World Halal Forum Chairman’s Message

G R E E T IN G S TO A LL D ELEG ATES. I am truly honoured to welcome all the delegates to the World Halal Forum 2009. Last yearʼs World Halal Forum saw a strong sense of Islamic solidarity with support and participation from many major Muslim nations. Themed as “Sustained Development Through Investment and Integration”, it exceeded all expectations when we saw participation from over 1,200 delegates, Heads of State, Cabinet Ministers, governors, industry leaders, ulama, academicians and international media. In 2008, the Organisation of The Islamic Conference (OIC) saw the inevitable need to create a platform where the industry can have one reference centre with regards to values, Halal and quality control, and mandated the Islamic Chamber of Commerce and Industry (ICCI) to spearhead the effort. At the 11th Islamic Conference Summit concluded in Dakar, Senegal, Resolution 135 of the Final Communique recognised ICCI as the principle representative of the public sector in this regard. This initiative is expected to help develop and modernise the Halal sector which affects approximately 1.8 billion Muslims worldwide, foster trade and facilitate access to genuine Halal products in both Muslim and non-Muslim countries. We must strive to ensure that the entire supply chain of Halal products is protected for the benefit of the Ummah and also those in the industry. There is a need for a non-national, non-profit organisation to promote and enhance international collaboration amongst national Halal authorities.To this effect, the global Halal agenda has been tasked to the International Halal Integrity Alliance (IHI Alliance), under the wings of ICCI, to harmonise the industry by developing the Global Halal Standard. The ICCIʼs initiative through IHI Alliance is also commended at the thirty fifth session of The Council of Foreign Ministers at Kampala, Republic of Uganda on 18-20 June 2008, where Resolution 7/35-E under the Development of International Halal Standard was adopted. As a passionate activist of the Islamic economy myself, I believe that this yearʼs World Halal Forum will mark an important milestone which brings the integrity of the Halal industry to a whole new level. Themed as “Achieving Global Halal Integrity”, the 2009 Forum will see the Global Halal Standard being introduced to the public for the very first time. International Halal Integrity Alliance (“IHI Alliance”) is proud to host this important annual gathering, and as the Chief Executive Officer of IHI Alliance, I am delighted to welcome you to the highlight of the Halal industry calendar. At the third World Halal Forum in 2008, the hurdle was raised once again and the event drew over 1,200 delegates from related industries, governments, research organisations, universities, certification bodies and consumer associations under one roof to discuss major issues affecting the Halal industry. At the close of the two eventful days, a resolution was arrived for the IHI Alliance to develop the Global Halal Standard – a single standard to unify the fragmented industry and ensure global Halal integrity across the whole supply chain. IHI Allianceʼs goals were also endorsed by the then Malaysian Prime Minister YAB Tun Abdullah Ahmad Badawi. In his keynote address at WHF 2008, Tun Abdullah said, “My government has formally endorsed the function and aspirations of the IHI Alliance. I understand that the Organisation of the Islamic Conference (OIC), through the Islamic Chamber of Commerce and Industry (ICCI), is also committed towards making IHI Alliance a strong, credible and respected global Halal authority.” Following the resolution passed at WHF 2008, IHI Alliance started the first set of Technical Committee meetings engaging with the relevant stakeholders in multiple locations to develop the various modules of the Global Halal Standard, which was presented to the ICCI General Assembly in Cairo in April 2009, for endorsement. During the next two days, these modules are released to the public for your comments and further discussion during the IHI Alliance Standards Stream sessions (which run in parallel to the Main Stream sessions). Where the World Halal Forum was the first of its kind to bring Halal industry experts together, alongside the largest international Halal exhibition, MIHAS (Malaysian International Halal Showcase), today there are more than a dozen similar forums, seminars, summits and other Halal related events around the world. This trend indicates that Halal industry is still in a developmental stage, admittedly there are many more issues requiring resolutions to enable a unified approach on Halal. Some of these issues may not have been relevant in the last thousand years, but with mass production and todayʼs technology, there are new aspects to Halal that need judgements by recognised Islamic scholars to end the debate between certifiers and producers of Halal products. Subsequently it has to go one step further to incorporate the laws of the countries in which these certifications are recognised.

Through these Halal industry events, we conclude that the global Halal industry has differences of opinion on many aspects and levels. It has been widely recognised that it is very crucial to look at harmonising these issues for the future development of the industry. Without acknowledging these controversies exist and coming together to achieve mutual understanding and agreement, we will be unable to resolve these problems that shackles the growth of the Halal industry globally.

World Halal Forum is the avenue for Halal industry stakeholders to ʻtalk the walkʼ; while Halal industry exhibitions like MIHAS should ʻwalk the talkʼ. Both are complementary and when working together, they will become a perfect combination for Halal industry players to be conversant with the latest developments, advancements and trends that are developing in Halal economy today.

