They included returning member Melissa Joy Roberts and newcomers Dr. Chip Luerding and Jay Wilson. The board also elected new officers: Joe Jacobs, president; Terry Ward, vice president; and T. Stone, treasurer. The elected body remains one director short. Board member Tammy Henderson

resigned from the school board in January to apply for an administrative position with the school district. It was too late at that time to add a fourth spot on the ballot, so the board posted the vacancy and invited interested parties to apply for a one-year appointment. The North Kansas City Schools Board of Education is actively working to avoid a school tax rate increase in August, and board members recently took steps to save taxpayers $1.9 million. The Board of Education approved a bond resolution March 27 authorizing Oppenheimer & Co. to refinance two existing bond issues to achieve lower interest rates without extending the length of the debt. The results of that transaction were presented to the school board April 10. Oppenheimer & Co. reported that the refinance saved $1.9 million — the equivalent of 11 cents on the tax levy rate. Because of the weak economy, falling property values, and the district’s total assessed valuation below 2004 levels, the district would have faced a revenue shortfall in its debt service fund. The debt service fund is the portion of school taxes used exclusively to pay principle and interest on facility/bond debt. The debt service levy for North Kansas City Schools now stands at $1.02 per $100 of assessed valuation. The 11-cent savings from the refinance, combined with a small “spend down” from the bond reserves, will allow the board to keep the debt service levy at $1.02 when the annual rate is set in August. This is the fourth time in recent years the district has refinanced its bonds to keep school tax rates from increasing. — North Kansas City Schools

MoDOT gears up to make K.C. trash free The Missouri Department of Transportation is gearing up for warmer weather while taking a stand against trash. On Thursday, April 19, the MoDOT Kansas City District will have employees sporting orange safety vests, working along the road side picking up litter, and helping to keep Missouri roads clean and safe while beautifying the area in preparation for the 2012 MLB AllStar Game. Although MoDOT makes an effort to clean up the highways during the spring and summer months, April is the annual No MOre Trash! Bash, a monthlong litter awareness campaign. The purpose is to educate about the effects that litter has on the environment while urging communities to get involved in the fight against trash on roads. The bash is an annual event sponsored by the Missouri departments of Conservation and Transportation and celebrates its 10th anniversary this year, according to a press release.

County writing road, bridge checks Lawsuit settlements begin flowing to cities, special districts By Nancy Hull Rigdon An issue that brought a lengthy, contentious legal battle has entered the celebration phase. Amid smiles, handshakes and congratulations, the Clay County Commission has approved four settlements related to the road and bridge funding lawsuit between the county and its cities and special road districts. “I am very pleased to see this finally move to resolution,” said Clay County Attorney Kevin Graham, who has been working on the case since he joined the county in January of 2005. “There has been a lot of money spent on judges and lawyers with this. And now, the cities can instead spend money on potholes and improving bridges.” Last month, the commission approved the first two settlements: $1.2 million to the Liberty Special Road District and $537,000 to the

city of Liberty. The first checks in those settlements have been cut and delivered. During an April 9 meeting, the commission approved two more settlements: $933,936 to the Gladstone Special Road District and $414,907 to the city of Gladstone. All cities and special road districts in the county were plaintiffs in the joint suit, which was filed in 2004. Graham said with the exception of the city of Kansas City, the county has either reached or is nearing a verbal settlement agreement with all cities and road districts outside of Liberty and Gladstone. “We’re still working with Kansas City to get this resolved. We’re not there yet,” Graham said. The settlement funding must go toward road and bridge improvements. The payments are coming from a county fund set aside for the purpose of paying lawsuit settlements.

