The Kankakee Valley Park District exists to acquire, develop, and maintain parks, promote the conservation of natural and historical resources, and provide recreational facilities, programs and services for the benefit of all District residents The ability to accomplish our mission is made possible through the dedicated efforts of commissioners and staff, the generosity of area residents, a combination of tax dollars, fees, private donations and grants and cooperation with other governmental and private entities

A MESSAGE FROM THE EXECUTIVE DIRECTOR

2021-2022 brought about so many challenges that we were prepared for and some we were not. The pandemic was all around us Our challenge as your recreation provider in the community was to figure out how to continue serving you in the most responsible and passionate way

We think we did just that! While we have still been experiencing changes, we forged ahead and were able to implement recreation indoor and outdoor For the fist time since 2016, the Rec Center is staffed and open! It is back to being the home of our Recreation Department We have stayed true to our mission of providing, maintaining programs, facilities and services for the benefit of all district residents While the Splash Valley Aquatic Center re-opened in 2021 after being closed for 6 years, the park district took on the daily operations of it in 2022!

As you review this annual report, keep in mind we will never be able to convey all things accomplished This is a snippet of our past fiscal year We are deeply appreciative and thankful for the community’s assistance during the past year We are grateful to have existing partnerships and sponsors, as well as, new partnerships and sponsors Continue reviewing the annual report to see how and why we are so proud of the district, staff, and community for rising above the challenge.

FUTURE BUILDING FOR THE

The Kankakee Valley Park District is committed to enriching and serving the community. We strive to help people enjoy life by providing an exceptional park and recreation system. 2021 and 2022 brought many projects to all our facilities, parks and properties.

Jeffers Park

In 2021, the Jeffers Park building received a facelift, including new flooring, paint and a new AC unit. The building also received a new roof, kitchen appliances and new front door. The park received a Memorial Tree donation in honor of Makayla Bowers.

Ice Valley Centre Ice Arena

The final year of the three year ice skate purchase program will be completed in late 2022. During this program, 120 new pairs of rental skates were purchased to replace older pairs and to increase inventory. ServPro of Kankakee County performed major tasks in early 2021 at the arena, including deep cleaning over 6,500 square feet of carpeting and flooring and duct work and awning cleaning Major updates in the compressor room and new Zamboni batteries rounded out 2021 New landscaping was planted in early summer of 2022 and new ice installed in July 2022 as part of a three year cleaning and beautification project for the rink New kickplates were installed on the rink boards The purchase of new skate aids/walkers in 2022 will also help our beginner skaters to safely enjoy the ice with some assistance

KVPD Rec Center

As an increase of programming began in 2021 at the KVPD Rec Center, inside improvements also started for the building. Projects included painting and main lobby, stairwells and Charlton Room, new flooring in the entry way and the gym floor was refinished. New curtains were also installed in the Charlton Room to beautify the space.

Goselin Park

New was the name of the game at Goselin Park in 2021 and 2022! The pavilion was repainted and a new roof was installed The Goselin Park building received a facelift as well with new flooring and painting A new kitchen is coming to Goselin in the near future

Pioneer Park

A new roof and flooring was installed in the Pioneer Park building in 2021.

Maintenance Vehicles

Our maintenance staff had an upgrade to their vehicles in 2022 Four new pickup trucks and stake bed replaced the trucks KVPD has had since the 1970's and 1980's.

Beckman Boat Harbor

Since the wall collapsed on the Beckman Boat Harbor in 2021, the Park District has been working to obtain the funds needed to completely repair the boat harbor The Kankakee Valley Park, along with the Kankakee Valley Construction Company, have installed dual ramps on the west side of the harbor

Washington Park

The crumbling skate park at Washington Park was removed in summer of 2022 Tons and tons of cement were removed by our maintenance staff A play area including old yard games, such as Four Square, is planned for the future, along with new playground equipment and walking path New trees were planted at the park in 2021 by Tholen's

Tree Beautification Project

2022 found the addition of new trees in our parks as part of our Tree Beautification Project New trees were planted at Beckman Harbor, Kensignton Park, Strasma Park and Washington Park

The Maintenance Department celebrated staff member Eric Gray's over 30 years of dedicated service and employment with the Park District this year.