The Halal Journal data indicates that, interest in the Halal industry has increased by more than 100 fold. The average number of visitors in 2004, two years prior to the first World Halal Forum stood at only 500 per day or 15,000 per month. In 2006, the average visitors increased by 660 percent to 104,000 per month and in 2008, it increased to 600,000 per month, or an average growth rate of 1,000 percent.

However, it is important to note that the polarisation of understanding and consensus about 驶Halal始 is still very diverse. Most people in South East Asia believe Halal is all aspects within the supply chain of consumer products, especially food products, although the Muslim population in South Asia and other OIC countries may think differently. Many Muslim countries consider Halal as simply the method animals are slaughtered according to Shariah laws and believe as a Muslim country, all their food would naturally be Halal.

However recently, we have seen progress within countries such as Turkey, Pakistan, Saudi Arabia and the GCC states looking at Halal standards, and ways to harmonise the Halal industry for the benefit of all to resolve these diverse school of thoughts. It is not an easy task, recognising this at the first World Halal Forum, the consensus resolution was to create the International Halal Integrity (IHI) Alliance, as an umbrella body to oversee and aid in resolving these issues which divide people and try bringing them together for the benefit of all enabling the Halal industry to grow.

The outcome of some of this work carried out by IHI Alliance will be evidence during the IHI Alliance Standards Stream at World Halal Forum 2009. Through this IHI Alliance is hoping to achieve something that cannot be done by independent certifiers and organisations, nevertheless requiring their input to be successful.

Various issues have already been debated, discussed, and further deliberations are still needed, but, has any real progress been made on the ground? A globally accepted Halal standard is frequently cited as a common goal by many parties, with Resolutions at the World Halal Forum reaffirming this. However, in order to achieve this Halal standard, we have to go beyond unnecessary questions that arise, undermining and weakening the process; instead we must focus on points that we agree upon and work from there onwards.

The world is progressing, and tomorrow will never be the same as today. The modern world of industrial advancement is growing at an incredibly rapid rate and those who cannot cope will lose out. In the global Halal industry, during the last few decades, we must look at the tangible results attained, and work harder to achieve more. In short, we have to develop a working consensus to address all of these fundamental issues, and IHI Alliance is best suited for this task. Without a fundamentally strong basis, the global Halal industry will be unable to meet expectations and potential.

Within the three short years since the launch of the National Biotechnology Policy in 2005, followed by the establishment of Malaysian Biotechnology Corporation (BiotechCorp) in the same year, almost everyone in the world share the same grave concerns: Climate, Food, Fuel, and the toll on natural resources as well as the health and well-being of the world’s citizens. As populations grow and people’s expectations of their health and well-being increase, the world will be in an even greater need for solutions that biotechnology can offer. Healthcare biotechnology delivers better, more effective medicines. Agriculture biotechnology improves food production. Industrial biotechnology aids to clean up our environment. There are many exciting and significant projects that are being undertaken right now between Malaysian scientists and bio entrepreneurs in collaboration with leading international biotech talent. These are the results of the formalisation of the National Biotechnology Policy in 2005, mentioned earlier. It is BiotechCorp’s continuing commitment to sharpen Malaysia’s biotechnology edge as one of the key drivers of the country’s development. This is important not only to achieve improvement in the quality of life for all Malaysians but also to escalate the creation of knowledge and innovation in the country. In the Malaysian National Budget 2008, RM236 million was allocated to provide infrastructure and technology facility for biotechnology – including acquisition of technology, biodiversity research and biotechnology commercialisation. This allocation is shared by various Ministries including related government agencies

Meanwhile, in the recent National Budget 2009 under the 3rd Strategy of Strengthening The Nation’s Resilience – the government continues to recognise biotechnology as providing significant growth opportunities despite the expected moderation in global economies. Malaysia is further seen as having demonstrated competitiveness in biotechnology, underpinned by the strength of our professionals in this sector, both within Malaysia and globally. To sharpen this edge by expanding training and upskilling existing professionals – fiscal incentives in the form of double deductions are extended for employers sponsoring employees to pursue postgraduate studies in biotechnology and life sciences, whilst non-resident experts providing technical training in these areas will be tax exempted. The RM13.7 billion allocation in Budget 2009 to enhance healthcare - which includes increasing the supply of medicines, intensifying research and enforcement activities – further strengthens the growth of healthcare biotechnology in Malaysia. The initiatives under the National Biotechnology Policy are implemented within the timeframe of the Biotechnology Master Plan from 2005 to 2020. This plan is for capacity building in the Malaysian biotechnology industry. Key targets for 2010 include shoring up private sector and government investment in biotechnology to RM6 billion, developing 25 biotechnology companies and ensuring biotechnology contributes 2.5% to GDP. Meanwhile, total approved investment in biotech companies nurtured by

Biotechnology is the next wave of the knowledge economy and Malaysia is aiming to become its leading hub. With the country’s strong science base, its growing capital market and venture capital industry, the large number of skilled scientists and managers in biotech – Malaysia needs to capitalise on such resources and expand its lead. Given the collective commitment and effort by the Malaysian Government, related ministries, agencies and the private sector – biotechnology is set to become even more significant in contributing to the socio-economic well-being of Malaysia.

