Farm museum opens Atkins-Johnson property open to visitors Wednesday to Saturday By Amy Neal More than 300 people came to visit the Northland’s newest museum on its opening day. Atkins-Johnson Farm and Museum Manager Erica White counted 340 visitors Saturday, April 27, but volunteers put the number closer to 400 after a phooning flash mob showed up for a photo while participants held a running man position. “I thought the opening went very well,” White said. “I was overwhelmed by the turnout on Saturday and all the positive remarks.” She said the first visitors arrived almost an hour before the museum opened and were still coming through the front gate at closing time. The Gladstone landmark at 6607 N. Antioch Road opened as a museum this past weekend after years of extensive renovations by the city, which purchased the property in 2005. Its mission now it to tell the story of family farm life in Missouri in the 1800s. “It’s a wonderful tribute to life in Clay County in the 1830s,” said Mayor Jean Moore during a ribbon-cutting ceremony for the museum held by the Gladstone Area Chamber of Commerce Friday, April 26. Gladstone City Council members, former mayors, members of the Gladstone Area Chamber of Commerce and Friends of the Atkins-Johnson Farm were on hand for the ribbon-cutting and unveiling of a gift from the Friends organization: historically accurate reproduction wall paper in the home’s dining room. The museum features permanent exhibits and a room for traveling displays. Some artifacts are on loan from other local museums. “The Clay County Museum loaned us a few items for our exhibit and were impressed by the exhibits,” White said after the opening day. “The feedback from other museum professionals and (Clay County Archives) volunteers was also very positive. Overall, I think the new museum was well received and interest is high among the community.” The first traveling exhibit comes from Chippewa Valley Museum in Eau Claire, Wisc., with major support from the National Endowment for the Humanities. Farm Life: A Century of Change for Farm Families and Their Neighbors will be on display through Aug. 31. It includes a series of traveling posters and local artifacts such as a plow. Outdoors, an heirloom herb and vegetable garden has been planted as a Greater Kansas City Master Gardeners project. Pending the garden’s production, White said the

In addition to the museum, the city opened Linden Square in April and has live entertainment lined up for the outdoor venue every weekend through the end of August. “All these efforts have been behind the scenes for a long time, constantly working to create new momentum for the city,” Moore said. Moore was among the Gladstone residents who participated in Citizens on the Move in 2003. The citizen-based strategic planning initiative set goals for creating a new identity, development potential and tourist attractions in the city, said city Communications Manager Richard King. “We’ve done a lot of those things citizens said we needed to do in 2003,” he said. The museum is open 11  a.m. to 4  p.m. Wednesday through Saturday. Regular admission is $5. Although visits to the museum are self-guided, White said volunteers from the Friends of the AtkinsJohnson Farm who were trained on the history of the property and its restoration would be on site. The city of Gladstone’s projections for its next annual budget hold good news for the area. “These projections reflect, I think, an improving economy,” Gladstone City Administrator Kirk Davis said during an April 22 Gladstone City Council study session. The positive financial news, Davis said, will translate into improved city services and a strengthened commitment to city employees. During the meeting, city staff presented the proposed budget for fiscal year 2014, which includes the general fund and public safety sales tax fund. Revenues are budgeted at more than $17.5 million — up more than $396,000 from the previous year’s budget. The city is projecting revenue increases in areas including property tax and sales tax. Real estate valuations are expected to rebound slightly after several years of decline, and the city anticipates higher personal property valuations from new vehicle purchases due to continuing sale incentives and personal property value increases in the past year. In addition, the city anticipates a higher tax collection rate due to the city’s tax collection partnership with Clay County. The city attributes an expected increase in sales tax collections to accelerated consumer spending in Gladstone and increased sales of high-dollar items as a result of the economy improving. “Our sales tax revenue projection is greater than it has been for eight or nine years,” Davis said. The strong revenues will translate into new expenditures. The city is proposing 2 percent merit pay raises for staff members in addition to giving staff members one-time payments

