Meet Izzy, Santa’s little letter helper We all know Santa Claus is a pretty busy fellow at this time of year. Not only is he faced with the Christmas Eve deadline and the knowledge he will have to travel around the world delivering presents, there are also all those letters from good girls and boys that he needs to answer. It’s almost enough to make a Jolly Old Elf throw in the towel. Thankfully, Santa has some help in the form of Izzy McQueen, a Kamloops resident who has been working with Canada Post to help St. Nick and his elves by answering many of the letters that originate locally. “We’re working at it,” McQueen said.
“I think we’ve done 2,000 letters so far.” That’s just an average year’s haul lately, but the work wasn’t always that large an undertaking. The 86-year-old McQueen, who started this project 33 years ago, said the first year’s delivery totalled about 250 letters. Year by year, the number of letters have increased. It was about 15 years ago when she needed to begin bringing in other like-minded locals to give her a hand. The letters are sent by the kids to Canada Post, then forwarded to McQueen and her team. Unfortunately, the rotating strikes at Canada Post this year have meant McQueen and her crew have had to work to catch up. “We had to go like the dickens this year,” she said.

Plenty of letters pass through their hands every year and McQueen insists every letter gets read and every letter gets a response. Sometimes, though, the children’s handwriting can be a bit tricky to decipher. “I’ve sent notes to the teachers — please send a list of names,” McQueen said as she explained her method of confirming the spelling of each child’s name. After more than three decades, it’s still a labour of love for McQueen, knowing that she is helping to bring a bit of Christmas joy to local children. “It’s really rewarding,” she said. “It makes you feel good. It really does.”

The Home Depot also donated a fridge for good measure and another reader dropped off hundreds of dollars worth of baking supplies.
The Thompson-Nicola Regional District will next year conduct a feasibility study for a new library in Kamloops. TNRD CAO Sukh Gill told KTW the study will allow the regional district to assess need for a third location, as well as size and location before applying for grant funding the following year. Kamloops currently has two libraries, one located downtown on Victoria Street and the other in North Kamloops on Tranquille Road. While Gill said the study will provide details of a possible location, he also added it would likely be on the South Shore. “It’ll be Sahali, Aberdeen,” Gill said. “South Shore. We don’t know.” The TNRD is also looking to add a library at Sun Peaks. Gill said the Sun Peaks branch has been on the TNRD’s books for about five years. “They need to tell us kind of where they want to do it, how they want to do it,” Gill said. “The money’s been put there already, it’s been sitting aside.” Gill said the TNRD continues to be in discussion with the resort municipality. “I think they want to do a multi-use kind of a building and they’re not quite there yet,” he said. Sun Peaks mayor Al Raine said the municipality would like to see the library built in conjunction with a school. “I would hate to build the library in one location and have the school two kilometres away,” Raine said. Libraries are located in every incorporated municipality in the TNRD.

