PHASE II ENVIRONMENTAL SITE ASSESSMENT OF COMMERICAL PROPERTY 501 N. WESTNEDGE AVENUE KALAMAZOO, MICHIGAN EXECUTIVE SUMMARY Envirologic performed a Phase II Environmental Site Assessment (ESA) of commercial property, 501 N. Westnedge Avenue, Kalamazoo, Michigan. The Phase II ESA was conducted in support of redevelopment planning activities by the City of Kalamazoo. This report was prepared for the exclusive use of the City of Kalamazoo, which may rely on the report contents. The subject property consists of one parcel of land totaling 0.5 acres located within an area of mixed commercial and residential development. The subject property is developed with a singlestory, slab-on-grade building occupying approximately 4,600 square feet. An asphalt-covered drive and parking areas are located east and south of the building with landscaped lawn space/ bare ground on the western portion of the site. Envirologic completed a Phase I ESA of the project site on August 19, 2019. The following Recognized Environmental Condition (REC) was identified in the Phase I ESA: ▪
Operation of the property as a retail automotive fueling station from approximately 1947 until approximately 1986, and as an automotive repair shop from approximately 1947 until 2014.
Specific concerns associated with the REC include the following: ▪
The lack of registration records for underground storage tanks (USTs) associated with the site and the potential for the continued presence of buried USTs to remain on site.
▪
The lack of assessment data associated with USTs and the potential for environmental impacts associated with the former presence of USTs and dispensers.
▪
The historic use of a dry well to discharge fluids directly to the subsurface and service pits that were associated with the former automotive service building razed in 1994.
Envirologic completed Phase II ESA activities consisting of the completion of a ground-penetrating radar (GPR) geophysical survey, the installation of eight GeoProbe® soil borings distributed across

exterior portions of the site, and the laboratory analysis of eight soil samples and two groundwater samples. Indications of impact to the subject property based upon the field observations and laboratory analysis of soil and groundwater samples were limited to the former UST vault in the southeast corner of the parcel. Select petroleum-based volatile organic compounds (VOCs) and polynuclear aromatic hydrocarbons (PNAs) in soil and/or groundwater within the former UST vault exceed EGLE cleanup criteria. The Phase II ESA results demonstrate that the subject property meets the definition of a “facility” as defined by Part 201 of NREPA. The “facility” designation indicates that the preparation of a Baseline Environmental Assessment would be applicable on behalf of a new owner or operator of the property in order to obtain an exemption to remedial liability for pre-existing contaminant conditions. The “facility” status of the subject property additionally means that “due care” considerations will be applicable going forward. Due care generally focuses on not exacerbating contaminant conditions and ensuring there will be no unacceptable health exposures in association with contaminant conditions. Because the subject property is serviced by municipal water, the presence of contamination in soil and groundwater in excess of Drinking Water Protection and/or Drinking Water criteria does not represent a potential for unacceptable health exposures. The contaminant conditions identified in the southeast corner of the site should be considered as redevelopment plans are generated. In particular, the appropriate management of soils that may be generated during redevelopment activities will be applicable. Additionally, the maintenance of impervious cover (i.e., asphalt/concrete) over the area of impact in the southeast corner of the parcel will be applicable.

WESTNEDGE AVENUE KALAMAZOO, MICHIGAN BACKGROUND The City of Kalamazoo is evaluating redevelopment options for the property located at 501 N. Westnedge Avenue, Kalamazoo, Michigan. In support of the evaluation, Envirologic completed a Phase I ESA of the project site on August 19, 2019. The Phase I ESA identified the following REC: ▪

This Phase II ESA was conducted in order to investigate the potential for environmental impact associated with the identified REC.

