Schools’ strategic plan gets power boost from Apple technology By North Kansas City Schools The North Kansas City Schools Board of Education adopted a new, community-driven strategic plan in early March designed to ensure high levels of student achievement for all learners. Three weeks later, the school board approved educational technology to boost the plan into action. Beginning with the 20122013 school year, the district will put the power of Apple computing in the hands of every teacher and every high school student as it refreshes aging devices scheduled for replacement. NKC Schools began its 1to-1 technology initiative

for high school students in 2009. It was successful, but the capability of the mini-netbook is limited and insufficient to support the achievement initiatives in the strategic plan. The current three-year lease on the student minis expires in June. At the same time, aging, teacher laptops from 2007 are due to be refreshed. This nexus gave district officials the opportunity to research other options for more powerful technology that also would be more effective for learning and more efficient to maintain. After nearly a year of research and hands-on trials, district administrators recommended a switch from a PC to Apple platform for teachers and high school stu-

dents. In September 2012, each high school student will be issued an 11inch MacBook Air. Teachers will get a head start and each will receive the larger 13-inch MacBook Air during summer professional development workshops. Enhanced security and tracking features will be embedded in the equipment to help prevent loss and assist in recovery of missing devices. Proclamations highlight Arbor Day, meal delivery, animal control By Kathy Crawford Mayor Barry McCullough handed out three proclamations by the Gladstone City Council during the board’s meeting March 26. The proclamations were for Northland Meals On Wheels, Gladstone Arbor Day and Animal Control Officer Appreciation Week. Susan Cumberton accepted the proclamation on behalf of Northland Meals On Wheels, which is a member of the Meals On Wheels Association of America. Located at North Kansas City Hospital, the organization began delivering meals to senior citizens in 1973 and has helped thousands to continue living in their own homes for as long as possible. According to the proclamation, March for Meals

is an annual national campaign to recruit volunteers and increase funding for local Senior Nutrition Programs, a federal program, such as Northland Meals On Wheels. Cumberton said they are always looking for volunteer drivers. McCullough joined the Northland Meals On Wheels volunteers earlier as part of Mayors for Meals, a program in which local mayors show their support by helping to deliver meals to senior citizens in their communities. McCullough said he was impressed with how well the senior citizens and volunteers knew each other. “We have a lot of wonderful clients,” Cumberton said. Park Director Sheila Lillis accepted the proclamation designating Friday, April 6,

as Arbor Day. “Trees and proper care for our Gladstone environment serve to increase property values, enhance the vitality of business areas, and serve to beautify our surroundings,” the proclamation read. Lillis said there would be an Arbor Day event at 2 p.m. April 6 at and in conjunction with Oakwood Manor Elementary School. The final proclamation was to declare the second week of April as Gladstone Animal Control Officer Appreciation Week. The National Animal Control Association has designated the same week each April for the same. “This means a lot to all of the animal control officers, I can tell you that,” said Animal Control Officer Angie Daris, who accepted the proclamation.

Existing dollars from the district budget will be repurposed from various areas such as software licenses, as fewer will be needed with Apple’s comprehensive package. With the shift in education from tangible to digital resources, fewer funds are needed for

textbooks and workbooks. A portion of those budgets will be used to fund the student laptops. Chief Financial Officer Paul Harrell put the investment in a fiscal perspective. “The average daily cost to educate a student in NKC Schools is about $55 a day. The new student laptops will cost an additional 75 cents a day. This is a worthy investment in transforming our classrooms to better serve students,” Harrell said. Last day of academic year still May 25 As required by state law, the North Kansas City Schools 2011-12 academic calendar includes six “makeup days,” and all are placed at the end of the school year. In response to parent and staff input, and because the district used only one snow day, the Board of Education elected to amend the calendar to create a special makeup day. To make up the Feb. 13 snow day, students will attend classes for a half day on Monday, April 30. The school board’s action March 27 means students will not need to return to school for a half day after

Memorial Day. The last day of school does not change. It remains Friday, May 25, and is a half day. The April 30 half day is designed to avoid extremely low attendance after Memorial Day and to replace the snow day with one that can have more instructional value. April 30 was originally designed as a full day of professional development for teachers. School Notes Local seniors David Wingerson of Oak Park High School, Marissa Ellis of Staley High School and Lexie Oak of St. Pius X High School will play in the Hy-Vee/Pepsi High School All-Star Challenge basketball games Friday, April 6, at Shawnee Mission South High School in Overland Park, Kan. The games will be a Missouri vs. Kansas format featuring some of the top senior boys and girls from throughout Greater Kansas City. The girls’ game will begin 6 p.m., followed by the boys’ game 15 minutes after the

conclusion of the girls’ game. Tickets are sold at the door only on the day of the event, and the cost is $5 for students and $7 for adults. The admission price includes both games. Parking is free. Robert Castillo of Gladstone was named to the Dean’s List at North Central College for the 2012 winter term. To be eligible for the Dean’s List, undergraduate students must maintain a gradepoint average of 3.6 or the term and be enrolled as full-time students.

Public Notices NOTICE OF EXPLANATION To: All Interested Agencies, Groups, & Individuals The City of Liberty, Missouri intends to undertake infrastructure activities to support the location of an automotive assembly process plant, referred to as Project Victory, to lot 7 in Heartland Meadows Business Park, adjacent to US Highway 69 to the north and Burlington Railroad to the east. The project will involve the construction of a 180,000 SF industrial building on a 45 acre site; extension of water and sewer, construction of acceleration/ deceleration lanes on US Highway 69 and driveway drainage way improvements which will involve

general grading and permanent fill of 625 LF of ephemeral stream and 0.19 acres of wetlands for general site grading and development. At least two drainage ways have been classified by the US Army Corps of Engineers as ephemeral streams. One roadway culvert will involve filling an additional 158 LF of intermittent stream, and angular rock is proposed for energy dissipation in channel bases and sides for the surface armoring of an additional 170 LF of streams. This project is needed to support the creation for new jobs and to provide private investment to the area. The project will construct required infrastructure including sewer and water extensions, storm water improvements, and construction of acceleration and deceleration lanes on US Highway 69 to facilitate the movement of additional traffic from

the site and to increase safety to the traveling public. This project is located in a wetland and cannot be undertaken in any other location because this site represents the greatest locational advantage to the company for meeting their contractual obligations to serve the auto assembly industries located in metropolitan Kansas City. Additionally, the project avoids 2,327 LF of ephemeral and intermittent streams located in a designated wetland. The following alternatives were considered: 1. Reject further development on site 2. Support development activity with no restrictions as to development in the wetland 3. Support development activity with provisions for mitigating environmental impacts 4. Identify other sites for the project

The City of Liberty has determined that it has no practicable alternative other than that stated above. This activity will have no significant impact on the environment for the following reasons: 1. Proposed development of the site is designed to preserve the integrity of the majority of streams from permanent loss of surface water. 2. Site development will include storm water quantity and quality appurtenances in compliance with the City of Liberty’s storm water management plan and associated requirements, including best management practices. 3.
