Today: 17 billion USD spent annually – dominated by a few countries eg Sudan, DRC, Afghanistan + natural disasters 4,400 NGOs worldwide ‘System’ dominated by a few: UN, Red Cross, 5 NGOs (MSF, CRS, SCF, WVI, Oxfam) – +/- 275,000 humanitarian workers
