ASEAN Youth Volunteer Programme Database of Heritage Conservation NGOs around ASEAN


Background Context The ASEAN Youth Volunteer Programme is a dedicated youth volunteerism platform that mobilises ASEAN youth to develop innovative solutions to the social, cultural, economic and environmental challenges of communities across ASEAN, while forging a sense of regional identity. It is developed and implemented by Universiti Kebangsaan Malaysia (UKM), in partnership with the Malaysian Ministry of Youth and Sports, the ASEAN Secretariat and United States Agency for International Development (USAID).

AYVP works on 8 thematic areas, as guided by the ASEAN Socio-Cultural Blueprint, among which is our common advocacy – Protecting ASEAN’s Heritage. This year’s programme is funded by the Malaysian Ministry of Tourism and Culture and the ASEAN Secretariat. As AYVP develops into a regional reference centre for volunteerism initiatives across the region, one of its initiatives is the development of a database of NGOs around the region, which would help stakeholders in engagement activities in the region.

This Database of Heritage Conservation NGOs around ASEAN features 26 local/ international non-governmental organisations (NGOs) that all advocate for the importance of promoting, conserving and preserving our tangible and intangible heritage treasures. NGOs in the list do not necessarily have linkages or partnerships with AYVP. It only seeks to serve as a reference, and a working list which can be constantly updated by the public. The AYVP Secretariat encourages all relevant stakeholders to contribute organisations to the list.


Brunei Brunei Museum’s Department The Brunei Museum was established in 1965, with a mission to protect and preserve the natural and cultural heritage of the country. It also aims to stimulate public interest and research work for the national heritage through efficient and quality services. BRUNEI MUSEUM’S DEPARTMENT Website www.museums.gov.bn Brunei Arts and Handicraft Training Centre The Brunei Arts and Handicrafts training Centre is a governmental centre coordinated by the Brunei Museum. It came into existence to revive the arts and handicrafts of craftsmen and weavers. The function of the Committee is to implement policies and programmes that revive the almost disappearing arts and handicrafts of master craftsmen and women weavers. The objective is to encourage people to be active in the production of Brunei arts and handicrafts, through the facilities provided by the centre. Besides this, the centre also provides necessary training for Brunei youths who are interested in arts and handicrafts, as well as to popularize arts and handicraft products. Cambodia Heritage Watch Heritage Watch was founded in 2003 by archaeologist Dougald O’Reilly following the rampant looting of Phum Snay, an immense Iron Age burial ground in Cambodia’s northwest. Heritage Watch is a non-profit organization dedicated to halting the destruction and creating greater public awareness about Cambodia’s fascinating heritage. Heritage Watch has twice been the recipient of the U.S Ambassador’s Fund for Cultural Heritage, and also received awards from UNESCO, Friends of Khmer Culture. HERITAGE WATCH Website Email Address

Centre for Khmer Studies The Centre for Khmer Studies aims to support research, teaching and public service in the social sciences, arts and humanities in reference to Cambodian identity. It aims to connect Cambodian scholars, students, professional workers and artists with international colleagues for the purpose of fostering understanding of Cambodia and Southeast Asia at large. Indonesia Bandung Heritage Society Cultural Preservation Society of Bandung or Bandung Heritage Society is a non- profit, non- governmental organization that was established by a group of people in selected areas in Indonesia to preserve the culture of the city of Bandung, especially its historic buildings. UNESCO Jakarta UNESCO office in Jakarta was established as a field office for South-East Asian Science Cooperation (SEASCO) in 1951. Action with Lao Children Action with Lao Children has been dedicated to improve the educational environment especially the reading environment of children in Lao since 1982. ALC leads in publishing books in Lao languages by local authors and illustrators, and distributing these through school libraries. ALC also assists at the Children’s Cultural Centres where children can read, play drama, learn music, art and traditional Lao dance which are not taught in school. Malaysia Badan Warisan Malaysia (The Heritage of Malaysia Trust) Badan Warisan Malaysia is a non-profit organisation committed to the conservation, preservation and promotion of Malaysia’s built heritage. It is the leading national heritage NGO with a reputation for excellence in heritage conservation services spanning more than 25 years. This organisation aims to create awareness and public support for conservation so as to ensure the survival of Malaysia’s built heritage. Aside from this, it was also set up to influence policy so as to create a conservation-friendly environment. It also acts as a reference in the field of tangible and intangible heritage conservation by developing and sharing specialist knowledge, setting standards for quality of work, providing advice and public consultation, promoting research and documentation and facilitating the conservation work. Myanmar Mandalay & Upper Myanmar Heritage Trust (MUHT) The Mandalay & Upper Myanmar Heritage Trust (MUHT) is a local NGO dedicated to the revitalization of Mandalay and upper Myanmar by preserving and protecting the city’s unique heritage. It was to address this growing concern that Yangon Heritage Trust (YHT) was founded in March 2012 by Dr Thant Myint-U and a group of like-minded architects, business people, historians, and others dedicated to preserving the city’s unique architectural legacy. They believe that the conservation of Yangon’s rich architectural heritage plays a vital role in making Yangon one of the most liveable and vibrant cities in Asia. As part of their mission, they advocate for heritage protection, develop policy, advise the government, present their ideas to the public, undertake specific conservation projects, facilitate training, and organise studies and conference.