NOTICE OF DISPOSITION Pursuant to Sections 26(3) and 94 of the Community Charter, S.B.C. 2003, Ch. 26, the City of Kamloops (the “City”) proposes to lease to the Thompson-Nicola Regional District (the “Tenant”) approximately 1,344 sq. ft. of the City’s former Sign Shop Building (the “Premises”), located at 750 Mission Flats Road, legally described as: PID: 003-713-822 Legal: Part of Lot 2, District Lot F, Group 2, Kamloops (Formerly Lytton) Division Yale District, Plan 31464, Except Plans H16832 and KAP90842. Increasing enrolment, a lack of capital funding and aging infrastructure are all challenges that continue to plague School District 73, according to its 20182019 long-range facilities plan. Enrolment projections peg the student population to grow to about 15,700 across the district in 10 years — about 1,700 more than the current number in SD73. “We’re seeing ongoing growth pressures across the city [and] until we get some capital [dollar] infusion we’re going to be seeing a lot of new portables,” said school board chair Kathleen Karpuk, noting that acquiring capital funding to build new schools in the district is at the Ministry of Education’s discretion. Given increasing enrolment projections the report calls for 37 additional classroom spaces at 19 schools in the next five years via either new portables or the repurposing of rooms within buildings. There will be 13 repurposed rooms at a total cost of about $200,000 and 24 portables added to the tune of $3.6 million, according to the report. The report calls for multiple additions at Sa-Hali secondary (6), Valleyview secondary (5), Brocklehurst middle school (5), NorKam secondary (4), two at Juniper Ridge elementary
and one each at Dallas, Arthur Stevenson, McGowan Park, Pacific Way, David Thompson and Westmount elementary schools, among others. All of NorKam, Arthur Stevenson, Westmount and Pacific Way’s new spaces will come via repurposed rooms — most likely computer rooms. Brock, McGowan Park, Sa-Hali, Dallas, Juniper, Valleyview and David Thompson will all receive new portables. These changes are planned to occur between 2019 and 2023. The report also outlines the top priorities for SD73 facilities moving forward — an expansion of Valleyview secondary, an addition at Westmount elementary and building a new school in the Pineview Valley area of town being the top three. The district’s other priorities for its capital plan that includes an addition to South Kamloops secondary to add a new gym and classrooms and a new K-12 school at Sun Peaks to combat consistent growth. On Kamloops’ south shore, Valleyview, Sa-Hali and South Kamloops secondary schools are all at or over capacity — a trend expected to continue over the next five to 10 years. The report indicates Sa-Hali will grow from 128 per cent capacity to 147 per cent in five years, so district staff will be requesting the province fund an expansion of the school next June. The district may also need
to review lowering the international student population at the school, the report stated. SD73 is still waiting to hear back from the province regarding its request for funding an expansion at VSS, which currently has nine portables. The school is listed at 140 per cent capacity, projected to increase to 163 per cent in five years. Westmount elementary, which currently has five portables, sits at 137 per cent over capacity and is expected to be at 142 per cent in five years. All five elementary schools serving the Pineview Valley area — Aberdeen, Dufferin, McGowan Park, Pacific Way and Summit — will all be more than 120 per cent capacity in five years, making a new school necessary in the area to ease enrolment pressures, the report stated. In SD73, between 425 and 450 students is considered to be the maximum number an elementary school can accommodate. Juniper, McGowan Park and Dallas elementary schools are all near this threshold and likely all require catchment changes in a few years. The report indicated reopening Ralph Bell elementary will be required to accommodate a catchment change to Juniper elementary. SD73 will also be in need of more buses and more bus routes.

Get ready to dig a little deeper into your pockets as parking rates will be rising downtown. As of Jan. 1, onstreet rates to park will rise to $1.50 per hour for the first two hours and $3 for the third hour. The current rates are $1.25 per hour for the first two hours and $2.50 for the third hour. The increase has irked Coun. Denis Walsh, who said he was surprised council did not receive a heads-up about the increase. The city was set to increase downtown parking rates in 2018, but decided last December to defer it instead until 2019. Still, Walsh said, the issue should have returned to council, giving the new council opportunity to make the decision. Walsh said the increase could discourage people from shopping downtown. “That’s not a Merry Christmas from the city,” Walsh said. “We’re going to raise your parking rates. That’s not what people want to hear.” In December 2018, parking rates downtown were supposed to increase, but the Kamloops Central Business Improvement

One hundred and 20 years later, the message still resonates. Dear Editor: I am 8 years old. Some of my little friends say there is no Santa Claus. Nobody sees Santa Claus, but that is no sign that there is no Santa Claus.
The most real things in the world are those that neither children nor men can see. Did you ever see fairies dancing on the lawn? Of course not, but that’s no proof that they are not there. Nobody can conceive or imagine all the wonders there are unseen and unseeable in the world. You tear apart the baby’s rattle and see what makes the noise inside, but there is a veil covering the unseen world which not the strongest man, nor even the united strength of all the strongest men that ever lived, could tear apart. Only faith, fancy, poetry, love, romance, can push aside that curtain and view and picture the supernal beauty and glory beyond. Is it all real? Ah, Virginia, in all this world there is nothing else real and abiding. No Santa Claus! Thank God he lives! And he lives forever. A thousand years from now, Virginia, nay, ten times ten thousand years from now, he will continue to make glad the heart of childhood.

