City targets crime By Nancy Hull Rigdon A three-year-old Gladstone crime prevention program has posted positive results, and the city plans to continue supporting the initiative. In 2010, the city began the Safe Residence Program in an effort to curb rising crime rates. The program targets rental units — the property type where a majority of crimes occur. As evidence of the program’s results, Gladstone Police Officer Andy Warner looks to statistics. Charts show a significant drop in calls to apartment complexes. For instance, police logged 2,700 minutes at rentals in January 2010, compared to 2,000 minutes at rentals in January 2013. In addition, the stats show sharp declines in crimes including domestic disturbances and narcotics at rentals. Warner, one of two officers who dedicate a majority of their time on the clock to the program, also points to changes outside of data. “If you drive around to several of the complexes, you’ll see many have revamped their image. They’ve

repainted, cleaned up, been renamed, have new owners, new managers,” Warner said. “A lot of the owners are really wanting Gladstone to be a much safer place to live.” The program focuses on increased police presence, stricter tenant screening and eviction policies, heightened communication between property management and police, and a more streamlined data tracking system. As part of the partnership between police and complexes, property managers attend what’s called crime-free multi-housing training, which includes training on crime trends. The police have also worked with property managers to draft and implement what a crime-free lease addendum, which spells out what type of activity could lead to eviction. Also as part of the program, police contact a property manager within hours of an incident at a property, and police maintain a database that tracks details on tenants, visitors and incidents at rentals. “This has been a very effective program,” Warner said. Still, more work remains. In 2012,

Gladstone had a record five homicides, three of which occurred on rental property. Warner said police seek to work with the City Council to pass new ordinances aimed at further reducing crime. Now, apartment complexes participate in the program on a voluntary basis, and police would like to see mandatory participation. Thanks in part to the city’s solid financial health, the city’s proposed budget for the 2014 fiscal year includes funding that seeks to heighten police presence. The proposed budget includes $5,000 for overtime to support enforcement and patrol activities at rentals as well as $12,000 to implement a police bicycle program so officers can patrol parks, trails and apartment complexes on bike. “These programs will place emphasis on elevating police presence in our community,” a city budget document said. “The expected result is a reduction in criminal activity in neighborhoods and strengthening the department’s relationship with our citizens.”

Consultant Greg Martinette presents first EDA report to County Commission C ou nt y d e ve lop ment consultant Greg Ma r t i net te repor ted on his first quarter of work as president of the Clay County Economic Development Alliance during the Clay County Commission meeting April 29. Martinette, who was hired by the commissioners to lead the EDA in February, said he was honored to present the alliance’s first update to the commission and detail the work the organization has completed thus far. “After 60 days I’m really proud of what we’ve accomplished. I think if it hasn’t met my expectations, it’s pretty close and maybe exceeded in some areas,� Martinette said. “Things are going terrific as far as the vision I had, the vision our customers had and the vision our commissioner had. They wanted on-theground measurable activities that are customer focused, and I think that’s what we’re doing.� T he presentat ion touched on several goals the commissioners and Martinette had set for the EDA, first noting partnerships the organization had developed. “I thought it was important with the new alliance to place importance on working with our partners and being able to accomplish much more in working as a group,� he said. “It was important to me to establish relationships with our key Northland partners.� Martinette said the partnerships, including with the Northland Regional Chamber of Commerce and the Platte County Economic Development Council, were an important part of attracting more projects to the region. Additionally Martinette said, the EDA, along with several partners, is planning a small business workshop scheduled to debut this summer. Another key aspect of Martinette’s presentation included Clay County’s participation the Missouri Department of Economic Development’s certified sites program. The program collects data on potential construction sites to present to prospective businesses. “The certified site establishes all that information collected ahead of time. The process takes about one year and at the end of the process you have about six notebooks f ull of information. You’re doing the consultant’s job basically, but that gets you way ahead of the curve,� Martinette said. “Even though they are an extensive amount of work, they are a direct benefit to our communities and to developers, and it gives our sites an advantage when a company is looking to relocate because the work is already done.� Currently, there are only 15 certified sites

Medicare assistance at health center The Clay County Public Health Center has announced that volunteers for CLAIM will have office hours every Tuesday morning at the health center. Other days and times may be made by appointment. There is no charge for this service. CLAIM is the state’s health insurance assistance program that helps older adults understand Medicare programs and services. It is a nonprofit organization that provides free, unbiased information about Medicare to Missourians. Its goal is to provide local volunteer counselors to help others get the most from Medicare benefits. The health center has been a CLAIM host site for four years for Medicare D enrollment and other Medicare events. CLAIM is a major program under the Primaris organization. Primaris is a federally designated Quality Improvement Organization for Missouri working to bring better quality and more affordable health care to the State. Older adults wanting more information about Medicare should contact the CLAIM office at 1-800-390-3330. Appointments and referrals for local counselors will be set through them.

