Dyer County Fair in Memory of
Mr. Stallings Lipford - A Legacy of Caring The Officers and Directors are proud to dedicate the 2012 Dyer County Fair and this Fair book to: Mr. Stallings Lipford 1930 to 2011 Each year, the Fair Board searches for an outstanding citizen of this community who has made a difference in the lives of families who call Dyer County home. This year, we have chosen a gentleman who genuinely loved and cared for this community, and who was a dedicated advocate of the Dyer County Fair. Stallings Lipford was a beloved and respected leader, both in banking and within the community he served. He began his financial career at First Citizens National Bank, in 1950. His outstanding interpersonal and leadership skills resulted in him being named President of the Bank in 1970, followed by the designation of CEO and Chairman of the Board over the ensuing years. In 2005, Mr. Lipford was named Chairman Emeritus, a position he held until his death in 2011, ending a career that spanned more than six decades. The Dyer County Fair always held a special place in his heart, and he made every effort to involve First Citizens and its employees in every way he could imagine. The event closest to his heart took place on Thursday of Fair Week, a day sponsored by the bank. It was called “Senior Day at the Fair” and that day always found a multitude of FCNB employees at the fairgrounds early in the day, involved in entertaining what appeared to be every senior citizen in Dyer County. Food preparation began the night before and continued until the last burger was served around mid-day. Everything, including admission to the fair was free, with seniors arriving by the bus load. Tents, chairs and tables had been set up and BBQ grills were spreading the wonderful aroma of sizzling burgers throughout the fair grounds. To the delight of those in
attendance, Mr. Lipford was always present, with cigar in tow, to share a laugh and a handshake with all guests. Entertainment always included Bingo games with prizes of every description. Local talent provided songs and music to the delight of everyone in attendance. The highlight of his afternoon was the report from Stallings’ son Phil, telling him how many guests were in attendance and how it compared to the prior year’s event. “Senior Day at the Fair” remains an integral part of the Dyer County Fair to this day, and is a favorite event of employees of First Citizens and senior citizens throughout the community. The relocation of the Dyer County Fair to the new Community Park in 1990, was an exciting event for the community. Mr. Lipford wanted First Citizens to have a major presence, but was not quite sure what that might be. A visit from Charles Cowles, one of many volunteers who worked to make Community Park, the fairgrounds and later Sorghum Valley a reality, introduced an idea that was embraced by Mr. Lipford. Charles requested that First Citizens sponsor an Amphitheater that could be used to house many of the events that occur annually at the Dyer County Fair. Since sponsoring the original construction, First Citizens has funded two Amphitheater upgrades and added additional seating. First Citizens later “chartered” First Citizens National Bank of Sorghum Valley, an operational replica of the bank, as it might have appeared in 1889. For more than 60 years, Stallings
Lipford worked tirelessly to improve the quality of life in Dyer County. As Chairman of the Dyer County Industrial Board, he played a major role in bringing jobs to the local community. He was an outspoken advocate for programs and projects he felt important to the citizens in this community. He recognized and appreciated the role of Dyersburg State Community College. He supported the college with his time and personal resources as well as those of First Citizens, and in 1993 made the first financial commitment to the Dyersburg State Community College Foundation with a pledge from the bank and its Board of Directors that ultimately exceeded half-amillion dollars. Stallings Lipford will be missed by many. He truly left “A Legacy of Caring” and “A Life Well Lived.”

Letter from the Fair Board President: Mr. Jeremiah Hollingsworth As president of this year’s Dyer County Fair Board, I made it my mission to bring our fair back to its down home roots. I’ve grown up at the fairgrounds showing hogs, watching the tractor pull, and eating from our local vendors, and I wanted my community to experience those same memories this year. I hope your fair days and nights are centered around Dyer County’s strengths and my passions: agriculture, local businesses, and a sense of community. Seeing as how one man can’t put on the show all by himself, I would like to thank my wife Tevvy for her continued support during my tenure as president. I would also like to show my appreciation to the officers and board of directors for the Dyer County Fair. Lots of long hours have gone into this year’s fair, and I hope it means as much to you and your family as it has to mine.

