Longtime Principal Dan Kahler says goodbye to Northland as next chapter begins in Florida By Amy Neal A man whose career has been devoted to helping young people cross the bridge from adolescence into adulthood is setting off down a new path of his own. At 88, Dr. Dan Kahler is leaving the Northland to move closer to his daughter’s family in Florida. The longtime school administrator for North Kansas City Schools said he was looking forward to “living where it doesn’t get down below 50 at night.” More than a generation of Northlanders have had Kahler as their principal. DK, as he is affectionately known, came to North Kansas City Schools in 1965 to open the district’s second high school: Oak Park. He stayed on as school’s leader until his retirement in 1986 — a
retirement that was interrupted so he could serve as the principal at both Winnetonka and North Kansas City high schools. When the district’s fourth high school opened in 2008, Kahler was again called out of retirement, this time just for the day, to be the honorary principal at Staley High School. He is the only person to have been principal at all four district high schools. Kahler said one of the more rewarding experiences he had as a principal was being named the Kindest Kansas Citian north of the river in 1990. A few hundred students from Winnetonka had nominated him for the honor. “It was so magical,” he said, remembering the combined effort of his students. Daughter Becci Rutledge

students as he could on a personal level. He was not one to sequester himself in his office. “He was always with the kids,” Rutledge said. “He was always out in the building, because that’s

Increased stops impact county crime rates Sheriff’s Office efforts aim to deter criminal activity By Ryne Dittmer Clay County Sheriff’s Office administrators are crediting a more proactive approach to road patrol with positive trends in the county’s 2013 crime rates. “Last year we saw a huge increase in traffic enforcements and capturing those who committed burglaries. At the start of 2013, we told our road deputies, ‘As long as you’re doing your job, we support you. Go out and do wonderful things for the residents of Clay County.’ Once they saw we did support them, it really did motivate them,” Clay County Lt. Will Akin said. “With that level of motivation, we were able to see some vast improvements and more crime fighting.” In 2013, the department conducted a total of 4,266 car stops, compared to 1,622 the year before. Sheriff Paul Vescovo said the effort became a primary focus for the department when he took office last January. “It’s been proven time and time again, traffic enforcement does affect the crime rate,” he said. “I really feel that some credit has to go to the deputies. They’re not just patrolling, but conducting car stops.” Vescovo said that although the department was not able to control all factors that affect crime rates, the increased patrol stops played a significant

That’s why we’re seeing the numbers,” he said. According to the department’s overall crime figures, the county saw the number of incidents decrease in several categories in 2013. Simple assault cases dropped from 71

The department more than doubled its DWI stops in 2013, registering 81 arrests. “I wanted to see increases in DWI stops and car stops,” Vescovo said. “If you’re out there being seen, making car stops, that’s a deterrent.” Akin said new equipment and training played a large part in the increased activity. “We definitely placed more emphasis on DWI
to 64, aggravated assault from 18 to eight and burglary from 97 to 72. Arson, rape and homicide also saw decreases. Robbery showed no changes, and larceny saw a slight uptick from 106 to 108 incidents. Officials also noted that gang activity had increased in the county over the past year. “We have seen the amount of motorcycle clubs double in the last year and a half,” Akin said. “We’re still gathering
intelligence and watching outlaw motorcycle gangs in the area and surrounding areas. We’re watching them just to find out how they are going to play out this year.” Vescovo said the increased traffic stops also played a role in the department’s efforts to curb gang-related crime activity. “We want to make sure we have a presence in the community,” he said. Looking ahead, Akin and Vescovo said the
department would continue to focus on gang activity, burglaries, violent crimes and narcotics in 2014. “We’ve made exceptional progress. The deputies out there being proactive and making a good presence in the community,” Vescovo said. “I’m very proud of the efforts the men and women of this office put forward over the previous year. The people of Clay County should take pride in their sheriff’s office.”