FIELD ACTIVITIES Field activities completed for this Phase II ESA consisted of a GPR geophysical survey and the installation of eight GeoProbe® soil borings across exterior portions of the subject property. Refer to Figure 3, Appendix A, for a site plan detailing the boring locations. Ground-penetrating Radar (GPR) Geophysical Survey The completion of a GPR survey serves as a non-invasive method to assess the potential continued presence of buried USTs in the subsurface. A GPR survey can also identify disturbed subsurface soils that may be indicative of former excavations that could potentially be associated with USTs that have been removed. The GPR survey was conducted by Facility Management Consultants, Inc. (FMCI) on September 24, 2019. The survey area consisted of exterior portions of the property south, southeast, and east of the subject building—the areas where USTs would most likely have been located based on the historic layout of buildings on the parcel. As detailed in the survey report, no indications of the continued presence of USTs on the subject property were identified. The GPR survey did identify apparent disturbed subsurface soils adjacent to the southeast corner of the subject building that appeared consistent with a potential former excavation. As detailed below, no indications of the presence of a UST or environmental impacts were noted during the installation of a soil boring within this area. The GPR survey report is presented as Appendix D. No indications of the continued presence of USTs on the subject property have been identified based upon the results of the assessment activities conducted for this Phase II ESA. Boring Installation and Soil/Groundwater Sampling Envirologic completed the installation of eight GeoProbe® soil borings across exterior portions of the subject property on October 1, 2019. Refer to Figure 2, Appendix A, for a site plan detailing the boring locations. All subsurface sampling equipment was cleaned with a phosphate-free detergent wash, followed by a freshwater rinse and a deionized water rinse prior to and between each use in order to prevent cross-contamination. All boring locations were backfilled with native soil upon completion. The soil borings were advanced to depths ranging from 15 to 20 feet below grade level (bgl). Groundwater samples were collected from a temporary groundwater monitoring well constructed of 1-inch PVC with a 5-foot screened interval set to straddle the water table. The samples were

collected utilizing a peristaltic pump. The groundwater samples were collected subsequent to monitoring stabilization of purge water for temperature, pH, and conductivity, as measured by a portable Oakton pH/CON 300 meter. Soils encountered by Envirologic during the installation of borings were generally characterized as gravelly brown fill sand to 6–10 feet bgl with the fill underlain by inter-bedded lenses of wellsorted, fine to medium-grained light brown sand and poorly sorted, coarse-grained brown sand. Groundwater was encountered approximately 15 feet bgl across the site. Soil boring logs are presented as Appendix B. A summary of field activities is presented below. Former Underground Storage Tank (UST) System Borings GSB-1, GSB-2, and GSB-3 were installed within the footprint of the former UST vault located in the southeast corner of the subject property. A slight petroleum odor, black staining of soil, and a PID response of 40.8 ppmv were noted in association with soils at a depth of approximately 7–8 feet bgl at location GSB-1. Based on the observations, a soil sample was collected for laboratory analysis from a depth of 8 feet bgl. No indications of impacts were noted in association with vadose zone soils at location GSB-2. Based on the lack of indications of soil impacts, a soil sample was collected from a depth of 11 feet bgl at location GSB-2 in order to characterize soils at a depth equal to the base of a typical UST. A petroleum odor, black staining of the soil, and a PID response of 1,080 ppmv were noted in association with saturated soils approximately 15 feet bgl at location GSB-2. A groundwater sample was collected from the screened interval of 15–20 feet bgl at location GSB-2. A petroleum odor was noted during collection of the groundwater sample. No indications of impacts (e.g., visual, olfactory, or PID responses) were noted during installation of boring GSB-3. Based upon the lack of indications of impact, a soil sample was collected 11 feet bgl from location GSB-3. Borings GSB-4 and GSB-5 were installed within the footprint of the former UST system dispenser in the southeast portion of the parcel. No indications of impacts (e.g., visual, olfactory, or PID responses) were noted during installation of the borings. Soil samples were collected from a depth of 11 feet bgl from each boring based upon the impacts identified at depth in the nearby UST vault. 5
GPR – Disturbed Subsurface Soil Boring GSB-6 was installed near the southeast corner of the subject building within the area of apparent disturbed subsurface soils as identified by the GPR survey. The presence of apparent fill material within the boring persisted to a depth of approximately 6 feet bgl. No indications of the continued presence of a UST or indications of impacts (e.g., visual, olfactory, or PID responses) were noted during installation of the boring. Based upon the lack of indications of impacts, a soil sample was collected from a depth of 8 feet bgl in order to characterize soils at a depth consistent with the depth to the base of a typical UST. Former Used Oil Underground Storage Tank (UST) Boring GSB-7 was installed within the footprint of the former used oil UST removed from the southern portion of the property, as depicted on historic building records. No indications of impacts (e.g., visual, olfactory, or PID responses) were noted during installation of the boring. Based upon the lack of indications of impacts, a soil sample was collected from a depth of 6 feet bgl. The sample depth was selected in order to characterize soils at a depth consistent with the depth for the base of this relatively smaller used oil UST. Additionally, a groundwater sample was collected from the screened interval of 15–20 feet bgl at location GSB-7. No indications of groundwater impacts (e.g., odor/sheen) were noted during collection of the groundwater sample. Former Dry Well Boring GSB-8 was installed within the footprint of a former dry well that was connected to an interior floor drain from the historic automotive service building formerly located on site, as detailed on a building plan. No indications of impacts (e.g., visual, olfactory, or PID responses) were noted during installation of the boring. Based on the lack of indications of impacts, a soil sample was collected from a depth of 8 feet bgl. The sample depth was selected in order to characterize soils at a depth consistent with the base of the dry well as detailed on the building plan.