Editor: It is estimated to cost $3 million to build the proposed outdoor skating rink. Yet the city, though it promised to do so, still has not found the money to build a wading pool in McDonald Park after it unceremoniously tore out the outdoor swimming pool in the North Shore park. The decision to close that pool left
youngsters in that area of Kamloops without a healthy outlet for their exuberance during the hot summer months. The North Shore is one of the most under-serviced neighbourhoods in the city. One would think the powers-thatbe would honour first the promise to those youth and families to give them a good-sized wading pool that
does not require a Zamboni, massive outdoor refrigeration equipment, supervision staff, etc., before agreeing to spend money on an outdoor public skating rink on the South Shore. Residents of the North Shore deserve better from this council. After all, they are part of our city, too, not separate and apart. Pat Campbell Kamloops

NEVER FORGET ‚ RAYLEIGH IS TRAIN TERRITORY Editor: Re: KTW article of Dec. 12 (‘Trapped by tracks? Rayleigh resident wants action’): When we moved out to Rayleigh 43 years ago, the first thing we noticed was we had to cross train tracks to get in and out of the community. But we chose to stay and we built our home a block-and-a-half from those train tracks. Out our back door, there was nothing but open field between us and those tracks. We saw those trains go by and we listened to their whistles blow through Rayleigh because there were no crossing lights at that time. We listened to the clickety-clack of the old-style train tracks. We were in train territory.
We felt the vibrations of the loaded wheat and coal cars as they went through Rayleigh. Our children enjoyed waving to the engineers and they waved back. These are all good memories. In all those years and even now, very, very seldom do the two train crossings in Rayleigh ever get blocked. When they do, it is usually due to trains going into the railyard — and they are only stopped five to 15 minutes before moving along again. On the sad side, many Rayleigh residents remember when they had to evacuate our community in 2004 due to a wildfire. It is an insult to suggest the Canadian National Railway’s head office can’t keep in communication with their engineers when it con-
cerns emergency situations. We will never regret moving out to Rayleigh because it is a wonderful place to raise a family. Thank you, CNR, for helping to make living next to train tracks an experience some people don’t appreciate. As of late, there have been some negative feelings toward the CNR because some feel their lives have been inconvenienced. Perhaps these people will find their perfect world back on the other side of the tracks they chose to cross in the first place. They need to remember that Rayleigh is train territory. The Thompson-Nicola Regional Hospital Board has rubber-stamped a 10-year tax increase to hospital taxes, due in part to future expansion of Royal Inland Hospital. “In the master plan document that was done, it showed a third type of building in the back, across from where the parkade is, where the alumni tower is,” TNRD CAO Sukh Gill told KTW. “All that needs to be defined as we move forward, but that’s what that master plan shows.” Through the next decade, residents can expect to pay 1.5 per cent more each year on the hospital tax portion of their property tax bill. The increase amounts to about $2.25 for the average household in the hospital district, which in 2018 was valued at $311,000. Gill said the tax increase would also go toward offsetting rising interest rates and building reserves.
“They’ll [TNRD board] evaluate it each year, but that’s sort of the direction,” Gill said. Meanwhile, Kamloops residents will also likely see a small increase next year in the Thompson-Nicola Regional District portion of their property tax bills, while the rest of the region will see a decrease. The board passed the 2019 provisional budget, with a 1.1 per cent overall tax decrease anticipated. The rate could change depending on BC Assessment and growth figures that will become available early next year and help to shore up numbers. The decrease is the result of cost-cutting primarily in the solid-waste management service, which will be reduced by $1 million in 2019. “That’s mainly been cost efficiencies and savings that’s come out of the past 10 years,” TNRD finance director Doug Rae said. Kamloops, however, does not benefit from that cut because it does not participate in the TNRD’s
solid-waste management. As such, River City residents will see an anticipated increase of $1.30 in 2019 based on an average TNRD assessed household. Almost all other municipalities and electoral areas will see a decrease of up to $34, with the exception of Cherry Creek which is expected to remain the same. Other impacts on this year’s budget include five new volunteer fire protection services — including at Tobiano, where a hall will be built — and increased payroll costs due to the B.C. NDP government’s new payroll health tax. The slight tax increases for Kamloops residents come in addition to a proposed 3.4 per cent tax increase for the city’s portion of property taxes, which comes as a result of adding RCMP officers, increasing the city’s streets budget and costs downloaded from the provincial government (employer health tax and other rate increases.) Final numbers will not be set until the new year.