He’s pragmatic about what he’s leaving behind in the Northland. “You’re bound to miss the people you know,” Kahler said, quickly adding that he hopes to have visitors in the Sunshine State before long.

Oral chemotherapy bill signed into law Oral chemotherapy legislation filed by a Northland state senator was signed into law last week. Gov. Jay Nixon signed Senate Bill 668, filed by Sen. Ryan Silvey of Kansas City, March 19. The bill requires financial parity for both oral and intravenous chemotherapy for patients fighting cancer. “I am honored that this legislation was passed by the General Assembly and signed so quickly,” Silvey said in a press release. “Obviously, this topic is of great importance to many Missourians, as so many have been affected by this terrible disease.” Previously, intravenously
administered chemotherapy treatments were often billed as a health benefit, requiring only a typical co-payment at the time of administration. However, oral chemotherapy has been considered a pharmacy benefit, not falling within the co-payment range, and could cost patients thousands of dollars for a 30-day cycle worth of medication, according to the American Cancer Society. Oral chemotherapy is defined as a drug taken by mouth as a capsule, tablet or liquid. Since the medication is ingested instead of pushed directly into the bloodstream, overall

damage to the patient’s body is lessened. Also, oral chemotherapy drugs are taken in the comfort of the patient’s home, instead of traveling to the doctor’s office or hospital. Overall, oral chemotherapy has been proven to work as effectively as intravenous chemotherapy, is less stressful to take and causes less aggressive side effects. “As strides are made in an ever-expanding medical field, it is only logical for insurance companies to cover these beneficial medications in the most equitable ways,” Silvey said. News in Brief Arbor Day planting planned Mayor Jean Moore and her fellow City Council members will commemorate Arbor Day at 10 a.m. Friday, April 4, Central Park, 825 NE 70th Terrace. Moore and the kindergarten through third-grade classes from Oakhill Day School will celebrate Arbor Day and Gladstone’s recognition as a Tree City USA by planting a tree in Central Park. This will mark Gladstone’s 11th year to be recognized as a Tree City. The activities will be on the north side of the part by the shelter. Missouri’s official observance of Arbor Day began in 1887 when the legislature set aside a day in early April to encourage residents to appreciate and plant trees. This tree planting celebration carries on a more than 100-year tradition, which began in Nebraska in 1872 and was developed by Julius Sterling Morton.

State approves MGE surcharge agreement The Missouri Public Service Commission approved an agreement authorizing a change in an infrastructure system replacement surcharge for Missouri Gas Energy. The PSC passed the agreement that was filed together by its staff, MGE, the state Office of the Public Counsel and the Midwest Gas Users’ Association. The surcharge first appeared on customer bills in April 2004. The adjustment reflects infrastructure investments the company had made since January 2013. The costs for natural gas pipeline replacements and relocations are not currently included in MGE rates. The current monthly surcharge for residential customers is 96 cents. Because of the filing, the surcharge will be adjusted and residential customers will pay $1.22 monthly, effective March 21. MGE provides natural gas to more than 500,000 customers in Missouri. It is a division of Laclede Gas Co.

18 Silver Awards for Girl Scouts Eighteen Girl Scouts from the Northland were recognized recently for earning the Silver Award. The Silver Award is earned by Girl Scout Cadettes who work in teams to complete a project. This is the second highest award that can be earned by a Girl Scout. Recipients recognized in a ceremony March 2 at Avondale United Methodist Church included: â&#x20AC;˘ Troop 1234: Regan Bates,
emcee Mikayla Stupps. Julie Youngers and Zoe Pixler, Gold Award recipients, presented their projects and encouraged the young ladies to â&#x20AC;&#x153;Go for the Gold.â&#x20AC;? The Gold Award is the highest award for Girl Scouts. Katie Carney and Akira Alves sang â&#x20AC;&#x153;On My Honor.â&#x20AC;? A reception followed the ceremony in the church fellowship hall. Junior Girls Scouts from Troop 4, leaders Stephanie Webb and Jen Shelton, and Troop 47, leaders Jana Dunn and Angie Kussman, served as greeters and ushers for the ceremony.

