New Gold’s New Afton Mine would like to thank our employees, the community of Kamloops and our First Nations partners for the support we received in 2017. The mine completed its fifth year of commercial production and exceeded targets, producing 90.6 million pounds of copper and 86,163 ounces of gold. New Afton’s Fire and Mine Rescue team provided support to firefighting efforts in the Thompson-Nicola Regional District during what was truly an unprecedented wildfire season across the province. We received the Environmental Stewardship Award at the Business Excellence Awards, a symbol of New Afton’s commitment to safe and responsible mining. We believe that an operation is only as good as the community it’s part of and we are proud and honoured to be able to contribute to the success of Kamloops and its residents.

Mining Week has expanded to Mining Month What once was Mining Week is now Mining Month, during which the industry is celebrated provincewide. According to Venture Kamloops, mining is a $6-billion industry in B.C. and has been a regional economic strength in Kamloops for decades. Mining is one of B.C.’s largest and oldest industries and B.C. Mining Month is an opportunity to recognize and celebrate the importance of the modern industry to British Columbians. First celebrated 25 years ago in Vancouver, Mining Week/Month has spread to many communities that want to recognize the contributions of the mining sector. The B.C. Mining Month committee is chaired by the Mining Association of B.C. and composed of volunteers from a variety of companies, associations and institutions associated with the province’s mining sector. “B.C. Mining Month provides an excellent opportunity for our industry to engage with British Columbians about the
importance of this foundational industry and to celebrate the tens of thousands of individuals in this province that work diligently
every day to make our industry a world leader in responsible development,” said Bryan Cox, president and CEO of the Mining
Association of B.C. B.C. is a global mining jurisdiction with many advantages, including reliable and secure

Month celebrates mining’s contribution to B.C.
B
ritish Columbia has a long history in mining, from the first coal mines on Vancouver Island in the mid-1800s, through the Cariboo gold rush, to the modernized mines of today. Mineral exploration and mining have remained a foundational industry of the province. Given its history and important role in our daily lives, it is fitting that this year, for the first time, we expand the celebration of this important industry from a single week to a full month. As minister of energy, mines and petroleum resources, it is my pleasure to proclaim May 2018 as Mining Month in British Columbia. Our government understands the important contributions the mining industry makes to the people and communities of our province. While some may view mining as simply a traditional sector, we

VICTORIA recognize it as much more than that — mining is a hotbed of innovation for the future. British Columbia is the largest producer of copper and secondlargest producer of silver in Canada. As we transition to electric vehicles, solar panels and wind turbines, those minerals will be even more essential. The average two-megawatt wind turbine contains five tonnes
of copper and 230 tonnes of steel and electric cars require up to four times more copper than conventional vehicles. Not only are B.C.’s minerals and metals key components in renewable energy production and reducing carbon emissions, our mining industry is also partnering with high-tech companies and adopting cleaner technology to reduce its impact on the environment. A great example of this innovation and technology is MiningVR, a virtual reality platform designed right here in British Columbia by high-tech firm LlamaZOO. This unique technology gives mining companies the ability to map mine plans onto a life-sized interactive experience that aids companies in all facets of mine development, including resource management, mine planning and reclamation. Using LlamaZOO’s technology, companies can bring their mine site to any location with virtual reality.

This means technical experts, governments, First Nations and community members can take a virtual walk through a company’s mine site from any location in the world and thus reduce associated greenhouse-gas travel emissions. One of the biggest mining companies in B.C., Teck Resources, is also a partner in one of the largest technology superclusters: the B.C.-based Digital Technology Supercluster. Part of its work will focus on what it calls the Earth Data Store that will facilitate improved data collection, sharing and visualization, all while enhancing confidence in resource sector project planning and assessments for proponents, Indigenous peoples, government and communities. Our government is also working with our federal, provincial and territorial partners to develop the Canadian metals and minerals plan. Part of our discussions involves looking at ways to ignite innova-
tion in our mining sector. This may include the development and adoption of clean technologies and the use of artificial intelligence to improve safety and reduce hazards. As a regulator, government also has a role in innovation for our mining sector. That is why I launched the mining jobs task force in February to look at ways we can create and sustain good jobs in mining throughout the province. Among other issues, our 12-member task force will look at innovation in the mining sector, examine how B.C. compares to other jurisdictions and provide recommendations to strengthen mineral exploration and mining in our province. In an era when we will need minerals for an electrified economy and transportation, we want B.C. to be cutting edge and a world leader. Along with looking at what government and our B.C. mining

