MGE bills drop this month To reflect estimated changes in the wholesale cost of natural gas, Missouri Gas Energy customers will see natural gas rates decrease under a filing that took effect on Monday, April 1. MGE residential customers currently pay approximately 60 cents per hundred cubic feet of natural gas. Under this filing, the rate will drop to approximately 56 cents per Ccf. Approximately 65 percent to 75 percent of a customer’s natural gas bill reflects the cost of natural gas from wholesale suppliers. The wholesale cost of natural gas — the cost a local natural gas company must pay to its suppliers for natural gas — is not regulated by the Missouri Public Service Commission. The wellhead cost of natural gas is unregulated and is primarily driven by supply, demand and the weather. The Missouri Public Service Commission does conduct an annual regulatory review to ensure that regulated natural gas companies make prudent decisions in securing natural gas supplies for their customers. MGE serves approximately 500,000 natural gas customers in Missouri.

Senior volunteers sought for recognition The search is on for Missouri’s outstanding senior volunteer. The Salute to Senior Service program, sponsored by Home Instead, the franchisor of the Home Instead Senior Care network, honors the contributions of adults 65 and older who give at least 15 hours a month of volunteer service to their favorite causes, according to a press release. Nominations for outstanding senior volunteers were accepted through March 31. State winners will be selected by popular vote at SalutetoSeniorService.com. Online voting
will take place from April 15 to April 30. From those state winners, a panel of senior care experts will pick the national Salute to Senior Service honoree. Home Instead, Inc. will donate $500 to each of the state winners’ favorite nonprofit organizations and their stories will be posted on the Salute to Senior Service Wall of Fame. In addition, $5,000 will be donated to the national winner’s nonprofit charity of choice. “We all know seniors who do so much for our community,” said Steve Boos, owner of the Home Instead Senior Care office serving the Northland. “These silent heroes give selflessly, expecting nothing in return. And yet, their contributions often make a difference not only to the organizations they serve, but in changing how the public views growing older.” Senior care professionals and those who work at hospitals, senior care facilities and other places where seniors volunteer are encouraged to nominate older adults. So, too, are family caregivers and the adult children of aging parents. Older adults also may self-nominate. To complete and submit a nomination form online for a senior age 65 or older who volunteers at least 15 hours a month, and to view the contest’s official rules, visit SalutetoSeniorService.com. Milestone for Northland goat By Amy Neal Preston, a pioneering student at Outreach Christian School in Avondale, has just turned 10. Along with his personal milestone, teacher Debbie Pack is celebrating a decade of including animals in her classroom to teach her human students from across the Northland. Each one has served as part student, part teacher and part pet. Pygmy goat Preston was in her classroom for a single year, in 2003, but many other furry and feathered creatures have followed in his quadraped footsteps. “After he graduated, the principal saw what a dif-
ference he had made and allowed me to have others come over the years,” Pack said. There have been foster rabbits, cats, bulldogs and a pair of ducklings. The children used peas to train the latter to walk across the stage for graduation. In return, Pack said the little birds “showed the children about how we grow and change into the person we become.” After leaving school, each of the animals has taken up residence at Pack’s farm. “Preston still lives inside the house,” she said, “and I don’t think he is ever planning on going outside. He likes heating and air conditioning too much.”

Conflicting accounts of economic development strategy surface we work through the Clay County alliance,” Marcusse said in the interview. “From our perspective, the only thing that has changed is that when we have a client that is interested in Clay County, that at the request of the Clay County Commission, we will work through the alliance rather than the EDC.” Marcusse added the alliance and EDC have equal membership in the KCADC and that a refunded membership would be given to the EDC if it opted to reconsider its membership with the KCADC as a result of the change. Eastern Commissioner Luann Ridgeway has denied that a request from the commission was made to the
KCADC. “The only things I can tell you is clearly they’ve got a copy of the contract and know that we’ve contracted with the Economic Development Alliance. We have no authority or power to tell KCADC what to do,” Ridgeway said. “At the end of the day, we have to look at what’s in the best interest of Clay County. If the Clay County EDC can do something still for Clay County, good for them, good for all of us. It’s an absolute wrong impression to think anything other than wise choices for workers and business in Clay County have been made.” Martinette also stated no request had been made to the KCADC. “It’s absolutely, positively
recall a similar request having been made to the KCADC in the past but stated the organization would follow it since the request came from the county’s highest elected officials. “We have confidence in the alliance, and I have no doubt they will be a success,” Marcusse said. “We don’t have a dog in this hunt. We are simply responding to the request and guidance of the elected office.” Hampton said EDC representatives will attempt to meet with KCADC representatives in hopes the latter will revisit its decision. Representatives from the Missouri Partnership could not be reached to discuss its relationship with the alliance.
not even close to the case. They are client-driven. They do what’s best for the client,” Martinette said. “They’ve always worked with me, and they continue to work with me. It’s a working relationship that’s over 20 years old that’s turned into friendship. That comes from trust. That’s what we have, that’s what it’s been, and nothing has changed.” Martinette previously worked for the EDC. “It’s kind of troubling that an organization could join and dictate that other organizations can’t participate. I’m not sure that’s in the best interest of the community,” Hampton said. “I’m not aware of any time where this has happened.” Marcusse also could not

