Legislative session starts in Jeff City
By Eli Yokley Missouri News Horizon
JEFFERSON CITY, Mo. — Legislators in Jefferson City have been sworn in for the first regular session of the 97th General Assembly. The visitor and side galleries in the Missouri House Chamber were unusually full of family members and friends Jan. 9 as Richard Titlemann, chief justice of the Missouri Supreme Court, administered the oath of office to the entire House, including 55 new members elected in 2012. Robin Carnahan, finishing her final term as secretary of state, presided over the ceremony until members were sworn in. She took the opportunity to encourage expansion of the state’s Medicaid program, as well as discourage the body from pursuing a photo identification requirement for voters. But her moment passed, and Republicans — armed with a veto-proof majority in the House — took the speaker’s gavel, and the House — with unanimous support — elected State Rep. Tim Jones, R-Eureka, to serve as speaker. Speaking to members of the House, Jones — whose cousin Caleb Jones also serves in the

Jones then went on to reflect on his recent statewide tour, which took him to 20 cities for meetings with lawmakers and business owners. His meetings with
the public and his members led him to put together his legislative proposal, which he refers to at the “Triple E” agenda. Jones said his agenda would

Jeff King, right, pauses for a photograph with Gladstone Area Chamber of Commerce Chairman Vinnie Vaccaro after King was named the chamber’s new member of the year.
“This major investment paved the way for private investments, which are already being recognized. This new construction has added new jobs, cultural arts, entertainment opportunities and much needed parking for patrons.” The $1 million project at 70th and Cherry streets includes a synthetic-surface ice skating rink that opened in November and an amphitheater scheduled for an April grand opening. The chamber’s Business of the Year award was given to Sam’s Club for its dedication to several com-
munity efforts in 2012. “The chamber and community regularly benefit from the continued support of this business. Always looking for ways to lend a hand, this business sponsored a new feature at Bluesfest in 2012, provided hundreds of treats for excited children at Friday Fright Night, lent staff support to complete maintenance projects at the chamber office and was a constant presence at all chamber events,” Vaccaro said. In individual awards, Jeff King and Gary Swearingen were named new member and member of the year, respectively.
make Missouri the “strongest state in the nation” in terms of economic development, energy, and education policy. The policy proposals include capping liability on medical lawsuits, cutting and capping the state’s tax code, expanding nuclear power in mid-Missouri, and prioritizing education funding over spending on things like Medicaid. “One of the top concerns we must address this session is protecting education funding from continued encroachment by the governor’s welfare expansion funding demands,” said Jones. Democratic leader Jacob Hummel, speaking to the chamber prior to Jones, said expanding health care in the state is about job creation — pointing to a study by the Missouri Hospital Association claiming nearly 24,000 new jobs would be created if the state accepts federal funds to expand Medicaid. Reiterating the position of Gov. Jay Nixon, Hummel said expansion is “not only the smart play economically, but the right thing to do for the people of this state.” Jones believes his party has the mandate moving forward, noting Missourians “have sent our caucus here in record numbers — veto proof majorities — because we have proven to be effective leaders.”

K.C. man sentenced to 100 years for robbing Arby’s, Pizza Hut
A 28-year-old Kansas City man was sentenced to 100 years in prison after being convicted of the robbery of two Northland restaurants, and a Liberty accomplice was sentenced to five years, according to a press release from Clay County Prosecutor Daniel White’s office. Circuit Judge A. Rex Gabbert Jan. 11 assessed and imposed consecutive 25-year terms for two counts of first-degree robbery and
two counts of armed criminal action against Daniel Dumond Brown Sr. Following a three-day trial, jurors deliberated just 50 minutes Nov. 7 before returning guilty verdicts against Brown for four felonies. Because of prior convictions, jurors did not have to assess punishment. Brown was convicted of the June 30, 2011, robbery of the Gladstone Pizza Hut and the July 2, 2011, robbery of Arby’s in Liberty.
Police — alerted to the robbery of Arby’s — arrested Brown near Sutherland’s Lumberyard on Missouri Highway 291 in Liberty shortly after the second robbery had been reported. Police video of the stop shows Brown discarding currency behind the wheel of his vehicle while appearing to comply with police instructions to lie on the ground. Victims at the Arby’s promptly identified Brown
as the robber. While investigating the Arby’s robbery, Brown was developed as a suspect in the robbery of the Gladstone Pizza Hut. Despite the presence of weapons, no one was injured, White said. White said Brown had a prior robbery conviction out of Jackson County and had only been out on parole a matter of weeks before the Gladstone robbery occurred.
“This is a credit to the citizens and law enforcement community of Clay County,” White said. “The victims were careful to ensure their safety but were able to also provide police with details that made the successful investigation and prosecution of this case possible.” White said that with only rare exceptions, any sentence of more than 50 years is treated as 50 years for purposes of parole consider-
Triality moves adult services
School Briefs
Open house at new Vivion Road site set for Jan. 31 Christian school
Triality Inc., located in Kansas City in the southwest corner of Clay County, will celebrate its new facility with a ribbon cutting and open house Thursday, Jan. 31. The Northland Regional Chamber of Commerce will help inaugurate the new site at 1508 Vivion Road from 4:30 to 6:30 p.m. The public is invited. The interior of the existing building on Vivion Road was redesigned to accommodate programs for adults with developmental disabilities participating in Triality’s Community and Employment Services programs, according to a press release. The space provides a variety of amenities — most notably open areas for activities that allow adults to move easily from room to room, choose from various activities and experience increased independence. Easy highway access to the facility allows Triality’s adult clients to engage in the community by traveling places to volunteer and work. Triality’s adult programs previously were located in Liberty and shared offices with the Developmental Disabilities Resource Board of Clay Country. The DDRB’s decision to provide case management services at the county level required more space for its growing staff, providing the impetus for Triality to find space of its own. “The design and features of our new facility better fit the needs of our adult clients, allowing them more flexibility to make decisions about how they spend their day, better access to the larger community as well as separate space for our employment program. It ultimately furthers our mis-
sion of empowering those with development disabilities,” said Wendy Witcig, executive director of Triality. “We’re excited by the opportunities we can now offer our clients, enriching their lives and making a difference in our community.” Triality’s Community Living program staff and administrative staff are located in the new facility. Triality Tots, a preschool program for children from birth to age 5, including those with developmental or health care needs, remains at its location in Pleasant Valley. Triality, a nonprof-
it, designs personalized programs for people with developmental disabilities throughout their life. Programs for children and families include Triality Tots, Home Visitation and Therapy Services. Community Services, Employment Services and Community Living initiatives are programs designed to support and empower adults. Founded in 1975, Triality programs are available to Kansas City area residents living in Clay, Cass, Jackson, Lafayette, and Platte counties. For more information, visit TrialityInc.com.