FAFSA Frenzy events make applying for financial aid easier by providing students with free, on-site help to fill out the FAFSA, which is the first step in applying for most federal, state and institutional financial aid. The FAFSA Frenzy event held at MCC-Maplewood on Feb. 17 helped 62 participants. Volunteers at FAFSA Frenzy events held around the state helped 1,470 students file their Free Application for Federal Student Aid this year, a 5.6 percent increase over last year’s total. More than 600 volunteers assisted at 55 FAFSA Frenzy sites around Missouri.

Do what you do, and do it well.” Jewell President David Sallee said Robinson had been a willing mentor for all her students, but especially African-American students. He said about 17 percent of Jewell’s 1,050 students come from minority backgrounds. “No matter who we hire, it will be hard to replace three decades of experience,” Sallee said. “She has been fabulous, a great role model for the students.” Dr. Carla Mebane, who arrived at Jewell as a non-traditional black student, said she never took a class from Robinson but was nonetheless greatly influenced by her. Both women have daughters about the same age, and Mebane said she instantly felt comfortable with Robinson. “Jewell was hard for me. The rigor was intense, and I was determined that I would succeed in my pursuit to my own happiness,” Mebane said. “I saw Cecelia as a jewel in the midst. She was confident, concerned and helped me to understand that I needed to ‘suck it up’ and get busy so I could get done. I will always remember that about Cecelia as I now have achieved my own doctorate in education.” Mebane said she returned to Jewell in 2008 and worked along side Robinson during a oneyear appointment in the Education Department. “Cecelia will always be someone I attribute to all my successes. She would always say, ‘I’m proud to know you’, and I would smile thinking, ‘I am proud to know you,’” Mebane said.

As Dr. Cecelia Robinson bids farewell to her colleagues and students, William Jewell College will be losing its first and only African-American tenured full professor. Robinson, who arrived at Jewell by way of Oak Park High School, taught her last class Friday, May 10. After taking the traditional walk around the Quad with the 2013 graduating class Saturday, May 18, she will no longer be a part of the Jewell working faculty for the first time in 34 years. Robinson, a widow who looks younger than she is, said reaching the end of her career in the English Department is both scary and exciting. “I am starting a new phase of my life, and I’m asking myself, ‘Who am I’?” Robinson said. “What lies ahead?” However, Robinson said she is looking forward to freedom from the everyday obligations of teaching, planning programs, meeting deadlines, attending meetings and grading papers. Robinson said she plans to pursue her own creative interests at her own leisure. “I’d like to take a dance class,” Robinson said. “My brother is getting married in August, and I want to wow him with my dancing like the stars.” Robinson said she also plans to do research, write and travel. On her list is a visit to the Clinton Presidential Library. “I also would like to go to China,” Robinson said. “But my life has been so scheduled, I just want some time to relax and have fun.” Robinson moved to the metro area in 1972 when she got married to her late husband, Ken. Her first teaching job was at Oak Park. She was the first African-American teacher in the North Kansas City Schools district. “During six of the seven years I taught English at Oak Park, I was the only black instructor in the school district,” Robinson said. She ended up spending 42 years as an educator. Edward Scott, one of Robinson’s students, said she had influenced him as an educator and adviser. Scott is graduating this month with a degree in psychology and applied critical thought and inquiry, and plans to go to graduate school. “Quite frankly, she’s held me accountable to the highest standards of scholarship and civic engagement, as well as accountable to myself and my true potential. Sometimes, as a minority student, there is this feeling of persistent inadequacy or a need to defy the stigmas of the masses, to prove oneself,” Scott said. “Dr. Robinson has always been there to affirm my capabilities, remind me that there always is room for improvement and challenge me to focus on impressing myself because if I’m happy with me, then it won’t be the end of the world when someone else isn’t.