The Clay County Economic Development Council has raised questions about an alleged request from the Clay County Commission to the Kansas City Area Development Council to direct its business recruitment work within the county exclusively through the Clay County Economic Development Alliance. The Economic Development Corporation of Kansas City, meanwhile, refutes claims from the county commission that EDC-KC has made a commitment to the alliance. The alliance was created by the Clay County Commission to promote economic development for county communities and replace the county’s previously held agreement with the Clay County EDC. The new organization has been led by consultant Greg Martinette since his contract was approved by the commission on Feb. 19. Under the direction of Martinette, the alliance has become a member of the KCADC and sought out partnerships with other local and state economic development organizations. The commission described those partnerships in a March 11 memo: “The EDA has already received commitments from major employers, the KCADC, the EDC of KC and the Missouri Partnership to recognize and cooperate exclusively with the new EDA.” That claim was challenged in a March 22 letter sent from Pete Fullerton, EDCKC president and CEO, and Bridgette Williams, chair of the board of directors, to the county commissioners. “This statement was a surprise to us because the EDC-
KC has not taken an official position with respect to this matter, nor have we been officially asked to do so. Any decision regarding exclusive recognition and cooperation with a specific economic development entity is a matter that would need to be addressed by the EDCKC’s Executive Committee,” the letter said. “In our view, this response is necessary to clarify any misperceptions resulting from the statement contained in your March 11 memorandum.” According to Jim Hampton, Clay County EDC executive director, the partnership between the alliance and the KCADC has come at the cost of his own organization’s relationship with the Kansas City-area group. “Bob Marcusse, president of the KCADC, called me by phone and said this decision had been made, and I asked him to put that in an email,” Hampton said. “He said he had been contacted by someone with the County Commission and that they were going to route the leads then to them.” In the March 4 email Marcusse sent to Hampton, Marcusse wrote, “As a follow-up to the conversation we had Friday afternoon I wanted to confirm that we have been asked by the Clay County Commission to direct our business recruitment work that involves Clay County exclusively through the Clay County Economic Development Alliance.” In a March 21 interview, Marcusse stated he had received the request from the commission. “We were asked for the work we do, which is attraction of new business, that when we have a company that is beginning to show interest in Clay County that

County EDC launches strategic planning initiative Gladstone Mayor Carol Suter highlights Linden Square at State of Cities lunch By Ryne Dittmer The Clay County Economic Development Council unveiled its latest undertaking at the annual EDC State of the Cities Luncheon March 26 with the announcement of the Clay County Economic Development Strategic Planning Initiative. The initiative, a product of the EDC’s Competitiveness Task Force, will call upon the county’s cities to work as a unified force to develop a strategic plan to guide the future of Clay County economic development. “A year ago we created the Competitiveness Task Force and started discussing things we could do to improve Clay County,” EDC Chairman of the Board Tony Reinhart said. “In that process we came to the conclusion we needed an overall vision for the county and what we can do collectively.” Development of the strategic plan will be organized by co-chairs Jerry Nolte, a former Missouri state representative, and outgoing Liberty Mayor Greg Canuteson. Citing proximity to Kansas City and an international airport, quality schools and available land for development, the co-chairs agreed now was the time for Clay County to take its next step toward economic growth. “We’ve got a window of opportunity. What we need to do is start putting together a long-range program that is going to make sure that anybody who wants to work hard and see what can be done to make this a better community has the opportunity to do that,” Nolte said. Canuteson added he believed the lack of a strategic plan has posed a threat to future development. “I think the next 10 years in Clay County will determine what the county looks like for the next 50 years. We need to be sure we develop the right way,” he said. “The Northland is booming. All the experts agree the growth of the Kansas City metropolitan region is going to occur north of the river. Development is coming. The only question is how it’s going to look. Are we going to have waffle shacks and subway shops, or are we going to have high-tech business? Are we going to compete with Kansas and their attractiveness to entrepreneurs and to people that have very affluent businesses?” The EDC hopes to answer those questions using the input of county leaders and residents. “This is going to be an open process. We want as much input as we can get,” said Reinhart. Rinehart said those discussions will continue to shape the direction of the initiative in the coming months. “This is our time,” Canuteson said. “We think the Clay County EDC is the organization that has been at the forefront of doing this for the last couple of years. We think this is the organization that has the history of having the best interest of Clay County at heart. This is the only organization that’s not going to play politics. We’re going to put the people of the county and all the cities and all of our constituents and put them ahead of everything else, and we’re