Badlisyah Abdul Ghani CIMB ISLAMIC BANK Badlisyah Abdul Ghani, age 35, joined CIMB Group, Southeast Asia’s most valued universal bank in 2002 as a manager in the corporate finance division, before being appointed as the Group head of Islamic banking, a position he holds until now. He is a member of the Group management committee and is responsible for the overall Islamic banking and finance business of CIMB Group. He chairs the Islamic capital market committee of the Malaysian Investment Banking Association and is a member in various industry committees. He was a Board member of the International Islamic Financial Market, Bahrain (resigned 2008). Badlisyah is recognised as a leader in Islamic finance globally. Euromoney named him one of ‘Global Top 20 Pioneers in Islamic Finance’ and he was voted ‘Islamic Banker of the Year’ at the global Islamic Business and Finance Awards, Dubai. He was also polled as the ‘Best Individual Islamic Banker in 2007’ internationally by Islamic Finance News, an international publication based in Kuala Lumpur. At the Asian Banker Summit 2008, he was also the sole recipient of ‘The Asian Banker Promising Young Banker Award for Malaysia 2007’. Marco Tieman LBB INTERNATIONAL Marco Tieman is the founder of LBB International, a logistics advisory and research firm with offices in Asia and Europe, specialised in Halal Logistics. LBB International holds the Secretariat of the International Halal Logistics Standard (IHI AS 01), where Mr. Tieman has been actively involved. Mr. Tieman has a M.Sc. in Industrial Engineering and Management Science from the University of Twente (the Netherlands) and is pursuing his Ph.D. in Halal Logistics at the Universiti Teknologi Mara (Malaysia). Mr. Tieman is the architect of the Halal SuperHighway and HalalStorage.com. He has published articles in The Halal Journal, Air Cargo World and various Supply Chain Management magazines. Mr. Tieman is the Chairman of the Logistics Committee under the EU-Malaysian Chamber of Commerce and Industry, a Logistics Think Tank in Malaysia. Born in 1941 in Saudi Arabia, Datoʼ Seri Sheikh Saleh is both a highly successful businessman and a passionate activist for the Islamic economy. He is the founder and chairman of Dallah Al Baraka Group, a conglomerate with interests in banking, media, agriculture and services in more than 32 countries. Datoʼ Seri Sheikh Saleh has established the Islamic Economics Research Centre, King Abdulaziz University, Jeddah, Saudi Arabia and the Saleh Abdallah Kamel Centre for Islamic and Commercial Research and Studies, Al-Azhar University, Cairo, Egypt. He completed his education at Riyadh University, graduating from the Faculty of Commerce. Dr. Jochen P. Zoller INTERTEK FOOD SERVICES Dr. Jochen P. Zoller joined Intertek Group Plc in May 2006 as the Global Director of Intertekʼs food services, and became President of the new Food Service division in January 2007. Dr. Zoller has a Ph.D. in chemistry from the Technical University of Munich and an MBA from Open University Business School of Great Britain. He has also studied and worked at MIT in the USA and Oxford University in the UK. Dato’ Iskandar Mizal bin Mahmood MALAYSIAN BIOTECH CORPORATION Dato’ Iskandar Mizal bin Mahmood, a Malaysian, aged 42, was appointed Chief Executive Officer of Malaysian Biotechnology Corporation Sdn Bhd (BiotechCorp) in 2005. Prior to his appointment to BiotechCorp, he was the Chief Executive Officer of the Malaysian Technology Development Corporation (MTDC) a position he held since October 2003. TAN SRI DATO’ MUHAMMAD ALI BIN HASHIM KFC HOLDINGS (MALAYSIA) BHD Tan Sri Dato’ Muhammad Ali bin Hashim, Malaysian, aged 62, is the Chairman of KFC Holdings (Malaysia) Bhd (KFCH). Tan Sri is also the President and Chief Executive Officer (CEO) of Johor Corporation (JCorp), the ultimate holding corporation of QSR Brands Bhd (QSR), which in turn is the holding company of KFCH, since January 1982. He graduated from the University Malaya with a Bachelor of Economics (Honours) degree in 1969 and participated in the Senior Executive Programme, Stanford University USA, in 1985. Darhim bin Dali Hashim, 36, is currently the Chief Executive Officer of International Halal Integrity Alliance Ltd (IHI Alliance). With extensive background over the last 15 years holding several senior management positions in the services and Halal sector, Darhim brings to IHI Alliance a vast corporate and Halal industry experience. His previous background has seen Darhim as the Head of Capacity Development at the Halal Industry Development Corporation (HDC) and an Executive Director of MLC Industries Sdn Bhd (MLC) where he was in charge of the overall operations and trading of Halal meat. A sound corporate and financial background coupled with Halal industry experience topped off by ingrained diplomacy skills, Darhim has been invited to give presentations on the Halal industry at various international events. Some of which include the World Halal Forum Industry Dialogues in South Africa, China, Netherlands and Indonesia, the TUSKON Turkey-Asia Pacific Foreign Trade Bridge conference in Istanbul, the Halal World Expo in Abu Dhabi and the World Food Market in London. He has also been invited as a guest speaker on Halal Journal TV to share his knowledge and experience of the industry and was a moderator for the World Halal Forum from 2006 to 2008. Nordin Abdullah STRATEGIA INTERNATIONAL SDN BHD Born in 1976, Nordin converted to Islam in 1992, in his native home land of Australia. He moved to Malaysia and completed his education here. Having worked and gained experience working for different MNCs, in 2002, he co-founded KasehDia. A recent article in The Asian Wall Street Journal describes KasehDia as “Making a Bid to Become the Muslim World Lead Proponent of Halal”, which is well said considering the leading projects that have been developed. This includes the best selling and award winning Halal Food Guides covering some seven countries across the globe, which was launched by the then Prime Minister of Malaysia, Tun Abdullah Hj Ahmad Badawi, in 2004. The publication of The Halal Journal made headline news, which was a resounding international success. To top things off, KasehDia became the main proponent and founder of the World Halal Forum that established itself as the premier event in the global Halal industry in only its second running. KasehDia’s understanding and approach to issues pertaining to the Halal context has made the company a sought after advisor and consultant to industry and Government leaders. Nordin has proven his entrepreneurial ability in the key role he has played in developing all the companies he has been involved with. Hani Lashin AL JAWHARA GROUP Born on 17 January 1971, Hani Lashin is Egyptian, and a Graduate in Finance with a Certified Accounts Management (CMA) from USA. He has a certification in Hotel Revenue Management from e-Cornell University, USA, and is presently pursuing a distant learning MBA programme from Leicester University, UK. As an Accounts graduate and certified in Accounts Management from USA; Hani has over 16 years of experience in different industry segments, apart from the hospitality sector. His initial career began in the hospitality industry from 1993, when he joined Conrad Hilton, Hurghada in Egypt, as the Head of income auditors in the finance department, upon completion of his Bachelor’s Degree in Accounting from Ain Shams University, Cairo, Egypt, in 1992. He then worked as a financial controller and advisory member to the owner of BinHam oil group located in Abu Dhabi, until 1996. In 1996, he joined the J W Marriott Hotel chain in Dubai as the financial controller; responsibile for shaping the financial governance by implementing best practices and financial management, where he was committed until 2003. After working with the big brands, the concept of Islamic hotels attracted him and from 2004, he has been serving the Al Jawhara Group as Group General Manager, managing three hotel properties: Al Jawhara Metro hotel, Al Jawhara Hotel Apartments and Al Jawhara. Hajj Abdalhamid David Evans IMARAT CONSULTANTS Hajj Abdalhamid David Evans was born in New York and has been widely educated in both the UK and Europe. He accepted Islam in 1978 in Norwich, UK, and studied directly under Shaykh Dr. Abdalqadir as-Sufi in the UK and Spain. He has experience working in the UK, USA, Europe, the Middle East, South Africa and South East Asia. A seasoned researcher, writer and consultant over the last thirty years, Hajj Abdalhamid has participated in a wide variety of projects in the fields of psychology, health, education, social welfare and political economy. A resident for many years in Kuala Lumpur, Malaysia, he joined KasehDia Sdn Bhd in February 2004 to develop their Research and Intelligence capability, and played a major role in the creation, content development and promotion of The Halal Journal magazine. During his time at KasehDia, Hajj Abdalhamid was also instrumental in the development of the World Halal Forum to stimulate the growth and strength of the global Halal industry. He has also provided consulting services with KasehDia, whose clients have included the Malaysian Government in their strategic development of the Halal industry sector as an integral part of their Global Halal Hub programme. John E Lamb THE WORLD BANK As the World Bankʼs Agribusiness Team Leader, Mr. Lamb manages the global agricultural and rural enterprise work programme. This includes leadership of various multi-country initiatives: ʻMainstreaming Agri-food Standardsʼ, ʻRural Investment Climate 3ʼ, ʻDoing Business in Agricultureʼ, and ʻSustainable Commercial Agriculture, Land, and Resource Managementʼ. He also represents the Bank before the WTO SPS Committee and Standards and Trade Development Facility, and oversees the Bankʼs agricultural work in Malaysia. He offers 21 years of technical and executive experience in well-known international agribusiness development consultancy firms. For seven years he operated his own fresh produce sourcing operation in Latin America. Before that, he was Country Director of TechnoServe in Nicaragua and El Salvador. Mr. Lamb holds B.A. (Magna cum laude) and M.B.A. degrees from Harvard University. He began his career in the Peace Corps, serving in Morocco, Ecuador and El Salvador. He has worked in some 40 countries over the past 35 years.