Emerald ash borer problem persists Ash trees affected by invasive species The emerald ash borer continues to be found in Missouri in areas surrounding Gladstone. The entire state of Missouri is now under quarantine. This means no firewood or other wood products are to be exported out of Missouri. There are several options for homeowners who own an ash tree to deal with the invasive insect. They include: â&#x20AC;˘ Choose another species of tree, and immediately plant it in close proximity to the current ash tree in preparation of losing the ash tree. â&#x20AC;˘ Have the current ash tree removed immediately and replaced with another species. For a fee, Gladstone residents can dispose of tree clippings by delivering to the brush pile located at Public Works north of Happy Rock Park. â&#x20AC;˘ If the ash tree is currently a healthy specimen, there are soil drenches, or injections to the trunk, of insecticides that can be applied. Either of these options can be costly, and they would need to be reapplied at one- to two-year intervals for many years to come. The drench
can be applied by the homeowner; however, the injections need to be applied by a certified arborist. This could be a costly solution. If you are in doubt as to whether your tree is an ash, consult with a certified arborist, so that you can determine what action, if any, is necessary. If you think an ash tree is infested with the emerald ash borer, call toll-free 1-866-716-9974. Signs and symptoms of emerald ash borer on ash trees include: â&#x20AC;˘ Sparse leaves and/ or branches dying in the upper section of the tree. â&#x20AC;˘ New sprouts on the lower branches, trunk or roots. â&#x20AC;˘ Vertical splits in the bark approximately 3 to 5 inches. â&#x20AC;˘ Increased activity of woodpeckers on the tree. â&#x20AC;˘ Winding, S-shaped tunnels just under the bark. â&#x20AC;˘ Small D-shaped exit wounds in the bark of the tree. If you can see signs and symptoms of emerald ash borer, it is too late to save your ash tree.

Both a bond issue and levy increase for North Kansas City Schools will be on the April 8 ballot. Will you vote in favor of these issues? I will actively support and vote for both the bond and levy issues on the ballot April 8. The district has lost over $16 million due to declining assessed valuations and $14 million in state funding due to lack of appropriations in recent years. In response, the district has effectively reduced expenses by $30 million all while increasing enrollment by 1,700 students, maintaining class sizes, employing highly qualified teachers, improving student achievement, reducing the drop-out rate, and implementing student programs in reading, math, technology, robotics, early childhood and community service, to name a few. However, to handle increasing classroom and building maintenance needs, to enhance safety and security in school buildings, and to sustain current student achievement programming, the bond and levy increases are needed. What are the biggest needs in the district, and if elected, how would you help meet them? Capacity and Student Growth — The district needs additional class space with increased enrollment. Safety and Security — Increased safety and security are a must in our schools. Deferred Maintenance— Addressing deferred maintenance needs at schools buildings across the district is a top priority at this time. Academic Programming — Current academic programming is at-risk with declining revenues and must be maintained for continued student achievement. The bond and levy initiatives on the April 8 ballot will preserve current academic programming and handle critical space and maintenance needs in our school buildings. What is going well in the district right now? To what do you attribute those successes? Implementation of the Strategic Plan, balanced scorecard and SMART goals for each of the 31 school buildings serve as the foundation from which all work emerges for the benefit of all students. The district is fully accredited at both the state and national levels in a time of increased expectations at both the state and national levels. The graduation rate is the highest in recorded history at 90.7 percent, a key indicator of the district’s success. Current academic programming including Project Lead the Way, International Baccalaureate, 1:1 Technology, eCampus, CTEC, Northland CAPS, robotics, enhanced early childhood, Cerner Scholars, AVID, Advanced Placement, and enhanced gifted education, to name a few, are key for our student’s success. These initiatives can be attributed to the collective vision and leadership of the Board of Education, the superintendent, and members of leadership and teacher teams across the district working together to address and implement the community developed goals identified in the 5-Year Strategic Plan. Is there anything else you’d like to add? It has been an honor and privilege to serve the North Kansas City Schools community for over two decades. As a long-time member of your board of education, we have worked hard to be good stewards of your tax dollars, to support our community, to maintain and improve your school buildings, to keep students safe, and provide your students a sound education. I believe, collectively, we have done that.