Who is your Favorite Northlander?
Earlier this year, we asked readers to nominate people they know who have made a positive difference in the community and who deserve recognition. The combined staff of the Liberty Tribune, Gladstone Dispatch and The Kearney Courier selected four finalists from among these reader-nominated individuals to appear on the 2013 Best of the Northland ballot, and our readers will pick the Favorite Northlander as they vote on their other Northland favorites. Before you cast your vote, get to know this year’s nominees from the profiles below, then enter your choice in the Favorite Northlander category on the ballot. The ballot for our annual reader’s choice awards is also available onlie at www.BestoftheNorthland.net. Lou DeMarco
Lou DeMarco of Cosentino’s Price Chopper off Interstate 35 and Missouri Highway 291 is described by his employees as “one of the most remarkable store directors that the Northland has and will ever see.” DeMarco’s dedication to his store, his employees and his community are second to none. He and his wife, Donna, are active members of the Liberty and Kansas City North communities, volunteering their time to many local organizations. He belongs to and his a former board member of Sertoma. He also has been involved with the Liberty Chamber of Commerce for more than 15 years. The Liberty Hospital Foundation also has been a part of DeMarco’s life, as has Hillcrest Ministries, which aids in rehabilitating lives and families. DeMarco believes that the education of our youth and the activities they participate in are important. He has donated products to Liberty Public Schools for several occasions. His involvement extends to Freedom House, the St. James School Board, and being a ranking member of the Knights of Columbus, among other organizations. His family, including his wife of 29 years and their four sons, is involved with the state foster care system, helping other families and children. DeMarco’s support of his own family includes standing by Donna during her fight with breast cancer. “His involvement in his community and being a part of his employees’ and customers’ lives each day make him the impeccable director and human that he is.,” according to his nomination for Favorite Northlander recognition.
J.J. Greenwood
J.J. Greenwood of Kansas City North likes to tell people he spent 30 years in the federal penitentiary — which he did, as an inmate counselor. Since his retirement he has continued to provide coaching, mediation and guidance to Northlanders — some compensated and some on a volunteer basis. Among the work he does is mediating victimoffender restitution cases for the non-profit Conciliation Center based in Liberty, and family disputes between never-married and divorcing parents. He also does mediation for the Juvenile Offices of both Clay and Platte counties, working with delinquent youth and children beyond parental control (parent-adolescent mediation). Greenwood is the coordinator of a community justice board that connects community members with juvenile offenders to discuss the consequences of their offense and develop a plan to make things right. He was successful in reaching out to security officers in big-box retail stores to help the community justice boards work on the problem of juvenile shoplifting. He is also involved with Big Brothers. Most recently, Greenwood has become a coach for down-ontheir-luck parents trying to pay off child support arrears and get back on their feet. He is not a high-profile guy, according to the person who nominated him for Favorite Northlander recognition. “He is one of those salt-of-the-earth folks who don’t get much media attention but quietly go about trying to help people heal broken relationships and build their confidence to make the most of their strengths,” said the nomination.
Elizabeth Schneider
Elizabeth Schneider of Kansas City North is known for helping out across the Northland wherever there is a need. She is an advocate for shopping locally and recycling, is a businesswoman and a supporter of local students. She welcomes friends and family into her home as a safe haven, making it a second home to many. Schneider is active at St. James Catholic Church, leading the scheduling program for HOPE,and donating blood at the parrish every eight weeks. She also recently finished a stint as the secretary for her neighborhood homeowner’s association. She attends as many sporting events as she can at St. Pius X High School, as well as serving many community members as their Mary Kay representative and as a ticket salesperson at major sporting venues in the Kansas City metro area. She was the first to secure multiple recycling bins (four) for the St. James parking area, the model for other schools and churches across the Northland. She will help anyone in the community as best as she can. With her Mary Kay business, she recently held a class in honor of a neighbor and friend with cystic fibrosis, and all of her earnings ($500) went straight to his benefit for a doublelung transplant. “She is always willing to donate time or what money she has to help others, and that makes her my favorite Northlander,” according to the person to nominated Schneider for Favorite Northlander recognition.
Donice Yeater
Donice Yeater of Parkville has touched many lives as the director of Hillcrest Transitional Housing of Platte County, a program that provides temporary housing for homeless families so they can get back on their feet. The program requires that they attend life skills and community living classes along with budget counseling to ensure they can become self-sufficient. “Donice has been making this program work to its fullest potential in Platte County for the past 2 1/2 years,” according to the person who nominated her for Favorite Northlander recognition. “Under her direction, Hillcrest of Platte County has two housing sites for families, as well as two thrift shops.” As an active resident of the Northland, Yeater can be found cheering on her daughter at Park Hill South High School swim meets or at Rotary meetings. She also is on the Warrior Dash Committee and a member of the Northland Regional Chamber of Commerce Leadership Class. She can be spotted at the Harvest Ball year year or at Platte Woods United Methodist Church leading Sunday school classes. Yeater always stops to chat and find out how people are doing, remembering everyone’s names and making them feel special each time she speaks with them. She never seems to get tired, even though her calendar is always full. And yet she will make time in her busy schedule to meet with members of the community to move forward with Hillcrest’s mission to help homeless families become self-supportive, self-reliant contributors to society.
