The Membership Committee met at the Renton Library following the May general meeting and program. We discussed the Awards Banquet and how we can make it better for next year. We decided the venue was perfect for us and leaves us plenty of room to grow. So we will be looking at the Elk‟s Club again next year. We will be on summer break until September th 24 . toilets and showers and a solid roof overhead. There are still beds available, but we do require a deposit of $10 per person, per night. See Rita Danielson, KD7CNU, if you‟re interested. Breakfast is included in the B & B, hence, Bed and Breakfast.
A virtual low fuel alert occurred several hours later. An actual call for fuel was made to fleet services supervisor by an exercise participant; I received a call inquiring which one of 7 gen-sets was out of fuel;
We have Camp Wilson Thursday afternoon through Sunday morning. I hoping to get the time off work and will know by the general meeting. If not, I‟ll be over Friday late afternoon, early evening. I will have someone there in my place if need be.
I reviewed status monitoring equipment to see no gensets either running or low fuel; For 15 minutes, I tried to convince fleet supervisor that the notification was an exercise. I think he is still looking for a gen-set low on fuel....
If you‟re staying in the B & B you will need to bring bedding for a twin bed as well as clothing for cool, warm, wet and dry weather, flashlights, any medications, CPAP machine if you use one at home, earplug for your room mates if you snore. We don‟t want anyone sleeping in their car because of snoring. Yes, that has happened in the past. Also, don‟t forget to bring batteries for your radios. There are outlets in each room if you need to charge your batteries.
In the ARES tests I have been involved in previously, the word "exercise" was used at the beginning and end of each transmission to be certain the traffic was handled correctly. Hmmm. Maybe some managers could learn a thing or two.
Alcohol is not permitted in Camp Wilson, except for the Recreation Hall. Ivy will be obtaining the necessary permit. NO children allowed. There is also no smoking in the buildings. All State laws are to be adhered to. No animals, unless service animals.
Drones at Fort Flagler Sounds like a great idea huh? Unfortunately, drones are not allowed at Fort Flagler. (I asked - ed.)

Training Report
From K4RNT: I originated a message on the PSE ARES group simulating a train derailment, requiring an evacuation of downtown Kent this morning.

The 10 licensing class have created 120 New hams this year, of which 94 were Technicians and 23 passed their General test also. 3 candidates have passed all three test and started with an Extra license.
I was also monitoring Twitter, and man, was it busy! Check out #CascadiaRising and #CascadiaEQ if you have time. You don't have to be a Twitter user to just search on the site for those hashtags.
Ten passed their Extra test from the Extra Class in May. The Extra Question Pool changes on July 1, 2016 and has many new digital questions.

There is a Technician class finishing on June 11, 2016 in Kent. There is also a class at JBLM on June 14 and 15, 2016. The numbers from these classes are not included in report above.

I sent my almost finished radio to Dale WC7S in Wyoming for final alignment and check-out when I had a minor issue getting the transmit stage adjusted, though I probably really didn't need to. He has worked on many of these and was happy to help out.
Kit Building and the PFR-3B by Allen, AE7TG One of my favorite aspects of this great hobby of ours is kit building. Specifically, QRP transceivers. There's a great sense of accomplishment I get making a contact with gear I've put together (mostly by) myself.
So, how does it play? Despite low sunspots numbers recently, I've been able to make several contacts using my home antenna, a Cushcraft R8 vertical, and about 10volts of battery power yielding 4W out. The tuner is very sharp and takes practice adjusting but, I'm getting the hang of it. I'm very happy with the rig and hope to use it in its real capacity as a true portable field radio this Summer while camping in our tent trailer.
My first kit, brought me to my first Mike & Key meeting in 2009. I was working on an Elecraft K1 and had concerns that I didn't have the receiver section well aligned. One well-meaning gentleman I spoke to suggested I use WWV (the K1 doesn't tune anywhere near WWV, I think he was funning me). Luckily, my neighbor is a ham and helped me find the right Elmer to help out. Turns out I was "close enough".
Next up on the build bench is a SW 30+. This 30 meter superhet kit was originally designed by Dave Benson K1SWL and is resurrected as a limited kit run by the Chat With the Designers. [Website: http://cwtd.org/sw30/2016-05-31.html]
Since then, I've built and operated several QRP transceiver kits including a SW Labs Rockmite, an Elecraft KX1, and my latest rig, the Hendricks PFR-3B. [Website: QRPKITS.com]
There are several sessions scheduled to discuss the theory and construction of the radio, reviving the famed QRP List Elmer 101 series (before my time as a ham). It proves to be very educational for a "board stuffer" like myself. I hope to document my experiences with its construction and use in a future Relay. This sub $300 CW transceiver puts out around 5 watts on 3 bands (20, 30 and 40 meters), features an internal iambic 2 memory keyer, coax or balanced line output and a built-in balanced line tuner with SWR indicator. The manual tuner can be used with coax fed antennas as well. It is a Portable Field Radio (hence the name PFR) requiring only a key, antenna and headphones. As a bonus, its case is bright yellow so it's hard to misplace.

