Foreword The present administration has variously demonstrated its resolve to apply evidence-based, purpose-driven programs, projects and policies, so that government interventions are in actual areas of need. With the complete revitalization of our education sector being one of the top priorities of this government, it became imperative that a school census be conducted. Hence, the Kaduna State Bureau of Statistics which is the official custodian of all statistics in the state in collaboration with the Kaduna State Ministry of Education Science and Technology were authorised to carryout this census exercise. The scope of this census encompasses all pre-primary, primary, junior secondary, senior secondary, science and technical schools and private schools across the state. The result of this exercise is very enlightening as it revealed a lot about the condition of schools in the State beyond enrolment figures. Evidently, out of the 5,046 public schools in the state, 3,135 have no source of water 4,077 have no source of power. The exercise provided the state among other things, the GPS coordinates (location) of every school in the State as well as the computation of key educational indicators such as the Transition Rate (TR), Gender Parity Index (GPI), Dropout Rate (DR), Repetition Rate (RR) and promotion rate (PR). I commend the Kaduna State Bureau of Statistics for their resolute efforts which beget the successful conduct of the 2015/2016 Annual Census Exercise. The Government is determined to use the information generatedjudiciously to plan for the development of the education sector in the State. Acknowledgement The Government of Kaduna State under the leadership of Mallam Nasir Ahmed El-Rufai declared a state of emergency in education when it observed a total decay in the Sector. This led to the council decision that the 2015/2016 Annual School Census (ASC) be conducted by Kaduna State Bureau of Statistics (KDBS) leading in collaboration with Ministry of Education, Science and Technology. I therefore acknowledge and appreciate the visionary leadership of the Governor Mallam Nasir Ahmed El-Rufai who directed thorough research of the educational sector thereby giving true picture of the situation for his evidencebased intervention. My appreciation also goes to Commissioner, Ministry of Budget and Planning who stood by us firmly and sourced the necessary resources to ensure the census was successfully conducted. It goes along way to Education Intervention Committee, under the Chairmanship of Commissioner of Finance, Alhaji Suleiman Abdu Kwari for guidance and monitoring the exercise from beginning to the end. 1. Introduction Annual School Census (ASC) is a yearly enumeration exercise of all the schools (Public and Private) in Kaduna State, as well all states of the Federation. Kaduna State Bureau of Statistics as a professional organization and custodian of official statistics led and conducted the 2015/2016 ASC in collaboration with Ministry of Education, Science and Technology. The aim of the ACS is to improve the efficiency and accuracy of data collections from the field.

1.1

Objectives

Some of the objectives for conducting the 2015/2016 ASC are: • Provide the Government with up-todate data of all the schools in the State; • Highlight the areas of intervention by Government for easy policy making and implementation; and, • Provide the geo-locations of all the schools in the State.

Scopes

The ASC covered the following: • • • • •

Pre-Primary and Primary Schools; Junior Secondary Schools; Senior Secondary Schools; Science and Technical Schools; and, Private Schools.

Definitions Dropout Rate by Grade Dropout rate is the percentage of pupils from a cohort enrolled in a given grade at a given school year that are no longer enrolled in the following school year. It measures the phenomenon of pupils from a cohort LGA leaving school without completion, and its effect on the internal efficiency of educational systems. In addition, it is one of the key indicators for analysing and projecting pupil flows from grade to grade within the educational cycle.

Gross Enrolment Rate (GER) GER is the total enrolment in Primary education, regardless of age, expressed as a percentage of the eligible official school-age population (6-11 years in Nigeria). It shows the general level of participation in Primary education. It indicates the capacity of the education system to enrol students of that age group. It can also be a complementary indicator to net enrolment rate by indicating the extent of over-aged and under-aged enrolment.

Gross Intake Rate (GIR) GIR is the total number of new entrants in the first grade of Primary education, regardless of age, expressed as a percentage of the population at the official Primary school-entrance age (6 years in Nigeria). It indicates the general level of access to Primary education. It also indicates the capacity of the education system to provide access to grade 1 for the official school-entrance age population.

Net Enrolment Rate (NER) NER is the enrolment of the official age group for Primary education (6-11 years in Nigeria) expressed as a percentage of the corresponding population. It shows the extent of coverage in a given level of education of children and youths belonging to the official age group corresponding to the given level of education.

Pupil-Teacher Ratio (PTR) PTR is the average number of pupils (students) per teacher at a specific level of education in a given school year. It measures the level of human resources input in terms of the number of teachers in relation to the size of the pupil population. The results can be compared with established national norms on the number of pupils per teacher.

Repetition rate by grade: Repetition rate is the percentage of pupils from a cohort enrolled in a given grade at a given school year who study in the same grade in the following school year. It measures the rate at which pupils from a cohort repeat a grade, and its effect on the internal efficiency of educational systems. In addition, it is one of the key indicators for analysing and projecting pupil flows from grade to grade within the educational cycle. The Table above depicts public pre-primary schools in Kindergarten from 2015/2016 Annual School Census There were 43,640 pupils, 22,385 (51%) were girls. In Nursery there were 186,255 pupils out of which 92,808 (50%) were girls. In One year Pre-Primary there were 18,238 pupils out of which 8,870 (49%) were girls.

The Table above depicts 13,562 pupils in Kindergarten from 2015/2016 Annual School Census (ASC), there were 5,942 (44%) girls. In Nursery there were 50,667 pupils out of which 24,943 (49%) were girls. In One year Pre-Primary there were 12,597 pupils out of which 6,289 (50%) were girls. From total of 76,826 pupils at all levels, 37,174 (48%) were girls.