Dr. Hani Mansour Al-Mazeedi KUWAIT INSTITUTE FOR SCIENTIFIC RESEARCH 29 years of continuous works in the field of Food Safety, Food Quality Systems, and Halal Food Requirements Services, I have filled my pockets with field and scientific experience in these three areas for a sector that is of priority concern to human. The systems that has taken most my interests in the field of Halal Food Requirements Services is the establishment of Halal system in a number of countries like Brazil, and in the field of Food safety is Hazard Analysis and Critical Control Points (HACCP) and related systems such as Good Health Practices (GHP), and Prerequisite programmes. I have presented few intensive training courses for a number of food establishments in Kuwait, Saudi Arabia, and in academic universities. I have travelled to famous food industries and slaughterhouses in the world and have watched closely the Halal slaughtering services and latest food processing techniques in countries such as Australia, New Zealand, USA, France, Brazil, Italy, Saudi Arabia and Syria, in addition to Kuwait. I have published several books in Arabic, the first of which was in 1998 entitled “Concepts on Food Hygiene”, the second was in 2002 entitled “Practical Guide to Food Safety” and the third is about to be published in 2009 entitled “My Food”. I also have a book of two parts entitled “Index of Official papers related to Food and Slaughter according to Islamic Rites, for the period of 1979-2009”. I have participated in local and regional meetings and many official visits in the area of Halal services, Food quality and safety. I have been part of an official visit to McDonalds at the Hamburger University at Chicago, Illinois, USA, where I introduced the McHalal System for McDonald’s international. My original work was with Kuwait Municipality as the general controller of food import. At present I work as an associate research scientist at the Kuwait Institute for Scientific Research.

