Martin County and the city of Stuart have garnered much praise over the years from young and old alike who enjoy the quaint ambiance of a small town, but are close in vicinity to larger cities. In recent years, the growth of local arts, culture and eco-tourism have gained the attention of numerous publications and websites. Role of the Chamber Chamber Mission Statement

The Stuart/Martin County Chamber of Commerce is the voice of business in the community. As the voice of business, the Chamber shall inform and unite the business community and shall vigorously and actively represent and promote business interests in Martin County. Through its leadership, the Chamber shall proactively promote and foster a Total Quality Community. Such a community must include a dynamic business environment, an expanding economic base, quality neighborhoods and schools, healthy ecosystems and responsive, efficient government. The Chamber shall promote adoption of a sound balance between economic and environmental concerns in planning for the county’s future. The Chamber shall aggressively promote tourism and strive to enhance business opportunities for its membership and all citizens of Martin County. The Chamber shall always provide prompt and courteous service, be attentive to the needs of its members and the general public, and shall always present Martin County and the business community in a most favorable light.

The Stuart/Martin County Chamber of Commerce plays a significant role in the business climate and economy of our area. Martin County is one of Florida’s Sustainable Communities, and the mission, programs and activities of the Chamber are vital to the region. he Chamber takes pride in the benefits and services we T provide to our 1,400-plus members, the community and its visitors. Known as the “front door” of our community, our services range from providing relocation packages, maps, brochures and information to visitors, to offering demographics, statistics, business counseling and networking opportunities to our members and potential members. -PAC, the Chamber’s Political Action Committee, promotes C participation in the political process on issues affecting our area. The Chamber actively recruits member volunteers to serve on its committees and task forces. These include State, Local and National Government Affairs, Transportation, Education and our Ambassador program. The Chamber is also involved in the River Coalition, a group of 100 organizations bonded together to take legal action against the government entities responsible for polluting our rivers and estuaries. Whether appearing before the City Commission, the Board of County Commissioners, the state Legislative bodies, the U.S.

Senate or House of Representatives, the Chamber is involved in all aspects of our business and community life. EADERship Martin is an annual ten-month program, now in L its 26th year, where 30 selected Chamber member applicants are given the opportunity to learn more about their county, governance issues and how it works. This program is a tremendous help in developing potential future leaders for our communities. artin Youth LEADERship program, a project of LEADERship M Martin Alumni is an opportunity for high school sophomores and juniors throughout Martin County to develop and enhance their leadership skills. Students must apply and only 35 are selected to participate in this comprehensive nine-month program that is modeled after LEADERship Martin County. he Stuart/Martin County Chamber of Commerce is a member T of the countywide Council of Chambers, an organization consisting of the five county Chambers of Commerce, which was formed to discuss common issues and provide a unified effort in speaking out and representing the business interests of the area. The Council of Chambers also maintains a working relationship with the Economic Council of Martin County, the Business Development Board, SCORE and other organizations. Throughout this publication, you will notice the overlap of activities in the community and the cohesive organizations that help create and maintain the unparalleled quality of life Martin County offers.

Newcomer Information Upon moving to Stuart/Martin County, new residents must comply with certain requirements mandated by federal, state and local laws in an effort to become permanent residents. The following information will help those relocating. Safety and Motor Vehicles for titling and registering all motorized vehicles, boats and mobile homes (commercial and private), including motorcycles and mopeds (registrations only). The Tax Collector’s Office also issues disabled parking placards.

Residency

Under Florida law, you automatically establish residency when being employed, enrolling children in school or registering to vote. You may document your residency by obtaining and filing a Declaration of Domicile with the Clerk of the Courts office at:

Driver’s License

New state residents who wish to drive in Florida must obtain a Florida driver’s license within 30 days of moving here. U.S. citizens, take your driver’s license, social security card and proof of U.S. citizenship (U.S. Birth Certificate, U.S. Passport or U.S. Naturalization Certificate). You may be able to convert without taking a written or road test. You will be required to take a vision screening. Non-U.S. citizens must have proof of legal presence from the U.S. Citizenship and Immigration Services (USCIS) and identification. Seat Belts

Florida’s seat belt laws apply to all cars, pickup trucks and vans operated on Florida roads. The law requires all


drivers and passengers in the front seat of a vehicle to wear seat belts. All passengers under age 18 must wear a seat belt. Florida law now allows law enforcement officials to stop any vehicle if the driver or occupants are not wearing seat belts. The driver will be held responsible for passengers under 18 found not wearing seat belts. Seat belt violations for those 18 and older are handled as secondary violations. Florida law requires children age 3 and younger must be secured in a federally approved child-restraint seat. Children ages 4 through 5 must be secured by either a federally approved child-restraint seat or a safety belt. Licensing of Pets