The school district has many needs, similar to a homeowner having needs to upgrade or provide maintenance to a home. I feel the safety, capacity, maintenance and technology upgrades on the bond/levy list are an excellent prioritized list of the most pertinent needs in our school district. What are the biggest needs in the district, and if elected, how would you help meet them? Funding — Local tax revenue is down to 2004 levels despite adding over 2,000 students since that time. (Funding is 70 percent local, 25 percent state and 5 percent federal). I would continue to cost effectively manage the district’s budget to address this shortfall. Adequate classroom space for population growth and appropriate class sizes — Our school district has 19,201 students (as of Sept. 2013), and we are growing by 300 students per year. I would continue to look for innovative ways to manage growth. Our Free and Reduced Lunch (i.e. low income) population has grown from 33% (2005) to 49% (2014) of total students. Solution: Provide additional high-quality early childhood options such as birth through age 5 child care, preschools and/or strong partnerships with our public libraries. Early childhood is when a child’s brain is developing and making connections or synapses. If the brain is developed fully before age 5, children are much better prepared to be successful in their K-12 school years. Our school district can then be the most effective in helping these students have successful futures with a great education. What is going well in the district right now? To what do you attribute those successes? The school district is fully accredited. I attribute this success to an excellent staff of teachers, administrators, and support personnel; engaged parents and students; and supportive tax payers. Is there anything else you’d like to add? I am honored to be endorsed by our school district’s majority teachers’ union, the National Education Association. I’ll be voting yes on both the bond issue and levy increase. The bond issue addresses needs such as security cameras, door lock upgrades, enhanced perimeter lighting, and playground fencing. In today’s world you just can’t put a price on the security of our children from grade school to high school. The levy increase helps preserve school programs that have already proven to be successful such as the SAGE program, AVID program and eCampus. If our children are to keep up with the way technology is growing at a fast pace, these programs need to be preserved and built upon for future endeavors. What are the biggest needs in the district, and if elected, how would you help meet them? The biggest needs of the district are to have the best security and background checking abilities at each individual school from grade schools to high schools. Every staff member should have an ID to show children who they are, and every school visitor should be screened to make sure our schools will always be a safe place for our children to learn. Our schools and classrooms need to be renovated and repaired where needed. Our successful programs need to be built upon, and new ideas and programs need to be created. If the bond issue and levy increase are passed, I will do my best to make sure all those things I’ve listed are taken care of as soon as possible. If one or neither of them are passed, I’ll work with the rest of the NKC School Board to come up with alternative ways to fund these important programs. What is going well in the district right now? To what do you attribute those successes? Attendance, accreditation, in school programs, and college prep programs, to name just a few. I attribute those successes to the smart and excellent teachers we have at each and every school in the district from grade school to high school. I attribute those successes to parents who are willing to trust their children’s education to those excellent teachers. Parents who are willing to spend extra time with their children away from school to help their education. I attribute those successes to children at each and every school in the district who are willing to put in the time and work for their future. Is there anything else you’d like to add? I’m honored to be running for a spot on the North Kansas City Schools Board of Education. What I lack in experience I more than make up for in hard work, dedication, and honesty. Working at Ford Motor Co. for 20 years has given me a blue-collar, roll-up-my-sleeves-andget-to-work mentality. I’m a fast learner and eager to learn. Having children who are 18, 13 and 10 has taught me how to work with and communicate to teachers, school officials, and other parents better than most. If elected to the NKC school board, I will do my very best every day to ensure that our school district is in the very best hands with the best leadership to keep our future as bright as it already is. In 2013, Gladstone amped up its community amenities with the opening of Linden Square Amphitheater. Local and regional talent took to the outdoor stage throughout the spring, summer and fall. The 2014 entertainment season brings a more robust lineup as Sounds on the Square features two separate free concert series, and the annual June Tunes Jazz Series moves from Oak Grove Park to Gladstone’s developing city center on Tuesday nights in June. On most Fridays from June through September, Sounds on the Square will present a more laid-back evening featuring rock, country, pop, blues and other musical varieties. On select Saturdays, an opening and closing act, as well as other activities throughout the evening, await concertgoers wanting a bigger experience. Popular tribute bands performing the hits of U2, Bob Seger, John Mellencamp, Tom Petty, Queen and others have been announced. The headliner for the late-September finale has yet to be announced, but plans are in the works for an up-and-coming Nashville artist to take the stage. More details are expected in August. The amphitheater is one of many city-funded projects for Linden Square. The development sits at 70th and Cherry streets and includes an ice skating rink that opened in November 2012 as well as the Pollina Building. Linden Square is part of a redevelopment known as Gladstone Downtown Village Center.

