Theatre in the Park to close 26th season with ‘Music Man’ Gladstone will close its 26th season of Theatre in the Park with “The Music Man.” The free show opens Friday, Aug. 2, and runs three consecutive nights through Sunday, Aug. 4. All performances begin at 8:30 p.m. at the amphitheater at Oak Grove Park, and concessions will be provided by Gladstone Rotary. The show is based on a book by Meredith Willson and Franklin Lacey: In the early summer of 1912, aboard a train leaving Rock Island, Ill., a stranger overhears a group of salesmen saying that Iowa is the biggest test of all sales ability. The conversation eventually turns to another topic: a con man known as Professor Harold Hill, whose scam is to convince parents he can teach their musically disinclined children to play musical instruments. On the premise that he will form a band, he takes orders for instruments and uniforms. But once the instruments arrive and are paid for, he skips town without forming the band, moving on Theater/Page A5

SHELTER: ‘We vaccinate everything that comes through our doors’ Continued from Page A1 meet-and-greet room. The latter provides a more personal and private area where humans and animals can get to know one another and find out whether they are a good match. “We anticipate that will help increase adoptions,” Deras said. “It was a much-needed room.” The project also reconfigured or updated existing areas, including adding soundproofing to the kennel, installing an easyto-clean surface on kennel walls, remodeling the reception area and office, and establishing dedicated laundry and break room space. “We’ve now been able to separate the animal part of it from the people part of it,” Deras said. The additions and upgrades facilitate caring for the animals and getting them ready for adoption during their stays at the shelter. Every animal makes a stop in the exam room, where vaccinations are given and nails are trimmed. “We vaccinate everything that comes through our doors … to try to reduce contagions within the facility,” Deras said. All animals are up to date on vaccinations based on age, spayed or neutered, and given a registered microchip before going home with a new owner. “That way, if it does cross our path, we’ll be able to get them home,” Deras said, explaining that any stray animals brought in is scanned for a microchip. The shelter contracts with Kendallwood Animal Clinic and Gladstone Animal Clinic for the surgeries. Deras said animals are kept at the Gladstone shelter “as long as we have space and they stay healthy.” She estimated 75 percent of the animals taken in are strays. These animals are held for seven days before becoming eligible for adoption. This gives the owner of a lost pet the opportunity to claim the animal. In the case of an owner-surrendered animal, the dog or cat is available for adoption after a 24-hour wait — a time when the owner can come back for the animal. The quarantine space is used to segregate and observe animals that might be ill or have other issues, like a dog that has bitten someone. These canines are kept in quarantine for 10 days. If the dog shows no sign of aggression during that time, the animal is

News in Brief
Area artists are invited to draw or paint one of the Kansas City area’s iconic water features as part of campaign to raise funds for aging fountains that are in need of immediate and critical repairs. The foundation has more than 150 fountains and sculptures it recognizes. Among the fountains with the most pressing restoration needs include a Northland landmark, the Children’s Fountain at North Oak Street and Missouri Highway 9 in North Kansas City. The nonprofit City of Fountains Foundation is asking artist to submit their original works — no photography or digital creations — for an o-line auction to take place Sept. 2 to 16. Half of the proceeds from the auction will go to the participating artists whose framed creations sell online, and half to the foundation’s Wish Upon a Fountain campaign. Artists may learn more about the auction campaign, including the locations of area fountains, and submit their favorite art for auction at kcfountains.org. The deadline for submission is Wednesday, Aug. 28. Works selected for auction will be displayed

The city of Gladstone and Clay County will participate in the Missouri Department of Revenue’s annual Back to School Sales Tax Holiday from Friday, Aug. 2, through Sunday, Aug. 4. During the holiday, certain back-to-school items such as clothing, school supplies and computers can be purchased free of sales tax. Kansas City also is among area cities participating in the tax-free holiday. In all communities, the state’s portion of the tax rate, 4.225 percent, will remain exempt for the sale of qualifying items. City sales tax will not be charged in participating communities. The sales tax exemption is limited to clothing items with a taxable value of $100 or less, school supplies not exceeding $50 per purchase, computer software with taxable value of $350 or less, personal computers less than $3,500 and computer peripheral devices less than $3,500. Items not included in the sales tax holiday include watches, watchbands, jewelry, handbags, CD players, headphones and sporting equipment. For additional information on the holiday weekend, visit dor.mo.gov.

The Clay County sheriff’s deputies is authorized to refuse entry to the courthouse to anyone not in compliance with the rule. Lawyers in good standing with the Missouri Bar, staff assisting lawyers, probation and parole staff, law enforcement officers, courthouse staff, judges, grand jurors, anyone reporting for jury service, jurors and wedding parties will not be subject to the ban. The order is the result of a growing concern regarding issues such as disruptions in the courtrooms, attempted recordings of cases, unauthorized photography and weapons disguised as cell phones. Signs will be displayed at the courthouse as a reminder.

CONSTITUTION: Full 20-page document available online Continued from Page A1 deserve (the new constitution). They’ve gotten a raw deal from county government, and they deserve something better and this is better.”
Structure
The proposed constitution replaces the county’s three-member commission with a county council composed of one county chair and six district council members. The chair would be elected at large with one council member elected from each of six new county districts. The county chair and council members would be paid $2,000 and $1,000 per month, respectively. The council would work alongside a county administrator who would be responsible for the daily management of the county. The individual would be appointed by a majority of the county council and would oversee the preparation of the county budget, make appointments to county positions and assist the county council in preparing for meetings. Under the constitution, the county sheriff and prosecuting attorney would continue to be elected by the public. All county elections would occur in a non-partisan format. The non-partisan decision stemmed from the overwhelming public support the idea received at the commission’s public hearings in June. “Non-partisan seems to be everything we heard from everybody,” Suter said. “It’s just a trend in America. People aren’t identifying with party politics.” With the move to

Commissioners said the proposal’s structure, similar to many city governments, will be a selling point to voters in November. “This is a great exercise where we took county government and moved its shape and structure to a city style. People will feel more confident and comfortable with a county government that looks and feels like a city government,” said Suter.
