Attention Substitute Teachers & Substitute Paraprofessionals Mora Schools Need You!!

Certified educators and/or people interested in substitute teaching (K12, ALC) and/or substituting as paraprofessionals in the Mora School District are invited to attend an informational meeting to be held in the Mora High School Cafeteria on Tuesday, Aug. 14, 2012, from 8:30 – 10:30 a.m. Substitutes interested in learning the basics of Smart Boards will have an optional training from 10:45-12:30. This will allow you to run lessons created by the homeroom teacher and give basic troubleshooting techniques that will help with the lesson flow. Future workshops may be available to build upon this initial training. The Minnesota Legislature, recognizing the shortage of teachers in out state, provides a procedure for people holding four-year college degrees (BA or higher) whereby they may apply for “Limited Licensure”. Completion of this procedure through the state department provides a person with the licensure necessary to serve as a short-call substitute teacher in Minnesota schools whether or not (s)he has a teaching degree. At the meeting Aug. 14th, you will receive information regarding District policies and procedures. All building principals will be on hand to respond to any questions or concerns you may have. We encourage all prospective substitute teachers and prospective substitute paraprofessionals to attend this informational meeting – don’t forget to bring along a copy of your current licenses or certificates! Transfer students are given a 30-day grace period by MN law. After 30 days time, transfer students are excluded if immunization records are not adequate.

Immunizations can be obtained through the Mora Medical Center by calling 6791313 or Kanabec County Public Health Nursing by calling 679-6330, to arrange for more information or an appointment time. Please forward your student’s immunization records to the health office at school as soon as possible.

Hours: Before school, 6:30 a.m. until school starts. After school, from school dismissal until 6:00 p.m. Location: Morning and afternoon Latchkey will be held at the Fairview Elementary School. Students in grades 3-6 will be transported by bus each day in the morning from Fairview Elementary to Trailview and again after school from Trailview to Fairview Elementary. Registration: Fill out a latchkey registration form if you would like your child to participate in the Latchkey program. Fees $2.75/hr. per child. A late fee of $2.75 per every 15 minutes will be charged for any family picking up their children after 6 p.m. If you attend Latchkey on a regular basis, you may pay each Friday. If you attend only occasionally, please pay at the end of that day. School Closings: 1. When school is cancelled, there will be no morning or afternoon Latchkey. 2. On regularly scheduled “Late Start Days” morning Latchkey will be available from 6:30 a.m. to 10 a.m. = Oct. 4, Nov. 8, Dec. 6. Feb. 9, March 7, May 2. 3. On unscheduled late start days (days not designated as late start days on the district calendar), there will be no morning Latchkey. 4. In the event Mora Public Schools closes early, there will be no afternoon Latchkey. It is the responsibility of the parent to have other arrangements on file in the elementary school office for your child/children when Latchkey is cancelled due to an early closing. Latchkey observes Mora Public Schools emergency closings as announced on the following radio stations: WCCO Radio 830 AM, WCMP 92.1 FM or KBEK 95.5 FM. EARLY CHILDHOOD SCREENING •

Preschool screening is a REQUIREMENT for kindergarten enrollment. Mora Schools is pleased to be working with: Kanabec County Public Health Nursing Services, Early Childhood Teachers, and our dedicated screening volunteers, to offer parents a comprehensive screening program. The screening program includes the following assessments: • • • • • • • •

Height and Weight Hearing and vision screening Speech and Language screening Developmental screening Review of community resources Social-emotional screening Reviewing of immunizations and health history Family factors inventory

Summary Interview

All children residing in the Mora School District are eligible to participate in the screening. This screening is provided to families in our district at no charge to the family. Families do have the option of obtaining comparable developmental screening through other sources (such as Head Start, public health nursing agencies or other school districts), but costs incurred are then the family’s responsibility. Families can also waive the required developmental screening by providing the district with a signed statement identifying that they are conscientiously opposed to having their child participate in the screening. Parents are contacted by the school regarding the availability of preschool screening. If your child is 4-years of age

Eight Reasons to

VOTE YES on August 14th 1. Life is about education. It must be a life-long commitment. Our kids are significantly behind in technology and science. Our graduates are using actual science labs for the first time after they leave MHS. Don’t the Mora students deserve better? 2. Some have said that we should go back and look at the plan again. That’s what the school board and community leaders have done. For a year, they have carefully assessed the needs in our schools. Waiting another year means we will find a few more problems, we will have another year of inflation, and interest rates might start to rise. Waiting a year means the plan will be more expensive for taxpayers. 3. The tax impact to ISD is $48 million, not $62.9 million as the State of Minnesota will pay 52% over $30 million (approximately 25% of total cost). Yes, we’re also the State but why not have others in the State pick up part of this tab. ISD residents have been helping pay for many, many new schools over the years (look at the neighboring towns). 4. Estimated cost of repairs will be approximately $38 million over the next 20 years for health, safety, energy efficiency, security and educational adequacy. For roughly $10 million more we can have a new efficient single complex facility. The problems we face with the aging infrastructure are not going to go away. 5. The High School and Fairview have more than served their purpose. It’s time to update our facilities into the 21st Century and provide a 21st Century education. 6. A NO vote does mean that your taxes will not increase immediately. BUT it does mean that in a few months, a year… sometime in the near future… they will increase because of major repairs AND the $’s for those repairs will all be on the backs of the voters of ISD #332. 7. When people say: This is not a good time to raise taxes. It begs the question, When IS a good time to raise taxes? (Correct answer: never.) With that mindset, no community would ever build anything, no matter how necessary. 8. Great schools matter. When someone is looking for a place where they can start a business and raise a family, they ask about the quality of schools. Fairview and the High School are older than most other schools in our region, and the buildings no longer meet the state’s standards for educational quality.