Water meters will be installed in the Thompson-Nicola Regional District over the next two years. About 2,400 residents in 11 TNRD owned water systems will be affected. “Conservation is certainly one of them,” TNRD CAO Sukh Gill said. “It’s to better deal with leak detection, it’s to better deal with usage, it’s to better determine what our usage is, so we can plan our water filtration types of upgrades that are need. That baseline information is needed.”
Gill said the TNRD was approved for a $3.5-million gas tax grant to install the potable water meters. “It’s 100 per cent funded and will get us that meaningful information,” he said. The goal is to install all residential connections by the end of 2012 and reduce daily and overall water usage by at least 10 per cent by the end of 2023. Notices will be sent out to impacted residents, in addition to public meetings in each community that will answer questions regarding the water meters. Further details about implementation will also come before the board in the new year. The board approved on Thursday during its regular meeting the updated 2018 water conservation plan.

An admitted kidnapper who held a trucker at gunpoint for hours last year before police shot out the vehicle’s tires when it stopped in Kamloops will learn his fate early next year. David Chappell pleaded guilty to more than a dozen charges this week, including 10 counts stemming from an hours-long incident in November 2017 during which he hijacked a semi-truck and forced its operator to drive away from police. The 35-year-old became involved in a high-speed chase with a Clearwater Mountie on Nov. 6, 2017, before ditching his minivan and threatening a trucker with a revolver-style handgun — a weapon that turned out to be a BB gun. Chappell forced the trucker to drive away from police heading south from Blue River to Kamloops. Along the way, the truck driver took a call from his boss, who also had police on the line. With Chappell sitting next to him, the truck driver listened to the police plan that would see him stop at the commercial scales on the west end of Kamloops. Traffic was closed in the area and snip-
ers were put into position prepared to shoot Chappell if need be, court heard. The truck driver fled to safety after stopping and police shot out six of the rig’s tires. Chappell tried to drive the vehicle away, but it rolled into a ditch and he was captured by a police dog. The driver of the truck, 43-year-old Albertan Robert Price, said following the ordeal that it was the longest drive of his life. “He came to my window and said you don’t have a choice — your only two choices are, are you driving or am I driv-
ing?’ Price told the Canadian Press. “In my own mind, I had no doubt that he wouldn’t have had a problem shooting me to get out of there. I’ve never been in the kind of situation like this.’’ Crown prosecutor Bonnie MacDonald asked for an eight-year prison sentence while defence lawyer Alexander Watt suggested two years behind bars. Chappell, who is from the Lower Mainland, has been in custody since his arrest. Lawyers will return to court on Jan. 14 to set a date for Chappell’s sentencing.

Kamloops Mounties investigate pedestrian death A man is dead after being hit by a vehicle while trying to cross the Trans-Canada Highway in Valleyview just after midnight on Friday. Kamloops RCMP Staff Sgt. Mathias Van Laer said the man was apparently attempting to cross the highway where Highway 1 meets Comazzetto Road at 12:15 p.m. when he
was struck by a westbound vehicle. “The victim was apparently returning from a work related holiday celebration, where alcohol is believed to have been consumed,” Van Laer said. “This is yet another stark reminder to look after one another during this holiday season, to ensure that we all have safe travel plans home.”
An RCMP collision analyst was called to the scene to complete the investigation. While traffic on Highway 1 was re-routed for a period of time, re-opened in both directions. Mounties released no further details, nor the name of the deceased.
Tourism Kamloops revenues are up through October According to Tourism Kamloops, October accommodation revenues increased by 24 per cent and visitation was up by 18 per cent. Meanwhile, independent travel increased by 24.5 per cent and group travel was