Philippines International Council on Monuments and Sites (ICOMOS Philippines) ICOMOS is an international non-governmental organisation of professionals, dedicated to the conservation of the world’s historic monuments and sites. ICOMOS works for the conservation and protection of cultural heritage places. It is the only global non-government organisation of this kind, which is dedicated to promoting the application of theory, methodology, and scientific techniques to the conservation of the architectural and archaeological heritage. Its works is based on the principles enshrined in the 1964 International Charter on the Conservation and Restoration of Monuments and Sites. ICOMOS is a network of experts that benefits from the interdisciplinary exchange of its members, among which are architects, historians, archaeologists, art historians, geographers, anthropologists, engineers and town planners. The members of ICOMOS contribute to improving the preservation of heritage, the standards and the techniques for each type of cultural heritage property: buildings, historic cities, cultural landscapes and archaeological sites. Youth for Sustainable Development Assembly YSDA is a national network of volunteer youth and youth-serving organizations that support youth involvement in sustainable development at varying levels starting with the local community. YSDA has member organizations and volunteers distributed throughout the country, reaching out to more than 300 local youth groups and including individual members of about 3000 young people. The over-all aspiration of YSDA is to play a significant role in creating a critical youth base for sustainable development advocacy and environmentalism throughout the country. YSDA serves as a platform for member organizations to voice out its concerns in the national level, through consultations and policy recommendations to government agencies. Singapore Singapore Heritage Society Founded in 1986, the Singapore Heritage Society is a non-profit, nongovernment organisation and registered charity. The society is dedicated to the preservation, transmission and promotion of Singapore’s history, heritage and identity. The society aims to promote active interest in the cultural life and history of Singapore and to initiate action on research, evaluation, documentation, publication, collection, display, and preservation and restoration of skills and items of historical interest. Over the years, it has been involved in many projects to raise awareness of Singapore’s history and cultural heritage, including publishing books, organising talks and forums as well as conducting heritage tours. National Heritage Board The National Heritage Board was formed on 1 August 1993. As a custodian of Singapore’s heritage, the NHB is responsible for telling the Singapore story, sharing the Singaporean experience and imparting the Singapore spirit. The NHB's mission is to preserve and celebrate the shared heritage of the country’s diverse communities, for the purpose of education, nation-building 7


and cultural understanding. It manages the national museums, heritage institutions and the Language Councils Secretariat. The NHB also sets policies relating to heritage sites. Through the National Collection, the NHB curates heritage programmes and presents exhibitions to connect the past, present and future generations of Singaporeans. Thailand Inter Mountain Peoples Education and Culture (IMPECT) Thailand IMPECT is an indigenous non-governmental organisation founded and staffed entirely by representatives of the indigenous groups and networks of Thailand: the Akha, Dara-ang, Hmong, Kachin, Lahu, Lisu, Lua, Karen, Mien and Shan peoples. There are four main areas of action: Cultural Revival and Alternative Education, Promotion of the Envrionment and Natural Resource Management, Enhancement of Indigenous People’s Movements and Indigenous People’s Rights. Community Based Tourism Network –Thailand The society’s mission statement is centred on the phrase ‘Build people, strengthen communities and contribute towards a learning-based society through community- based tourism.’ The Thailand CBT Network Coordination Centre (CBT-N-CC) is a central hub responsible for information and promoting CBT-N members, as well as coordinating between members and stakeholders. CBT-N-CC is based in Chiang Mai, the cultural capital of Thailand. The centre gives information to the public, tourists, tour operators, government, NGO’s and academic interested to learn about visit, or work with member CBT communities. CBT-N-CC is responsible for helping its members to access manageable numbers of responsible visitors: tourists who are interested to meet local people, experience and learn about Thai life.
