle it, and work closely with them so that when opportunities arise we are well-connected with the real estate people that handle some of the acquisitions or leasing of buildings and properties for business,” says Crush. Special needs can often be accommodated by the city. Sometimes manufacturers or on-site fabricators may require more extensive utilities, for example. “We are more than happy to work with those businesses that require specialized levels of energy into their properties,” says Crush. “Not usually natural gas, water or sewer, but in some cases you might have a fabrication shop that requires some upgraded electrical.”

Medicine Hat residents pay 29 per cent less for gas and 19 per cent less for electricity than the average of Alberta’s four largest cities.

bring those utilities right to the doorstep of both residents and industry,” says Crush. It’s significant: Medicine Hat residents pay 29 per cent less for gas and 19 per cent less for electricity than the average of Alberta’s four largest cities. Moreover, these operations provide a regular financial dividend to the city, “because we earn a return on investment for electricity and gas sales into the [external] distribution systems selling to the power grid, we are making money on it. What that does is provide a dividend each year to the municipality, which offsets the taxes.” So not only do you get the benefit of lower electrical costs, but you also get the dividend that keeps your tax dollar requirement lower. (According to City of Edmonton calculations, Medicine Hat pays the second lowest municipal taxes of all major Canadian cities.) “We call it ‘tossing over the fence,’” says Crush. It’s a sizeable toss: $24 million per year to municipal operations—to help pay for costs of streets, roads, parks, recreation, “and all the stuff that makes a city and the cost of operating it.” Which, says Crush, makes for a great quality of life in Medicine Hat, another attraction for companies to base here. But will persistently low natural gas prices put a dent in all this? Crush doesn’t think so. “When gas pricing was good, Medicine Hat became a bit of a centre for some of the substantial companies that are providing oil and gas services,” he says. “That still remains, but what we are finding is that they are travelling out from here for a distance. In other words, they may

run down into the Bakken area, but their main location stays here. Part of that is because they have set up that operation so it makes sense for them, rather than invest again in land and properties, etc.” And the workers are based in the Hat with their families, their children are in school there, so companies are less inclined to move away. “And so what the companies have done is work down in the Bakken or in Kindersley or whatever, so [they] need workers on site for a period of time and they are okay with that,” says Crush. “They are making good money, and it’s not unlike what we see with workers who are going up from here to work at the plants and sites in Fort McMurray. So they are living where the quality of life is good, their family is happy, their kids are in school, but one of the spouses has to travel away.” Other companies affected by low gas prices use the Medicine Hat advantage to adapt in new ways. Product development, for example, like fabricating smaller parts needed for use in the oilsands. Shops are asking themselves, what else can we do now that demand has changed? “We are good at this machining stuff,” says Crush. “We have the equipment and the skills. We even have a small sector of higher tech happening here.” High, indeed. Is the sky the limit? “We have a couple of companies in town that are into aeronautics,” he says. “One in particular, Meggitt Defense Systems Inc., has international contracts to provide drones and unmanned vehicle systems.”

Medicine Hat Industry finds a home in Medicine Hat By Graham Chandler

As president and chief executive officer of the Petroleum Services Association of Canada (PSAC), Mark Salkeld knows all too well why upwards of 250 companies have chosen Medicine Hat as their regional centre for oil and gas supply and services companies. “It’s a great place simply because it’s got the best of Alberta and Saskatchewan close together,” he says. “The cost of living is low there and the companies are aware of this; they are creative in their service delivery and [are] multi-dimensional.” One service company with a Medicine Hat branch, Propak Energy Services, knows it, too. Propak packages natural gas processing and compression equipment. Its service group specializes in dealing with natural gas compression and process equipment—including large natural gas engines and driving compressors. “Medicine Hat is the gateway to the development of providing service in southern Alberta and Saskatchewan,” says Logan White, Propak’s general services manager. The look is far afield: “Our Medicine Hat branch supports all service activities in southern Alberta and Saskatchewan, including the areas covered by our Swift Current, Regina and Kindersley branches,” he says. The local Chamber of Commerce attributes the city’s popularity as a regional centre for service companies to its ideal location, too. “Medicine Hat is a well-positioned regional location, as there is activity in B.C., Alberta, Saskatchewan and Montana,” says Milvia J. Bauman, Chair of the Board of Directors, Medicine Hat & District Chamber of Commerce. “And we are able to provide a centralized location for service companies to situate and either work regionally or export resources to high-activity areas.