Bird Park Barn

The Bird Park Barn, located by the Don Palzer Bandshell, received a new roof in 2022, helping to beautify Bird Park just a little bit more

LeVasseur Park

A year long initiative began in 2021 with major clearing in the wooded areas of LeVasseur Park. Brush and overgrowth was removed to clean the walking paths and surrounding areas at the park and along the river Quotes were sent out for repairs to the paths, including resurfacing, and quotes to rebuild the existing bathrooms

Fisherman Park

Anglers may now fish at Fisherman Park without the overgrowth along the river bank 2021 and 2022 included the removal of weeds and overgrowth along the Kankakee River bank

KVPD Campground

Fun and exciting new items were added to our campground for our campers in 2021 and 2022. Adults and children alike enjoyed the newly installed basketball hoop and playground at the campground this year. New gravel was laid down for the camper pull throughs and the camp store received a new roof.

Beckman Park

The building at Beckman Park is now a cool place to be during the summer with the installation of a new air conditioning unit

Splash Valley Aquatic Park

During our first year of managing the water park, we made major upgrades and improvements to the park Swimmers cooled off in the shade under the newly installed pergolas and newly purchased umbrellas New signage was installed throughout the park as well as painting in the locker rooms and inside the office area. In 2021, a new layout was created in the concessions stand with a new service window installed to serve guests outside the park. Not only did the concessions stand get a new look, but we upgraded our concessions equipment in 2021 and 2022. Our guests were the first to use new chairs this year on our pool deck as well. Finally, in 2021, the three water slides were restored and repainted, bringing our updates full circle.

River Run Dog Park

Muddy paws are a thing of the past at River Run Dog Park! In 2022, a new gravel parking lot was laid down for our guests and pups to enjoy.

You do not need to be a student at KCC to take advantage of the fitness center! KCC Fitness Center offers total body fitness to KCC students as well as members of the community. Sign up at KCC's Accounting Office (second floor of the college) and at the Fitness Center, conveniently located in the Ice Valley Centre at 1601 River Road, 2nd floor, Kankakee.

Thanks to our sponsors, the District was able to host several free events for the community in 2021 and 2022, including Movies in the Park, Back 2 School Bash, Pup Pool Pawtie and Touch-A-Truck With the help of several sponsorships, the District raised $11,000 for the families of Bradley Police Sgt Marlene Rittmanic and Officer Tyler Bailey and the First Responders Children Foundation during the Back the Badge Charity Basketball Game Even more sponsors assisted with figure skater's ice show fees with our 50/50 sponsorship program at Ice Valley Centre Ice Arena We thank our spo continued support and partnership with the District

FACILITIES OUR REVENUE PRODUCING

Splash Valley Aquatic Park

Reopened in 2021, our water park features two body slides, one tube slide, an under 48" children's slide in zero depth water, water troughs, main play feature with slide, main pool with lap lanes, fully stocked concessions stand, two sand volleyball courts and spacious parking! Season passes and swim lessons available!

With COVID-19 in full swing, the 2020 season found the Park District in a position to not reopen the water park as planned However, the staff forged ahead with grand plans for the following season in hopes restrictions would be lessened by then In 2021, the water park reopened and was managed by RMSC The full time KVPD staff spent over a month preparing for the grand opening at the water park, including painting, reconfiguring the concessions stand, having the slide refurbished, planting new landscape and more Following the 2021 season, the Park District resumed the management of the water park and during the summer of 2022, fully ran the park With over 60 staff hired for the season, we opened the doors for the 2022 season to a free community swim party Unfortuntely, the weather was a cool 56 degrees on the day but the community didn't seem to mind as many swam and played in the heated pool

The water park is host to many birthday parties each year, with day camps coming in regularly throughout the week. In September of 2021, after the final day of swimming for the season, the pool went to the dogs for our first and only Pup Pool Pawty. Over 60 dogs and their owners attended the event, with dogs taking to the pool and playing with tennis balls and frisbees. We look forward to many new and exciting events during the 2023 season at Splash Valley Aquatic Park!

