County adopts $73M budget Almost $15 million in cash carryover expected to be used By Ryne Dittmer One day before its state-mandated deadline, the Clay County Commission adopted a $73,251,700 county budget for 2013 on Jan. 30. “This was a very tough process and probably one of the most unique we’ve gone through,” said Presiding Commissioner Pam Mason. “We were able to cut expenses to the county overall and decrease our entire budget by $8, million.” Of those cuts, $7.4 million will come from the elimination of appropriations for legal judgments and settlements. “By working in cooperation with our cities, we will eliminate the need for such a large appropriation for settlement funds moving forward,” Mason said. “Should a need arise, funds can be appropriated from the county savings account.” The funds may be needed, as the county is facing a sexual harassment law-
suit from a former sheriff’s deputy. Overall, the budget outlines $73.3 million in expenditures and $58.5 million in estimated revenues. To balance the budget, $14.8 million from the county’s cash carryover is expected to be used. “We all worked together. Working together is so important,” Western Commissioner Gene Owen said. “There’s things I think all of us would have liked to done more overall, but the totality of the budget is probably one of the best things we’ve done. It’s got some exciting things for the future we’re working on that I’m really excited about.”

School board candidate forum tonight The North Kansas City Schools PTA Council will host a school board candidate forum at 7 p.m. Thursday, Feb. 21, in the Doolin Center, 2000 NE 46th St. in Kansas City. Six candidates have filed for the Board of Education in the April 2 election. Incumbents Terry Stone and Terrence Ward are running unopposed for the seats they currently hold. They will serve three-year terms. Running for the one-year term are Di x ie You ngers, Kevin Corlew, Lee Morris and Paula Pattillo, all from Kansas City North. The one-year seat completes the term held originally by a former board member who resigned. The board appointed Youngers to serve in the interim until the April 2013 election could be held. The Board of Education will install its new members and officers at its regular board meeting at 7 p.m. Tuesday, April 9, at the Doolin Center.
Commission hopes to put constitution vote on ballot in 2013 By Ryne Dittmer The Clay County Constitution Commission is aiming to place a proposed new county constitution on the ballot before year’s end. The goal was set during a Feb. 13 meeting in Gladstone. “We did look at dates and certification deadlines, and what we agreed upon was that we want to do everything we can to get the constitution on the ballot this year,” said Democratic Co-chair Carol Suter. By state statute, the commission has one year from this past Jan. 15 to put the initiative before voters, but the bipartisan group has stated it would like to complete the process within the calendar year. “Our consensus is we would prefer to get something on the ballot in 2013. There are two options then: the November election, or if done early enough, an August election,” Suter said. The commission will begin to piece together a timetable for meeting the deadline and begin to frame the constitution draft during in the next few meetings. “We will next look at the substance of the constitutions and the attempts made before and try to pull
together a list of topics and issues that need to be debated,” Suter said. Suter continues to be the commission’s sole elected co-chair, as her Republican counterpart has yet to be selected. Six of the party’s seven appointed representatives attended the Feb. 13, and an attempt to decide on the Republican co-chair ended in a tie. As a result, Republican commissioners requested the issue be brought up for discussion at the next meeting. Republican appointee Tamera Evans, who previously stated plans to resign from the commission, is expected to serve out her appointment. According to Suter, the Clay County circuit judges were unable to accept Evans’ letter of resignation because state statute does not address the situation. “She has not resigned to the commission,” Suter said. “The statute does not address that in any way, so once the commission was seated, the judges are not in authority.” Evans, who was not at the Feb. 13 meeting, could not be reached for comment. The constitution commission will next meet at 5 p.m. Wednesday, Feb. 27, at the Gladstone Community Center.

