The following is the answer to one of the questions in the TIMES’ voter’s guide questionnaire. The TIMES, due to space issues limited candidates responses to all questions to a maximum of 700 words. Therefore, as promised I am addressing this question in this paid ad. The idea of mentally ill people being warehoused in our jails is indeed a signi¿cant concern. It is one that needs appropriate remedies for various reasons. 1. Jails are very expensive to operate, for instance the Kanabec County jail cost well in excess of $2,000,000.00 to operate annually in addition to the massive taxpayer burden for the millions originally required to build the current facility. 2. There can be very real issues regarding the safety of staff and other inmates. 3. Obviously, the issue of people who need proper treatment instead of just being jailed is of paramount importance. This is true from both the viewpoint of humane treatment and the desired effect of reducing the likelihood of recidivism. After all, we should do what is necessary to help these individuals and the public to have the best and safest possible community in which to live. In today’s society, the term “Mentally Ill” can and does cover a broad spectrum of conditions. It can commonly mean a person may suffer from Borderline Personality Disorder, Severe Depression Post Traumatic Stress Disorder or maybe one is Bi-polar, there’s also people who fall into the category of developmentally challenged. In many cases, mental illness as a condition in our jails can be something far less de¿ned. In the 10 years that I worked for the Mora Police Department I only arrested one person that I felt truly suffered from serious mental illness. I did deal with others, for whom I was able to ¿nd alternatives to immediately arresting them and placing them in jail. Yes, some mentally ill people have done things that make jail the only realistic option. With those inmates the various existing services coupled with our new facility, a good staff, and most importantly the proper attitude of being committed to ensuring that the right departmental actions take place, we will properly resolve issues. Of course, this means working with the courts too as well. I am concerned about this problem and I am in support of many of the initiatives that have been undertaken by law enforcement and the Minnesota Legislature. That said, I believe the level of problem that actually exists here in Kanabec County is manageable by complying with existing law and MN Department of Corrections guidelines in conjunction with efforts to reduce the underlying problems by joining with and using already great programs here in our community to provide for such needs. I have seen ¿rst-hand the bene¿t of local programs, which greatly assist in prevention of an even greater problem with this issue in our community. I have worked in other communities that did not have entities such as Industries (also known as Brighter Day) or Volunteers of America. In the absence of such services the problem was much larger. Because of such local programs, Kanabec County does not have as great a jail issue with some segments of the “Mentally Ill” population that other communities do. I live in between two houses and a block from another, which are operated by these programs. The people involved are great neighbors who bene¿t and our community, in turn also bene¿ts from such entities. I believe that additional programs, which are much cheaper and more effective than jail need to be utilized to bene¿t other less dramatically affected people in the “Mentally Ill” category. For information on other issues regarding the need for a REAL change in the leadership of the Kanabec County Sheriff’s Department please watch for a mailing coming to your mailbox soon.

DEER HUNTING FIREARM OPENER NOVEMBER 8 IMPORTANT DATES: • September 4(Thursday): Either sex Deer and Special Area Permit application deadline. • September 13: Archery opening date. • October 16–19: Early Antlerless Season. • November 8: Statewide (A)Firearms opening date. • November 22: Late Southeast (B)Firearms opening date. • November 29: Muzzleloader opening date. • November 7: Firearms Deer opening date for 2015. NEW 2014 DEER SEASON INFORMATION: • A bucks-only management strategy has been implemented in a number of northern permit areas this year. no antlerless deer may be taken in any of these areas by any hunters during any season (including youth, bowhunters, and individuals with disabled permits). • There are no disease management areas in Minnesota this year. Deer permit area 602 has reverted back to the former permit areas (341 and 343). • Telephone and internet registration will be available in series 300 permit areas, except areas subject to CWD surveillance sampling during the firearms season.

• A person may purchase no more than one Firearms, Muzzleloader, and Archery deer license in a calendar year. • Bonus and early antlerless season permits may be purchased in addition to regular licenses. Bonus permits may be purchased throughout the season, but must be in possession when taking deer. The permit is valid when your regular license in that season is valid. Regular licenses and antlerless tags may be used in any order. • A person may not take or tag deer without the appropriate license or permit. The term “take” includes attempting to take deer, and driving, spotting, or otherwise assisting another person in taking deer. STATEWIDE A LICENSES Statewide (A) season licenses are valid in any area that opens November 8. Hunters are not obligated to stay in any one zone. For example, you can hunt in deer area 346 (9-day season) opening weekend, move to deer area 235 (9-day season) the second weekend, and finish up your season in 184 (16-day season) on the last weekend. STATEWIDE B LICENSES This license is only valid in southeast Minnesota (November 22–30). 3B hunters can also buy a muzzleloader license.

A hunter may tag one legal buck per year, without exception. Although hunters can buy all three licenses, the bag limits may not allow all three tags to be filled in a single deer area. It is the hunter’s responsibility to know the bag limit for the areas they hunt. The statewide bag limit for deer is five.