Looking for Help Mounting a Mobile
Construction of the kit was straight forward. All SMT components are pre-mounted to a module that is soldered in last. There are several toroids to wind, the trickiest being the main transformer for the tuner. The instructions are excellent, and I was able to refer to the several pictures and diagrams to help insure success.
Hey Folks, I'd appreciate some help here. I'm planning to buy some new radios from Portland HRO in a few months. I'm hoping that someone would be willing to help me install the mobile in my car. I simply don't have those skills? Any ideas? Thanks. Rob Adams (robadams41 [at] gmail [dot] com)

Education and Training - Jim Monson K7JGM: There are upcoming license classes; the most current information is listed on the Club website. Chris AE7XQ mentioned that Pierce County ARES is preparing for Cascadia Rising and had a representative from FEMA at their last meeting; the topic of discussion was the ICS-205 form. Chris also mentioned that we should know our communications frequencies, and to maintain and use them (including that of the 222 MHz band) so that they are available and ready when the “big one” hits.
The meeting was called to order at 10:11 am by the President, Gary Bryan KG7KU. The Pledge of Allegiance was recited. Member and Guest Introductions: “How many Fort Flagler Field Days have you been to?” Announcements: The Mike & Key ARC is affiliated with the ARRL, which members are encouraged to join. Everyone - including visitors - should sign the rosters. Visitors are reminded not to vote on membership matters.
Public Service - Tom Helm KG7UME (liason) / Robert Grinnell KD7WNV: The booklet has a complete calendar of public service events; a comprehensive listing is also available on the website. There are many great public service opportunities coming up soon. The Cascadia Rising exercise takes place from June 7-10, with many emergency groups participating. An Emergency Communications Exercise for Amateur Radio is Tuesday June 7th from 9 am to 1 pm; see http://www.wastateares.org for more information. You do not have to be a member of an emergency group to participate in the ComEx. The Bigfoot 200 running event in the Gifford Pinchot National Forest needs communications help at their aid stations. The event takes place from August 12 - 16; however, you don‟t have to necessarily be there every day to participate. This is a good opportunity for practicing one‟s selfsufficiency and field operating skills.

Getting to Fort Flagler (graphically)

CW Beach by Michael, N7WA
The Mike & Key runs seven stations at Fort Flagler. Most are on the bluff, but two are down at sea level at what we call CW Beach. It's pretty unique as operating locations go. I venture to say there are few like it in the whole country being mere yards from the surf. We have one tent, a 4el Yagi on 20M, a 4el Yagi on 15M, a 2el Yagi on 40M, and a full size 80M quarter wave vertical noodle. In the past, we have relied heavily on non-CW participants to come down and help us setup and teardown. Please consider doing so if it gets kind of slow on the bluff. We'll start about 9:30AM on Friday and the intent is to have it all up before the potluck. We usually make it operational after the potluck - checking out the radios and computers. Sometimes, we even work a bit of DX. If you are interested in working from CW Beach, please let me know. We usually have 4-5 experienced operators and sometimes 2 or 3 who want to try. On the Beach, you normally operate AND do the logging. We use N1MM as our logging program which is different from the bluff and more conducive to contest style operating. If you don't think you can do that, we can get someone to help out with the logging and let you concentrate on your CW skills. The best time for CW challenged operators is usually Sunday morning. Of course, we welcome visitors at all times during the event and even have guest headphones so you can listen in. Maybe the sound of CW will inspire you. Hope you'll come down and see us at CW Beach.

