Uniforms wait to be distributed at The Armory. Deputies will transition to the new attire during the coming year. form is more of a utility uniform, but still very professional in appearance. According to Vescovo, cost was an additional factor in the change, as deputies pay for their own uniforms, and Class A shirts and pants may cost more than $100 apiece, compared to the combined cost of about $100 for the new uniforms. The most visual change to the uniforms includes the addition of a sheriff’s department patch of the back of the shirts. “One of Sheriff Vescovo’s wants was to have deputies

be able to be identified from all four directions, Akin. said Deputies will also begin a transition to nylon duty gear. “The advantage of going to nylon duty gear is that it’s lighter and more flexible, Akin said. “And once again, it’s cheaper. The uniforms were designed by Sharon Thomas, who owns The Armory with her husband, Jim. “These uniforms are much more comfortable, lighter and will be a lot cooler, especially come summer,

Sharon Thomas discusses the changes in Clay County sheriff’s deputy uniform with Lt. Will Akin at The Armory in Kearney. The uniforms, designed by Thomas, were unveiled Saturday, March 17, and offer a more comfortable and cost-friendly uniform option for deputies.

Clay County sheriff’s deputies were feeling a bit lucky on Sunday, March 17, but not because of St. Patrick’s Day. The luck instead, came from the unveiling of the department’s new uniforms at The Armory Indoor Shooting Range and Training Center in Kearney. “We’ve been really looking forward to today as the day everyone can start wearing them. Everyone is really excited, Lt. Will Akin said. “We also wanted to get the word out and give people a heads-up about the change. The uniforms are a change in style from Class A to Class C uniforms and will be worn by road patrol deputies, the Fugitive Apprehension Unit and deputies working in the detention center “Class A is what we have been wearing and is more of a traditional style of uniform, Sheriff Paul Vescovo said. “They wear well, but for those deputies who work in the field, they aren’t the best uniform. Thomas said. “It is much more beneficial for the job that they do on patrol. Thomas, who had been working with the Sheriff’s Office on the uniforms the past several months, said the debut was a fulfilling moment. “This morning the morale was outstanding, she said. “To know that they are happy with what was chosen gives me a good feeling. Everyone that has come in to get the uniforms has personally thanked me. It shows me my efforts have paid off. Thomas also acknowledged the work of Armory seamstresses Marie Schmollinger and Robin Youngs during the transition process. “I’ve got the upmost respect for my two seamstresses. They have been sitting back there constantly sewing and measuring the past several months, she said. “We have put in a lot of long hours, but because we have wanted to. Deputies will continue to transition to the new uniforms over the next year.

In addition, I feel I am uniquely qualified for the position with my past school district and work experience.” Describe the role of the board and its members. “The role of a school board member is to govern the school district. School boards hire the best superintendent, establish performance goals for the superintendent and then annually evaluate the superintendent’s performance.” What are the biggest needs in the district right now? “Needs: 1. Funding — Local tax revenue is down to 2004 levels despite adding 2,003 students. (Funding is 70 percent local, 25 percent state and 5 percent federal.) 2. Adequate classroom space for population growth and appropriate class sizes. (18,930 students — growing by 300 students per year) “Solutions: 1. Members need to collaborate with educators, families and the community and must be able to effectively communicate district goals to the community. Being a governance board, it is responsible for employing a capable superintendent to effectively manage the school district.” What are the biggest needs in the district right now? What do you see as the biggest challenges in the district in the next few years? “School safety — Keeping students safe and secure must be priority No. 1. “District growth — I would evaluate all facility options to make sure student needs are met and to make sure that hard-earned taxpayer dollars are spent toward quality education with great consideration, accountability, and transparency. “Academic achievement — NKCS needs to ensure that students have the academic foundation and life skills they need to succeed in the ever-changing marketplace. Board members should work together for the best interests of the children and the community.” What are the biggest needs in the district right now? “Ensuring the appropriate level of funding to enable the district to conduct key educational functions. I would be an advocate for maximizing current funding sources and identifying and developing new sources of funding.” What do you see as the biggest challenges in the district in the next few years? “The biggest challenges for our district are managing the increasing student enrollment and using technology to improve educational outcomes. I would gather and analyze relevant information and make fact-based decisions.” What is going well in the district right now? “The current board works well together to prioritize the changing needs of the district. They manage their resources in a responsible manner. I would work with the current board to find the best solutions and make sure the community is informed and aware of the challenges associated with decreases in funding along with increases in enrollment.” What is going well in the district right now? “We are a district with dedicated and passionate staff that truly care about their students and are continually striving to improve and increase student achievement. ... We are ready to embrace challenges and see them as opportunities to reach higher goals for improvement in areas relating to assessments, graduation rates, attendance rates, etc.”

What is going well in the district right now? “NKCS has maintained high academic standards, and students have continued to score well on achievement tests. The district has also done a good job of weathering the economic recession with fiscal responsibility without raising tax rates in the past five years.”