The cities and special road districts had contended the county owed them money since county officials reduced road and bridge maintenance payments. The settlement payments are essentially back pay for 2008 to 2011. Gladstone City Counselor Randall Thompson, who attended the April 9 county meeting, said Gladstone is ready to spend the settlement money on improvements slated for 60th Street and 76th Street. “I am really elated that this is done,” Thompson said. “This is exciting.” Presiding Clay County Commissioner Pam Mason said, “This is very good news. We’ll just keep on going down the list.” Mason continued, “It goes to show what can be done when we work together. This is the beginning of more cooperation with municipalities countywide.”

Tax revenues also include related penalty and interest receipts of the governments. “The nationwide increases in state government tax revenue are an indication of the stabilization of revenues for state governments,” said Lisa Blumerman, chief of the Governments Division. “These data help us understand the condition of our state governments and their fiscal ability to continue to provide public services.”

Overall government tax collections for states increased $62.1 billion to $763.7 billion in fiscal year 2011, the U.S. Census Bureau reported. This includes: • corporate net income tax — $40.2 billion, up 9.4 percent; • individual income tax — $259.1 billion, up 9.8 percent; • general sales tax revenue — $240.9 billion, up 8.2 percent. Corporate net income tax revenue, individual income tax revenue and general sales tax revenue comprised 70.7 percent of all state government tax collections nationally. Missouri ranks No. 23 for most tax revenue collected with $10.1 billion. Of this, $26.7 million is from property tax and $4.6 billion is from sales

Maple Woods retires jersey, starts scholarship Matt Mason was never a quitter, according to friends and former teammates. So it’s fitting that his legacy will never fade from Metropolitan Community College’s Maple Woods campus near Liberty and Gladstone. Eight months after Chief Petty Officer Matthew David Mason died in Afghanistan, friends, family, former teammates, former coaches and well-wishers gathered to remember and honor him. A ceremony Sunday, April 15, marked opening day for a fundraising campaign to create a scholarship bearing Matt Mason’s name in his honor. At the event, friends and family recounted the life of a man who didn’t believe in giving up.

Following the ceremony, friends and family lingered — recalling memories of Mason and catching up with each other. After many planning meetings and brainstorming, it all came together to have the ceremony in conjunction with a game for Mason’s family to be there. A wet field and windy day, the ceremony was moved indoors before the Monarch’s game. Mason’s family, including parents David and Betty of rural Holt; wife Jessica with children Levi, 5, Logan, 3, and Honor, 5 months, of Virginia Beach, Va.; sat in the front row. They were presented with Maple Woods Monarchs T-shirts bearing No. 11 and commemorative baseballs. “We think Matt would be really proud,” David Mason said. The scholarship will support a second-year Monarchs player who has shown leadership, dedication, passion and heart — both academically and athletically. These character traits are what Matt’s family, friends and acquaintances will forever remember him by, friends said during the ceremony. Despite not being on a field for a game, Levi still threw a ceremonial first pitch on stage.

Children’s horse camps offered Lucky Reins Riding Center will offer horseback riding camps this summer for children ages 5 and older who enjoy spending time outdoors. Three one-week camps are scheduled: June 11 to 15, June 25 to 29 and July 9 to 13. Four one-day camps are offered June 5 and 7, and July 17 and 19. The barn and arena are located off Interstate 35 Highway, minutes from Kearney and Liberty. Campers will learn horse anatomy, breeds, conformation, horse colors and markings. They also will learn how to care for horses, proper equine diets, hoof care and tack preparation. In addition to daily riding lessons, campers will learn how to lead and handle a horse, and learn about horse behavior and body language. Campers can look forward to crafts and games with new horse buddies, and will take home a picture at the end of each session with the horse they ride during camp. Jennifer Galetti, the camp instructor, is a teacher for North Kansas City Schools district is a 4-H horsemanship leader. She has more than 20 years of experience in owning and riding horses. Many in Joplin said that. It really irks me that some people in Wichita felt they were somehow immune to tornadoes because they’d never seen it happen. Did we learn nothing from Joplin? About a month ago, I took a drive through Joplin during a road trip. I took a detour to see the locations I had visited frequently in college. There are new buildings erected for businesses, but even nearly a year later there are still other buildings left damaged — as though last May’s deadly tornado had occurred just a week earlier. And you can see it in the trees. You can always

