City invites residents to apply for board and commission terms to start in January
Fall fun
The city of Gladstone heavily relies upon its residents to volunteer their expertise, time and efforts as members of the city’s various boards and commissions, and vacancies are now open for terms beginning in January 2013. Board and commission members help to advise the mayor, City Council and the city leadership team on issues such as planning and zoning, parks, capital improvements and economic development. These panels function most effectively when they are staffed by residents who have an interest and knowledge of a particular area of city government. Gladstone residents who would like to serve their community on a board or commission should send a letter of interest to: Pam Smitka, City of Gladstone, 7010 N. Planning Commission — has the responsibility to review and make recommendations on various planning matters such as rezoning, site plan reviews, zoning, ordinance amendments, street vacation and future land use recommendations. This commission is an advisory board with recommending

authority only. Capital Improvements Program Committee — is responsible for reviewing the infrastructure needs of the city and recommending an annual capital improvements program to the City Council. Code Board of Appeals — meets on call of the chairman to determine suitability of alternate materials and methods of construction and to vary or modify the application of the requirements of the duly adopted uniform codes. Industrial Development Authority — is organized as a nonprofit corporation whose purpose is to encourage and promote commercial, industrial, agricultural and manufacturing facilities in the city of Gladstone. The authority is empowered to issue industrial revenue bonds for such purpose. Parks and Recreation Advisory Board — reviews the park system and recreation programs of the city and makes recommendations to the City Council. Telecommunications Advisory Board — makes recommendations for the construction, maintenance and operation of the cable television system operating within the city. Environmental Management Advisory Committee — meets on call of the chairman to look at the development and promotion of recycling programs
in the city and to make recommendations about solid waste issues to the City Council. Tax Increment Financing Commission — designates redevelopment project areas and approved redevelopment plans in accordance with tax increment financing laws of the state. Board of Zoning Adjustment — comprised of five members and three alternates appointed by the City Council for five-year staggered terms. It meets on call of the chairman to hear and render decisions on appeals for variance or modification to the zoning ordinance where there are practical difficulties or unnecessary hardships in compliance with the strict letter of the law. Arts Commission — consists of five members, appointed by the mayor and City Council, who recommend projects to artistically enhance the city of Gladstone to be funded with monies designated for this purpose from the capital improvements budget. Neighborhood Commission — consists of six members appointed by the mayor and City Council for three-year, staggered terms. They are responsible for considering ways and means to enhance the lives of residents by facilitating and encouraging community awareness of and participation in neighborhood activities. — city of Gladstone

5K to support children’s, wellness services Tri-County Mental Health Services will hold its first 5K run/walk Saturday, Oct. 20, at Happy Rock Park. Proceeds from this event will help sustain Tri-County’s wellness initiatives, monthly art contests and the holiday assistance program for the children and families. Northland Democrats to meet Oct. 15 The Northland Democratic Club will discuss the questions and issues that will be on the Nov. 6 ballots of Clay and Platte counties at its meeting Monday, Oct. 15. Free Medicare advice at county health center An important time for Missourians on Medicare is coming up, and for local residents, free, in-person counseling can help them make the best choices for their health and budgets, according to a press release. Medicare’s annual open-enrollment period for prescription drug plans (called Medicare Part D) and Medicare Advantage plans begins Monday, Oct. 15 and ends Friday, Dec. 7. During this time, people on Medicare can add or make changes to existing prescription-drug and some privately owned health insurance plans under Medicare. Volunteers with Missouri CLAIM, a government-sponsored Medicare counseling service, will offer free expert help from 9 a.m. to 2 p.m. Tuesday, Nov. 6, at the Clay County Public Health Center, 800 Haines Drive in Liberty. There are a limited number of spots for this event, so reservations are encouraged. Spaces can be reserved by calling CLAIM at 1-800-390-3330. Health insurance for Medicare beneficiaries is not a one-size-fits-all situation. That’s why it’s important for people on Medicare to research and compare their plans with others during the open-enrollment period, said Carol Beahan, director of CLAIM. State officials encourage all Missourians on Medicare to review their insurance options annually.