GENERAL RULES & REGULATIONS (Please refer to special rules under your specific department)
All articles exhibited at owner’s risk, but all reasonable precautions will be taken for protection of all exhibits. All articles must be listed in owner’s name and by Lot number. No exhibits may be removed before 1:00 p.m., Sunday, September 9 excluding livestock and outside exhibits. Outside exhibits may be removed Saturday night at 11:30. All exhibits must be in place by 3:00 p.m., Saturday, September 1, 2012, with the exception of livestock, poultry, flowers, culinary, gardening and crops. All premiums will be paid as soon as practical after judging has been completed. With the exception of the livestock (which must have been in the owner’s possession for 60 days prior to fair) relics and curios, all articles entered for exhibit must have been raised or produced by exhibitor otherwise no premium will be paid on such exhibit. In showing pairs of animals or other classes, one person must own the animals in order to receive premium money or ribbons unless in case of partners operating a farm or owning the animals together. There will be a $3 entry fee per 4’x8’ pen - with a limit of 2 animals per pen; a $5 entry fee per 8’x8’ pen with a limit of 4 animals per pen. Season’s pass ($20 per person) should be obtained when the pen fees are paid. Upon purchase of exhibitor’s pass, Herdsmen’s Passes will be available at $5 each. These passes are good for 2 days only. Two Herdsmen’s Passes are available per each exhibitors pass purchased. Premiums will be paid only on items mentioned in the premium list, but any article which will add to the general interest of the fair will be welcomed. The association reserves the right to refund in whole or any part, money paid for privileges or concessions and refuse to allow any party to operate or do business should they become objectionable. Soliciting subscriptions for any newspaper or periodical will be permitted only upon written request of the publisher and manager, filed with the Secretary of the Fair ten days before the opening date of the fair, which request shall contain the name of the solicitor operating on the grounds. No person will be permitted to distribute advertising matter on the fair grounds without a permit from the management of the fair; except from their place of business or exhibit space.
The management of the fair and the censorship committee shall have the privilege of inspecting at any concession or privilege stand. Those failing to comply with the laws of the State of Tennessee or the rules of the Fair Association shall be compelled to remove the concession or stand from the fairgrounds. Each concessionaire must confine himself to the space assigned him. Purchasers of concessions must keep space in a sanitary condition by removing from there any filth or refuse. The management reserves the right to amend or add to these rules as they, in their judgment, may deem advisable. In the event of conflict of general and special rules, the special rules will govern. Concessionaires are requested, in the interest of all concerned, to buy their supplies from firms or persons listed in the Premium Book. Only businesses or individuals holding a privilege contract from the Fair President shall be permitted to make sales, take orders, to make delivery on the Fair Grounds. This rule does not apply to sale of livestock and field seeds by exhibitors. No lotteries of any kind will be allowed. Organization moneymaking schemes must apply to the Executive Committee in writing prior to August 1, and the Executive Committee must furnish a decision to the applicant within one week. The Dyer County Fair Association reserves the right to change any and all rules and declare off any classes or premiums because of acts of God, excessive rain, or causes not within the power of the management to control. The Judges shall be instructed not to award premiums not worthy of merit, or to articles borrowed or purchased for competition, nor those incorrectly entered. In cases where there is only one exhibitor and no competition lot, the judges shall award only one premium, which may be either 1st, 2nd, or 3rd in accordance with the merits of the article exhibited. The officers and directors, or any member of their family who resides in their home, or employees of the fair will not be eligible to win money or any other fair sponsored prize given away by the Fair Association. All exhibits or events for competition must be held at the Dyer County Fairgrounds during the week of the Fair, with the exception of fashion revues.