We are situated along Highway 1, close to the U.S. border, and along the Ports-to-Plains Corridor, which provides a transportation network from Mexico to northern Alberta.” Bauman notes also the benefits of proximity to the state of Montana. “The import/export market from Montana is valuable as well, with bilateral trade flows between Montana and Canada climbing to $6.5 billion, with the largest proportion of trade coming in the sectors of energy, chemicals and metals,” Bauman says. “Moreover, Canada was Montana’s most important export destination, purchasing more from the state than all other countries combined.” What started the rush was the Canadian Pacific Railway’s drilling for water wells back in 1883. The company was searching for a water supply on the dry grassland for its steam engines, which would soon be plying the new railway pushing its way across the country. Drilling at nearby Langevin Siding, they found shallow natural gas. Just a year later, they drilled a second well a few metres away, revealing more prolific amounts of the hot commodity. The boom was quickly underway: several more drilled in the next decade set the stage for the City of Medicine Hat to commence its own development and production. The city’s involvement with natural gas grew, and as more commercial companies exploited surrounding deposits, Medicine Hat became the natural hub for supply and services firms. Along with the the Hat’s accelerated exploitation of natural gas in the region—it can now boast about 4000 production wells—the plays have grown vastly. These companies, some entirely locally owned and operated, and other regional branches and facilities of larger service companies are now active in several nearby plays: Shaunavon, Viking, Pekisko and Bakken tight plays.

So, naturally for companies like Propak, services surrounded primarily the needs of the natural gas industry. Now as natural gas prices languish, their roles face some adjustment. The Medicine Hat operators had cut their teeth on gas, grown up with gas, matured with gas, and now they are looking farther afield or into richer gas or oil plays. “It is slowing down, yes,” says Salkeld. “As it is in other areas, as well. They are going towards liquids-rich natural gas and oil where they can, and they are reaching farther afield.” He reckons gas prices probably aren’t going anywhere for a few years. PSAC sees a significant decline in wells and has cut back on its original forecast for 2012. “Also, the coalbed methane absolutely took a hit,” he says. “The shallow gas has taken a hit.” But offsetting that, the wells that are being drilled are far more complex, he says, with horizontal drilling and scores of fracks. “And they are longer and deeper, exceeding 1200 metres.”

So companies adapt and change, but much stays the same. “The basic services of drilling and completing wells, and the welders for the casing bowls and the small-diameter piping for the tie-in wells; that all stays pretty much the same,” says Salkeld. “An interesting thing, though, is that oil wells in general require more maintenance over their lifetime than gas wells. Gas wells are fairly clean: you drill them, you complete them, you produce them. Say, for a gas well, a service rig would be needed twice in its lifetime to maintain production levels, whereas an oil well is going to require six, seven, maybe eight visits back. Because you’ve got the different makeup of the fluids of the oil with the paraffins, the waxes and maybe sanding off, for instance. They are higher-maintenance wells. So that in itself, if you’re drilling more oil wells in the region, is going to be longer-term work.”

“We did see a slowdown in 2010,” says Propak’s White. “There was a lot less major work.” But, like others, he says that’s the time to be resilient. For example, “by offering contract service, we make an agreement for a five-year period to look after a piece of machinery for all required services. Those contracts have been quite beneficial. They keep our work steady, and the companies know exactly what their costs are for five years out.” The slowdown also gave Propak some breathing room to absorb needed corporate rationalization. “A lot of that came from the initial merger of Toromont and Enerflex,” says White. “They were two of the largest service providers in the area, and their joining left a lot of flux along with the economic turndown, and Propak chose that indecisive kind of time to expand, actually. And hire people and build branches.”

This is what we do.

Medicine Hat’s Chamber of Commerce, with 40 members directly supporting the oil and gas industry, has an important role in facilitating this. “The oil and gas sector is a major industry in our region and we represent the interests of the industry, address the concerns at the various levels of government, and provide advocacy and various business benefits and discounts to assist businesses in their day-to-day operations,” says Bauman. She says some examples of initiatives they’ve worked towards for the industry include developing policies for an alternative energy framework, immigration and labour issues and Alberta Royalty reviews. It all serves to maintain the Hat as the prime regional services centre for the ever-evolving oil and gas industry. White sums up the city’s position going forward: “a long-term base to support service activity in southern Alberta and Saskatchewan.”