GENERAL DEER INFORMATION Legal Buck and Antlerless Deer • A“buck”is a deer having at least one antler at least 3 inches long. See page 75 for a description of a “legal buck” (at least one antler with four points) for 300 series deer areas. Fawn bucks, sometimes called button bucks, are not legal bucks. • “Antlerless deer” are those deer without an antler at least 3 inches long. License Purchase and Validity All deer licenses (archery, firearms, muzzleloader) may be purchased at any time before or during the season. However, a license purchased on or after the day the respective season opens is not valid until the second day after the day it is issued (for example, a license issued on Saturday would not be valid until Monday). A “day” means midnight to midnight. The “respective season” refers to the first season for which the license is valid. The exceptions are bonus permits, which are valid when issued if the appropriate regular license is valid.

Don’t Believe the KCRE’s “facts” The KCRE and political “Vote No” group has tried to convince voters not to support Mora Public Schools by unethically twisting data and contorting the facts. The Kanabec County Times has openly criticized their tactics as shown in this editorial by Kanabec County Times editor, Kirsten Faurie, in the July 3, 2014 issue of the Times:
KCRE Spreads Misinformation The Mora school board has decided on a new building plan to present to voters this fall. A significant portion of that concept, and its costs, came from a group of citizens asked by the school board to help. Whether taxpayers will agree, or disagree with the proposal will be decided at the polls Nov. 4. In the upcoming months taxpayers will have the opportunity to learn and debate the building plan and its expense. That’s the way it should be. Yet, this new proposal wasn’t even officially adopted by the school board, and the local political group, the Kanabec Citizens for Responsible Education (KCRE) was screaming that it was outlandish, the citizens group a sham and the school board and superintendent needed to be replaced. It’s apparent the KCRE wasn’t listening or chose not to hear the details of the new building proposal. They have no time for that. It’s time to fight. This is not easy for me be so critical of a local group that is exercising its right of free speech, but an important part of my job is to help the community and people I care about become better informed citizens Not only do I strive to provide accurate information, it is also my job to clear rumors and prevent the spread of misinformation. In this role I feel it is my responsibility to Times readers to say that the “facts” about Mora Public School’s facilities presented by the
KCRE should be consumed skeptically. I have followed the issue of the school facilities very closely. I have done days worth of research not only pouring over documents, but also held interviews with multiple superintendents, contractors, engineers, finance experts, tax experts, citizens, school board members of multiple schools, as well as other editors and publishers including those from the Timberjay who led the lawsuit against Johnson Controls Inc. Furthermore, I have attended approximately 95 percent of all Mora school board meetings, work sessions, informational meetings and school task force get-togethers the past two years. So I feel I am fairly well-versed on the topic of Mora school facilities. In my research of the school I have found that the KCRE’s statements in letters to the editor, newsletters or outbursts during open forum frequently are mostly flawed, without merit, or downright false. These communications spread misinformation and confusion among the community.
In order for the residents of the Mora school district to have a logical, sensible discussion about the future of our schools we need to start with accurate information. Emotional rants, unfounded accusations and personal attacks against school board members and misrepresented data from the KCRE is not helping the community toward an informed debate. The citizen’s task force’s plan reduced the building plan from $62 million to $18.4 million and acknowledged that if the $18.4 million plan fails, then the next option (favored by some task force members) would be an approximately $9 million “maintenance catchup” plan. That cost would be about the same amount as the current debt retirement of Trailview, which will be paid for by next year. Yet, the KCRE is already campaigning for a no vote. That’s their constitutional right of free expression to do so.
Many will read this and accuse me of being biased, of favoring the Mora School Board or trying to sway a vote.
But, I would encourage voters to do their own research before heading to the polls and when hearing KCRE claims and at least question the motives or expertise of the source.
First, of course I have biases. Everyone does and I would be a fool to say I didn’t have them as well. However, by recognizing my biases I keep them in check when it comes to covering the news.

n Wednesday, the elementary school principal and assistant principal spoke to us here at Park Forest Apartments. They did a very good job and certainly answered all the questions. After reading Laird Mork’s Letter to the Editor (I agreed with him 100 percent), I decided to show my support and print one of the four informative sheets the faculty members gave us. People might say, “She’s not paying taxes anymore” — well, I am — in our rent and my family also does, for their homes and businesses, even though none of us have children in school anymore. We support education. Mora is a great place to live and bring up a family. It has always been thought of as a progressive community and certainly our
schools are a large part of it. We want our kids to have the best education possible by attracting good faculty members and having up-to-date facilities. Also encourage people to want to live here. For between $5 and $15 a month we can upgrade our schools and be proud of how they contribute to a successful future for our children. Think carefully when you go to vote. I think those extra dollars will be well spent and we’ll have schools everyone can be proud of and help prepare our young people for a good future. Putting it off is not a good idea. While initial concept drawings are developed, we want the eventual school to reflect the needs and values of our community, which the design process will provide. FREQUENTLY ASKED QUESTIONS Why can’t we fix the schools? Do we really need to replace Fairview? The question isn’t why can’t we fix Fairview, but should we continue to invest in Fairview. Given the number of issues at Fairview and the need to provide better educational spaces, the Task Force felt replacement was a more fiscally responsible solution. What will happen if this fails? Our needs are real, and they will not go away. If the referendum is not successful the District will need

The Society established the Memorial Fund for those who wish to honor the memory of a loved one through a donation for the KCHS.