1. Recipes must contain one or more soybean products which must be identified on the recipe. 2. Prepared dishes must be accompanied by a typed recipe. 3. All recipes become property of the Dyer County Fair & Tennessee Soybean Association and may be published. 4. Dishes must be prepared at home and brought to the competition in an insulated container or cooler. 5. Contestants must be 18 years of age or older. 6. Recipes will be evaluated on taste (30%), appearance (25%), originality (25%), ease of preparation (20%). 7. Decisions of the judges will be final. 8. One entry per person, per category.

The Pet Show will be held at the Livestock Arena. All animals must be in a healthy condition. Dogs must be accompanied by a certificate of vaccination of rabies. All entries must be registered between 1 p.m. and 2 p.m. All dog classes will be judged on the basis of the animal’s grooming and response to owner’s showmanship. A bench will be provided for posing animals if owners so desire. Simple obedience commands will count toward winning. The miscellaneous pet classes will be judged on the basis of appeal to audience.

Joe Diffie is a country music singer known for his ballads and novelty songs. Between 1990 and 2004, Diffie charted thirty-five cuts on the Billboard Hot Country Songs chart, including five number one singles including “Home,” “If the Devil Danced,” “Third Rock From the Sun,” “Pickup Man,” (his longest lasting number one at four weeks) and “Bigger than the Beatles.” In addition to these cuts, he has 12 other top ten singles and ten other top 40 hits. He also cowrote singles for Holly Dunn, Tim McGraw, and Jo Dee Messina. He has recorded with Mary Chapin Carpenter, George Jones, and Marty Stuart. His most recent album Homecoming: The Bluegrass Album was released in 2010. “I always had in mind to do a bluegrass album someday,” says Joe Diffie. “It was something I wanted from the first day that I got my country deal.” And while he might not be the first to say that, it not only has the ring of truth when you hear it straight from the man himself, it’s got a lifetime’s worth of bluegrass roots and connections to back it up. When Joe finally landed in Nashville, he took to hanging out at the bluegrass mecca, the world famous Station Inn; there he ran into another bluegrass buddy, the late Charlie Derrington, who gave him a job at Gibson Guitars. He began in the shipping department and moved up to the role of inspector—making yet another bluegrass friend along the way in fellow Gibson employee Danny Roberts, then playing with the New Tradition—but it was clear he was destined for other things. The subsequent arc of Diffie’s career can be followed in any number of sources. Even as he was racking up Top 10 hits as quickly as he could turn them out, Joe kept up his bluegrass connections, and not always in the most obvious ways. He cohosted and performed on the International Bluegrass Music Association’s annual awards show in 1993 and 1999 (the latter time in a notable appearance with the Lonesome River Band and the Del McCoury Band’s fiddler, Jason Carter), and he popped up on the legendary Ralph Stanley’s awardwinning, all-star production, Clinch Mountain Country, with a gripping rendition of “Another Night,” but he also turned over a strong co-write of his, “I Got A Feeling,” to bluegrass singer David Parmley years before he got around to recording it himself. And he kept listening, not just to the classics and
contemporary releases he’d grown up on in the 70s and 80s, but the new stuff, too. Indeed, he says, “most of what I listen to is bluegrass.” So while it might not be accurate to call this release “longawaited,” it’s surely right to say that it’s been a long time in the making, and perhaps all the better for it. This music is, quite simply, state-of-the-art bluegrass, shaped by in-depth knowledge, played by some of the finest talents available, and sung by an artist who’s already widely admired—not only in the country world, but among bluegrassers, too—as a consummate vocalist. There is no doubt that bluegrass is an indelible part of Joe Diffie’s musical make-up. Most of all, though, Joe’s just glad to have finally gotten this release out. “It’s like the stars all finally aligned,” he says with a chuckle—and for those who enjoy hearing an artist at the top of his game tackle the most demanding kind of music under the country umbrella, those stars must surely be counted as lucky ones.

