On April 8, voters in the North Kansas City Schools district will pick two school board members from a field of three. The candidates, in the order they appear on the ballot, are Joe Jacobs, Dixie Youngers and Brian Mercer. Incumbent Jacobs currently serves as board president. Why did you decide to run for a seat on the Board of Education? During my board service, many positive changes have been made in the school district that improve student learning. Some of them include all-day kindergarten, an expanded early childhood program, Adventure Club, International Baccalaureate, college credit in high schools, one-to-one computing for every high school student, technology at every level in every classroom, ... enhanced building security and recently a modified calendar pilot program that offers more days for student learning in two elementary schools to name a few. I am also very proud that North Kansas City Schools has achieved full accreditation, both nationally and at the state level, while I’ve been on the board. Please describe what you consider the role of the board and its members. The Board of Education’s role is to exercise general supervision over the schools of the district, and to ensure that the schools are maintained as provided by state statutes, rules and procedures of the Missouri State Board of Education and/or the Missouri Department of Elementary and Secondary Education, and the policies, rules and procedures of the school district. In addition, the board is accountable to the voters (community), and shall be responsive to the educational needs and the imposed financial constraints of the district.

DIXIE YOUNGERS Why did you decide to run for a seat on the Board of Education? I feel I am uniquely qualified to serve on the school board being a former North Kansas City Schools board member and from all the leadership activities I have been involved with in the school district over the past 17 years. In addition, my engineering work experience focused on continuous improvement which is applicable to the school board position. Please describe what you consider the role of the board and its members. The role of the school board is to govern the school district. School boards hire the best superintendent, establish performance goals for the superintendent and then annually evaluate the superintendent’s performance. School board members are also links between the community and the school district.
Mercer said. All of the candidates live in Kansas City North. The top two voter-getters will be elected to three-year terms. A fourth candidate dropped out of the race in February. Kevin Corlew, who currently serves on the board, opted not to seek re-election and instead declare his candidacy for state representative in Missouri House District 14.
Corlew’s term expires in April. “As a board member for a Northland school district, I’ve been able to make a meaningful difference for students, families, and the community,” he said. “The public-service experience I’ve attained will undoubtedly help me represent the people of the Northland as a state legislator.” — Amy Neal
BRIAN MERCER Why did you decide to run for a seat on the Board of Education? I want to give back to the district that’s been so good to me for so many years. I want to help create a bigger social networking footprint in the district as a whole. I want to help parents catch up to the technology and newer learning techniques that their children have been doing in classrooms for years now. If the bond issue and levy increase are passed, I want to make sure the money is spent correctly on the security, safety, repairs and programs voters were promised. If they aren’t passed, I want to find new and creative ways to provide the funding for the security and programs. Please describe what you consider the role of the board and its members. The role of the board and its members is to help bridge the gap and create better communication between children, parents, teachers and the community surrounding them. To come up with new and unique ways to fund already successful school programs and create new school programs that will be just as successful.

Service Notes Dalton A. Mink received the George C. Marshall Award during an awards ceremony at the Marshall Center, Virginia Military Institute in Lexington, Va. The award is named in the honor and legacy of Gen. George C. Marshall, who served in World War II as the Army chief of staff, and in the post-war era served as secretary of state and secretary of defense. The award is presented annually to the most
outstanding senior Army Reserve Officer Training Corps cadets in military science studies and leadership values in each battalion at host universities or colleges. Top cadets from each cadet battalion represent the very best of a highly selective organization. This is a national award and the highest award an ROTC cadet can receive. The cadets participate in focus groups and round table discussions and lectures on

the theme of the national security of the U.S. and the Army’s security role in the international arena. Cadets receive formal speeches from the highest echelons of the U.S. Army’s leadership ranks, scholars and experts in the area of national defense. Mink is a student at Missouri State University in Springfield. He is the son of Mike Mink of Kansas City and a 2010 graduate of Oak Park High School.

News in Brief MCPL national medal finalist Mid-Continent Public Library has been named a finalist for the National Medal for Museum and Library Service by the Institute of Museum and Library Services. The award honors institutions that make significant contributions to their communities. Selected institutions demonstrate extraordinary and innovative approaches to public service, exceeding the expected levels of community outreach. The Mid-Continent system is one of 15 library finalists for the award. As part of the award selection process, IMLS is encouraging those who have visited finalist libraries to comment on how the library has helped them or their community on the IMLS Facebook page, www.facebook.com/USIMLS. Ten national medal winners will be announced this spring and will participate in the National Medal ceremony in Washington, D.C.