Treasurer - Laura Bendit KF7ELG: The old checking accounts have been closed; the new accounts are currently active. We are working on getting the PayPal debit card to be associated with the new accounts. The BECU CD is coming up for renewal soon, and it was asked whether the CD should be transferred to a new account; it was recommended by Dave KB7PSN to retain the current account for the time being. The current account will be renewed/retained. Checks will be written to the Department of Corrections for the additional booklet printing, and to the Lake Chelan Radio Club for the Mike and Key‟s donation to their rebuilding effort.
Public Service - Tom Helm AF7ZH: Nothing new to report. Dave Smith KB7PSN reported that the order for more booklets came in from the Department of Corrections, along with the bill. Facilities – Peter Glaskowsky K4PNG: We conducted an inventory of the Club equipment trailer; all went well. Nothing major has disappeared. There was a discussion about Field Day rope, and what may have happened to some of it since the last inventory six years ago. The inventory list will be put up on the Yahoo Groups site for everybody‟s perusal. Field Day - Ivy Nelson-Groves WA7IVY: It is coming up in 17 days! There will be a second program about Field Day during the General Meeting this month, and there will also be an accompanying article in the Relay. The Porta-Potties are good to go. Filters/parts for the Honda generator have been ordered from the dealer, and will be coming in soon. There was a discussion about the broken old backup generator, and what to do with it. Steve Cook KD7IQL will be buying and bringing his rope for the Club to use for Field Day. There was a discussion about Field Day rope and antenna securing/fastening topics. The drivers for the trailers still have not confirmed. The provisioning of bottled water for Field Day weekend was discussed. Two new tires for the equipment trailer are needed. Peter K4PNG motioned to let Toku AD7JA look over the tire replacement, with Jim K7JGM seconding; the motion was passed.
Activities Manager - Steve Cook KD7IQL: The raffle did fairly well last month, and we have acquired the items for this month‟s raffle. The program at the General Meeting will be a continuation of Ivy WA7IVY‟s Field Day program from the May meeting. It will include a Q&A session and discussion of pertinant Field Day topics. A program for the July General meeting is still needed - digital/SDR may be a possible topic. Laura KF7ELG mentioned that the raffle fund currently sits at $440; a discussion about the possible grand prize for this year ensued. Radio Officer - Hal Goodell N7NW: Repeaters are working fine. The QRZ page has been updated with Field Day information, and the QSL manager entry has been changed. We are currently looking to move to Logbook of the World for Field Day QSL confirmations. The Cascadia Rising exercise is currently taking place; many radio amateurs and emergency groups are participating.
Picnic - Hal N7NW: It will be in August. More details will come after Field Day.
Editor Reports: Relay Editor - Mike Dinkelman N7WA: Not present. Mike emailed before the meeting that articles are due by Friday night.
Old Business: Gary KG7KU: Regarding the Lake Chelan Radio Club contribution. A letter was drafted before the meeting to send with the contribution, and was signed by the President, Vice President, Treasurer, and Radio Officer. The content and wording of the letter looked good to everyone who read it. The contribution (letter and check) will be sent tomorrow.
Webmaster - Jim Etzwiler KD7BAT: Not present. Committee Reports: Education & Training - Jim Monson K7JGM: Jim was recently appointed by Monte Simpson AF7PQ (ARRL WWA Section Manager) as the Assistant Emergency Coordinator for King County, and is also participating in Cascadia Rising with his group. Daniel Stevens KL7WM mentioned that 120 new hams have sucessfully gone through his licensing classes so far this year, with 43 Generals and 18 Extras. There are more licensing classes coming up, with the Kent classes listed on the Club website, and a class coming up very soon at JBLM. Dave KB7PSN: There was a discussion about the Policies and Procedures document, and finalizing and publishing it for general Club usage. It was suggested that a three-month timeline be followed in order to give time for review and discussion of the content/wording before it is fully finalized. Daniel Stevens KL7WM suggested that the policies and procedures be finalized and published, and added to as necessary. New Business: Dave KB7PSN: Regarding the QSL manager vacancy. Fred Roberts W6TKV, our former QSL manager, decided not to renew with the club. It was suggested by Hal N7NW that we go to the Logbook of the World system exclusively, as many other clubs have done. Gary KG7KU recommended that Hal N7NW be the temporary replacement for the position; the Board agrees.
Membership – Steve Marth WB7AAV: No report. Dave Smith KB7PSN mentioned that the Membership Committee had their meeting last month after the General Meeting; the committee meetings are currently on hiatus until October. The banquet and feedback from it was discussed at the meeting. The impending modification of the current membership application was mentioned, including the possible implemention of a webenabled form.
Dave KB7PSN: Regarding the Meeting Hall donation/payment. There was a discussion about whether our Salvation Army contribution for the Meeting Hall would (at least in part) be eligible to be matched by a corporate matching campaign like the Seattle Foundation‟s “Give Big” program. This idea will be reviewed for the third quarter; Dave will spearhead the effort.
Technical – David Yarbrough WA7DY: The Technical Net continues on Wednesday evenings at 7:30pm on the Club 2m repeater.