Hashim Tajudin, Group Managing Director of Chemical Company of Malaysia Berhad (CCM), holds a PhD in Soil Fertility and Management from Universiti Putra Malaysia. Prior to his appointment in CCM, he was a Senior Director in the Oils and Fats Division of Golden Hope Plantations Berhad. He held various positions during his 26 years career in Golden Hope. Dr. S. Abdul Rahman VETERINARY COLLEGE, BANGALORE, INDIA Dr. Abdul has a PhD in Veterinary Parasitology from University of Queensland, Australia, is a retired Professor of Veterinary Parasitology and Dean of Bangalore Veterinary College,has published more than 100 scientific papers, and has authored a book on Veterinary Parasitology. He served as Secretary and Vice President of Indian Veterinary Association for 16 years, as the Council Member of India to the Commonwealth Veterinary Association and Permanent Member representing India at the World Veterinary Association and Federation of Association of Veterinarians of Asia. Dr Abdul is a former member of Animal Welfare Board of India and is actively engaged in Animal Welfare activities in India and elsewhere. He has a joint collaboration between CVA and World Society for the Protection of Animals (WSPA) conceptualised the Concepts of Animal Welfare to be included as part of the veterinary curriculum in India. He is actively engaged in promoting Animal Welfare in Islamic countries by raising issues of stunning prior to slaughter and long distance of transport, especially in the Middle East. He has written two papers on behalf of WSPA on Long Distance Transport of Animals in Indian Subcontinent and in the Middle East. Dr. Abdul is a member of the World Organisation for Animal Health (OIE) Working Group on Animal Welfare, a Member of OIE Ad hoc Group on Stray Dog Control, and a Consultant to WSPA. He is also a consultant to WHO on Strategic Framework for Prevention and Control of Zoonoses in South East Asia. He is the founder of Trustee of Rabies In Asia (RIA), an international organisation supported by WHO for the control of Rabies in Asia, and a Founder Life Member of Association for Prevention and Control of Rabies in India (APCRI).

