Youth and National Society Development
Why we value YOUth? Young people are key actors in building-up and sustaining strong Societies and thus equal partners of adults.
Youth is not a homogenous group - intragroup dynamics, gender, age, and diversity are key factors to access resources and equal opportunities.
Youth are agents of change addressing global humanitarian challenges pertinent to local communities.
Youth in decision-making at all levels of management, governance, and service delivery are crucial for intergenerational transfer of experiences and continuity.
LACK of SUPPORT to and INVESTMENTS in youth development ARE SHORT-SIGHTED.
Youth and National Society Development

ASEAN Youth Volunteer Programme 2015 Session 3: Safety and Security
Youth and National Society Development
Safety and Security
Since 1994, over 350 national volunteers and staff members have died in the line of duty while providing humanitarian assistance to people affected.
Reduce the incidents through training, creating awareness, getting accurate data and sharing information.
Youth and National Society Development
Safety and Security
1.
All volunteers should have a clearly appointed leader responsible for their activities and wellbeing. This person could be a volunteer or staff member themselves, but they should have had training in volunteer management.
2.
Poor levels of supervision and support of volunteers lead to negative volunteer experiences and compromises safety/security
3.
Supporting HIV positive volunteers
4.
A “Code of conduct is a preventive tool to set out the rights and responsibilities of volunteers and the National Societies.

“Volunteers, stay safe”, with a lesson plan and a self-assessment in English, French, Spanish, Arabic and Russian.
“Volunteering in emergencies”, practical guidelines for Red Cross and Red Crescent Societies managing volunteers in emergency situations.
Youth and National Society Development
Safety and Security Psychosocial support to volunteers in emergency operations During operations, organiser and individuals should pay attention to volunteers’ psychological well-being. Spontaneous volunteers and volunteers working on their first emergency should be monitored, and possibly paired with experienced volunteers or staff
Monitoring stress and fatigue levels of staff & volunteers, and being able to provide psychosocial support should be offered. Daily debriefing; volunteers to reflect on what went well, what went badly, and improve quality; discuss challenging situations.
Youth and National Society Development
Assessment Risk Factors The concept of risk has three elements: 1.
The perception that something could happen
2.
The likelihood of something happening
3.
The consequence if something does happen
Youth and National Society Development
Risk Assessment Activity
Issue/ Risk Factors

Personnel Risk Assessment red flags How Direct the Work Is
The Location
i.e. Personnel are working directly with: abandoned or orphaned children children with disabilities children who have been abused or sexually exploited
i.e. Personnel are working in risky locations including activities located away from a community or in isolated, secluded or inaccessible locations activities involving staff visiting a child’s home or children visiting a staff member’s home activities located in shelters, orphanages or schools
Type of Tasks
Level of Supervision
i.e. Personnel are performing high-risk tasks with children, including: one-on-one activities personal hygiene tasks swimming, bathing, changing
personnel work alone unsupervised, or without any formal supervision
Youth and National Society Development
Child Protection ---Our scope of interaction with children We recognise that:
the relationship between adults and children is not a relationship between equals
while children are resourceful and resilient, they are dependent on adults to care and protect them
Especially when young people who have a formal role in working with or supporting children, they are likely in positions of trust with authority
Why have a “Code of Conduct”? These are simple rules you must follow to keep children safe, YOU safe and your organisation safe!