All domestic pets – cats and dogs – are required to obtain a Martin County Animal License when vaccinated against rabies. A new license must be obtained each year upon revaccination. To obtain a pet license, you will need a copy of a current rabies vaccination certificate issued by a licensed veterinarian and $10 for each sterilized pet or $75 for each unsterilized pet. Pet licenses are available for purchase at all Martin County Tax Collector offices as well as at the Animal Shelter/Humane Society of the Treasure Coast. Register To Vote

Permanent residents of Florida who are U.S. citizens at least 18 years of age can register to vote. If you are 16 with a valid Florida driver’s license or 17 years of age, you can pre-register and receive your Voter Information Card in the mail after your 18th birthday. You will be required to provide signed photo identification at the polls prior to voting. Registered voters may vote early starting 15 days prior to an election and any registered voter can vote by mail, which may be requested by telephone, e-mail or in person. Sales Tax

The state of Florida has a 6 percent statewide sales tax rate. The tax is due at the time of a retail sale, admission charge, storage or rental transaction as well as when certain services are performed. Some items and types of services are exempt from the tax. Certain counties, including Martin County, charge a discretionary sales tax. This discretionary sales tax is imposed at the time of purchase. Martin County’s discretionary sales tax currently adds one-half of 1 percent to the 6 percent state wide sales tax, for a total of 6.5 percent. Tangible Tax

Florida’s tangible tax is applied to businesses’ personal property, with the first $25,000 in value exempt from taxation (an initial return must be filed to qualify for the exemption). A penalty of 25 percent of the value is assessed by the Property Appraiser’s Office for failure to file a return. Use Tax

This tax is a component of the state’s sales tax and is due on purchases made out of state and brought into Florida within six months where no sales tax was initially paid. This tax is also due on tax-exempt purchases that are not offered for sale at retail but consumed in the manufacturing process where such items are not part of the end product.

Real Estate Taxes

The Property Appraiser’s Office determines the value of property for tax purposes. The Tax Collector’s Office collects the taxes. Properties are reassessed each year based on their market value as of Jan. 1, considering the costs of sale. Subsequently, the taxing authorities establish their tax rates based on the value established by the Property Appraiser’s Office. All property taxes are conveniently combined in one bill, due in November and delinquent if not paid by April 1 of the next year.

Homestead Exemption

Florida’s Homestead Exemption law exempts the first $25,000 of the assessed value from ad valorem taxes for property owned and established as a permanent residence. On Jan. 29, 2008, voters approved Amendment 1, a change to Florida’s Constitution that enhances the Homestead Exemption law in three ways: • Residents with a Save Our Homes assessment cap may transfer all or a significant portion of their tax savings to a new property in Florida. • The Homestead Exemption doubles to $50,000 for properties valued at $75,000 or more for all tax levies except school districts. • Effective Jan. 1, 2009, owners of nonhomestead properties may file to receive a 10 percent annual assessment cap similar to Save Our Homes. SEWALL’S POINT

Sewall’s Point is located on a peninsula with the Indian River (Intra-Coastal Waterway) to the East and the Saint Lucie River to the West. Formed in the early 1900 hundreds, its history has been written about by many authors but the best book describing its rich history was written by Sandra Henderson Thurlow, entitled “Sewall’s Point, The History of a Peninsular Community on Florida’s Treasure Coast.” Located in Martin County it has its own government with a Mayor, Town Council, Town Manager, Town Clerk and Police Department. It is divided by East Ocean Blvd. The Southern portion ends in High Point and the Northern portion ends in Jensen Beach. Many of the homes are on the water with private docks.

Residential properties North of the Roosevelt Bridge are considered by many as one of the most desirable locations in Martin County. This area features a plethora of shopping, A- rated schools (including our reknown Jensen Beach High School), waterfront communities, tennis clubs, golf, Treasure Coast Mall, minutes to beaches and downtown Stuart. Much of the area west of US 1 and south of Britt Road is commonly referred to as North River Shores. Although only three subdivisions, (Cocoanut Park, North River Shores and Forrest Park) are actually part of the NRS association, they have deeded rights to community parks including Nosaw Park and its private boat ramp. Education The Martin County School District, the county’s second-largest employer with approximately 2,400 personnel, is consistently a high performer among the state’s school districts. Transportation Traveling to and from Stuart/Martin County is made easier by the many options available, including air, rail, sea and highway. The county is working to accommodate the ever-expanding population by building new roads, enhancing airports and growing public transportation. Interstate 95 travels north-south through Martin County with four convenient exits. The highway starts in Miami and runs north through Jacksonville before traveling up the Eastern Seaboard to Maine. Florida’s Turnpike, with one exit in Stuart, is a toll road running from Miami through Orlando and connecting to Interstate 75 in Wildwood. Private limo and shuttle services are also available throughout the area to assist with transportation needs.