see it in the trees. When an EF-4 tornado tore apart the small, incorporated community of Franklin, Kan., just north of Pittsburg, Kan., when I was in college, you could see on Highway 69 the spot where the twister passed over the road. The trees were stripped of leaves, branches were broken off randomly and splintered. It took years for the trees to recover. In Joplin, you can see the path the tornado carved out in business and residential areas in the trees. It’s an eerie feeling to walk down a street that was just like any other 24 hours earlier and just see piles of wood that used be houses. It’s difficult to talk to people who are literally picking up the pieces, wishing you could do something to help. Midwest storms are not something to be mocked. While thankfully many get to go through life never experiencing a tornado bearing down on them,

there are many who will experience that in a lifetime. I just wanted to pass along a few safety reminders for tornado season: • Be in an interior room on the lowest floor of the building — put as many walls between you and the outside as possible. • It’s good to have a “go” bag with a change of clothes (including shoes), first aid kit, flashlights, water bottles, etc. When it’s time to take shelter, you don’t want to have to gather a bunch of items or forget anything. • Don’t stay in a vehicle or mobile home. NWS now recommends outrunning a tornado if you’re in a car on a highway, but if you don’t have good opportunity to “outrun” the twister because of the road you’re on, it’s best to abandon the vehicle. Remember, whether it’s ever happened to you is irrelevant. It’s better to be safe than dead.

The final NorthWinds Symphonic Band concert of this season featuring the high school competition winner will be Sunday, April 29. The performance will begin at 3 p.m. in the Park Hill South Auditorium. Admission is free. This year’s winner of the NorthWinds Symphonic Band’s solo high school competition was Chris Kidwell. Kidwell is a flutist from Lincoln College Preparatory Academy in Kansas City, and his band director is Ron Martz. Each year the NorthWinds Symphonic Band awards a high school band student a $1,000 grant for winning the solo competition. Each applicant goes through an audition process and is judged on technical and musical skills by a panel of music professionals. In addition to the grant, the winner is given the opportunity of performing with the NorthWinds Symphonic Band. Kidwell has been playing flute for nine years, having studied with James

An acquaintance of mine put it best last Saturday: “Better safe than dead.” Fortunately, no Kansans were killed in last weekend’s tornado outbreak, but six did die in Oklahoma. Sometimes during tornadoes or severe weather, deaths are unavoidable. These are powerful forces of nature that can be deadly to even the best-prepared people. However, sometimes deaths are avoidable. My home has never been hit by a tornado, nor struck by lightning, nor under flood waters. Hail has never pummeled the roof so bad it needed repair. That’s pretty lucky, considering I’ve lived in Kansas and Missouri most of my life (with a short stint in Texas). Still, I’m very cautious when it comes to severe weather. Well, yes, I do like to go storm chasing when the clouds become tumultuous. But I’ve attended the National Weather Service’s storm-spotting classes every year the past eight years. As an amateur storm chaser, seasoned journalist and lifelong Midwesterner, I have unfortunately seen the havoc storms wreak. Additionally, I’ve heard firsthand the tales of the destruction. Something that bothered me this past weekend was the complacency I noticed by many people online — both in the Kansas City and Wichita, Kan., areas. Anyone who says, “It’s never happened before,” and therefore thinks it will never happen to them needs to get their head checked. One of the things that fascinates me about tornadoes is there are some places — say a specific geographic location (a square mile for the sake of conversation) — in “tornado alley” that will (probably) never ever have a tornado touch down. I don’t know that there’s a scientific way to determine that. Then, there are other places that have been documented to have had numerous tornadoes strike it in less than a century. Still, there are other places where it has happened and will probably only ever happen just once. That is how unpredictable Mother Nature is, especially in this part of the country. You can’t simply say it won’t happen to you.