intended to help offset rising health insurance costs. An employee with a salary of $40,000 or less would receive $800, an employee with a salary larger than $40,000 but less than $75,000 would receive $400, and an employee with a salary of $75,000 or greater would not receive a payment. “This is the largest supplemental package we have ever offered,” Davis said. The city is proposing adding two new staff positions: a part-time human resources clerk and a multi-family building inspector. Also proposed is a contractual event planner to focus on Linden Square events. The city also anticipates hiring two new police officers. The officers will implement a safe residence program, address issues at multi-family properties, and attend neighborhood and multi-family meetings. Personnel costs account for more than 71 percent of the proposed budget’s expenditures. Outside of personnel, Davis said the budget emphasizes achieving budget team goals including council goals, strategic planning initiatives, economic development initiatives and the fleet maintenance program. Proposed capital equipment purchases include a Ford Escape for the multi-family building inspector and three Gator utility vehicles for the Parks and Recreation Department. Proposed public safety capital equipment purchases include two motorcycles, two patrol vehicles, a thermal-imaging camera and a new ambulance chassis. Other proposed public safety purchases include bullet-proof vests, bike patrol, 46 Tasers, and overtime to support directed enforcement and patrol activities in multi-family complexes. The City Council plans to adopt the 2014 fiscal year budget in June.

News in Brief Constitution Commission meetings on May 7, 14

Chamber golf tournament sign-ups begin

Work on drafting a new county constitution will move to Smithville in May as the Clay County Constitution Commission plans to hold back-to-back meetings. The commission plans to meet at 5 p.m. Tuesdays, May 7 and 14 at 5 the Smithville American Legion, 2607 Missouri Highway 92. At the meetings, the commissioners expect to discuss the make-up and roles of a proposed county council and county administrator. The discussions, still in the conceptual stage, will lead to the eventual draft of a new constitution the commissioners will present to the public for final approval. Team registration for the Gladstone Area Chamber of Commerce annual golf tournament is going on now. This year’s four-person scramble will be on Thursday, Oct. 3, at Shoal Creek Golf Course in Kansas City. The day of the event, registration will begin at 11:30 a.m., followed by lunch and a shotgun tee-off at 1 p.m. Each foursome can include any combination of men and women. If enough all-woman teams enter, there will be a separate women’s division. Special events for men, women and senior men will be offered on the course. Tri-County hosts Mental Health Week events

Sheriff’s Office warns citizens of fraudulent crime website The Clay County Sheriff’s Office has issued a warning about a fraudulent website after receiving complaints from county citizens about incorrect information being shared. The site, www.claymissourimugshots.org, features a listing of mugshots and charges of alleged Clay County residents. The site allows individuals the opportunity to pay to remove their listings. According to a press release, the site is not a product of the Clay County Sheriff’s Office and lists inaccurate information and charges. The Sheriff’s Office does not have a website that disseminates information for detention records other than current inmate population. The site says its operations are located out of Toronto, Canada.

Tri-County Mental Health Services will observe national children’s Mental Health Week, May 5 to 11, with several events and activities. The focus of this week is to raise awareness, reduce stigma and bring the community together to improve the lives of children and families. Green ribbons will be displayed to raise public awareness regarding children’s mental health. Tri-County children’s programs include psychiatric care, individual and family therapy, case management and day treatment. The week will also include the formal announcement of the second annual Heart and Sole 5K Run/Walk. The event raised more than $2,000 in its first year for the Tri-County Holiday assistance program, a monthly children’s art contest and other services for families and youth. The 2013 run/walk will

Dikeman photography exhibit slated to open May 31 The photography of Deanna Dikeman will be on display at the Gladstone Community Center in June and early July. GOP reaches out to Latinos Republican National Hispanic Assembly of Missouri launches new chapter