Government The Martin County Board of County Commissioners, elected countywide, are responsible for administering governmental affairs in the county. These five men and women handle legislative and operational matters including the enacting of laws affecting the unincorporated areas, where the majority of residents reside: Hobe Sound, Indiantown, Jensen Beach, Palm City, Port Salerno and Tropical Farms. Martin County’s incorporated municipalities of Jupiter Island, Ocean Breeze, Sewall’s Point and Stuart each elect a city commission to handle their operations. Martin County’s five constitutional officers -- Sheriff, Supervisor of Elections, Clerk of Courts, Tax Collector and Property Appraiser -are also elected and handle countywide law enforcement, voter registration, judicial business, recordings and documentation, taxes, tags, titles and licenses, and property value. Indian River, Martin, Okeechobee and St. Lucie counties comprise the 19th Judicial Circuit, which also defines both the State Attorney’s Office and Public Defender’s Office. Along with Martin County’s three locally elected judges, a number of circuit judges are elected and divide the caseload of the four-county area. Martin County’s legislative delegation consists of a state senator elected for four years, two state representatives and one U.S. representative elected for two-year terms.

In 2010 the construction was completed of a storm water retrofit project, which added a pond and sloughs carefully engineered to mimic the wet/dry cycles of natural wetlands. These areas are already attracting wading birds and ducks. Stop by and walk the trails, enjoy the butterfly garden, have a picnic or just spend a quiet hour looking for the many birds who stop by for food and rest. The grounds are open to the public at no charge every day from dawn to dusk. DuPuis Management Area The DuPuis Management Area is a 21,875-acre multi-use natural area in northwestern Palm Beach and southwestern Martin counties. The property is interspersed with numerous ponds, wet prairies, cypress domes, pine flatwoods, and remnant Everglades marsh. The area provides miles of hiking and horseback trails, an equestrian center, graded vehicle roads, backpack and group campsites and seasonal hunting. Far from urban areas, the dark night sky over DuPuis allows for excellent stargazing. Explore the underwater world of Poseidon just off the shores of Martin County and discover natural wonders living just beneath the surface. Divers


are attracted to three artificial reefs as well as the natural reefs along the coast. In an effort to boost marine life in the area and provide offshore breakwaters to fight erosion along local beaches, the artificial reefs were developed as the brainchildren of 13 local “Re-tire-eefs.” Organized more than 15 years ago and first built from old tires, the reefs are from three to eight miles offshore. As the years went by, other objects were added to the reefs, including bathtubs, toilets, a cement mixer, refrigerators and, finally, the Reef Advisory Committee sunk the U.S.S. Rankin, a 459-foot attack cargo ship commissioned in 1945. Visit one of the local dive shops to find equipment, sign up for lessons and acquire anything else you might need for your undersea adventure.

Whether you are a professional looking to catch a new trophy or an amateur that would rather spend the day relaxing with a pole in one hand and a book in the other, Martin County offers all that a fisher’s heart might desire. An array of fishing opportunities are spread throughout the area, including bass fishing in Lake Okeechobee and offshore trips where the catch may be marlin, dolphin, sailfish or wahoo. You can join a charter boat or head out on your own. Offshore Numerous charter boats throughout Martin County provide full, half-day or custom charters. No matter how much experience you have, the professional captains and crews will provide everything you need to ensure a memorable offshore fishing experience. The months of November through midMarch are prime time for sailfish, while spring and summer months see the return of dolphin, wahoo, kingfish and marlin.

Discover the Indian River Lagoon portion of the Atlantic Intracoastal Waterway which can take you from the Florida Keys to Norfolk, Virginia. For a true “jungle cruise,” follow the St. Lucie River through the Roosevelt and Palm City bridges to Lake Okeechobee and the west coast of Florida. Yachtsmen can head east from the St. Lucie Inlet to explore the Bahamas, only a few hours away. Be sure to stop by the restored and charming downtowns of Stuart, Port Salerno and Jensen Beach, offering shops, galleries and restaurants, conveniently situated near docking or mooring locations. Watch the annual Christmas Boat Parade the first Saturday in December, or visit the Stuart Boat Show in January. For those without their own boats, there are narrated boat tours, venues to rent boats or charter fishing trips. Visit the area’s fine marinas, boat yards and waterfront restaurants. Even the hospital has an emergency dock for patients who arrive by boat. Boating’s popularity creates the need for environmental stewardship, achieved through Florida’s Department of Environmental Protection Clean Boating Partnership. Boaters sign a pledge and receive a Clean Boating Habits brochure. Many waterfront facilities on the Treasure Coast have earned Clean Marina/Clean Boatyard designations. Look for the Pelican Flag.