LABORATORY ANALYTICAL RESULTS The collected soil and groundwater samples were submitted to Fibertec Environmental Services, Inc. of Holt, Michigan, for laboratory analysis. The sample containers were placed into a chilled cooler for transportation to the laboratory using standard chain-of-custody procedures. Based upon the historic use of the site for automotive service and gasoline retail, the soil and groundwater samples were analyzed for a broad range of VOCs (8260+) and PNAs. The laboratory analytical report and a copy of the chain of custody are presented in Appendix C. A summary of the soil analytical results and a comparison to EGLE Residential cleanup criteria is presented as Table 1. A summary of the groundwater analytical results and a comparison to EGLE residential cleanup criteria is presented as Table 2.

A review of Table 1 indicates that the identification of contaminants of concern in soil was limited to select petroleum-based VOCs and PNAs at locations GSB-1 and GSB-2 within the former UST vault in the southeast corner of the parcel. Additionally, the identification of contaminants of concern in groundwater was also limited to select petroleum-based VOCs and PNAs in the groundwater sample from the former UST vault area (GSB-2). The concentrations of select VOCs in soil sample GSB-1 exceed Drinking Water Protection (DWP) and/or Groundwater-Surface Water Interface Protection (GSIP) criteria. The concentrations of PNAs identified in the GSB-2 soil sample are below EGLE cleanup criteria. The concentrations of select VOCs and PNAs in groundwater at location GSB-2 exceed Drinking Water and/or Groundwater-Surface Water Interface (GSI) criteria. As indicated, no contaminants of concern were identified above method detection limits in the remaining soil and groundwater samples collected from across the site. The identification of select VOCs in soil as well as select VOCs and PNAs in groundwater at concentrations in excess of EGLE Residential cleanup criteria demonstrates that the subject property meets the definition of a â&#x20AC;&#x153;facilityâ&#x20AC;? as defined by Part 201 of NREPA. The identified contaminants are consistent with gasoline parameters and are reasonably attributable to the former presence of the UST system in the southeast corner of the parcel. While delineation of the extent of impacts was beyond the scope of the Phase II ESA, the completed field activities would appear to indicate that impacts are limited to soil and groundwater in the southeast corner of the parcel.