ation, and that he believes Brown will become eligible for parole in approximately 45 years. A co-defendant, Brandi Scofield, 27, was sentenced to five years in prison for acting as an accessory to Brown in these robberies. “While not as stiff as Brown’s 100-year jolt, Scofield’s sentence shows that if you help someone commit a crime, you get to share in his punishment,” said White.

New Furnace Regulations Coming Soon! Replace older furnaces now before it’s too late
By Climate Control Heating & Cooling A new Department of Energy regulation will have a big impact on local homeowners. By law, only highefficiency (90% efficient or greater) furnaces will be available for installation beginning this spring. Traditional, standardefficiency furnaces may no longer be installed in Kansas City-area homes after April 30. While high efficiency furnaces lead to energy savings for many homeowners, they are more expensive. Even more importantly,
high efficiency furnaces have special installation requirements that may cause even more expense and hassle for many area homeowners. High-efficiency furnaces require PVC pipe to vent to the exterior of a home rather than the steel piping found on most older furnaces. This means most installations require running all new vent piping. That’s not a big deal for furnaces in an open, unfinished basement. However, if the furnace is in a finished basement, this may mean tearing down ceilings or walls to run new pipes, which will add expense and inconvenience. High-efficiency furnaces
Standard furnaces like this one use steel vent pipe to exhaust gases to the home’s exterior. New high-efficiency furnaces require PVC piping to vent exhaust gases. This may require homeowners to tear out ceilings or walls to run the new vent pipe.
also must be installed in a climate-controlled environment. This means that attic furnaces, often found in two-story homes, must have a climatecontrolled room built around them so that they don’t freeze in an open attic. Building a new room around an attic furnace will add obvious up-front installation expense. The bottom line is that if you have an aging furnace in an attic or finished basement, time is running out to replace your furnace without incurring additional expense to conform to the new regulations. Climate Control Heating & Cooling’s highly trained staff can examine your current furnace installation and explore options and opportunities with you. Climate Control will help you navigate the myriad of utility and government incentive programs available to homeowners who make energy-efficient upgrades, and help you weigh those benefits against the investment required. There is no cookie-cutter solution — each home is different, and the only way to determine the best approach is to ask. Climate Control’s goal is to help homeowners make educated, forward-thinking decisions about their climate control systems. They
Attic furnaces, like this standard-efficiency one, are common in two-story houses. While standard-efficiency furnaces can be installed in the open like this, new high-efficiency furnaces must be installed in climate-controlled enclosures where they are not exposed to freezing attic temperatures. Any attic furnace installed after April 30 must have an insulated room with appropriate clearances built around it, adding to the overall installation cost. won’t just sell you any box — they want you to know you are making the best decision for the comfort of you, your family and your pocketbook. If the benefits of a
standard-efficiency unit outweigh potential savings, now is the time to act. After the April deadline, Climate Control can’t sell any leftover standardefficiency furnaces it has in
stock, so they are offering incentives to clear out their remaining inventory. Call 479-2787 today and speak with Climate Control’s team before time and these savings run out!
Check out more information on Climate Control’s blog at www.ClimateControlKC.com