Adult Flag Football Seven-player teams will meet on the gridiron for non-contact football under the direction of the National Intramural Recreational Sports Association rules. Divisions include Men’s Competitive and Men’s Intermediate. Play begins Saturday, March 23. All games will be held at Happy Rock Park. The fee is $450 per team for eight games and includes uniform T-shirts, three officials per game and game equipment. A mandatory rules meeting will be held at 6 p.m. Thursday, March 21, at Gladstone City Hall. Registration has begun. The deadline is Friday, March 8. Adult Softball The city of Gladstone is hosting a nine-week spring adult softball league. Games will be played Sunday through Thursday nights at Happy Rock Park Softball Complex. Game times are 6:30 , 7:30, 8:30 and 9:30 p.m. beginning Sunday, April 21. All teams must supply their own softballs. All teams must pay a $20 ASA fee per year. A variety of men’s, women’s and co-ed leagues will be offered. Registration will be accepted through Wednesday, April 10. n Single Games (9 games): $415 n Doubleheader Games (18 games): $700.00 The Parks & Recreation Department provides scorebooks, scorekeepers and one ASA-sanctioned umpire and awards. Golf for Beginners This program, offered for individuals with no previous golf experience, will teach the basic skills of golf in a friendly and comfortable atmosphere. Classes will be held every Saturday for six weeks for one hour and are limited to five participants per class. Classes are available for adults and children ages 10 and older. Class size is limited to 16 participants. The registration deadline is Friday, March 15. British Soccer Camp Challenger sports have developed a program for children ages 6 to 12. The coaching policies aim to discover the strengths of each child in an effort to promote and enhance the technical, tactical, physical and psychological qualities the game of soccer demands. Prizes will be awarded during the competition portion of the class. The class is open to experienced and beginner archers. Bow, arrows and targets will be provided, and a certified instructor from MDC will teach the class. The ability to perform light physical activity is required. Students will need to bring a snack and water to each class. Indoor triathlon at community center on March 2 The Shamrock Shake-Up Indoor Triathlon will return to the Gladstone Community Center on Saturday, March 2. Participants will “plunge into the tide” with a 10-minute swim in the competition pool, “survive the ride” with a 30-minute bike ride on a Spinner stationary bike and “conquer the stride” with a 20-minute run in the gymnasium. The competition is open to anyone age 15 or older. The cost is $30 for community center member and $35 for non-members. Organizers said this event was good for beginners as well as advanced athletes because performance would be measured by the distance covered in each of the three timed legs. With this format, each participant chooses how hard they push themselves. The more distance a competitor covers, the higher that person will score. MDC restocks rainbow trout at Chaumiere Lake Four lakes each received about 1,000 rainbow trout Feb. 13 for the Kansas City area’s winter trout fishing program, including two in the Northland. Trout were released at Chaumiere Lake in Kansas City North and Fountain Bluff Sports Complex in Liberty. The Missouri Department of Conservation provides the hatchery-raised trout as an additional winter fishing opportunity for anglers. Trout are a coldwater fish and not native to the state. They
cannot survive in the metro area’s warm-water lakes during summer. Chaumiere Lake is in the Kansas City park system and is near Interstate 35 and the intersection of North Cleveland Avenue and Northeast 43rd Terrace. The Fountain Bluff Sports Complex is at 2200 E. Old Highway 210, east of Missouri Highway 291 in Liberty. Also stocked were Coot Lake and Plover Lake at the James A. Reed Memorial Wildlife Area, 13101 SE Ranson Road in Lee’s Summit. Statewide trout fishing regulations apply. All Missouri residents older than age 15 and younger than 65 must have a valid fishing permit, and all non-residents over age 15 must have a fishing permit. The daily limit is four trout. To keep trout, anglers must have a Missouri trout permit. A winter trout fishing hotline for the Kansas City metro area with updates on stocking is available at 525-0300, ext. 4001.
Free tax help at Maple Woods Metropolitan Community College-Maple Woods is offering free federal and state income tax preparation for moderate- and low-income households in the metro area. The free tax preparation sessions will be held Wednesdays from 4:30 to 7:30 p.m. through April 13 and from 9 a.m. to 3 p.m. April 6, in Maple Woods Computer-Business Room 105. There will be additional sessions from 1 to 4 p.m. each Friday in February. There will be no session March 13 due to spring break. Household income cannot exceed $51,000 to be eligible for the free filing. Participants should bring the following documents with them: Social Security card or individual tax identification number for each family member; valid photo ID from
Missouri or Kansas; W-2 forms for all jobs worked in 2012; any 1099 forms for other income received in 2012; child care provider name, address and tax ID number; any other tax-related document they have received; voided bank check for automatic deposit; and a copy of 2011 tax return. All adults listed on the tax return must be present to sign the forms. The tax preparations are part of the Volunteer Income Tax Assistance program. Taxes will be prepared by Maple Woods accounting students who have been trained and certified by the IRS. Boating safety class set Flotilla 30-1 of the U.S. Coast Guard Auxiliary will offer its boating safety course twice this spring. About Boating Safely will begin at 9 a.m. Saturdays, April 6 and May 11, at the Clay County Courthouse Annex, 1901 NE 48th St. in Kansas City. Successful completion of the course, which has been approved by the National Association of State Boating Law Administrators, satisfies one of the prerequisites to obtaining a boating safety identification card from the Missouri State Water Patrol. Every Missouri resident born after Jan. 1, 1984 who operates a vessel on Missouri lakes must possess, on the vessel, a boating safety identification card issued by the Missouri State Water Patrol along with a valid photo ID. The course is free to anyone who wishes to attend and audit the course. There is a $20 fee to purchase a textbook and take the end-of-course exam. The exam alone costs $5. To sign up, call 682-6552.