OAK GROVE PARK
Gladstone Amphitheater in Oak Grove Park, Northeast 76th Street and North Troost Avenue, is home to may seasonal traditions, including live theater and outdoor movie viewing, as well as the city’s Independence Day Celebration, complete with fireworks at dark on July 4. This year’s Movies in the Park will include two showings: “Despicable Me 2” on June 20 and “The Nut Job” on July 18. Both movies will begin at 9 p.m. Spectators should bring blankets or lawn chairs for seating. In the fall, Friday Fright Night is brought to the park by the Parks and Recreation Department, the Gladstone Area Chamber of Commerce and other community partners as a safe Halloween event for local children.

The two-day Gladstone Summertime Bluesfest brings musicians and music lovers from around the world to Oak Grove Park the first weekend in June. The Friday and Saturday festival has grown through its nearly two decades, attracting crowds of 15,000 or more. This year’s festivities, sponsored by the city of Gladstone and the Gladstone Chamber of Commerce, will be June 6 and 7. Festival hours are 5 to 10 p.m. Friday and noon to 10 p.m. Saturday. THEATRE IN THE PARK
Gladstone Theatre in the Park will return to its roots this summer, performing the musical it staged in its inaugural season in 1988: “Oliver!” Every year since its second season, the outdoor theater has presented two shows. “Hairspray” will kick off the 2014 season with performances on July 3, 4 and 5. “Oliver!” will take the stage Aug. 1, 2 and 3. Showtime is at 8:30 p.m. for all performances at Gladstone Amphitheater in Oak Grove Park. Parking and admission are free.

GLADFEST
Gladfest has ushered in fall the first weekend of October for more than 30 years. The three-day fall festival will be Oct. 3, 4, and 5. Activities include a parade, live musical acts, a carnival, and vendors offering food, crafts and other products. A farmers market, baking contests, and Little Mr. and Miss pageants also have become Gladfest traditions. The Gladstone Area Chamber of Commerce and the city of Gladstone sponsor the festival, which calls Central Park â&#x20AC;&#x201D; Northeast 69th Street and North Holmes Street â&#x20AC;&#x201D; home.
ATKINS-JOHNSON FARM
One of the oldest continuously occupied homes in Clay County opened to the public as the Atkins-Johnson Farm & Museum in the spring of 2013. The property at 6607 NE Antioch Road includes the home museum, which is listed on the National Registry of Historic Places, as well as a heritage garden and recently planted orchard, original outbuilding, barns and a historic cemetery and 22 acres of farmland. The original farmhouseâ&#x20AC;&#x2122;s history dates back to the 1830s, when a log cabin was built on the site. The home now includes permanent exhibits on Missouri farming, everyday frontier life and traveling exhibits from throughout the country. The city of Gladstone maintains the property for ongoing community use and education. It has been the site of the Bonnet Festival in the spring and the Big Shoal Country Fair in autumn. The museum closes for the winter and will reopen April 27. In-season hours of operation are 11â&#x20AC;Ża.m. to 4â&#x20AC;Żp.m. Wednesday through Saturday. Admission is $5; $3 for students and seniors; and free for children younger than 12.