The City of Kamloops and the Thompson-Nicola Regional District are exploring the idea of jointly hiring an emergency support services staff member following flooding and wildfires in recent years. “We need to be more proactive with that type of a service, as we’ve seen need in ’17 and ’18,” TNRD CAO Sukh Gill said. “It will allow us to be more proactive.” The staff member position, which would be a shared cost between the city and regional district, would coordinate training, recruitment and retention of emergency teams. A similar position was contracted out in the past through the Red Cross, but expired. “We have a number of teams in the region where we want to better co-ordinate them with the Kamloops team, potentially, if we

City couple now millionaires When Rodney Plesko returned to his Kamloops home from shopping, his wife thought something terrible had happened. “He looked like he crashed the truck,” Anne Plesko said. “He was like, I need to tell you something.” Fortunately, that something was life-changing news — and in the best way possible. Come gather round, my grandfather called, to my sister, brother and me, In front of the fire dressed in Christmas attire, he sat in his favourite chair. I’ve a tale to tell, of another noel when I was not much older than you, A story that begins on a late autumn day, with hints of snow on the wind. It tells of the strength and courage we find when we fear all hope might be lost, And of a small little mouse, in her wee tiny house, living under the evergreen tree. We lived in a village, on the edge of a northland that held beauty all on its own, Our homestead held three, my mum, dad and me, and a boreal forest beyond. A tradition began, when I was just four, to look for a magnificent tree, Late fall we would trek, a path of a sort, searching our boundless outback. We would eventually find, the truly right kind, and say that this is the one, When Yuletide drew near, we’d return once again, to cut and bring it back home. The year I turned 12, we took custom to hand, together my father and me, It didn’t take long, the best of the lot; I then drew my dad to my choice. He bent on one knee, near to the tree, and said in a softly hushed voice, “Look closely there son, down underneath, she’s built a nice tidy home.” A burrowing nest, with a chimney no less, and a window in which we could see, A small little mouse, in her wee tiny house, living under the evergreen tree. “Son, let’s look for one other, there’s lots to be had,” murmured my dad, And sure as he spoke, in one single stroke, I found another close by. We marked our pick, headed back home, to tend to mum, who was ill, Winter set in, frigid winds were so grim, with snowfalls that hardly

Bits of wool lay atop, of raw polar frost, and froze swiftly where it set down, Trepidation took hold, numb from the cold; I still paced after that trail of red. My thoughts grew vile; I had just a short while, on if I was going to survive,