Brag Book Pack 299’s third-grade Cub Scouts, chartered by the Independent Order of Odd Fellows 877 and from Oakhill Day School in Gladstone, achieved all four of the NOVA Awards for science, technology, engineering and mathematics. The advanced daily science curriculum offered at Oakhill led by Dena Cole contributed to the high interest and the success of the scouts achieving these awards. This six-month project included field trips, self study and a structured program from the National Boy Scout Council. These Cub Scouts also achieved the Luis Alvarez Supernova award that has more rigorous requirements by participating in a school robotics program lead by instructors Susan Brown and Alex Hall. This is the first year for the robotics program at Oakhill Day School. The scouts’ STEM mentor, Kim George, led the boys in the structured portion of the council’s curriculum. STEM is part of an initiative the Boy Scouts of America has taken on to encourage the natural curiosity of youth members and their sense of wonder about fields that focus on science, technology, engineering and mathematics. The NOVA Award pro-

Cub Scouts receiving their NOVA Awards at their recent Blue and Gold Banquet include Graham Carter, Cameron Guidry, Jackson Kuehn, David Conking, Jacque Vaughn, Cole Johnson, Owen Riddle and Logan George. Leaders are Jackie Conkling and Tonya Vaughn, with STEM mentor Kim George.

gram consists of individual activity elements in various STEM topics structured for Cub Scouts, Boy Scouts and Venturers. These topics are designed to encourage participation and to increase interest in STEM by making it relevant and fun. Agnes “Aggie” Rieger, a senior at Oak Park High School, took first place in the state finals of the American Legion high school oratorical contest, held in Jefferson City. Rieger presented an oration on the U.S. Constitution that emphasized the duties and obligations of a citizen to our government. She then had five minutes to prepare a second presentation that tested her knowledge of the Constitution. In April, Rieger will represent Missouri in the national contest in Indianapolis. As winner of the state contest, she was awarded a gold medal and a $2,000 scholarship. State winners who particpate in first-round national contests also receive a $1,500 scholarship. Contestants in the national finals receive scholarships of $18,000, $16,000 and $14,000, respectively, for the top three places. Rieger is sponsored by American Legion Post 95 in Liberty.

County commissioners select Don Norris as new counsel By Ryne Dittmer Longtime public official Don Norris has been appointed county counselor by the Clay County Commissioners. “When the folks at the county called and asked if I would serve, I said I certainly would, Norris said. “I’m excited to be serving the citizens of Clay County once again. I’ve spent pretty much a lifetime representing the county, and this is just an opportunity to serve in another fashion. Norris has held several high-ranking positions in the county, including deputy sheriff, prosecuting attor-

ney and circuit court judge. Most recently, he served as the legal counsel for the Clay County Sheriff’s Office under former sheriff Bob Boydston, who lost a bid for re-election in November. “Don Norris fit the bill for county counselor, Presiding Commissioner Pam Mason said. “He knows this county inside and out, and is really respected in the legal community. Mason cited Norris’ years of county service in a variety of capacities as a primary reason for his appointment. “He is very well regarded, and we felt this was the best selection we could have come up with, she said. The county counselor

serves as the top adviser for county officeholders on legal matters and also represents the county in all civil litigation with the public and other government institutions. “I’ve represented the county before as a prosecutor and judge, so I am familiar with the role of county counsel, and having been an officeholder, I am very aware of the duties of officeholders, Norris said. Norris replaces Kevin Graham who had served in the position since 2005. Graham will assume a role as an assistant counselor along with Matt Thompson, Pam Palmer and Trish Hughes.

News in Brief

Constitution commission K.C. opens brush site launches website Kansas City opened a new leaf and brush

drop-off center Friday, March 15, in response to the federal and state quarantine placed on Clay and Platte counties because of the emerald ash borer, a pest destructive to ash trees. As a result of the quarantine, residents of Clay and Platte counties cannot use the city’s existing Chouteau and Raytown leaf and brush drop-off centers. The new drop-off center is at 11660 N. Main St., at the northeast corner of Northeast Cookingham Drive and North Main Street. The facility will open to the public at 8 a.m. Saturday, March 23 and is designed to handle regular leaf and brush and large quantities of debris generated during emergency situations. Beginning March 23, all three sites will be open and free for residents to use on Saturdays from 8 a.m. to 5 p.m. The Chouteau and Cookingham sites will be open Monday through Friday from 8 a.m. to 5 p.m. for a fee.

To connect with and inform residents about its efforts, the Clay County Constitution Commission has launched a website. The site, claycoconstitution.info, was unveiled at the commission’s March 12 meeting in Kearney. It features background information about the constitution drafting process, meeting notices and minuets, and a frequently asked questions section that the commissioners will update as the drafting process progresses. Citizens may also use the site to directly email the commission and its members. The commission will meet next at 5 p.m. Tuesday, March 26, at the Kearney Fire & Rescue District facility, 201 E. Sixth St. in Kearney. At the meeting the commissioners will continue a discussion on which structure of government they will propose with the new constitution.
