Objectives of the Presentation 1.Familiarized with the objectives, principles, application and features of the Harmonized Gender and Development Guidelines (HGDG) to GAD Planning and Budgeting; and 2.Able to accomplish Box 7a: Generic checklists and Box 13: Health Project checklist for the project identification and design stages as well as identify mitigating strategies and corresponding activities using sample project documents Office of the President Philippine Commission on Women


What is the HGDG?

• A tool to ensure that programs and projects undertaken by the government in their various stages are gender responsive. • The formulation and development of the HGDG was initiated by NEDA, NCRFW, ODA-GAD Network with funding assistance from UNDP and ADB in 2004 to ensure that programs and projects of the government (from design to M&E) are gender-responsive Office of the President Philippine Commission on Women

HGDG aims to:

Objectives

1)Provide NEDA, ODA donors, Philippine government agencies and development practitioners with a set of tools for integrating gender concerns into their programs and projects; and 2)Help achieve gender equality and empower women in/through the programs and projects Office of the President Philippine Commission on Women


 Equality between women and men is a key women’s human right  Participation in development is crucial to the empowerment of women and men  Gender equality means promoting the equal participation of women as agents of economic, social and political change  Achieving equality between women and men may involve the introduction of specific measures designed to eliminate prevailing gender inequalities and inequities.

The HGDG consist of 3 parts:

PART 1 - Program/Project Development Guidelines (Generic)- Set of guidelines in the form of questions which can be applied to project development in general regardless of sector or project type

Part I: Program and Project Development: 10 Core Elements of a Gender-Responsive Project or Program 1. Participation of women and men in the identification of the development problem; 2. Collection and use of sex-disaggregated data in the analysis of the development problem; 3. Conduct of gender analysis to identify the gender issues that the proposed project must address; 4. Goals, objectives, outcomes, and outputs that include GAD statements that will address the gender issues in (3); 5. Will the project mitigate constraints and promote women and men participation in project activities and benefits? How?

A full “yes” to 4.1signifies that women’s reproductive rights and non traditional roles are recognized. For 4.2 full “yes” denotes that gender equality outcomes are contained in the logframe. For Element 5.0, 5.0 “partly yes” means having gender equality strategies or activities but no stated gender issues that will match the activities, while a full “yes” requires an identified gender issue and activities seeking to address this issue. WHAT DO THE RATINGS MEAN? Gender-Responsive Gender-responsive programs / projects substantively address gender issues identified through a gender analysis of sexdisaggregated data and gender-related information; in the case of funding facilities, one that successfully promote gender responsiveness among its funded projects.

WHAT DO THE RATINGS MEAN? Gender-Sensitive Gender-sensitive programs / projects recognize and acknowledge differences in roles, needs, and perspectives of women and men, possible asymmetries in their relationship, and the possibility that actions or interventions will have different effects on and results for women and men based on their gender, but do not actively seek to address these issues.

Application to GAD Planning and Budgeting  PCW-NEDA-DBM Joint Circular 2012-01 for NGAs and PCW-DILG-DBM-NEDA Joint Memorandum Circular 201301, states that NGAs/LGUs “may attribute a portion or the whole budget of major programs” to their GPBs using the HGDG tool. What programs or projects can be attributed to the GAD budget? • Flagship or major programs of the agency/LGU should be included. This is an indication of serious intent by the agency to address gender equality and women’s development and empowerment in its mainstream operations and programs. • For other programs or projects: only those programs or projects that are ‘gender sensitive’, or have reached a minimum GAD score of 4.0.

How can it be funded? To address the issue, PAP funding can be either from fresh money (direct GAD budget item), or reprogrammed program or project budget. Direct GAD PAPs •When there are additional components or activities that need to be funded Reprogrammed budget •Calibrations of existing guidelines and processes that do not require additional cost (“to enhance existing processes of the project to make it more gender sensitive”), but without a budget, or with a budget embedded in the program or project budget •If the calibration of existing procedures and processes requires additional funds (such as hiring of consultants, conduct of training), this will be reflected as mitigating strategy to form part of direct GAD budget to come from GAA, or contribution of the program from its own budget.
