REQUEST FOR PROPOSALS BRUNSWICK TOWNSHIP, KANABEC COUNTY, MINNESOTA CLEARING RIGHT-OF WAYS This RFP does not obligate Brunswick Township to award a contract or complete the project, and Brunswick Township reserves the right to cancel the RFP if it is considered to be in its best interest. Responses to this RFP will be public information under the Minnesota Data practices Act. Project Description Brunswick Township is seeking a Contractor to clear its right-of-ways. The Contractor will be responsible for clearing and removing standing vegetation, overhanging limbs and other objectionable matter, as directed by the Road Supervisor. Project Overview Brunswick Township has approximately 35 miles of right-of-way with the following general descriptions: Town Line right-of-way 4.88 miles Platted Residence right-of-way 2.14 miles Rustic Road right-of-way 0.96 miles Agricultural/Residential Remainder The approximately 35 miles of right-of-way consist of the following: Right-of-way 66 feet wide 33.70 miles Right-of-way 33 feet wide 1.37 miles Right-of-way 20 feet wide 0.19 miles The 20 feet wide Right-of-way and one-half of the Town Line right-ofway lying outside the Township is excluded. Marking for Clearing All clearing limits shall be measured by the Contractor from the centerline of the right-of-way and marked. Any trees to remain within the rightof-way, as directed by the Road Supervisor, shall be marked by a white ribbon and/or white paint at chest level. Clearing Unless specified by the Road Supervisor, the entire right-of-way shall be cleared and all stumps, limbs, and trash removed. Under no circumstances are brush, stumps, and debris to be buried within the right-of-way. Stumps must be removed from all maintained areas (yards, lawns, etc.). All holes resulting shall be refilled and compacted to average ground level. The Contractor shall conduct operations in a manner to prevent limb, bark, or root injuries to trees, shrubs or other types of vegetation that are to remain growing and to prevent damage to adjacent properties. The Contractor will be responsible for complying with all State and Federal regulations pertaining to clearing in all wetlands. Useable timber and/or firewood may be left on adjoining property, off the right-of-way at the request of, or with the consent of the property owner. The Contractor shall verify cut lengths of timber/firewood for such placement and location with the property owner. Such requests must be in writing and must release Brunswick Township from any claims for improper disposal of timber. Work Hours Normal work hours shall be from 8:00 am to 5:00 pm, Monday through Friday, except for public holidays. Work at times different from those specified is only upon approval of the Road Supervisor. Utility Poles and High Voltage Lines The Contractor shall note that the work may be located near existing utility poles, guy wires and high voltage lines. The Contractor shall make all necessary arrangements with the various utilities to protect the poles, guy wires and high voltage lines. Insurance The Contractor shall provide and maintain insurance coverage as specified and shall not commence any work until certificates of insurance are presented to Brunswick Township. General Liability: Commercial General Liability insurance coverage providing coverage on an occurrence rather than on a claims made basis in an amount of no less than $1,500,000 per occurrence. Automobile Liability: Business automobile Liability insurance for bodily injury and property damage for combined bodily injury and/or property damage in the amount of at least $1,500,000 per accident. Workers Compensation: Workers compensation insurance in compliance with all applicable statures in an amount of no less than $1,500,000 Indemnification and Hold Harmless Any and all claims that arise or may arise against Contractor, its agents, servants, or employees as a consequence of any act or omission on the part of the Contractor or its agents, servants, or employees while engaged in the performance of the work shall in no way be the responsibility of Brunswick Township. The Area Certification Specialist will lead promotion, implementation, and reporting for the MN Agriculture Water Quality Certification Program (MAWQCP) throughout the Northeast area of the state. The goal of this position is assisting agriculture producers in becoming water quality certified through the MDA program, and training local SWCD staff in the certification process. The Area Certification Specialist position must be able to work independently with occasional supervision of the SWCD Manager and direction from MDA program managers. Education: A four year degree in Natural Resources, Biology, Ecological Sciences, Hydrology or closely related fields plus minimum 5 years of experience in related field.