Rita KD7CNU, is in charge of the B&B, completely and without equivocation; that is, you are expected to be on your best behavior and be considerate of your fellow residents. M&K – Countdown to Field Day 2016 By Ivy Nelson‐ Groves WA7IVY, Field Day Chair
Just one week from our general meeting this month, we‟ll all be at Fort Flagler! This year my tally has been running 2-3 field day related nightmares a week now, but that‟s much better than in the past; I‟ve been using hypnosis to relax. This year‟s Field Day will be a great event and everyone is going to have a lot of fun!
When driving at the Wagon Wheel or near the B&B, please remember that many members have small children (future hams) who tend to run and play, so we need to keep the speed down! Watch out for the kids!!
A note about weather: The only thing that stops setup and tear down are thunderstorms. We‟ve had rain, we‟ve had sun, we‟ve had wind, we‟ve had hot, we‟ve had cold; and often we‟ve have them all on the same weekend. Be prepared for anything. It‟s not fun when you‟re not comfortable (remember 2012?), so be ready for anything! th
Set Up Setup starts around 10am this year. This is the where we need as much help as possible. As you veterans know, setup (and tear down) has jobs for all levels of skill and physique. We need help with everything from raising towers to running power cables and setting up tents. The more people we have the faster, better and safer we can get set up. If you‟re at setup and don‟t have something to do, Ivy WA7IVY or Peter K4PNG will find something for you to do.Scott AG7T is our Safety Officer, and what he says goes for the entire weekend. Remember to bring your hard hat and closed toed shoes on Friday for setup. It is imperative that all helpers follow directions precisely as the Safety Officer specifies. Safety is our first priority.

Please bring your favorite side dish or desert to share. Rita KD7CNU (thank you so much for volunteering!) will be cooking and is looking for a few helpers. If we have anything left over, it will be available for Saturday evening‟s meal. Remember that you are responsible for feeding yourself for the weekend. After the Potluck Dinner, we will have bonfire at the Wagon Wheel. If everyone brings a little firewood, we have enough for both evenings.