By Angie Anaya Borgedalen After getting trounced in the 2012 election, the Republican Party is taking a hard look at its relationship with a growing segment of the population: Hispanics. Now the largest minority group in the United States at 16.7 percent, compared to 13.1 percent for blacks, Latinos are flexing their political muscles, even in a state like Missouri with its 4 percent Hispanic population. According to census data, the Hispanic population grew 130 percent from 51,653 to 118,592 between 1980 to 2000 in Missouri. The Hispanic population in Missouri in 2012 was an estimated 227,577. In Clay County, the Latino population is about 6 percent, according to census data. So some say it’s time that an organization is established to position itself to capture some of those Hispanic voters or lure them away from the Democrats. The Republican National Hispanic Assembly of Missouri held its first official meeting April 6 in Jefferson City, and is now recruiting members. There are RNHA chapters in other states. Northlander Pedro Sotelo has been elected chairman of the fledgling group. Two other Clay County residents have also been elected to the board. Mary Hill is second vice chair, and Damaris Pinero

is in charge of membership. Board members from other areas of the state are Zoe Soto Gilbert, first vice chair; Brenda Ringo, secretary; Dan Ringo, treasurer; Mark Mattei, social media; and Marybeth Luna-Wolf, public relations. Sotelo said membership is not limited to Hispanics, but those who join the grassroots political organization must be prepared to take action to show that the GOP has something to offer to those frustrated with government. “I’m a firm believer that you don’t complain unless you have a solution,� Sotelo said. A U.S. Army combat veteran and an ordained minister, Sotelo has been working with veterans suffering from post traumatic stress disorder. He said he hopes to run for his first public office in the near future. “The Republican message is not being communicated properly,� Sotelo said. “There’s a disconnect. The Democrats have been much more effective at communicating.� Puerto Rican-born Sotelo said he has always considered himself conservative and believes the GOP’s core values are more in line with Hispanics’ values. “Faith, families, freedom and a strong work ethic are very important to us,� Sotelo said. “I think 2012 was a wake-up call for Republicans that we need to work together. You have to be willing to do what’s right, not what’s popular.�

Immigration reform has been a divisive issue that needs to be addressed head on, he said. “The Republicans have failed to put a plan on the table,� Sotelo said. “It takes both sides working together to bridge this gap.� Innocent children, for example, who were brought to this country illegally by their parents, need to be given the opportunity for citizenship and to be successful, Sotelo said. “It’s about doing the right thing,� Sotelo said. “People are suffering. We need a proper system and a comprehensive plan.� In addition to fostering the Republican’s message of inclusiveness, Sotelo

said the assembly will focus on increasing the number of Hispanics serving on boards and support and encourage Hispanics to run for public office at local, state and federal levels. Craig Porter, chairman of the Clay County Republican Central Committee, said he had joined the assembly in hopes of helping the GOP better connect with minority voters. “The Republicans have been painted by the national media as the bad guys who steal candy from children,� Porter said. “The Democrats aren’t the ones who freed the slaves, Republicans did.�

Oak Park High School senior Megan Jeffries was recognized as the 2013 Northland Coalition Volunteer of the Year. The award was presented to her by Youth With Vision Coordinator Elise Bennett at the Make good Things Happen Prevention Conference held April 12 at Pleasant Valley Baptist Church in Liberty. Youth With Vision is the youth advocacy partner of the Northland Coalition, a group of volunteers from Clay, Platte and Ray counties that works, with the support of Tri-County Mental Health Services, to create safe, substance-abuse free communities. In presenting the award, Bennett expressed her admiration for Jeffries’ dedication and commitment to her work as co-chair of Youth With Vision. Bennett cited the young leader as being definitively instrumental in the success of behavioral norming campaigns and programs on topics such as substance abuse, suicide and bullying prevention, and distracted driving. “Megan has many qualities that enable her to stand out among her peers,” Bennett said. Bennett listed the following accomplishments Jeffries achieved during her affiliation with Youth With Vision: • selected to speak at numerous conferences and leadership trainings, including being the only youth selected to present a workshop at the Missouri State Champions of Prevention Conference in 2012. • chosen as the only youth representative to serve on a panel at the National SYNAR Conference in August 2012. • presented two workshops at Tri-County Mental Health Service’s annual Girl Power Middle School Leadership Academy on self-esteem and body image. • met numerous times with senators and representatives from her district to advocate for policies that would make access to alcohol and other drugs more difficult for her peers. • participated in a round table at the Capitol in Washington, D.C., that was taped and sent to the White House. In addition, Jeffries has served as a mentor to first-time juvenile offenders in Platte County Juvenile Baseline Trainings