Ice Valley Centre Ice Arena

Ice Valley Centre Ice Arena is a family fun zone as well as a competitive ice arena, featuring an NHL rink, arcade, Breakaway Café concessions, and four private party/meeting rooms Ice Valley offers programming to advanced and beginning skaters alike, including; learn to skate, figure skating, intro to hockey, youth hockey, adult hockey, curling, public skating, drop-in hockey, and freestyle ice sessions.

In 2021, the arena welcomed several new hockey teams after a local rink closed down for repairs. Youth and high school players from Homewood Flossmoor and Lincoln Way skated their season in Kankakee for 2021-2022. The Kankakee Youth Hockey Club, which includes the Kankakee Coyotes and Kankakee Irish, joined us for another season as well In 2022, the inaugural year for the Olivet Nazarene University's Men's Hockey team began with their home ice being IVC

In April of 2022, Ice Valley Centre Ice Arena was the host site for Glenwood Figure Skating Club's 48th Annual Ladybug Competition, which brought in over 280 skaters from across the United States during a four day period In addition to Glenwood FSC's Ladybug competition, the arena also hosted the 2021 Kankakee Valley Open Compete USA Competition in September of 2021 . With strict COVID policies still in place, a safety plan was in set in place to held ward off possible COVID-19 exposures, including temperature taking, mask wearing and a in-and-out policy. The Learn to Skate USA program saw an influx of skaters during the 2021-2022 season, with 165 IVC Learn to Skate USA members, an increase of 36% from the previous season The program also held three ice shows in 2021 and 2022, selling 537 tickets in total

The return of curling following the 2022 Winter Olympics proved to be a fan favorite with our community Several free curling events were held to promote the sport and contractual instructors were hired The arena introduced curling team building events and schools on ice options We look forward to where the curling program goes in 2022 and 2023!

KVPD Rec Center

Located at 150 N Indiana Ave, in downtown Kankakee, the Rec Center offers a full gymnasium with open gym for youth, teens, adults and family time The Charlton Room seats 150 people banquet style or 200 people theater style and offers a full use kitchen This multipurpose room can be used for meetings, baby showers, wedding receptions, retirement parties, corporate events, seminars and so much more! The Rec Center hosts many rentals throughout the year, including soccer and basketball practices, acupuncture, fundraisers and more

The summer of 2021 found the Rec Center being fully staffed again with the Recreation Staff moving their offices back to the Rec Center. The Recreation Staff went full steam ahead with reinventing the recreation department, including new programs and events for the Rec Center. In December 2021, the Rec Center hosted its first ever Santa Paws event for dogs and cats as well as Donuts with Santa. In January of 2022, the Rec Center held the Battle of the Badges Charity Basketball Game, raising over $11,000 for the families of Bradley Police Sgt. Marlene Rittmanic and Officer Tyler Bailey and the First Responders Children Foundation

Ping Pong was introduced to the Rec Center open gym lineup as well as Pickleball, basketball and toddler gym classes The spring of 2022 also brought dance classes to the Charlton Room and kid fitness classes

Community Survery

In 2021, the Kankakee Valley Park District sent out our Community Survey. We wanted to hear what needs were of our community and we had excellent feedback! Our overall program was 4 1 out of 5, with 84 62% of respondents considering KVPD to be a value with its current offerings and 85 34% of respondents considering KVPD to have a positive impact on the local economy. Suggested events for the future included skating races, special events for teens, free special events for babies and toddlers, safety events for kids and block parties Over 50% of respondents said they would be interested in volunteering with KVPD Read below more interesting insights from our Community Survey!