Mining sector had ‘turnaround year’ in 2017 There are signs of a healthy mining industry in B.C. and the Kamloops area in particular, says a regional geologist with the provincial government. Last year “was a turnaround year” for mines in the province, said Bruce Northcote, regional geologist for the Ministry of Energy, Mines and Petroleum Resources. He said there was more money spent on exploring new drill sites around B.C., including drilling at Highland Valley Copper near Logan Lake and New Afton, just west of Kamloops. “What we’ve seen across the province is exploration expenditures were declining, [but] last year represents a turnaround in terms of our statistics,” Northcote said. In south central B.C., spending in 2017 increased to $60 million from $43.5 million in 2016. A large chunk of that $60-million in exploration dollars last year came from the Cariboo Gold Project, operated by Barkerville Gold Mines Ltd. near Wells.
“They’re really going at it,” Northcote said. Barkerville Gold Mines planned to drill up to 160,000 metres in 2017 on the project and came
close by December, according to the ministry’s report on exploration and mining in 2017. An increase in exploration spending in the province is a
sign of a healthy mining sector, Northcote said. “They [mine companies] retract the exploration effort when commodity prices are down, when they’re pessimistic, when they need to conserve cash,” he said. “They can’t be losing much money if they’re putting into exploration because usually exploration’s the first to be curtailed when they’re trying to conserve cash.” In the first half of 2017, New Gold completed infill drilling of its New Afton copper and gold mine C zone. Satellite targets were also drilled from surface elsewhere in the mine lease area, according to the ministry’s report. New Afton is 10 kilometres west of Kamloops. At Highland Valley Copper, Teck Resources has continued to explore targets near the past-producing Bethlehem mine, the Valley pit, the southern end of the Lornex pit and the Jericho zone on the northeast edge of the Highmont pit, the report stated. The company now proposes to extend mining to the past-producing
Bethlehem deposit and an application is under review with the ministry. Exploration began late in 2017 between the Highmont and Lornex pits and several kilometres to the east of current operations at their Athena target area, according to the report. In 2017, Highland Valley’s exploration actives included 46 diamond drill holes, totalling approximately 14,000 metres in the Valley, Lornex and Highmont pit areas. In addition, 12 holes, totalling 2,700 metres, were drilled near the pits and in the surrounding district. Other local area exploration highlights from 2017 include Tower Resources’ Rabbit North project 14 kilometres southwest of Kamloops and Nicola Mines west of Merritt, which found significant drill intersections last year, Northcote said. Last October, Nicola Mines began core drilling at its Embayment zone and Tower Resources drilled about 3,400 metres in 11 holes at Rabbit North in 2017.

Go north, young men and women The Conference Board of Canada says more than a decade’s worth of good times are on their way for northern miners. In a report released on May 7, the economic think tank suggests a rebirth in mining will drive growth in the three Arctic territories that exceeds the Canadian average at least until 2025. But the 20-year forecast says the boom won’t be evenly spread. Yukon and Nunavut will enjoy the greatest growth rates, while the Northwest Territories will suffer as its diamond industry gradually winds down. “The outlook is fairly positive,’’ said Marie-Christine Bernard, the report’s research director. “It’s going to be a little more difficult in the Northwest Territories.’’ Nunavut is predicted to lead the way. New gold mines and expansions at existing ones are expected to generate annual growth of nearly 10 per cent for the next five years. By the early 2020s, the territory is anticipated to have five producing mines with gold production
projected to quadruple. Three new gold mines are to open over the coming decade in Yukon, with average growth of more than six per cent until 2025. As well, Yukon is the only terri-
tory seeing increased spending on exploration, an indication of longterm stability. The Northwest Territories economy will falter even though two new gold mines are expected

