Northland family finds hope at DDRB Developmental Disabilities Resource Board expands its services By Angie Anaya Borgedalen Shortly after Joshua Boss was born 22 years ago, his mother knew something wasn’t quite right. “There were some developmental delays,” Kelcie Boss said. “Then he had a stroke when he was 2 that left him severely handicapped.” Boss said doctors told them Joshua had maybe a year to live, possibly five. Now 20 years later, Joshua spends his days in a wheelchair unable to speak, stand, walk or eat, and he has limited use of his left hand. Joshua is fed through a tube and has a fondness for stringed beads. “He loves his beads and he likes bells, but the sound of the bells can get irritating,” Boss said. Although he cannot talk and suffers seizures daily, Joshua does have ways to communicate. His mother said he does not like to be touched by strangers but likes to flirt with pretty girls, especially blondes. Despite his limitations, Joshua does have a quality of life thanks to his family and the services he receives through Clay County D eve lopme nt a l D i s abi l it ies Resource Board’s network of community partners. DDRB is supported with a 12-cent property tax levy that raises about $4.5 million annually. “We read, sing to him and watch TV and talk to him, but we don’t know how much he understands,”

Until he was 21, Joshua attended classes at Maple Valley State School for the handicapped. And now that he has aged-out of Maple Valley, Joshua attends Triality’s day program for adults weekdays. Triality staff pick him up and bring him home. “They play games, listen to music, go on outing. It gives him an opportunity to socialize with other adults,” Boss said, “and it gives me time to run errands like go to the grocery store. He seems to enjoy it.” Joshua also has a personal care assistant who takes him places on weekends or keeps him overnight if the family needs a break. “The services we receive have been a lifesaver,” Boss said. “We are so lucky.” The Bosses also have two other children, Zach, 21, a college
student, and Elizabeth, 24, who is also receiving services through DDRB. Boss said Elizabeth had a stroke when she was in third grade. Both Joshua and Elizabeth have been diagnosed with Moyamoya syndrome, a disease in which certain arteries in the brain are constricted. Joshua also has William’s syndrome, a rare neuro-developmental disorder, Boss said. Elizabeth is working with a case manager to help her explore e mploy me nt opp or t u n it ie s through Vocational Services Inc. Considered high-f unctioning, Boss said her daughter hopes to live a normal life — get a job, move to an apartment, find a boyfriend and perhaps get married. “That’s what we want for her, too,” Boss said. “We want her to be DDRB/Page A3
City pool to open May 25 The Gladstone Municipal Pool will open soon, and season passes are on sale at the Gladstone Community Center and City Hall. The outdoor pool will reopen to visitors for the weekend at noon Saturday, May 25. Daily hours beginning Friday, May 31, are: • noon to 8 p.m. — Monday to Saturday; • noon to 7 p.m. — Sunday. Family, individual and senior membership levels are offered for residents and non-residents. A family season pass costs $135 for those living in Gladstone and $150 for out-of-town families. Members of the Gladstone Community Center are eligible for discounted outdoor pool passes at all three membership levels, with resident families paying $87.75 and non-resident families paying $97.50. Season passes offer unlimited visits for each pass holder. Daily admission is $5.50 per person for
non-members age 3 years and older. The municipal pool features an Olympic-size main pool with one-meter and three-meter diving boards, an open flume slide and a drop slide, zero-depth entry, spray features, a 900-gallon dumping bucket and shade structures. The pool area has restrooms, showers, family changing room, individual lockers and a concession stand. The city-operated concession stand is open from noon until one hour before the pool closes. The municipal pool will close Tuesday, Aug. 13. From Wednesday, Aug. 14, through Monday, Sept. 2, municipal pool season pass holders will be offered complimentary use of the Gladstone Community Center. News in Brief Library invites kids to ‘Dig Into Reading’ Children, teens, families and daycares are encouraged to read this summer with Mid-Continent Public Library’s “Dig Into Reading� program. “Reading is one of the greatest pleasures in life. Connecting a child with the right book at the right time can have a profound and lasting effect,� said Youth Services Manager Shari Ellison. “The summer reading program provides the opportunity for children of all ages to enjoy reading just for the fun of it, without realizing that they are learning and practicing skills that will help them throughout their life.� Last year, the library system gave out more than 145,510 books and prizes to more than 62,963 participating children and teens. This year MCPL is encouraging reading by giving away a wider variety of book titles, hosting events for all ages at all 30 of its branches, and helping kids explore what’s beneath the surface. Featured programs will include Magical Dinosaur Dig featuring Tommy Terrific, Dig into Nature with WildHeart, conservation educators and entertainers, and Jim Cosgrove aka Mr. Stinky Feet. For the sixth year in a row, this event will give 200 kids ages 6 through 14 an opportunity to stay fit and be able to tell their friends, “I did a triathlon!â€? The race will begin at 9 a.m. and have three age groups: • Ages 6 to 8 will swim 50 yards, bike 1.5 miles and run a quarter mile; • Ages 9 to 11 will swim 100 yards, bike 1.5 miles and run a half mile; • Ages12 to 14 will swim 200 yards, bike 3 miles and run 1 mile. Registration fees are $55 for the first child and $50 for each additional sibling. Registrations must be delivered by Friday, May 31. Thirteen applicants have sought to fill a vacancy on the Clay County Circuit Court created by the appointment of Judge Rex Gabbert to the Missouri Court of Appeals, Western District. The 7th Judicial Commission planned to interview all of the applicants Wednesday, May 22, at the James S. Rooney Justice Center, 11 S. Water St. in Liberty. Immediately after the interviews, the commission was expected to meet to select the names of three applicants to send to the governor. Zoo changes free day for Clay Co. visitors The Kansas City Zoo has rescheduled its next free day for Zoological Tax District residents in Clay and Jackson counties to Tuesday, June 25. The zoo will be open from 8 a.m. to 7 p.m. that day. Zoo and Kansas City officials chose to change the date because of the large turnout of the zoo’s previous free day and to create a more enjoyable visit for guests. “Every child, teenager, adult and grandparent needs an opportunity to visit the zoo. Most importantly during their visit, they need to enjoy the animals and relish the time spent with their friends and family. By moving this free day to what had been known for many years as a discount day at the zoo, Tuesdays, and extending hours until 7 p.m., we hope to hear much laughter and see everyone creating amazing zoo memories,â€? said zoo CEO and Executive Director Randy Wisthoff in a press release. To receive free admission to the zoo during free days, Clay County residents need to present a photo ID with proof of a county address.