Dr. Mustafa Ceric RAISU-L-ULAMA OF ISLAMIC COMMUNITY GRAND MUFTI OF BOSNIA AND HERZEGOVINA

Dr. Mustafa Ceric is the Raisu-l-Ulama of Islamic Community in Bosnia and Herzegovina, Grand Mufti of Bosnia since 1993. He is also the Grand Mufti of Sanjak, Croatia and Slovenia. He is re-elected at the position of Raisu-l-Ulama 2005. He was born in Visoko, Bosnia-Herzegovina in 1952. He graduated from Madrasah in Sarajevo as well as the Faculty of Arabic Language and Literature at the Al-Azhar University in Cairo. In 1987 received his Ph.D. in Islamic studies from the University of Chicago, where he studied under the late Dr. Fazlur Rahman. He served as an Imam (Islamic Cultural Center, Chicago, and Islamic Center of Zagreb, Croatia) and Professor in Bosnia (Faculty of Islamic Sciences), Malaysia (International Institute for Islamic Thought and Civilization, Kuala Lumpur) and the United States (American Islamic College, Chicago). He is the co-recipient of the 2003 UNESCO Felix Houphoet Boigny Peace Prize for Contribution to World Peace, and recipient of the International Council of Christians and Jews Annual Sir Sternberg Award for exceptional contribution to interfaith understanding. He is co-signatory of an open letter by Muslim personalities, meant as a reply to the Regesburg speech by Pope Benedict XVI and expressing essential positions on questions about Islam and reason, Islam and violence, and Islam and Christanity (“The letter by 139”, 13 Oct 2006), and co-signatory of “A Common Word Between Us and You” – an appeal addressed to all Christian churches, for dialogue on the basis of love of God and love of the neighbour (“The Letter by 138”, 13 Oct 2007). In Germany Dr. Mustafa has been awarded the TheodorHeuss-Award 2007 and the Eugen-Biser-Award 2008. Further more, Dr Mustafa was the recipient of the 2007 Lifetime Achievement Award from AMSS UK. Dr. Mustafa is a member of several local and international scientific organisations and societies, including the Interreligious Council of BosniaHerzegovina, the Foundation of Srebrenica-Potocari Memorial and Cemetery, the Council of 100 Leaders of the World Economic Forum, the European Council for Fatwas and Research, World Conference of Religions for Peace, the Executive Committee of the European Council of Religious Leaders, the Board of Trustees of International Islamic University Islamabad, the Shariah Board of Bosnia Bank International, the Fiqh Academy in Mecca, Aal Albayt Foundation for Islamic Thought in Jordan, the World Council of Religions for Peace, International Commission for Peace Research chaired by Dr. Henry Kissinger, UNESCO, and Executive Council of World Forum of Ulama. He has delivered numerous lectures and led several workshops on interreligious and interfaith issues at local and international conferences. He authored ‘Roots of Synthetic Theology in Islam’; ‘A Choice Between War and Peace’, and ‘European Muslim Declaration’ among other numerous publications in Bosnian as ‘Religion, Nation and Homeland’. He speaks fluent Arabic and English.

Jalel Aossey MIDAMAR CORPORATION Jalel Aossey was born and raised in Cedar Rapids, Iowa, where he resides with his wife and two children. He is a 1997 graduate of Cornell College where he majored in International Business. Jalel has travelled extensively throughout the Middle East, Asia, and North Africa, and embraces cultural differences. Jalel is a Director at Midamar Corporation, located in Cedar Rapids, Iowa, a family-owned business that has pioneered the Halal food industry in North America since 1974. Prior to joining Midamar, Jalel worked with Prudential Financial Services. Currently Jalel consults and speaks to organisations throughout North America and overseas on topics including, “Understanding and Marketing to the Halal Food Industry,” and “Muslim Marketing.” Jalel’s main goal at Midamar is to further develop the strength and diversity of the Midamar brand in the global market. Over the years with Midamar, Jalel has been quoted in numerous media stories including features in the “Wall Street Journal,”“Los Angeles Times,” and several overseas publications. In 2007, Jalel was asked to speak before US government bodies on the topic of the Halal and Muslim markets. Jalel is an active participant (and North American representative) at the World Halal Forum established in 2006 and held annually in Malaysia. Professor Dr. Zulkifli Idrus UNIVERSITI PUTRA MALAYSIA Professor Dr. Zulkifli Idrus is a Professor and Director of the Research Management Centre, Universiti Putra Malaysia. He received Doctor of Veterinary Medicine and M.S. degrees from Universiti Pertanian Malaysia in 1989 and 1992, respectively. He holds a PhD degree from Virginia Tech, U.S.A. Dr. Zulkifli has developed an active and focused research programme at the University investigating physiological, behavioural and immunological responses to stress and their implications for poultry welfare. Much of the research emphasis has dealt with ameliorating stress, enhancing welfare, and optimising productivity through early age stimulation, nutritional manipulations, and improved humananimal interactions. To date, he has more than 130 scientific publications to his credit, of which over 70 articles are in the refereed journals and 3 book chapters. In recognition of his expertise in the area of animal welfare, he was appointed as a researcher to the World Society for the Protection of Animals, and Meat and Livestock Australia, and the Chairman of the Malaysian National Zoo Animal Welfare Committee.

Fadilah Baharin DEPARTMENT OF STANDARDS MALAYSIA With over 21 years of working experience in the public service, Puan Fadilah is the Director General of the Department of Standards Malaysia (Standards Malaysia), since October 2006, where her responsibilities include the functions of the department which relate to national and international standardisation and accreditation activities. At a National level, she promulgates, develops and promotes national standards, manages the national accreditation schemes in accordance to the international practices, and maintains the credibility, integrity and competency of the national standardisation and accreditation system. At an International level, she safeguards the interest of Malaysia at regional and international level in the fields of standardisation and accreditation, promoting Malaysian Standards to be adopted as the national standards of developing countries, and making Malaysian Standards as the international standards where possible (e.g. Halal Standards). Apart from these achievements, she is currently the Co-chair to three policy committees: the National Standards Committee, the National Electrotechnical Standards Committee and the National Accreditation Committee; Ex-officio of the Malaysian Standards an Accreditation Council, a Council that advises the Minister of Science, Technology and Innovation; Chair of Social Responsibility National mirror committee; Panel Member of MITIʼs Industry Award for ʻQuality Management Excellenceʼ; and a Panel Member of MAMPUʼs ʻAnugerah Kualiti Perdana Menteriʼ for public sectors. From 2005 until early 2007, she was the lead negotiator for Malaysia-US Free Trade Agreement in the area of standards, technical regulations and conformity assessment procedures (i.e. technical barriers to trade). She also led the Malaysian delegation to the ISO technical meetings on Social Responsibility in 2005 and 2006.