Those portions of fleece, piece by piece, gave me the will to continue my stride, I stalked that line of unraveling red purl; led at last to the outskirts of town, I could then see lights of my own hearth and home, and considered my fallacy, When I turned round, to thank my small friend, all that remained was a thread. The day ceased to snow, wind ceased to blow, and the stars came out overhead, I came through the door, my coat on the floor; I saw what was done to my sweater. Half a sleeve gone, I could only dwell on, I hoped the same for a small some other, That she returned to her house, that brave daring mouse, living under the evergreen tree. My father arrived the very next day, my adventure my parents were told, I promised them then, I’d not
try it again, “But please, Dad, let’s go get my tree.” What could I do, to make it come true, as tidings of Christmas drew near? With seeds and dried cherries, a circlet of buckwheat, apples and cranberries, A gift mum said I should bring, just the right thing, sustaining the Arctic cold. This small festive wreath, I’d put underneath, her tree for my friend to behold, My dad gave in, with a shrug and a grin; next morning our journey went swiftly. It didn’t take long, an hour or two, in our winter-land scene; it was all I could do, To not go at top speed, and maybe mislead, I slowed down to cherish the day. But a puzzle it was, I could see no red fuzz, no trail of yarn could I note, It all became clear, as we drew near; she sat by her window and knitted away. The small mama mouse, in her joyful snug house, living under the evergreen tree, Our Christmas the best, a long winter fest, at last warm wind flew in the air. Snow still on the ground, but being housebound, we decided a visit was fitting, An early spring day, melt on the way, I brought along nuts, and some greens. When we arrived, I saw five little mice, with scarves of red, playing under their tree, Mama inside, two more astride, quietly reading a book, all in a small armchair. With utmost care, I gently laid down, the provisions I brought to place by her lair, Seasons went fast, the years did fly past, time spanning ahead rather quickly. A boy to a man, moving away; one pleasant fall day I set out for a final farewell, The only remains were just a few grains; of the seeds they had gathered a spell. Her offspring departed, to places uncharted, the den abandoned and broken, With hope in my heart; nature gave all a new start, to continue this dynasty, of. Environmental cleanup efforts to stem the impact of Thursday’s storm of the century on White Rock’s shoreline are underway. Search-and-rescue crews said approximately 60 gas tanks were recovered from the wreckage of sailboats that were damaged or destroyed in the squalls that battered the waterfront and devastated the city’s 100-year-old pier, splitting it in two and necessitating the rescue of a man trapped on the outer end. “It’s estimated just eight of approximately 30 boats that were moored at the dock survived. High winds kicked up a vicious storm across the Lower Mainland and Fraser Valley on Thursday, at points gusting around 100 km/h. Felling trees onto power lines, vehicles and homes, it left at least 300,000 in the dark for hours, and

When a European duo came to stay at Thistle Farms this past summer and noted a family connection to the Belgium royal family, Dieter Dudy and Debbie Kellog didn’t think much of it. They then received a Christmas card in the mail, with a photo of the king, queen, princesses and princes, signed by monarchy. “I thought, ‘What the hell?’” said Dudy, who is a Kamloops councillor. Dudy and Kellog have participated in a program called Farmstay since 2008. People come to stay at Thistle Farm in Westsyde for about a month at a time and receive room and board in exchange for about 30 hours of work per week on the farm. Tasks might include planting, weeding, picking or helping at the farmers’ market. About 100 people have

come to stay in the past decade, with most hailing from Europe and others coming from Asia and Australia. Dudy called it a “very rewarding experience. “It’s really interesting,”
he said. “You get to meet all these young people who bring a whole new culture.” A Swiss girl who first visited five years ago has returned multiple times, most recently for a six-month stint. Only once has someone
been asked to leave. Never before, however, have Dudy and Kellog played host to those with connections to royalty. “No, that’s the first time that’s happened to us, so it’s kind of neat,” Dudy said.

Canadian Blood Services has called for more than 30,000 blood donors across the country to book and keep their appointments until Jan. 6 to ensure blood and blood products are available to help patients this holiday season. Canadian Blood Services is predicting the risk of a low supply of platelets — a vital blood component with a seven-day shelf life. This is a result of the timing of Christmas and New Year’s, which will result in fewer collection opportunities. Platelets help make blood clot and are used in the treatment of many serious conditions. One of the most common uses for platelets is to treat cancer patients. Canadian Blood Services uses two methods to obtain platelets. Pooled platelets are produced by separating platelets from whole blood after donation. Platelets can also be separated from whole blood during donation using a process called apheresis. To book a blood donation appointment, locate a donor centre, check your eligibility to donate blood and more, download the GiveBlood app available for iOS on the App Store or for Android on Google Play or go online to blood.ca. According to a 2002 study published in the Journal of Clinical Psychology, only 46% of people who made New Year’s resolutions were successful. Does that beg the old adage that "Resolutions were meant to be broken?" So how does one overcome the odds? As Benjamin Franklin said, "Failing to plan was planning to fail."
Given our background in financial planning, below are a few tips to help hit those financial resolutions: Set a goal: Many may have heard of setting SMART goals. They should to be specific, measurable, achievable, realistic and timely. Sharing your goals with friends, family or coworkers can help keep you accountable. Do your homework: Regardless if your goal is to save more or pay down debt, they both require the same thing - more cash. A monthly budget is critical to highlight the ins and outs of cash flow. You might be surprised how quickly that daily coffee stop or frequent dining out add up. Are you paying top dollar for cable TV but in reality only watching Netflix? A few common places you may free up some cash: Dining out, bringing lunch to work, review cell phone plans (particularly data overage). Also review recreational expenses as well as smoking, alcohol and shopping. Break it into smaller pieces: If you are saving for a trip that costs $5,000, then you know you will need to come up with roughly $100 per week in savings. Cutting back in small places such as one less meal out a week, or two less coffee runs can quickly add up. Automate where possible: One can easily set up automated savings plans that coincide with paydays. The old adage of "pay yourself first" works. When money is allocated to a key priority, there is less for discretionary expenses or what is called slippage.