SORGHUM VALLEY Sorghum Valley is a miniature settlement in a quaint country atmosphere surrounding the Old Sorghum Mill– a scene from Dyer County’s pioneer days. Cross over the covered bridge where the sweet sounds of bluegrass and gospel music can be heard throughout the valley. A tour down Sorghum Valley’s wooden sidewalk gives you a glimpse of yesteryear’s businesses. Sorghum valley has everything from a funeral parlor with horse drawn carriage to a Dyersburg Cotton Products exhibit with one of their machines from its opening in 1928. Come by Thursday morning for the sorghum recipe contest and your chance to try some on a biscuit!

Monday, September 3, 8:30 p.m. Pageant will be held at the First Citizens Amphitheater. The “Fairest of the Fair” will be asked to appear at special events during the week of the fair, and will represent the Dyer County Fair in the Tennessee “Fairest of the Fair” pageant with the first and second maids as alternates. 1. Each contestant must have reached her 16th birthday by the day of the pageant, but not her 21st birthday by December 31, 2012. 2. A girl cannot qualify if she has ever been married or has children. 3. Costumes for the evening gown competition must be formal length. Contestants will not be permitted to wear corsages. 4. Contestants will be judged on beauty (50 percent) and poise & personality (50 percent). 5. Contestants must be a resident of Dyer County. 6. Contestants will be charged a $25.00 entry fee. 7. Entry deadline is at 4:30 p.m. Sunday, September 2, 2012. 8. Entry forms must be turned in at rehearsal on Sunday, September 2, 2012. Please include $25 entry fee with entry form. Entry forms will be available during the month of August at First Citizens National Bank and on our website. AWARDS The “Fairest of the Fair” will receive a coronet and banner proclaiming her “Miss Dyer County Fair” and an all-expense paid trip to Nashville, for both her and her chaperone to attend the Tennessee Association of Fairs Convention. Entries will consist of one to four color or black and white pictures with a common theme mounted on a single piece of white poster board twelve inches square. Entries not made by exhibitor will be disqualified. Only one entry per lot. Entries not following rules of mounting cannot receive greater than a white ribbon. The bleacher seating in this facility was the original seating in the old “People’s Arena” at the old fairgrounds. 1. Junior and Open shows will run concurrently. Any junior (pre-school age through their 18th birthday) from Tennessee is eligible to participate in the Junior Show. The animal must be registered to the Junior in order to participate in the Junior Show for premium money. 2. All animals must be registered in their respective breed association and papers checked before the show. Health papers will be checked during registration. 3. Entries are due August 15, 2012. Registration form is enclosed. 4. Tie Fee: $5.00 per head should be included with pre-registration form. 5. Bedding (shavings) is provided. No other bedding is allowed. 6. Breeds will be shown in the order listed above. 7. The Fair Association reserves the right to discontinue breed classes from year to year where the above stated limits are not met. 8. All entries must be in place by noon on their respective show day. The animals must remain until after the nightly money drawing. 9. Trucks and trailers should park in a designated parking area.

RULES & REGULATIONS FOR THE DYER COUNTY JUNIOR LIVESTOCK ASSOCIATION The Dyer County Junior Livestock Association is an organization designed to promote youth in the agricultural related project of livestock production. An Audit Advisory Board made up of Adult Advisors, Agricultural Education Teachers and Dyer County Extension Personnel governs it. These advisors will establish and enforce all the rules and regulations for the organization and provide overall program direction. The board has established the following rules: 1. Eligibility-Competition is open to youth that are in grades 4-12. Exhibitors must be a 4-H or FFA member in Dyer County at the time of initial weigh-in and show.
a. If the exhibitor shows more than one animal, the highest plac ing animal will be the sale animal. If the animals place the same, the heaviest animal will be the sale animal.
c. The exhibitor must declare whether go to slaughter or go home. This must be done at the final weigh-in.
3. Ownership- All market animals must be project animals that have been owned and fed by the association member from the time of weigh-in through the show/sale. 4. Weigh-In Dates- All weigh-in dates are set and subject to change by the board. Extension Service EXPO dates and fair dates determine dates.