over the next couple of years. The N.W.T.’s diamond production is gradually scaling down, which the board says will lead to a shrinking economy this year and a flatline for 2019. All those new mines are expected to create jobs. In Nunavut, mining and activity associated with mine construction are expected to create more than 2,000 jobs over the next five years. The report warns that less than half of those are likely to go to local people. “[That’s] because of the lack of skilled workers,’’ Bernard said. The mining industry is used to fly-in, fly-out workforces and it’s probably too late to train locals, she said. “I think it’s probably a longerterm problem to address. You can’t equip people with the right skills quickly.’’ Still, the boom is expected to bring Nunavut’s unemployment rate to an all-time low of under 12 per cent. Jobs will also be plentiful in Yukon, which is forecast to enjoy
an almost vanishingly small unemployment rate of four per cent for years to come. In the N.W.T., however, the population is actually expected to decline by more than 300 people a year. Bernard said there are some risks. “There still needs to development of transportation infrastructure and the electricity grid for some of these big mines.’’ As well, the resource sector is vulnerable to price swings. “Right now, conditions are looking better, prices have been increasing and demand is stronger in the global economy, but that can change.’’ Land access is also a factor. Yukon has settled its land claims. Several are still outstanding in the N.W.T. and Nunavut has yet to finalize its land-use plan. The conference board bases its forecasts on information received from industry, said Bernard. That includes price forecasts, official plans and feasibility studies, she said. — Canadian Press

THE MINING LIFE CYCLE: Exploration GEOSCIENCE/PROSPECTING Searching for mineral deposits is the first step of the mining lifecycle. During this stage, large areas are often evaluated by airborne or ground-based surveys, such as those conducted by the BC Geological Survey. These surveys provide important geological and geoscientific information about mineral and coal resources and potential. This information encourages investment in mineral and coal exploration by helping prospectors and companies target promising areas. In B.C., mineral claims can be staked via mineral titles online by anyone with a free miner’s certificate. The holder of a claim has the right to prospect on that claim, but mechanized disturbance requires a notice of work permit, which is issued under the Mines Act. INITIAL EXPLORATION Once a deposit is discovered, exploration methods such as more detailed surveys, sampling, diamond drilling and trenching may
be used to learn more about the deposit. Data collection for environmental and other studies often begins at this stage.
ADVANCED EXPLORATION If the results of initial exploration of a deposit are positive, a company may decide to move to the advanced exploration stage.
Advanced exploration is more intensive and expensive than initial exploration and the main objectives are to define the quality and quantity of potential ore
and to determine the most suitable mining and processing techniques. Bulk sampling is a common technique used in advanced exploration. A bulk sample is a large rock sample selected to represent a potential ore body. This sample, which can be hundreds of tonnes, is extracted and analyzed to determine its metallurgical characteristics. Information on ore quality, mineralogy and geochemistry obtained through bulk sampling is used to inform development decisions. During the advanced exploration phase, drilling programs are intensified to further enhance knowledge of the shape of the deposit and the characteristics of the ore 3body. Using the estimated mineral/ coal reserve as a basis, feasibility studies assess the technical, legal and economic viability of developing the deposit. Advanced exploration often goes on during the feasibility stage and may result in adjustments to mineral reserve estimates. DESIGN Design encompasses the planning stage of mine development and the environmental-assessment and permitting processes. During this stage, which often overlaps with the completion of feasibility studies and ongoing advanced exploration, all aspects of mine construction, operation, closure and reclamation are planned in detail. THE MINING LIFE CYCLE: Operation and closure OPERATION The operation phase begins once a mine is constructed and starts producing. Mining operations include extraction and processing of ore as well as waste disposal and ore transport. Progressive reclamation begins during the mine construction phase and continues until a site is fully reclaimed after mine closure. CLOSURE Mine closure is the final phase of the mining lifecycle. A mine’s life comes to an end once production reserves are exhausted or it is no longer economically viable to continue extracting resources from the site. Shutdown and decommissioning of a mine involves removing equipment (e.g., vehicles, processing equipment), dismantling facilities (e.g., mills, workers’ quarters) and safely closing all mine workings. Mines Act permits include site-specific conditions regarding detailed closure and reclamation plans. Because increases in commodity prices and advances in technology can improve the economic viability of mining a deposit, closed mines are sometimes reopened. THE MINING LIFE CYCLE: Reclamation Since 1969, companies have been required by law to reclaim all lands disturbed by mining and related activities in British Columbia. B.C. was one of the first provinces in Canada to enact mine reclamation legislation and the first to extend the policy to exploration sites. Reclamation laws ensure that land, watercourses and cultural heritage resources are returned to a safe and environmentally sound state. The Ministry of Energy, Mines and Petroleum Resources enforces the reclamation provisions of the Mines Act and the Health, Safety and Reclamation Code for Mines in British Columbia, as well as permit conditions through site inspections. The ministry also conducts detailed technical reviews related to site-specific reclamation plans to ensure environmentally sound, economically viable solutions that enable B.C.’s mining industry to remain internationally competitive while maintaining the
province’s rigorous environmental standards. Before starting work at a mine site, companies are required to obtain a Mines Act permit approving the mine plan, a program for protection of the land and watercourses and a reclama-
tion program. Mining companies must also place a reclamation security with the province to ensure reclamation obligations are kept. This security is only returned once the mine site has been reclaimed to a satisfactory level and there are no
ongoing monitoring or maintenance requirements. Permittees are required to submit annual reclamation reports to the ministry in compliance with their Mines Act permits and the code. The intent of the reclamation reports is to provide a sum-
mary of all activities conducted on the mine property over the previous year. Specifically, the reports must outline the following: • Mine development, including surface disturbance, stripping, stockpiling and disposal and storage of all materials; • Activities, research and monitoring results associated with the development and implementation of the environment protection program; • Activities, research and monitoring results associated with the development and implementation of the reclamation program. Reclamation reports must also provide a projection of mining and reclamation activities planned for the following five years. Reclamation reports for specific mines are available on the B.C. Heavy Metal Rocks again in Kamloops When it comes to choosing which career to pursue, some students are already dug in. A group of high school students from the Kamloops region spent a few days in April operating excavators, climbing power poles and hauling logs — among other things — as part of Heavy Metal Rocks. “I would call it an exploratory program,” said Ron Collins of School District 73, who is chair of the Heavy Metal Rocks steering committee. That exploration is done through various stations spread across the Tk’emlups band’s gravel pit. Students worked in the pit for three days, rotating through 13 stations that included heavy machines like excavators, log skid-