A cannabis production facility is planned for Duck Hill Ranch in Barnhartvale. The Thompson-Nicola Regional District has approved an application sent by Percy Folkard to the Agricultural Land Commission for non-farm use designation on a portion of his farm to build a 25,000-squarefoot building, with concrete flooring, for cannabis production. The building would be used to produce cannabis under a standard cultivation licence, which could be sold wholesale or online for medical purposes. TNRD director of development services Regina Sadilkova said the application is the first related to recent changes by the ALC, which were implemented in July to protect farmland primarily in the Lower Mainland. The ALC was concerned large

In a new novelty wager, British Columbians can place a bet on where they think the first baby of 2019 will be born. Twenty-four hospitals across the province are listed as betting options on the PlayNow.com website, including Royal Inland, which has odds of 33/1 that the first baby in B.C. in 2019 will be born in Kamloops. At 33/1 odds, a $10 bet would fetch $330. In 2018, the first baby born in Kamloops arrived six hours after midnight‚ at 6:04 a.m. to be precise. Rockey Yu and fiancée Chen Chen welcomed baby Ryan Yu. So far, B.C. Women’s Hospital in Vancouver is favoured, with odds of 5/1, followed by Surrey Memorial at 6/1. “That means there is a 17 and 14 per cent chance, respectively, that 2019’s first bundle of joy is born at one of these two Lower Mainland locations,” stated a BCLC release. “East Kootenay Regional Hospital (Cranbrook), St. Joseph’s General Hospital (Comox), Penticton Regional Hospital and Cowichan District Hospital have the worst odds of 51/1, meaning there is a less than two per cent chance that the New

Head coach and general manager are confident the best is yet to come from their Kamloops Blazers, who stumbled into the WHL holiday break with six straight losses on a Central Division road swing. Bench boss Serge Lajoie and GM Matt Bardsley were generally pleased with their team’s play on the trip, despite earning one of a possible 12 points. Both used the word resilient in describing the Blazers, who were without key players due to illness and suspension for parts of the trip — a six-games-in-eight-nights
gauntlet that included three Teddy Bear Toss games. “The Alberta swing wasn’t exactly what we envisioned,” said Lajoie, who will spend Christmas break with family in Alberta. “We did play some good hockey. To still be in striking distance and in a strong playoff-push position, that bodes well for our team.” Kamloops (12-16-2-1) would enter the post-season in the
Western Conference’s second and final wild card berth if the tournament began today. Vancouver (22-8-2-0) will likely run away with the B.C. Division crown, sitting 12 points clear of its nearest provincial rival and priming for a deep playoff run. After that, it’s anyone’s game: Kelowna (16-17-2-0, 34 points), Victoria (16-13-1-0, 33 points), Kamloops (27 points) and Prince George (11-19-1-2, 25 points). The Blazers have 22 home games remaining and have only played division rivals Prince George and Kelowna twice apiece. Kamloops and Kelowna will play a home-and-home set to begin the second half of the cam-
paign, the first game at Sandman Centre on Dec. 28, a 7 p.m. start, and the rematch in the Little Apple on Dec. 29. Prince George will be in town to play Kamloops on Dec. 30, with puck-drop slated for 5 p.m. The WHL’s holiday trade freeze ends on Dec. 27 and the deadline arrives on Jan. 10. “You always have to listen,” Bardsley said. “I’m not actively looking to move anybody right now. When people are calling, you take that call and listen to what they have to say. “I like the group we have going forward over the next two, three years, with young guys on the roster and young players coming
into the lineup in the next couple years.” (Logan Stankoven, the 15-yearold St. Ann’s Academy student and Blazers’ prospect, is lighting up the under-18 B.C. Major Midget League, leading all scorers with 57 points, including 31 goals, in 24 games.) Bardsley said the current group, when healthy and with all hands on deck, is built to play best-ofseven playoff hockey. “I think we’ve proven that when healthy,” he said. “I’m not looking at moving young players. I want to give ourselves the best chance to be successful right now, while preserving the future of the program. That’s kind of my philosophy.”