9. Selling- An exhibitor is only allowed to sell one (1) animal through the auction/sale. (Continued on back.)
b. If the exhibitor shows more than one species, the exhibitor will be asked to designate the species to sell/followed by the placing order.
2. Membership-Each exhibitor will be assessed a $25.00 membership. This fee will be taken out of the check from the sale of the project animal.

The DCJLA member must declare all designated money for their animal prior to the sale date, if the buyer will not be present at the sale. Date to the determined and announced 2 weeks before the sale.

Penning- All animals must stay in the Livestock Barn/designated area on the show/sale day (Thursday of the Fair). ExceptionSteers will be brought back to the fairgrounds on Thursday for the Sale only. 8. Showing- Extension Service personnel will determine classes. Due to the safety of all exhibitors, spectators and officials, any animal deemed unruly and unsafe may be excused from the show ring by an official. All exhibitors must exhibit and sell their own animal. If a conflict arises, the exhibitor must contact the adult advisory board with a written formal request/explanation 2 weeks prior to the show/sale. Showmanship divisions will be divided into 3 divisions: a. Junior- Grades 4-6 by September 1 b. Junior High- Grades 7-9 by September 1

c. Senior High- Grades 10-12 by September 1, and students who graduated at the end of the previous school year
10. Disqualification- Any exhibitor failing to abide by any of the above mentioned rules/regulations will be disqualified from the show/sale and may not be allowed to participate in future shows. 11. Rule Acceptance- Each participant must sign that they have read and accepted the rules/guidelines of the DCJLA. 12. Animal Health Regulations- All animals exhibited in the Market Animal Show and Sale must have a current (CVI) Certified Veterinary Inspection completed within the last 90 days prior to the show/sale date. 13. NEW QUALITY ASSURANCE TRAINING REQUIRED: All exhibitors and parent/guardian MUST attend (QA) Quality Assurance training conducted by the Extension Service Personnel prior to the weigh-in dates for each species. a. An entry form must be completed on each contestant. Entry forms can be picked up in advance from the fair office. Although these can be filled out the afternoon of the show, it is recommended that they be picked up earlier so that more thought can be put into the description of the garment. All garments must be a wool or wool blend. Garment does not have to be made by the contestant. Each contestant shall lead a ewe or market lamb. Contestant does not have to own the lamb. Lambs will be available at the fair.