What Your Vote for the School Really Means Voting NO will NOT keep your taxes at their current rate. By voting NO you are voting to put money into buildings that are outdated, unhealthy, and unsafe. Voting YES means healthy facilities, enhanced technology, up-to-date science labs and safer schools.

On July 24, the school board and I held our sixth public meeting to hear from residents about the district’s long-range facilities plan. Thank you to the hundreds of people who have attended the meetings. We heard from strong supporters of the plan, strong opponents and people who just wanted to hear more about the whats and the whys.

August. We need to hear from voters whether $2.45 per month, and three more years of payments, is a fair price for building new instead of just repairing our current schools.

As I think about the questions I have heard, many people are trying to understand the math behind the decision-making. I can sympathize with them. It can be hard to grasp so many numbers when making the comparison of different options for investing in our schools. This column will explain how the school board looked at the financial questions when deciding which plan to present to voters for approval.

In recent days, another idea has been suggested -- just pay as we go by spending two or three million dollars each year to eventually catch up with the $38 million in projects.

Local taxpayers will not pay the entire cost of the $62.9 million project. Because of a state program to help taxpayers in poorer districts pay for school construction, 52 percent of the tax impact of the plan after the first $30 million of construction costs will be paid for by the state. This reduces the real cost to local taxpayers to $45.9 million, which is the best figure to use for an apples-to-apples comparison of the cost of a Trailview single campus plan. This means the Trailview plan has two significant financial advantages over other options: (1) The state is assuming 25 percent of the local tax impact, and (2) The interest rate on the bonds will be lower than the expected construction inflation over the next 20 years. Some people at the public meetings have suggested that we should remodel and repair Fairview and the high school in phases. The independent assessment of our schools identified $38 million of projects that need to be addressed over the next 20 years, with $24 million falling into the “most urgent” category. So the school board looked closely at a $38 million remodel and repair plan, implemented in two ten-year phases.

Unfortunately, school finance isn’t that simple. The state of Minnesota sends Mora Public Schools less than $500,000 each year for deferred maintenance projects. If we Superintendent Craig want to spend a few million every year Schultz on repairs, we have two choices. A million dollars goes a long way at Mora Public Schools -taking that kind of money out of the classroom would greatly change education for a lot of students. The second choice would be to levy that money every year from the property owners of the school district. However, the cost of tomorrow’s repairs would go up due to construction inflation, so each year we would levy even more money just to keep up. At the end of 20 years, 2032, all of the needs identified in 2012 would be addressed. However, we would have 20 more years of issues that accumulated in our aging schools, because all of our maintenance money will have been used to repair, not prevent. This financial picture is why school districts bond for construction projects, rather than paying year-to-year. When interest rates are low, taxpayers can avoid the impact of construction inflation by paying for the entire project at once. This also frees the state’s maintenance money for preventing future problems.

The results of this analysis were startling. Once you include the inflation that occurs as we delay some of this work for 10 years, the cost of the repair and remodel plan was very similar to the cost of the plan we selected. In the repair/remodel plan, the owner of a $125,000 home would pay about $23.42 more per month for 20 years. The Trailview plan will cost that same homeowner $25.87 per month for 23 years.

After spending the last year in meetings with students, teachers, parents and community members, I think most people seem to believe that we need to do something with Fairview and the high school. The big question has been which plan to choose. After looking at the data on education, health, safety and finances, the school board felt that the Trailview Campus plan made the most sense.

That was the difference -- $2.45 a month for three more years. Now, if the state buy-down didn’t exist and interest rates weren’t so low, the repair/remodel plan would look far cheaper than the Trailview campus plan. But compared to a $45.9 million price tag, the cost of repairing and remodeling is very close to the cost of building new.

I hope this explains the school board’s decision about which referendum to present to voters. I want to remind all residents that it is your decision on Aug. 14. The school board did its job by selecting a facilities plan, and now it’s time for you to make your decision.

Comparing the Costs of Plans to Invest in our Schools

The proposed plan uses tax-exempt bonds to create a PreK-12 campus at the Trailview site. By bonding for the plan, we can complete the project over the next two years, while construction costs are lower than normal. The bonds themselves, with a projected interest rate of between 3.35 and 3.50 percent, are less expensive than the rates we’ve seen over the past decade. This has been described as a ‘generational low’ for interest rates.

MICHAEL PEPEK Michael Pepek, 93, passed away July 25, 2012. He was born Sept. 27, 1918. He served with the Army Air Corps throughout WWII. He retired from Downing Box Co. in Fridley and moved to the farm in Mora where his love of the land and animals was shared with many who visited over their 30-year residence. All who knew him will miss his loving smile and his gentle, kind heart. Mike was preceded in death by his parents and six siblings. He is survived by his loving wife of 70 years, Vickie; son, Michael (Kathy); daughters, Liane McCullough (Mac) and Christy Griffith (Judd); four grandchildren and one-great grandson; sister, Helen Russin; and many relatives and good friends. A Mass of Christian Burial was held Wednesday, Aug. 1, at St. Therese of Oxbow Lake Chapel in Brooklyn Park.