managed to graduate high school a semester early and is taking a pipefitting program at Thompson Rivers University. “Best way to wrap up high school, that’s for sure,” he said. Add to that certifications he has picked up from Heavy Metal Rocks, which include emergency first-aid, hazardous material training, construction site safety, respiratory safety, aerial platform training and forklift training.
All that preparation makes the program one Lys is keen to recommend. “Even if you’ve never touched a machine, sign up for this program. The experience and certifications are huge,” he said. Carington Peel, a Grade 12 student from Twin Rivers Education Centre, said she’s always been interested in the trades, but the program has driven her to some new ideas.

“Fixing electrical poles and stuff — I thought that was pretty fun. You climb the pole, you get to kick your feet in — it feels so awesome,” she said. Lys and Peel were two of 26 students selected this year to take part in the program, all from a record-high pool of 57 applicants. “It definitely makes you look at stuff again that you never thought you’d want to do and it makes you want to do it,” Peel said.

DNA-detecting tech could be boon to sector Data from a geological study involving Highland Valley Copper mine near Logan Lake could lead to a faster way to identify mineral deposits in B.C. Genomic sequencing — technology traditionally used in the medical industry to detect DNA — is an emerging science in the mining sector. At HVC and two other mines in the province, genomic sequencing is being used to try to detect changes in the micro-organisms living in soils over bodies of ore, thanks to funding from Geoscience BC. “We are now talking about using biology to discover buried mineral deposits,” said Bruce Madu, Geoscience BC’s vice-president of minerals and mining. Soil samples collected from HVC and mines on Vancouver Island and in the Cariboo have been stored at the University of British Columbia and are being processed, Madu said. Results are expected in the summer or early fall, he said. “A positive result from
Highland Valley Copper would be that there are specific species of organisms that show up overtop of a mineral deposit,” he said. “A negative result would be that it’s the same species overtop the ore

He said sequencing equipment has become much cheaper than it was 10 years and is smaller in size. “Literally, it’s gone from machines the size of rooms down to hand-held units that can allow you to analyze samples for small fractions of a dollar per sample,” Madu said. The mining industry traditionally uses chemistry to detect potential mineral deposits, but that process can take several months, Madu said, noting the emerging technology in genomic sequencing could prove to provide real-time results. “I think one of the benefits will be with the portable technology that is now being developed. You may be able to analyze samples in the field,” he said. “We don’t know if it’s going to work, but it certainly seems to be quite promising.”