The Dyer Co. Fair will enforce all Health Rules and Regulations

1. Health certificates issued in satisfaction of these Dyer Co. Fair Regulations shall be good for 90 days for Tennessee livestock only. 2. Please note the change in the procedures for handling poultry at shows and exhibitions. On-site testing of poultry at shows and exhibitions will no longer be allowed. 3. Please note that exhibition requirements for out-of state livestock are the same as regular import requirements. Tennessee Department of Agriculture Rule 0080-2-3 Poultry requires “All poultry assembled at shows or exhibitions shall be accompanied by evidence of a negative test within 90 days for PullorumTyphoid or shall originate directly from a flock which has been certified as Pullorum-Typhoid clean under the Tennessee Poultry Improvement Plan.” Effective July 1, 2005, the Department of Agriculture will no longer allow showsite testing for satisfaction of this requirement. Current biosecurity and disease concerns warrant that we now interpret the rule as it was written. With a national “Biosecurity for the Birds campaign aimed at reducing poultry disease transmission and the heightened concern generated by recent outbreaks of Avian Influenza (bird Flu) and Exotic Newcastle Disease (END), it is appropriate we take these steps to further protect the health of our birds. No untested poultry will be accepted for exhibition or allowed to remain on the premises. According to current regulations, it is the responsibility of the manager of each event to assure prompt removal of animals not in compliance with regulations.” 4. Warts and ringworm are considered contagious and infectious diseases and are permissible exclusions only if considered inactive by the issuing veterinarian and noted as such on the Certified of Veterinary Inspection. 5. Scabies, contagious ecthyma (sore mouth), foot trot, cutaneous fungal and bacterial infections (ie. Club lamb disease, caseous lymphadenitis) are considered contagious and infectious diseases, and are permissible exclusions only if considered inactive by the issuing veterinarian and noted as such on the Certificate of Veterinary Inspection. 6. Fair officials are responsible for reporting any violations of these regulations to the state veterinarian or his agent.
Regulatory Services – Animal Health SUMMARY: Livestock Health Requirements for Fairs & Exhibitions I. General: A. All stalls, pens, chute, etc. located on the grounds of fairs and exhibitions shall be thoroughly cleaned and disinfected with a disinfectant approved by USDA, APHIS before accepting livestock. B. All livestock (except poultry), which enter fairs and exhibitions, shall be accompanied by an official veterinary health certificate with individual permanent identification of sufficient description to identify each animal. Certificates for this purpose shall be valid for ninety (90) days from the date of issue. C. No animal showing clinical signs of infectious or communicable disease shall be allowed to enter or remain on premises of fairs and exhibitions. It shall be the responsibility of the manager of each event to assure prompt removal of such animals. II. Livestock and Poultry originating within the state of Tennessee, (Certificate of Veterinary Inspection Valid for a Period of Ninety (90) days. A. POULTRY: 1) Sponsors of poultry shows or exhibitions shall notify the Tennessee Department of Agriculture at least thirty (30) days prior to show or exhibition. 2) All poultry assembled at shows or exhibitions shall be accompanied by evidence of a negative test for Pullorum-Typhoid within ninety (90) days or originate directly from a flock which has been certified as Pullorum-Typhoid Clean under the Tennessee Poultry Improvement Plan.
Poultry found not to be in apparent good health shall be removed immediately from any show or exhibition. B. Certificate(s) of Veterinary Inspection are to accompany all animal(s) to the respective shows with the exception of in-state Tennessee equine and poultry. III. Livestock and Poultry Originating Outside the State of Tennessee Livestock and Poultry entering fairs and exhibitions from areas outside the State of Tennessee shall be subject to current Tennessee Import requirements. Please contact the state veterinarian’s office regarding questions or recent changes to these rules. These interstate requirements are summarized as follows: A. ALL SPECIES (EXCEPT POULTRY) Official Certificate of Veterinary Inspection valid for thirty (30) days. B. CATTLE CERTIFICATE OF VETERINARY INSPECTION & ADDITIONAL REQUIREMENTS AS FOLLOWS: 1) Tuberculosis: No requirements. Owners of Michigan, Texas, New Mexico and California origin cattle should contact the state veterinarian’s office for further information 2) Brucellosis: Test eligible cattle – Intact male or female cattle eighteen (18) months or older. (Vaccinates or Non-vaccinates) Certified Herds – No test requirements. Class Free States – No test requirements. Class A – Negative test within 30 days. C. SWINE 1) Breeding Swine: (a) 30 day negative test for Pseudorabies Herd, and (b) Originate from Qualified Negative Pseudorabies herd, and (c) If four (4) months of age or older, negative test for brucellosis within thirty (30) days or originate directly from a Validated Brucellosis-Free Herd. 2) Feeding Swine: (a) 30 day negative test for pseudorabies, or (b) Originate form Qualified Negative Pseudorabies Herd, or (c) Originate from Pseudorabies Monitored herd, or (d) Originate from a herd in Stage III, IV, or V state in the National