What is VCA? -Vulnerability and capacity assessment (VCA) is a process of participatory investigation designed to assess and address major risks affecting communities. It aims to determine people’s vulnerability to those risks, and their capacity to cope and recover from a disaster. -VCA makes it possible for National Societies to work with vulnerable communities to: (a) help them understand the hazards they face; (b) assist them in taking the necessary measures to improve the situation, based on their own skills, knowledge and initiatives.
CRC Why do we process VCA? The VCA process helps communities to: -gather baseline information, which serves as a crucial reference for emergency needs assessments following a disaster; -better understand their environment in relation to predicted risks and hazards; -increase awareness of their capacities to cope with risks and hazards; -reach agreement with local authorities on actions needed to prevent or reduce the potential effects of a disaster; -implement and evaluate projects in the areas of prevention, preparedness and risk reduction.

There are three of Assessment 1- Vulnerability Capacity assessment (VCA) -Conduct before disaster occur and long term emergency response recovery and development.
2- Emergency Assessment (EA) -Conduct during disaster occurred by other hazards and save somebody life.
3- Need Assessment -Continue to find some need for rehabilitation .

What is Hazard? -The potential occurrence of a natural phenomenon, in a specific time period and geographic area, which may adversely affect human life, property or activity to the extent of causing a disaster. (Flood, Cyclone, Earthquake, Tsunami, Volcanic eruption, Drought, Landslide, Biological)

What is Vulnerability? -The conditions determined by physical, social, economic, environmental and political factors or processes, which increase risk and susceptibility of people to the impact of hazards. -For example, people living in coastal zones are vulnerable to seasonal storms, flooding and rising sea levels.

What is disaster? -Seriously disrupted social process of causing enormous loss: Human life, Animal life, Property, Crops, Infrastructure, Service and Environment. The community can not resist using personal resource.

What is Capacity? Capacity: The resources of individuals, households, communities, institutions, and nations to resist the impact of a hazard. The ability to maintain livelihood assets contributes to people’s capacities to resist on-going negative impacts.
CRC Disaster preparedness: -The readiness of communities and institutions to predict, and where possible, prevent disasters, reduce their impact as well as respond to and cope with their consequences.
CRC Disaster prevention: Actions aimed at avoiding the possibility of risk; activities to avoid the adverse impact of hazards and means to minimize related environmental, technological and biological disasters.
CRC Disaster mitigation: Structural and non-structural measures undertaken to limit the adverse impact of natural hazards, environmental degradation and technological hazards.
