Looking back while looking forward As 2012 comes to a close, it is time to look back at the accomplishments of the year and to anticipate what is coming in 2013. This past year has been a busy and productive one in Gladstone, and 2013 promises more of the same. One of the most exciting achievements this year was the construction of Linden Square. Home to Linden Stage and Skating Rink, it is the core of the new Downtown Village Center, next to City Hall. This central location will be the home for a great variety of entertainment arts in the community. Linden Square opened Nov. 20

with the lighting of the Mayor’s Christmas tree. The ice rink is open from the November tree-lighting event through Presidents Day in February. In the spring, the outdoor entertainment season will kick off with Fanfare on the Square, a three-day event beginning Friday, April 5. Liverpool, a Beatles tribute band, and local jazz legend Ida McBeth are scheduled to perform. Live entertainment is scheduled at Linden Stage for Friday, Saturday and Sunday each week throughout the season. As a city we continue to pursue the goals established by the Gladstone on the Move strategic plan.

City eyes Park turns into winter wonderland TIF approach By Nancy Hull Rigdon Gladstone seeks to better attract developers as it rethinks its stance on tax-increment financing — an economic development incentive commonly referred to as TIF. The city is updating its TIF policy, and some of the planned revisions ease restrictions on the tool. The proposed policy ups the city’s standard TIF assistance from 15 percent to 25 percent of the project. “This allows the city to compete more evenly with other communities of our size and in our region,� Melinda Mehaffy, the city’s economic development administrator, wrote in a memo about the policy review. The city could potentially offer TIF assistance beyond the 25 percent, depending on the project, city officials said. Gilmore and Bell, a public finance law firm, is advising the city on the policy revisions, and a firm representative presented the proposals during the Dec. 10 Gladstone City Council meeting. During the meeting, Rick McConnell, an attorney with the firm, recommended that the city cut out existing policy language that says new residential projects aren’t favored for TIF. “Mixed use is the new trend. That is sort of the new vogue. We are hearing how commercial development can aid in bolstering residential,� McConnell said, citing Zona Rosa in Kansas City North as an example. “Let’s not limit ourselves by saying this is something that is disfavored. Let’s open the door a little bit. We’re not saying we will do it, but let’s talk about it.� According to city officials, the city’s decision to update its TIF policy is based on two desires: posture the city as an inviting and willing development partner in the eyes of developers and ensure the plan meshes with state law. The City Council plans to vote on the new policy in January 2013. Council members had few comments on the proposed policy. Jean Moore, mayor pro tem, said her recollection was that North Kansas City Schools was comfortable with capping the city’s TIF assistance at 15 percent of the project. McConnell said he recommends the city set a general policy and then bring in partners such as the school district when there are specific TIF project proposals. He added that the school district should be pleased with a proposed policy change regarding surplus revenue. CityManager Kirk Davis said that based on his conversations with Superintendent Todd White, the school district will want to deal with the issue on a case-by-case basis. “There will be different impacts by different developments,� Davis said. “With residential development, a senior complex would have very little impact on the schools. But one that has single family residences would have a huge impact on the schools, and they are going to be a little more concerned.�

Tri-County Coalition network recognized as national model The Prevention Program at Tri-County Mental Health Services has been selected for a Services to Science grant by the federal Substance Abuse and Mental Health Services Administration. The grant recognizes the Northland Coalition structure in Clay, Platte and Ray counties. The award includes a $30,000 contract to fund a study in 2013 comparing the Northland Coalition efforts with programs nationwide. Prevention Services Manager Vicky Ward said the selection was unprecedented because Tri-County’s application did not target a single project, but rather an overall system. “We focused on the connections that build coalitions and impact community attitudes,” she said. “That structure could be beneficial across the country.” Labeled a “System for Change,” the Northland Coalition model was laud-
ed for its multi-county, multi-faceted focus on substance abuse and underage drinking prevention. Results of the 2013 evaluation will be shared with the Missouri Prevention Network and will enable agencies and coalitions to benefit from the lessons learned. Although coalitions are not unique, the flexibility in the Tri-County network was cited because it relies on a mix of school and county boundaries to address communities with both rural, suburban and urban areas. Local concerns are channeled to the larger coalition to create a feedback loop and provide consistency among 15 community coalitions. “We know that prevention works best when people see a consistent message across the community,” Ward said. “But how the details are presented may be different in each community.”
Coalition members represent area schools, the faith and business communities, law enforcement, civic groups, government positions, youth and parents. The Northland Coalition’s youth advisory council, Youth With Vision, provides role models and leadership from Northland high schools. Individual members and community teams have received state and national recognition for their effectiveness in areas such as local prevention and state legislation. The SAMHSA grant is through the group’s Center for Substance Abuse Prevention 2012-2013 Service to Science Initiative. Over the next year, Tri-County’s prevention team will use the funds to evaluate the system’s effectiveness and compare it with other operations. For more information, visit www.tri-countymhs. org.
Mayor: Neighborhood Strategic Plan to include multi-family units Continued from Page A1 One goal was to organize and revitalize neighborhoods. This year we developed a comprehensive neighborhood strategic plan, ready for implementation over 12 to 18 months. Included in the plan is a tool to help individual neighborhoods create their own goals. It is a visioning process that helps neighborhoods identify strengths and weaknesses while prioritizing their needs. Each neighborhood will create a plan of action to address concerns and move the neighborhood toward its goals. Another feature of the Neighborhood Strategic Plan includes multifamily rental properties. Each property is seen as an individual neighborhood that can benefit from the process being used in other neighborhoods across the city. We are looking forward to this new approach for partnering with multifamily property owners, managers and residents. We are committed to keeping Gladstone a desirable multigenerational city. So we are studying
senior issues such as aging in place, social connections, nutrition and transportation. At the same time, we pursue attractive housing, public art, and expanding community amenities and programs to attract young singles and families, too. The city has a strong interest in the arts and how arts impact a community. Art, historically, has been a strong contributor to the economic health and stability of American communities. We made a commitment to create a cultural plan for the city in 2013 that will guide our development of a thriving arts culture in Gladstone. This year we completed almost all of the 2010 Water and Sewer Bond issue projects. The city has lined approximately 22,000 feet of sewer and 230 manholes (40 more will be done in 2013). We have contracted for the design of sanitary sewer improvements in the Old Maid’s Creek watershed and anticipate construction in spring 2013. We did complete the street bonds with the reconstruction of North Broadway and Northeast 76th Street. All the water projects
in the bond issue are complete. These include the first phase of a parallel transmission main from the water treatment plant to Vivion Road to improve system reliability; an emergency water interconnection to Kansas City south of Vivion Road; several neighborhood small water main replacement projects; upgrades at the water treatment plant including SCADA, high-efficiency pumps, an air scour system to improve the efficiency of backwashing sand filters, and a solar powered mixer at the City’s 5-MG reservoir/ pump station. Major stormwater projects completed this year include Northeast 73rd Terrace/Rosewood Circle Bank Stabilization, 6700 block of North Woodland storm drainage, and Northeast 63rd and North Kansas storm drainage. Four more projects are scheduled to be designed and constructed next year. Much has been accomplished by a dedicated city staff and council this year. We are excited by the possibilities ahead!

Patrol: Safe driving is sober driving
ardous drivers by making sure everyone in the vehicle is properly restrained in a seat belt or child restraint.
The Missouri State Highway Patrol encourages everyone to make good decisions regarding their New Year’s celebrations. Anyone planning to drive to a New Year’s gathering is advised to remember to buckle up and obey all traffic laws. If plans include alcohol, the patrol recommends planning for alternative transportation such as designating a sober driver or taking a taxi. Causing a traffic crash, could bring about getting arrested, legal fees, medical bills or jail time. During the New Year’s traffic crash counting period from 6 p.m. Friday, Dec. 28, to 11:59 p.m. Tuesday, Jan. 1, all available officers will be on the roadways. Last year, 777 traffic crashes occurred in Missouri over the New Year’s holiday weekend. In those crashes, six people were killed and 311 were injured. The patrol encourages motorists to protect themselves from all types of haz-

Eagle Days are coming
a two-day event open to the public oriented toward learning all about the eagles that visit Smithville Lake annually. There will be live eagle programs by Operation Wildlife, eagle videos and activities, information booths and displays by various organizations, as well as spotting scopes for viewing eagles in the wild. Smithville Lake Eagle Days will be held at the Paradise Pointe golf courses Jan. 5 and 6. Show times on Saturday are 9:30 a.m., 11 a.m., 12:30 p.m. and 2 p.m. Show times on Sunday are 11 a.m., 12:30 p.m. and 2 p.m. Paradise Pointe golf courses are located in Little Platte Park at 18212 Golf Course Road, Smithville. Spotting scopes will be set up at the best viewing areas on the lake, and conservation agents, Clay County park rangers and federal park rangers will be available to assist visitors. Kilgore-Shukla Devon Kilgore and Saurabh Shukla were married Nov. 3, 2012, at the Gladstone Community Center in Gladstone. Dr. Joel Whiteside officiated. The bride is the daughter of David and Vickie Kilgore of Gladstone. She is a 2003 graduate of Winnetonka High School and a 2008 graduate of Missouri State University. She is employed at James B. Nutter. The groom is the son of G.K. and Sushila Shukla of New Delhi. He is a 2012 graduate of DeVry University. The wedding party