Year-round transit will not be coming to Kamloops after a notice of motion by former councillor Donovan Cavers did not receive backing from council last week. Cavers filed 11 notices of motions during his last council meeting in October, after he failed in his re-election bid in the Oct. 20 civic election. This was the third notice of motion that has come before the new council, none of which have made changes at city hall. They will continue to appear on council agendas through October 2019. Coun. Arjun Singh said during a recent debate he would no longer
support Cavers’ motions, due to the fact the new council has yet to set its strategic plan and Cavers was not reelected. Nobody moved the yearround transit notice motion CAVERS and it was not discussed by council. Buses in Kamloops do not operate on some holidays. In 2018, service was not offered on New Year’s Day, Good Friday and Christmas Day, with other holidays throughout the year having adjusted schedules.

Larry Foss goes back a long way in this region. He worked at Historic Hat Creek as a teamster and storyteller between 1994 and 2001, did 480 live performances of the Bill Miner Wild West Show featuring the Spirit of Kamloops 2141 heritage steam train, has worked on dozens of film and TV productions in a variety of roles (including being Robert Redford’s photo double for An Unfinished Life in 2003), established the BX Stagecoach Company Ltd. tourism entertainment business in 2003 and much more. In 1995, Foss penned the poem The Gal Who Invented Kissin’, which will be included in a volume of his poems and writings that will be published in the spring of 2019. Foss wanted to introduce it to

OBITUARIES & IN MEMORIAM Phillippe Julien (Phil) Bellefeuille Phillippe Julien (Phil) Bellefeuille passed away on November 26, 2018 in Kamloops, BC, at the age of 88 after a short battle with cancer. Phil was born June 14, 1930 in Fort Garry, Manitoba. He leaves behind his partner of 42 years Ruth Phipps. Phil had a passion for cooking and enjoyed gardening. His Yorkshire pudding, soups, macaroni salad, meat loaf, fresh baked bread, Christmas baking and jam made from his own garden raspberries are only a few of the delicious items he made for his family and friends. He was an avid golfer throughout his entire life. In his youth, he was a catcher in baseball, goalie in hockey and he curled. He was also good at darts, shooting pool and shuffle board. Phil enjoyed hunting, fishing and the outdoors. Phil had careers with CNR, Canada Post and was a cook on the DEW line with the Canadian Forces. While living in Logan Lake, he volunteered many hours to the Lions Club, C.O.P., pond hockey and helped with various other events. Phil is survived by his children Linda (Barry), Diane, Tom and grandchildren Amy and Ryan. He is survived also by Ruth’s children (Patty), Kerry (Vera), Randy, Laurie and his friend Ken. Phil was predeceased by Ruth’s son Pat and her daughter-in-law Lea. He is loved by grandchildren Leah (Brian), Michelle, Shane (Stephanie), Tricia, Stephanie (Zeb), Jason (Tessa), Ryan (Phoenix), Carly (Brad) and Loren. Phil has many great-grandchildren Dylan (Natalie), Jeff (Jen), Chris, Micaela (Hayden), Isabella, Sophia, Oliver, Cove, Beatrix, Rui, Dia, Zachary and William. He was loved and will be missed by us all. A family memorial will be held in the spring. Condolences may be sent to the family at DrakeCremation.com