Prescription Take Back Day success Thanks to the partnership of several Northland agencies, there are 488 pounds of unused prescription and over-the-counter drugs that will be kept out of the local water supply and the reach of potential abusers. Since 2009, the Northland Coalition, with the support of Tri-County Mental Health Services, has partnered with the Drug Enforcement Administration, Missouri’s Association of Community Task Forces, law enforcement agencies and other communities across the country to encourage the responsible disposal of prescriptions and keep them out of the hands of young people and adults who would abuse them. While the coalition has assisted in establishing several permanent drop-off sites at law enforcement locations throughout the Northland, Sept. 29 was designated as National Take Back Prescription Day, and a special emphasis was placed on reaching the community about this national concern. The Salvation Army is hiring seasonal bell ringers to assist with its 2012 Christmas Red Kettle Campaign, which runs Friday, Nov. 9, through Monday, Dec. 24, every day except Thanksgiving and Sundays. All-day shifts are available at more than 250 locations across the Kansas City metropolitan area between the hours of 9 a.m. and 9 p.m. Applicants must be able to stand for extended periods of time and endure weather extremes. Aquatic treasure hunt offered for kids 4 to 9 The Gladstone Community Center will host its first Blackbeard’s Treasure Hunt on Saturday, Oct. 20. Children ages 4 to 9 are needed to help find all the lost treasure that has been left in leisure pool by Blackbeard the Pirate. Kids should be prepared to swim and dive in search of doubloons. All participants will go home with a goodie bag full of treasure. Registration runs through Wednesday, Oct. 17, and there is limited space available. Call 423-4200 to register. Hunts will be divided into age groups: The Scallywags, ages 4 to 6, will hunt at 8:55 a.m. and 9:15 a.m. The Swashbucklers, ages 7 to 9, will hunt at 10:25 and 10:45 a.m. Each hunt is limited to 25 participants, and there will be 45 minutes of play time in the pool for parents and kids after each age group. Each participant should bring something to hold all the doubloons, and each participant must be accompanied by a parent dressed appropriately to be in the water. This event is open to the public. The codes, based off those set by International Code Council, were approved by the Planning and Zoning Department and will go into effect Jan. 1, 2013. “About every six years, local governments like to update our building codes set by the International Code Council,” Matt Tapp, Planning and Zoning Department director, said.

Army Pvt. Ian H. McDonough has graduated from basic combat training at Fort Jackson, Columbia, S.C. During the nine weeks of training, the soldier studied the Army mission, history, tradition and core values, and physical fitness. He also received instruction and practice in basic combat skills, military weapons, chemical warfare and bayonet training, drill and ceremony, marching, rifle marksmanship, armed and unarmed combat, map reading, field tactics, military courtesy, military justice system, basic first aid, foot marches, and field training exercises. McDonough is the son of Theresa Crooks of Gladstone and Patrick McDonough of Sachse, Texas. He is a 2010 graduate of Oak Park High School. Army Pfc. Asa A. Harlow-Fitzpatrick has graduated from basic infantry training at Fort Benning, Columbus, Ga. During the nine weeks of training, the soldier received training in drill and ceremonies, weapons, map reading, tactics, military courtesy, military justice, physical fitness, first aid, and Army history, core values and traditions. Additional training included development of basic combat skills and battlefield operations and tactics, and experiencing use of various weapons and weapons defenses available to the infantry crewman. Fitzpatrick is the son of Teresa Owen of Kansas City. He is a 2004 graduate of Rich Hill High School.
Kilgore-Shukla graduate of Missouri State University. She is employed by James B. Nutter. The future groom plans to graduate in 2012 from DeVry University. The couple plan a Nov. 3, 2012, wedding at 6 p.m. at Gladstone Community Center.

Your Letters Vote “no” on Amendment 3 Missouri’s Nonpartisan Court Plan is a model for the nation with more than 30 states adopting the same or a similar court plan. There are no good reasons to dismantle this successful, impartial and widely copied judicial selection process. The proposed changes will give governors more power in the judicial selection process, bringing partisan politics back into a system that now is fair and impartial. The League of Women Voters has supported the Nonpartisan Court Plan from its inception; there is no need for change. Before 1940, when the Nonpartisan Court Plan became law, Missourians elected judges. Tired of corruption and the influence of the political machine in Kansas City and the political bosses in St. Louis, Missouri voters, by initiative petition, amended the constitution to allow the governor to appoint judges from a list developed by a nonpartisan judicial selection commission. This system works — in more than 70 years, voters have retained all but two judges. If we want to be assured that politics will not enter the judicial selection process, vote “no” on Amendment 3. You will be in good company: the Missouri Bar Association, present and former Missouri Supreme Court judges and many other civic organizations warn against tinkering with the Nonpartisan Court Plan. The League of Women Voters urges voters to keep just and impartial courts by voting no on Constitutional Amendment 3. Let’s not turn back the clock.