Business Notes Four employees are celebrating 40 years of service to Gladstone-based Charles F. Curry Real Estate Co. Ron Castle is a licensed real estate broker in Missouri and Kansas. He has been designated a certified property manager by the Institute of Real Estate Ron Castle Management and is a past president of the Kansas City Chapter of the association. As a senior vice president of Curry Investment, he is responsible for the successful operations of company-owned and fee-managed properties. In this capacity, he works with the property managers of apartments, office buildings, homes’ associations and retail buildings, as well as shopping centers. Castle earned a degree in economics from William Jewell College. Jim Hogan joined the staff of Charles F. Curry Real Estate Co. as a property manager and real estate agent in 1972. The campaign, which will run from Monday, Feb. 25, through Saturday, March 9, will combine a metro-wide media saturation about the importance of parent-child communication with the distribution of easy-to-use tools and information for effective parent-child communication. Summer sites sought to serve children’s meals The Missouri Department of Health and Senior Services is looking for organizations throughout the state to help feed thousands of children who might otherwise go without meals during the summer months when school is not in session. The Summer Food Service Program reimburses organizations for meals they serve to children who are at risk of not having enough to eat. The program is one way Missouri is working to fight childhood hunger, according to a press release. The program provides nutritious meals to children younger than age 18 during the summer months when school breakfast and lunch programs are not operating. Organizations eligible to participate in the program include schools, faith-based organizations, camps, private nonprofit agencies and local governments. The sites are required to be located in areas where at least half of the children are eligible to receive free or reducedprice meals. The federally funded program is administered by the Missouri Department of Health and Senior Services. The department will accept applications March 1 through May 15 to participate in the program. Organizations interested in becoming sponsors are required to attend training.

Rifle raffle to benefit county museum The Clay County Museum & Historical Society has acquired a .22 caliber pump-action historical replica rifle, according to a press release. This donation by Liberty resident Tom Willett is being raffled as a fundraiser for the museum. At $10 each, only 100 tickets will be sold. Tickets may be purchased at the museum, 14 N. Main St. on the Liberty Square. This unique rifle features

carvings and engraving highlighting the history of Clay County, including historical events, dates,and buildings. The fully functional, commemorative rifle is brand new and has never been loaded. Sentencing for Norris delayed Sentencing for former Clay County auditor William Norris that was scheduled for Feb. 8 was continued again, to Wednesday, March 6. Norris is charged with a Class 1 election offense for making false claims during his candidacy and an additional charge of tampering with computer data to defraud or obtain property. Norris entered a guilty plea Nov. 28, 2012.

He was an occupational medicine physician for 30 years with the Industrial Clinic North Dr. Dean in North Werner K a n s a s City, MO until his retirement in 1985. He and a group of doctors were instrumental in the establishment of North Kansas City Memorial Hospital, where he served as the Chief of Medicine in 1963. He also served on the Hospital Board of Trustees from 1983 to 1992. Other medical offices held include President of the Clay County Medical Association and President of American Association of Rail-