Republican Bill Doores has entered the race for county collector, and Democrat Tom Brandom, who originally filed as a candidate for county clerk, has changed his filing to enter the race for recorder of deeds. The winners of the Republican and Democratic primaries on Aug. 5 will face off in November. As of Monday, March 17, the primary ballots include the following names. • Presiding commissioner: Republicans Jerry Nolte and Pam Mason (incumbent); • Auditor: Republican Bruce Culley and Democrat Sheila Ernzen (incumbent); • Collector: Republicans Lydia H. Artists sought for rotating exhibit The Gladstone Arts Commission is seeking artists interested in displaying their work as part of the rotating art collection featured in the Gladstone Community Center Public Art Space at the Gladstone Community Center. Artists selected by a committee will display their works for up to eight weeks from November 2014 to September 2015. Interested artists should submit an application and five digital images of representative work. Only art that is able to hang can be accepted. Digital files should be submitted on a CD and must be labeled with name, address and telephone number, the title, medium, dimensions, date and with the top of the work identified. Each image must be submitted in JPEG or TIF format. Each image must be at least 300dpl and readable by Adobe Photoshop. A completed application must accompany each submission. The application is available on the city website, www.gladstone.mo.us. Submissions should be addressed to: Director of Parks and Recreation, City of Gladstone, 7010 N. St. Charles funds waters filters for Guatemala Students at St. Charles Parochial School in Oakview recently raised $1,200 to purchase 15 water filters for a Guatemalan area that does not have access to clean water. Students from St. Pius X High School plan to install the filters during their annual trip to the area in June. Most of the donations were pennies, which follows two drives the previous two year that each raised 1 million pennies.
The St. Charles Guatemalan Project was started in 1985 under the guidance of John and Mary Ann Glenski of Gladstone.
Arnote trustees seek grant applications The trustees of the Harry Arnote Charitable Foundation are accepting applications for grants to be considered at their annual meeting in June. The will of the late Harry C. Arnote provided that the net income from his estate should be distributed annually to Clay County charities of a religious, educational and general character. The grants cannot be made to individuals or to organizations that are not tax-exempt under federal law. Grant applications can be obtained by contacting Sandy Kirkham, 2 S. House votes to tax cell phones for 911 calls Missouri’s House voted to be the last state to tax cell phones for 911 calls under a measure proposed March 11. A tax on 911 calls has only ever affected land-line phone calls, so funding for 911 services decreases each year as the use of land line phones declines. As a result, there are numerous counties in Missouri in which 911 calls cannot be made. Rep. Jeanie Lauer, R-Jackson County, the bill’s sponsor, said “pick any highway” and on it there will be an area where 911 services cannot be reached. This bill would impose a $1.50 tax on 911 cell phone calls that last 10 minutes or more, or on phone calls that cost $5 or more on a prepaid cell phone. Lauer said this bill differed from its predecessors in that it would be voted on by county, as opposed to being put on a statewide ballot, where it has been rejected twice in the past. The bill has moved out of the House and has been sent to the Senate.

David Ray Watkins
David Ray Watkins, 97, of Gladstone, passed away peacefully on March 11, 2014. David had been a resident of the Kansas City area for more than 14 years. Services will be held Saturday, March 22 at 10:00 AM at the St. Luke’s Presbyterian Church, with a visitation at 9:00 AM. Burial will be in Carthage, MO. David was born Feb. 16, 1917 to Davis and Ellen Watkins in Duenweg, Missouri and graduated from Joplin High School in 1935. He married Mary Katherine Gallaher in 1939. He served in the US Army Air Corps as a bomber crew flight officer during World War II. The family moved to Durango, CO in 1949 to start the 7-UP Bottling Company, which grew into the Jackson-David Bottling Company. Mr.Watkins sold his ownership in the bottling company in 1982. Preceded in death by his wife and baby daughter, Susan, David is survived
by his son, Dr. David (Susan) Watkins of Weatherby Lake and daughter Kathy Bailey of Gladstone, four grandchildren and six great-grandchildren. By Dale Garrison In spite of an economy still perceived as weak, Clay County businesses continued to grow and are positioned for future growth with improving economic conditions. Those findings were part of the 2014 Business Retention and Expansion Survey conducted by the Clay County Economic Development Council over the past 12 months. Based on in-depth, confidential interviews with 50 Clay County company leaders, the survey uses a nationally recognized program to measure such areas as company plans for expansion or downsizing, satisfaction with local services and use of technology. Another noticeable finding was that the EDC and its affiliate organizations have already targeted many of the areas cited in the survey. EDC Board Chairman Tony Reinhart said research and development was a good example. “Our companies aren’t spending a lot on research and development,” he said. “That can bring a significant competitive edge. So the EDC has created a task force led by Tim Kristl that is looking at that very issue — developing research facilities in Clay County.” Reinhart noted similar efforts including improving the area’s regulatory environment and workforce training. They have learned that retention is important.” He also said that 16 percent of those interviewed had reacted to a slow economy by increasing their planning, reorganizing and introducing new products and services. One of the most notable outcomes was an increase in concern over actions by local and state governments, which rose 84 percent. A significant drop in the evaluation of county services was measured, while the EDC itself saw continued increase in its assessment. Local schools continued to receive high marks as well. Sizemore noted that

businesses appeared to be relying too much on local markets alone and could do a better job of pursuing regional, national and even international markets. On the plus side, local companies are working effectively to implement new technologies, with new and advanced technologies emerging for 77 percent of the area companies. This is the 11th consecutive year that Clay County has utilized the Business Synchronist Information System. The Synchronist questionnaire was developed by Blane, Canada Ltd. of Chicago and is used in 39 states. With the support of Kansas City Power & Light, the Synchronist System forms the basis of the Kansas City metrowide Business Retention Council program. More than 900 economic development organizations use Synchronist to provide an accurate picture of business retention and expansion opportunities.

At Liberty Hospital, we’re pioneering a new form of cardiac awareness. It’s called See the Change and it’s the ďŹ rst of its kind in the nation. Now, all Liberty Hospital cardiac patients will leave with a take-home version of their EKG. This will allow EMS crews to compare past and current EKGs and make a diagnosis in the ďŹ eld during a cardiac emergency.