The Big Shoal Cemetery, part of the Big Shoal Heritage District that includes the Atkins-Johnson Farm, is open to visitors from dawn to dusk daily. A brochure for a self-guided walking tour is available at kiosk on site. Among those buried at the cemetery are Civil War soldiers and early settlers of the area.

COMMUNITY CENTER
The Gladstone Community Center, now in its sixth year of operation, offers three swimming pools, banquet facilities, fitness equipment and classes, and child care for those using the amenities. The center reflects a partnership between North Kansas City Schools and the city of Gladstone. Under the agreement, the school district financially supports the facility in exchange for use of the natatorium for high school swimming and other activities. The center hosts swimming events including USA Swimming meets, Kansas City Corporate Challenge and the May 31 Kids Triathlon. Community events at the center include a daddy-daughter dance and underwater Easter egg hunt. Registration for the April 12 aquatic hunt is open to children 6 months old to 7 years old. The Gladstone Community Center Public Art Space also features rotating exhibits throughout the year. The Gladstone Community Center, 6901 N. Holmes St., is open 5 a.m. to 9 p.m. Monday to Friday, 7 a.m. to 7 p.m. Saturday, and 9 a.m. to 6 p.m. Sunday.

FARMERS MARKET
Now in its fifth year, Gladstone Farmers Market will expand its hours to two days each week May through October: 7 a.m. to noon Saturdays and 2 to 6 p.m. Wednesdays. Both Wednesday and Saturday markets will be in the parking lot on the north side of the Gladstone Hy-Vee at Northeast 72nd Street and North Prospect Avenue. About 13 to 15 vendors sell at the market, and most will attend both market days. Shoppers can purchase fresh produce, eggs, jams and jellies, honey, baked goods, jewelry and crafts. All goods are produced within 150 miles of Gladstone.

MUNICIPAL POOL
The Gladstone Municipal Pool has been a summer destination since it opened in 1978. It is located just north of the Gladstone Community Center at Northeast 70th and North Holmes streets. The pool was renovated in 2007, bringing new features including an expanded concession area and deck, shade structures, deck furniture and play features. This year, the pool will open May 24 and close Aug. 13. Pool hours are noon to 8 p.m. Monday to Saturday, and noon to 7 p.m. Sunday. Memberships can be purchased at a discounted rate through Friday, May 9.
LINDEN SQUARE SKATE RINK
This winter was Gladstone’s second with the Linden Square Skate Rink open to skaters. The city-owned synthetic-surface rink is at 70th and Cherry streets. The rink surface is plastic, and the entire structure is removed in the off season to give way for grass seating at the Linden Square Amphitheater. Skaters will notice that blades dull faster on this material compared to an ice surface. The fee for using the rink includes skate rental, and the city keeps skate blades sharp and ready for use. No outside skates are permitted at the rink.

In its ongoing effort to develop its downtown, the city of Gladstone recently announced a new partnership with North Kansas City Schools that will bring a 200,000-square-foot research and education complex to 69th Street between North Oak Trafficway and Cherry Street. Northland Innovation Campus is expected to be ready for students for the 20152016 school year. The Students in Academically Gifted Education (SAGE) and Northland Center for Advanced Professional Studies (CAPS) programs will have space in the campus. Northland CAPS is a partnership with North Kansas City Schools and five school districts in which students are immersed in professional environments with industry partners who mentor students to innovate and to achieve real project results. Other potential tenants in this venture include Northwest Missouri State University and Metropolitan Community College-Maple Woods.This connection to higher education is expected to create synergies for the K-12 programs, as well as opportunities for research and other businesses on the campus. Gladstone will benefit from the additional office and research space to serve expanding and new businesses in the city.