Golden opportunities Yukon Dan wants to help you learn how to find them . . . There’s gold in them thar hills — and all it takes to find it is a shovel and a good pan. “A lot of people think gold was gobbled up in the heyday, but every time the snow melts, flood water and erosion brings down more gold every year,” Dan Moore said. Better known as Yukon Dan for his craft, Moore is a fixture at mining conferences across Canada and is seen every spring at the Kamloops Exploration Group’s annual convention. “The gold panning technique is to shake your dirt with lots of water. Gold is 19 times heavier than water. When you shake your dirt with water, the gold goes to the bottom of your pan,” Moore said. “The dirt is called paydirt because when you pan it out, you find gold that pays you money.” One of the don’ts of gold panning is placing your hand in the dirt because the oil in your hand
can make the gold float in the water. “If gold floats, you’re going to lose it,” he said. As a professional gold miner, Moore teaches placer mining, a technique he said anyone can do, especially in Kamloops at Tranquille Creek, where the provincial government has designated a free place for recreational gold panning. While some may think the precious yellow metal is rare, it’s actually quite plentiful, Moore said. “I could bring 100 people to the Thompson River and, within five minutes, they’ll all find real gold. I could do the same thing with the Fraser River.” Early spring is high time for gold panning due to melting snow and low river levels. But don’t get too carried away, Moore advises, lest you want to catch gold fever. “It’s not good for ya,” he said. “That’s where people do outra-
geous things — some people quit their jobs on the spot, they sell everything they own, buy equipment, then they go broke.” He said he sees it in kids’ eyes when he talks about how easy it is to find gold. Moore wasn’t always an expert prospector. He previously worked as a commercial fisherman but when his skipper went on strike ahead of a fishing trip in Prince Rupert, Moore quit and headed north. “I had $300 in my pocket and that’s when I drove up to the Yukon to learn about gold and gold mining — and now I’m the only person in Canada who brings his presentation to schools,” he said. Between 1991 and 1993, Moore was in the Yukon, learning the craft. He has always used his skills to teach, educating about 5,000 students across Canada every year about gold panning and the history of gold rushes.

It was during his first presentation in his teaching career that a Grade 3 student helped cement the Yukon Dan moniker. “One of the young ladies in the class said, “Dan, if you’re teaching us about the Yukon Gold Rush and you learned about gold in the Yukon, why don’t you call yourself Yukon Dan?’” he recalled. Moore is also an award-win-
ning competitive gold panner, having taken part in multiple competitions over the years. Last year, he finished middle of the pack in the World Gold Panning Championships in Scotland. “I had to find the gold in 40 pounds of dirt,” he said. “You had to find it in two minutes and if you lose a piece, it’s a three-minute penalty. Unfortunately, I lost two

pieces of gold,” he said. Moore won a silver medal at the 1998 championships, but has never taken home the gold medal. This year, he will attend the world championships in Slovakia, searching for gold in a different, albeit familiar way. “I’m going to do what I have to — pan out my 40 pounds of dirt and find that gold,” he said.

British Columbia’s mining industry remained upbeat in 2017 as prices for most metals and minerals produced in the province continue to steadily recover from multi-year lows. Although most commodity prices remain below the record highs seen in 2011, the recent increases are part of an upward trend in the mining cycle, according to PriceWaterhouseCooper (PwC) Canada’s 50th edition of its annual report on the mining industry in British Columbia. Strong performance for the sector in 2017 has meant higher prices — leading to a 35 per cent increase in gross revenue from mining operations across the province. Gross mining revenue from B.C. operations came in at $11.7 billion in 2017 compared to $8.7 billion in 2016. “Confidence has returned to the B.C. mining industry,” said Mark Platt of PwC Canada. “Commodity prices have increased and we haven’t seen such positivity since the
recovery following the 2008-2009 global financial crisis. We are cautiously optimistic that the worst is behind us and that the industry will continue to recover.” The survey, part of PwC Canada’s Canadian Mine series, also highlights some of the opportunities and challenges for the mining sector, which is a key contributor to the B.C. economy and Canada’s GDP. The report said the industry is well positioned as a key producer and supplier in the new low-carbon economy, with B.C. producing metals and minerals used in or that are instrumental in producing components for everything from wind turbines to electric vehicles. The industry has come a long way since 1968, the first year the survey was prepared, when the price of gold was trading at about US$35 per ounce, copper was trading at about US50 cents per pound and the Britannia Mine near Squamish, now a museum, was still producing copper, gold, silver and other metals and minerals.
