County swears in new officeholders 2 commissioners, sheriff among changes in Clay County government By Ryne Dittmer The commission hearing room was packed Friday, Dec. 28, as a crowd gathered to witness the swearing-in ceremony for Clay County’s newest elected officials. In all, six officeholders, including Eastern Commissioner Luann Ridgeway, Western Commissioner Gene Owen, Sheriff Paul Vescovo, Auditor Sheila Ernzen, P ublic Administrator Debbie Gwin and Treasurer Ted Graves marked the ceremonial start of their terms by taking their oaths of office. Following the ceremony, family and friends gathered for a reception. “I am really looking forward to starting my term. It is going to be a whole new era of open government,” Ridgeway said. “I hope we as a commission can be in closer contact with the people we serve.” Ridgeway also said she plans to have the commission pursue a working relationship with nearby county commissions to

2 roadway fatalities in state during Christmas holiday Two people died on Missouri roads during the Christmas holiday counting period, according to a press release from the Missouri State Highway Patrol. The patrol investigated 239 traffic crashes, which included two fatalities and 91 injuries, from 6 p.m. Friday, Dec. 21, to 11:59 p.m.

Tuesday, Dec. 25. Troopers arrested 130 people over the 2012 holiday weekend for driving while intoxicated. During the previous year’s counting period, five people died in traffic crashes, and the patrol investigated 213 traffic crashes, with 67 injuries. Troopers

arrested 56 people over the 2011 Christmas holiday weekend for driving while intoxicated. Troopers investigated both fatalities, which occurred in the Springfield area. One fatality occurred on Dec. 22. Brandy M. Acheson, 38, of Sarcoxie

died when an oncoming vehicle crossed the center of the roadway and struck the vehicle she was driving head on. Lawrence County Coroner Scott Lakin pronounced Acheson dead at the scene. Acheson was wearing a seat belt at the time of the crash. The crash occurred in Law-

rence County on Missouri Highway 39 south of Mt. Vernon. The driver of the other vehicle sustained serious injuries in the crash. He also was wearing a seat belt. On Dec. 23, William D. Pope, 36, of Springfield died when the vehicle he was driving traveled off

the north side of the roadway, struck a fence and a tree, then came to rest. Medical Examiner David Brown pronounced Pope dead at the scene. Pope was not wearing a seat belt at the time of the crash. The crash occurred in Greene County on Farm Road 106 north of Springfield.

Sheriff’s Office upgrades approved S e ve r a l upg r ad e s requested by the Clay County Sheriff’s Office were approved by the Cou nt y Commission during its final meeting of the year on Dec. 17. The first of the upgrades will purchase 20 cameras for the Clay County Detention Center’s closed- circuit camera system. The cameras, used to monitor and record inmate and staff movements and activities, will replace aging cameras installed a decade ago. The total cost is $6,400. Another upgrade will spend $12,175 to update jail management software. The final resolution approved $27,047.60 to be used to purchase eight 800-megahertz Motorola APX portable radios. The radios are part of the department’s plans to upgrade its radio systems and equip all staff with 800 Mhz portable radios. The department stated the radios will be used to facilitate and improve public safety communications.

U.S. population tops 315 million in New Year The U.S. Census Bureau estimated the total United States population on Tuesday, Jan. 1, 2013, at 315,091,138. This represents an increase of 2,272,462, or 0.73 percent, from New Year’s Day 2012 and an increase of 6,343,630, or 2.05 percent, since the most recent Census Day (April 1, 2010). In January 2013, one birth is expected to occur every eight seconds in the United States and one death every 12 seconds.

Samuel U. Rodgers Health Center receives $100,000 grant for patient portal Samuel U. Rodgers Health Center has been awarded $100,000 from the Health Care Foundation of Greater Kansas City to aid in the development of a patient portal system. The goal is to improve patient health care outcomes and to achieve higher standards of quality care. “The portal will allow patients to better access their health information via the SURHC website — things such as their A1C

reading if they’re diabetic, blood pressure readings if they have heart problems — and it will help improve communication with their physician,” said Hilda Fuentes, chief executive officer of SURHC. Accessible in a number of different languages, the portal will provide disease specific tools and health information, provide symptom education, and link patients to timely and accurate publicly

available online health information. The new system will monitor a patient’s health status, so that providers can access real time information that will enable them to deliver proactive, planned care. The portal will allow providers to communicate with patients in an easy and seamless manner. Patient’s messages will flow into the patient’s health record so there is a complete record available

Business Notes A new psychiatric rehabilitation manager and new employment specialist have joined the staff of Tri-County Mental Health Services. Talina Canon is the new certified psychiatric rehabilitation manager who will train staff and monitor operations for new and existing programs. She will oversee all respite services and two apartment programs wh i le do c u me nt i ng review of caseworkers, transition programs and discharges. A Kansas City resident, Canon graduated from Northwest Missouri State Universit y, Mary ville, with a bachelor’s degree in psycholog y before earning a master’s degree in social work from the University of Kansas at Overland Park. She served three years as a behavior specialist with Spofford Home in Kansas City and was a youth care worker with the Adolescent Center for Treatment in Olathe, Kan., for two years. She also worked as a substance abuse specialist with Heartland Regional Alcohol and Drug Assessment Center in Roeland Park, Kan., and as a clinical supervisor with the Family Guidance Center in Maryville. Ashley Bethel of Kansas City is Tri-County’s new employment specialist. A graduate of Missouri Western State University with a bachelor’s degree in social work, Bethel will provide community-based services to people diagnosed with a serious and

persistent mental illness.