Abi Sofian Abdul Hamid NORTHPORT (MALAYSIA) Abi Sofian Abdul Hamid graduated as a Civil Engineer in 1986 from the University of New South Wales, Sydney, Australia. He obtained his Bachelor of Jurisprudence (External) in 2000 from the University of Malaya, Kuala Lumpur, as a pioneer batch. He began his engineering career with a building contractor in Sydney. Some of Abiʼs achievements include successfully managing Housing Estate Development works as the Resident Engineer and attaining the Certificate of Fitness for Occupancy (CFO). Today, he is the General Manager of Container and Engineering Services at Northport, (Malaysia) Bhd, where he has worked his way up the corporate ladder as a Port Operator in 1993 to his present position as of February 2009. At Northport, Abi holds the following posts: Chairman, HALAL HUB Committee, Chairman, Health, Safety and Environment Committee (Container Services), and is the Head of the Port Infrastructure Master Plan Task Force. He has attended the Port Management Course under the Netherland Governmentʼs Fellowship Program at Delft, the Netherlands in 1996, the Senior Management Development Programme organised by the Harvard School of Business Club (Malaysia) in 2006, and the New Technology in Port Seminar organised by Antwerp/Flanders Port Training Centre, Belgium in 2008. Abiʼs memberships include The Institution of Engineers, Malaysia (IEM) and the World Dredging Association.

MV Dr. Rastislav Kolesar WORLD SOCIETY FOR THE PROTECTION OF ANIMALS MV Dr. Rastislav Kolesar is a Farm Animal Welfare Programmes Manager for the World Society for the Protection of Animals (WSPA). He graduated as a Veterinarian from the University of Veterinary Medicine in Košice, Slovakia in 1995, and worked as a veterinary advisor for animal welfare charities in Slovakia, before becoming an Animal Welfare Advisor at the State Veterinary and Food Administration of the Slovak Republic. In 2000, he moved to Denver in the USA to work as a veterinarian at the PPP veterinary clinic, and since 2002, he has cooperated with CIWF as an external farm animal welfare consultant. Since 2005, he has been working for WSPA, initially as a Farm Animal Coordinator based in WSPA HQ in London, and now as a Farm Animal Welfare Programme Manager responsible for WSPAʼs Humane Slaughter Training Programmes in China and Brazil, and other farm animal welfare related programmes.

Abd-ElAziem Farouk Gad is a professor of Molecular Biology and Biotechnology Department of Biology, Faculty of Science, University Brunei Darussalam. He was the founder and coordinator of the Biomolecular Engineering Research Unit at the department of Biotechnology Engineering, Faculty Engineering, and International Islamic University Malaysia. He was C1-Professor and responsible for biological biosafety at Humboldt University, Berlin till 2002. He got his PhD in October 1995 from Martin-Luther University Halle-Wittenberg, Halle/Saale, Germany, in cloning thermophilic bacterial enzymes and their expression in Bacillus and plants. He has 19 years of research experiences and led several research projects in Genetic Engineering and gene transfer in bacteria and plants. He has over 270 publications in Journals, Proceeding conferences and Biotechnology databases. He has over 250 scientific lectures and seminars in different countries and Universities (Germany, USA, Egypt, UAE, Saudia Arabia, Singapore, China, Brunei, Thailand, Malaysia, Denmark, etc). He was awarded over 60 honors and awards from different countries (USA, Germany, Egypt, Malaysia, Korea, Kuwait and Geneva). During the last 15 years, he has received research fund estimated Euro 2.15 million for 10 projects from ministries and industries in Germany and Malaysia.

Oscar Tjakra RABOBANK Mr. Oscar Tjakra, Assistant Manager in the Food and Agribusiness Research and Advisory Southeast Asia team, joined Rabobank in July 2008. Based in Singapore, his primary role will be to focus on research, advisory and market intelligence of the food and agricultural markets in South East Asia, particularly in Indonesia. Before joining Rabobank, Mr. Tjakra worked as a manager with the Indonesia Marketing Group at HSBC Private Bank in Singapore. He was in charge of client management and wealth creation. Mr. Tjakra also had practical experience working in his family始s food and beverage business, and had accumulated a broad network in the food and agribusiness markets in the process. Mr. Tjakra holds a Bachelor of Engineering (Hons.) in Electrical and Electronic Engineering from the Nanyang Technological University in Singapore, and a Master of Science in Applied Finance from the Singapore Management University.