Survey Highlights

Governor Small Memorial Park (Kankakee) was our highest rated park by survey participants with an average rating of 4.07 stars.

Ice Valley Centre Ice Arena (1601 River Rd., Kankakee) was our highest rated facility by survey participants with an average rating of 4.08 stars.

75 38% of respondants utilize KVPD recreation, with 53 33% being at special events and 37.78% at programs at Ice Valley Centre Ice Arena.

50.43% of respondents were interested in volunteering with KVPD at special events, park cleanups and programming.

53 4% of survey participants were supportive of the expansion of walking and paved paths, including areas that could double as areas for biking, roller skating and more.

64.65% of respondants utilize our four Facebook pages to obtain information about KVPD offerings. 31.91% wanted a postcard sent to their homes to be informed when the seasonal brochure is available online

E A T I O N

R E C R

Our plans for the future is robust! Washington, Potawatomi and Bert Dear Sr. Park will receive new playgrounds in the spring of 2023. Walking paths will be established in select parks while other existing paths will be redeveloped and reconstructed. Our Quarry building is not only being renovated but receiving a complete make over! This cherished building will be used for programming as well as rental space. The building is scheduled to be completed in the early winter of 2022 with finishing touches of landscaping in the spring of 2023 Staffing year one of a three year resurfacing project is slated for the Levasseur Park walking path A parking lot will be added to Steve Hunter Park A new Maintenance storage building will be constructed at River Road Sports Complex The Civic Auditorium will receive a facelift with a bridal room just for the bride and her party, an updated kitchen, new equipment, concrete work around the building as well as a new asphalt back driveway The renovation project of the Harbor will begin with the East wall being rebuilt in the spring and summer of 2023 allowing for the reopening of the ramp Many new and returning programs are being offered as we have full time staff at the Rec Center We can't possibly forget to mention the Bird Park Admin building new back porch and deck. We are looking to hire permanent full time maintenance staff to assist us year round. We will be implementing an HRIS system in early 2023 to be prepared for our seasonal hiring. In 2022 we staffed the various park district facilities and programs with 140+ workers. We look forward to hiring 200+ seasonal workers in 2023.

Studies show that recreational opportunities and involvement increase a person’s physical health, self-esteem, improve concentration and learning, creativity and sense of accomplishment and well as relieving stress With 33 parks, a Rec Center, Ice Arena and WaterPark, Kankakee Valley Park District offers our community many ways to enjoy recreation. CHALLENGE

Through out the year, the Kankakee Valley Park District offers a multitude of programs, classes, leagues and special events. We offer many recreational opportunities for our community. Below is a recap for some of our staff favorites through the year

The KVPD Rec Center reopened for classes, events and open gyms up with a full staff, the first time in several years we were able to do so

Hundreds of local families attended our annual Touch-A-Truck event at Bird Park on July 17 We had a record number of trucks and vehicles attend that year!

In partnership with Donut Foundry, we offered a Donut Making 101 class that sold out each time, making a total of 234

Families gathered at Ice Valley Centre's annual Back 2 School event, which included free skating lessons, school supplies, activities and more!

Splash Valley Aquatic Park went to the dogs in September with a pool pawty exclusive to dogs Over 60 dogs attended the event

Ice Valley Centre Ice Arena broke a record of selling out of it's annual winter ice show in less than 24 hours!

Over 80 runners and walkers enjoyed a cold morning of beer and fun during our annual St Patrick's Beer 5K at River Road Park

1,000 people attended the 4 day competition

With our first full year of running the water park after reopening in 2021, we hired over 60 staff within a few months

The KVPD Rec Center hosted a charity basketball game that brought in over $11,000 for the families of Sgt Marlene Rittmanic, Officer Tyler Bailey and First Responders Children Foundation