Operation on Saturday and Sunday We start operating on Saturday at 1800 UTC – 11am PDT – and continue for 24 consecutive hours. If you haven‟t been active on HF bands for the past year, or are a new Ham, or even a non‐ Ham, consider getting on GOTA first to learn/refresh your skills before going on to another station. George AE7G will need plenty of coaches for his operators. Consider taking an hour or two and sign up for GOTA coaching as well.
Pets For many of us, our pets are a part of our family and we want to take them with us when we visit a beautiful place like Fort Flagler. But like the children and the OM/XYL, we have to make sure they behave, and in the case of pets, that means they must be kept on a leash no longer than 8 feet and be under your physical control at all times (Do not tie your pet to a tree or shrub). I will have copies of the Fort Flagler Pet Information and Rules available at the June meeting, and the Wagon Master will have several copies available at Field Day.
Remember that if you are signing up for a shift at any station, please arrive a little early(10-15 minutes would be ideal) to ensure a smooth transition. If you have any questions at all, please ask the Band Chairs for more information. Each band chair will have a sign‐ in sheet for you to fill in when you report in for a shift as a logger or operator. Please fill this out, and if you are under 18 years of age, provide your age. This will help me tremendously when it comes to time for submitting our points for this year.
Miscellaneous We get extra points this year for a social media presence. We will be using the club‟s Facebook page and our Twitter account. What to Bring Bug repellent, firewood, Sunscreen, warm clothing, Bug repellent, rain gear, extra blanket, flashlights, handi talkie, Sunscreen, spare batteries(don‟t forget extras for your HT too), Bug repellent, food for meals and snacks (you are responsible for your own lunches and breakfasts), ice, Sunscreen, drinks, pot‐ luck dish for Friday night, camping gear (if needed), Bug repellent, matches, first aid kit, xyl/om, and the rest of thefamily, Sunscreen. Did we mention Bug repellent? The State Parks have regulations in place prohibiting spraying of pesticides. So please bring your Bug repellent. And Sunscreen.
Remember also, that our call in frequency for Field Day will be our repeater frequencies, and for operations at the site during field day itself, we will be using 146.56 MHz Simplex to communicate. Last month, I started divesting myself of my extensive "junque" box. I have bins of stuff I have collected and inherited over the years. This month, I have a new collection for your digging pleasure. The big part of the collection will be resistors and potentiometers but I'll also be bringing some microcontrollers (Arduino's and MSP430's), optical encoders, and a mixed variety of interesting items my workplace was tossing during a remodel a few years ago. This stuff was just too good to throw out.
Getting to Fort Flagler From the Hood Canal Bridge at the North end of Kitsap Peninsula: ✎About five miles after crossing the bridge, turn right onto easily missed Highway 19 (Beaver Valley Road). ✎Travel 10 miles to the Chimacum four way stop. Turn right on Chimacum Center Road. ✎At the four way stop in Port Hadlock, turn right onto Oak Bay Road. ✎Go about one mile and turn left onto State Route 116. Fort Flagler is at the end of the road, about 10 mi.

Fort Flagler rules continued from Ivy's article: Please observe State Park rules so that all park visitors may enjoy their visit. Please note that the following general park rules are not customized for each individual park, so not all rules will apply to all parks (for example, "campsites cannot be held for someone who might arrive later" only applies to parks with campgrounds). Please report disturbances to park rangers; they are trained to help you resolve issues and concerns. Park hours vary depending on weather and season. However, all day use areas close at dusk. Campers may enter parks until 10:00 p.m. Campground check in begins at 2:30 p.m. Check out is at 1 p.m. Quiet hours are from 10 p.m. to 6:30 a.m., unless otherwise noted at the park. Engine driven electric generators may be operated only between the hours of 8 a.m. and 9 p.m. Please use the trash cans and dumpsters to help keep parks clean. Recycling is encouraged in all Washington state Parks. Please do not harm wild plants or animals. Feeding of wildlife is strictly prohibited. Wildlife, plants and all park buildings, signs and tables and other structures are protected; removal or damage of any kind is prohibited. Horses are allowed only in designated parks. Pets are allowed in most state parks, but must be under physical control at all times on a leash no more than eight feet long. Owners are responsible for cleaning up after their pets. Pets are not permitted on designated swimming beaches. Smoking is not allowed inside vacation houses, yurts, cabins or other rustic structures. Glass bottles or metal cans are not allowed on swimming beaches. Alcoholic beverages are permitted only in designated campground and picnic areas. Fireworks are prohibited on all state public lands, including state parks and beaches that front state park lands. All Washington state laws are enforced in Washington state parks. Don't move firewood: Please protect the Pacific Northwest from invasive species by obtaining or purchasing your firewood at or near your camping destination. Firewood can carry insects and diseases that threaten the health of our western forests. You can make a difference by buying and burning your firewood locally.