Our biochip membrane is embedded with porcine species-specific sequence gene probes for porcine identification, which also include positive control for livestock confirmation and internal control (IC) for Polymerase Chain Reaction (PCR) quality checking. This porcine gene chip adopts two molecular biology techniques, i.e. Polymerase Chain Reaction (PCR) and Southern nucleic acid hybridisation on a planar polymer chip. The result will then be detected by colourimetric method. It is a ʻready-to-use kitʼ with extracted DNA sample. The kit consists of optimised PCR master mix, nucleic acid hybridisation reagents and colourimetric development solutions. Colourimetric detection and signal is captured and analysed by a scanner equipped with analytical software. The final result can be obtained within 4 to 6 hours. Our product has a lot of advantages compared to other testing methods in terms of high sensitivity, specificity, and speed; in line with microarray features like miniaturisation, parallelism and high throughput. This porcine gene chip project was supported by MOSTI under the TechnoFund research scheme, in collaboration with Faculty of Science and Technology Universiti Kebangsaan Malaysia (UKM).

THE URUGUAYAN BEEF INDUSTRY H.E Pablo Sader Ambassador of Uruguay to Malaysia OVERVIEW Bordering Argentina and Brazil, the Atlantic Ocean and the river Plate, Uruguay is a green, gently undulating country that stretches from parallels 30 to 35 latitude south. It has a population of 3.3 million; around half of them live in Montevideo, its capital city. The country has a very stable political and social systems, deeply rooted democratic traditions and high social indicators. After an unprecedented financial regional crisis in 2002, Uruguay has recovered growing at “Asian” rates (11.9% in 2004, 6.6% in 2005, 7% in 2006 and 7,5% in 2007).Its fertile plains are covered with excellent pastures that are grazed by about 12 million heads of cattle and as many sheep, producing arguably the best beef in the world. Needless to say, Uruguayans are meat eaters, having one of the highest per capita consumption of animal proteins. Cattle-growing has been a key feature all along our history; it was instrumental to the settlement by the Spanish and Portuguese. Interestingly, the first European settlers were not human but cattle and horses introduced by the then Governor of Asuncion who, in the early seventeenth century saw the potential in the territory’s vast grasslands. Therefore, we are talking of a three centuries old tradition of cattle industry and beef exporting. URUGUAYAN BEEF In 2008, according to the first quarter figures Uruguay is poised to go past its record of 500,000 tons posted in 2006.Beef is the country’s main export product, accounting for about 19% of the total exports. Uruguay exports to 80 of the most sophisticated and demanding markets in the world, the United, States, Russia, the European Union, Canada, Mexico and Brazil topping the list. KEYS TO SUCCES Uruguay has succeeded in earning the trust of the markets based in safe, natural and sustainable production systems. • Green grass and pure water. From nature to consumer, that is our motto. The country rates 6th in the World Environment Ranking, its hydrographic system is considered the second largest clean water supply in the world. • Excellent sanitary record: Uruguay is free form Foot and Mouth

disease with vaccination, and is also one of the 4 countries recognized as totally free of BSE. The use of growth hormones and animal proteins in feed is prohibited by law. Antibiotics in feed are also banned. • Intensive and responsible use of high technology. Natural beef does not mean technology-free beef. On the contrary, Uruguay uses high tech, particularly with its ground-breaking, highly developed and effective cattle identification tracking system from ranch to harvest that gives the consumer every guarantee. • Black label. Quality is a top priority. Uruguayan natural extralean beef combines a high standard of nutritional value with a distinctive flavor. Uruguayan companies have developed special certified products, including Uruguayan Natural meat, Uruguayan Hereford beef, Uruguayan Angus Beef and Uruguayan Organic Beef, which are guaranteed by prestigious international `certifying firms. • A healthy product. Uruguayan beef is recommended in a healthy diet because of low levels of fat . BEEF EXPORTS TO MALAYSIA From 2004 onwards the export curve of our exports to Malaysia is ascending. Uruguay is the second largest supplier of frozen beef to Malaysia, reaching 3.8 thousand tons and about USD 8 million in 2007. HALAL INDUSTRY Uruguay has been exporting Halal certified beef and mutton for many a decade to many Islamic countries or countries with a sizable Muslim population. The certifying entity is the Islamic Council of Uruguay. Its protocols have been approved by Malaysia in 2003. Uruguay considers that Malaysia, with internationally recognized Halal standard has a considerable importance as a Halal hub. That is why during the state visit of President Tabaré Vazquez in November 2007, it was agreed that INAC (National Meat Board of Uruguay, a 41 years old organization that includes government, farmers and packers with the endeavor to formulate and implement a national meat policy) will sponsor the 2008 World Halal Forum, providing all the beef that will be consumed during the event.