Missouri jobless rate drops to 6.6% Gov. Jay Nixon says the April jobs report released May 14 shows Missouri’s economy continues its momentum in the right direction. The April jobs report showed that Missouri employers created more than 12,000 new jobs during the month, while the state’s unemployment rate fell to 6.6 percent, lower than the U.S. unemployment rate for the 44th consecutive month. The governor also said the gain in tech industry jobs — highlighted in a report released today from the TechAmerica Foundation — demonstrates how the technology and science sectors continue to grow in the Show-Me State, with Missouri posting the third highest percentage increase in tech industry jobs last year in the nation. “We continue to see the strong, positive indicators for our economy, both in the jobs report and in this national tech industry study,� Nixon said. “Those indicators can be seen in announcements by companies as large as Monsanto, Ford and IBM, and in the growth of small businesses in towns across the state. We’ve been successful in fostering a stable, pro-business economy that is helping companies of all sizes invest in our state, create jobs for our outstanding workforce, and ensure that Missouri remains a place attractive to live and work.�

MGE monthly surcharge increases The Missouri Public Service Commission has approved a request filed by Missouri Gas Energy to adjust the infrastructure system replacement surcharge on the bills of its natural gas customers. The ISRS adjustment reflects infrastructure replacement investments made by the natural gas company since June 2012. These costs for natural gas pipeline replacements and relocations were not previously
included in MGE’s rates. The ISRS for residential customers has been 69 cents a month. As a result of this filing, the ISRS will be adjusted and residential customers now will pay 96 cents a month. The change was effective May 15. MGE provides natural gas service to approximately 500,000 customers in Missouri.

Taylor said DDRB, located at 920 Kent St. in Liberty, took over targeted case management from the state last year. “As of April 9, we were providing services for 456 Clay County consumers and are projecting the services will be extended to 1,000 by the end of 2013.� Charles Washburn, executive director of DDRB, said they plan to hire more case managers to handle the anticipated workload. His goal is to have each manager handle 40 cases. “One of our biggest future challenge is dealing with emerging autism,� Washburn said. “We’re trying to do the best job we can.�

M e t r o p o l i t a n Community College has named Utpal K. Goswami as the new president of the college’s Maple Woods campus in Kansas City North. Goswami comes to Maple Woods from College of the Redwoods in California, where he served as vice president of instruction. He also served as interim president and superintendent of the college in 20112012, during which time he led the district in responding to accreditation challenges, development of a new mission/ vision statement, development of the 20122017 strategic plan and the 2012-2017 education master plan, and implementation of major capital projects. P r ior to joining College of the Redwoods, Goswami served as vice president and provost at Yavapai College in Arizona, where he was involved in the successful ballot initiative that led to the creation of a Joint Technical Education District. Before Yavapai, Goswami worked at St. Louis Community College’s Meramec campus as the dean of business administration and instructional operations. Goswami’s 30 years of experience in higher education is split evenly between teaching and administration. He has extensive experience in program development, implementing best practices in student success and institutional effectiveness, integration of technology in the teaching and learning process, use of data-driven decision-making, developing and supporting shared governance processes, promoting professional development and helping institutions meet accreditation standards. Goswami has been involved in developing more than a dozen new educational programs to serve community needs and has supported the development of more than 160,000 square feet of educational space. He has helped obtain more than $15 million in external funds through grants and partnerships and has successfully managed large budgets under adverse fiscal conditions. “MCC is in the midst of an unprecedented transformation focused on student success as we prepare them for the pursuit of a baccalaureate at a university or a new career in Kansas City’s businesses and industries. Dr. Goswami brings an

The Stonebrooke library was formally introduced at a neighborhood event Friday, May 17. Oakhill Day School in Gladstone also has a Little Free Library. The Stonebrooke neighborhood has added a Little Free Library at the corner of 72nd Street and Myrtle Avenue. “I love books, they are my passion, especially children’s books, and since I am not able to volunteer at my daughter’s library any more, this is my way of still doing something that hopefully will excite children — and adults — to pick up a book,” said Patty Temaat. The books in the library are free to anyone who wants to take one to read. They then have the option of simply returning the book to the Little Free Library, or exchanging it for another book they have read and would like to