CONCLUSIONS Envirologic performed a Phase II ESA of the commercial property located at 501 N. Westnedge Avenue, Kalamazoo, Michigan (subject property). The Phase II ESA was conducted in order to assess the potential for impacts associated with RECs identified in the August 19, 2019, Phase I ESA completed by Envirologic on behalf of the City of Kalamazoo. No indications of the continued presence of USTs on the subject property were identified through the completion of a GPR geophysical survey and installation of soil borings. Indications of impact to the subject property based upon the field observations and laboratory analysis of soil and groundwater samples were limited to the former UST vault in the southeast corner of the parcel. Select petroleum-based VOCs and PNAs in soil and/or groundwater within the former UST vault exceed EGLE cleanup criteria. The Phase II ESA results demonstrate that the subject property meets the definition of a “facility” as defined by Part 201 of NREPA. The “facility” designation indicates that the preparation of a Baseline Environmental Assessment would be applicable on behalf of a new owner or operator of the property in order to obtain an exemption to remedial liability for pre-existing contaminant conditions. The “facility” status of the subject property additionally means that “due care” considerations will be applicable going forward. Due care generally focuses on not exacerbating contaminant conditions and ensuring there will be no unacceptable health exposures in association with contaminant conditions. Based upon the fact that the subject property is serviced by municipal water, the presence of contamination in soil and groundwater in excess of Drinking Water Protection and/or Drinking Water criteria does not represent a potential for unacceptable health exposures. The contaminant conditions identified in the southeast corner of the site should be considered as redevelopment plans are generated. In particular, the appropriate management of soils that may be generated during redevelopment activities will be applicable. Additionally, the maintenance of impervious cover (e.g., asphalt/concrete) over the area of impact in the southeast corner of the parcel will be applicable.

APPENDIX D GROUND PENETRATING RADAR (GPR) GEOPHYSICAL SURVEY REPORT
September 27, 2019 Erik Peterson Envirologic 2960 Interstate Parkway Kalamazoo, MI 49048 Survey Site: 501 North Westnedge-Kalamazoo, MI Project Objective: Utilize Ground Penetrating Radar to investigate for the location of any evidence of a remaining underground storage tank or evidence of removal of a previously existing underground storage tanks in the areas defined on site by Olga Tarasev of Envirologic. GPR Information and Background: GPR has been used extensively in the past for geological and archeological exploration and mapping; however, it has only been since 2001 that GPR had the capability to image shallow targets. The system used for this project has the ability to image targets to a depth of 12 feet with an accuracy of Âą 2 inches. The 400 MHz antenna broadcasts a microwave energy pulse of less than 1/6th watt at a rate of 100 ns. This energy pulse is timed as it propagates through a material noting when a return pulse arrives. The time and strength of the return pulse is captured and analyzed and interpreted graphically. This process is shown in the figure of a 1500 MHz antenna below.

Project Procedures: Scans were completed at 5 feet intervals in fixed grid format throughout the work area. The raw data files are supplied separately from this report. The (0,0) point is defined as the southeast corner of the existing parking lot (6â&#x20AC;&#x2122; west and 9â&#x20AC;&#x2122; north of the existing power pole on the northwest corner of North Westnedge and Willard Street). Scans 1-11 were completed in a zigzag format with odd scan numbers running from east to west and even scan numbers from west to east. Scans 12-31 were completed in a zigzag format with even numbers running from south to north and odd numbers running from north to south. A small area on the southeast corner of the existing building was obstructed by a parked vehicle and tree. An area to the north of the fixed grid area was added on site and was surveyed using continuous free scan data collection method. All data was collected on September 24, 2019.
Project Results: The data collected determined no anomalies consistent with a remaining underground storage tank in the survey area. There were two areas of excavation found in the survey area. There were no definitive excavation wall lines consistent to that of an underground storage tank removal. However, that does not conclusively eliminate the possibility that these were previous locations of underground storage tanks depending on the type of soil and methods used for excavation. The excavation areas were marked on site in white paint. The above information is also presented in the photographs and site drawing attached to this report.