Pseudorabies Eradication Program. D. HORSES AND OTHER EQUINES: Animals six (6) months of age or older – negative equine infections anemia (Swamp Fever) test within twelve (12) months. E. POULTRY: Originate directly from a Pullorum – Typhosis Clean flock, or be accompanied by evidence of negative Pullorum – Typhoid test within ninety (90) days. F. SHEEP: Certificate of Veterinary Inspection and compliance with the scrape identification program requirements. G. GOATS: Certificate of Veterinary Inspection and compliance with the scrape identification program requirements. Brucellosis testing is no longer required. H. CAMELIDAE: Intact male or female eighteen (18) months or older – negative brucellosis within thirty (30) days. I. CERVIDAE: Certificate of Veterinary Inspection and additional requirements as follows: 1) Brucellosis: Intact male or female eighteen (18) months or older – negative brucellosis within thirty (30) days. 2) Tuberculosis: (a) All cervidae shall originate in herds which have had a negative herd test for tuberculosis within twelve (12) months with a USDA approved single cervical test and individual imported animals shall be negative to the single cervical test within thirty (30) days of entry; or (b) Animals not originating in tested herds as described above must test negative to tow (2) single cervical tests at least ninety (90) days apart, the second test conducted not more than thirty (30) days prior to entry. IV. Fair association or exhibition management shall inform exhibitors of the rules of this chapter, and shall notify the State Veterinarian or his agent of any violations. Exhibitors shall present evidence of compliance with this chapter to the State Veterinarian or his agent upon request. These rules constitute a minimum legal standard and in no way restrict the right of fair and exhibition managers to establish additional or more stringent requirements. Attention: it is important for anyone showing sheep or goats in the Tennessee State Fair to understand and comply with the USDA/APHIS Scrapie Program requirements. • All intact males (bucks, rams) and females (ewes, does) that show must have approved ear tags (or acceptable alternative). This must be done in accordance with the guidelines provided by USDA Animal Health and Plant Inspection Service (APHIS). • Wethers are exempt. Wethers may be shown at Expo without Scrapie Program ear tags.
Charles Hatcher, DVM - State Veterinarian Julius Thomas Johnson - Commissioner of Agriculture Tennessee Department of Agriculture - Imported Fire Ants Movement Permit Tennessee State Fair exhibitors from the state of Tennessee will be required to get a Movement Permit (to prevent the movement of Imported Fire Ants) from their local county extension office or the Tennessee Department of Agriculture, Plant Certification Office at 615-837-5130 if they are located in a fire ant regulated area and are shipping hay or straw to non-regulated areas. The enclosed web site gives a verbal description of the boundaries of the Imported Fire Ant Quarantine in Tennessee. A map of the Imported Fire Ant Quarantined area for the United States is available at http://www.aphis.usda.gov/ppq/maps/fireant.pdf. If the exhibitor is from outside Tennessee, but in the regulated area, it is preferred that they provide a permit from their state of origin. The permit serves as verification that the hay or straw meets compliance from being in contact with the ground and is found to be apparently free of fire ants. Baled hay or straw that has been stored in direct contact with the ground for more than 7 days can not be moved from anywhere in the federal imported fire ant regulated area to non-regulated areas. Restricted operations This section is applicable whenever a temporary food service establishment is permitted, under the provisions of paragraph (1) of this Rule, to operate without complying with all the requirements of this code. Only these potentially hazardous foods requiring limited preparation such as hamburgers and frankfurters, which require seasoning and cooking, shall be prepared or served. The preparation or service of other potentially hazardous foods, including pastries filled with cream or synthetic cream, custards, and similar products, and salads or sandwiches containing meat, poultry, eggs, or fish is prohibited. This prohibition does to apply, however, to any potentially hazardous good that has been prepared and packaged under conditions meeting the requirements of this Code, is obtained in individual servings, is stored at a temperature of 45 degrees F. or below or at a temperature of 140 degrees F. or above in facilities that meet the requirements of this Code, and is served directly in the unopened container in which it was packaged. Ice Ice that is consumed or that contacts food shall have been made under conditions meeting the requirements of this Code. The ice shall be obtained only in chipped, crushed, or cubed forms and in single-use good-grade plastic or wetstrength paper bags filled and sealed at the point of manufacture. The ice shall be held in these bags until used, and when used it shall be dispensed in a way that protects it from contamination. Equipment Equipment shall be located and installed in a way that facilitates cleaning the establishment and that prevents food contamination. Food-contact surfaces of equipment shall be protected from contamination by consumers and other contaminating agents. Where helpful to prevent contamination, effective shields for such equipment shall be provided.
