The Clay County Public Health Center confirmed two new cases of measles within the county Friday, May 16, three days after a baby was confirmed to have the illness. All three cases are within a single family. The health center reported the initial case May 13. The diagnosed infant had just returned home with its family from an international trip when the symptoms were noticed. The infant received treatment at a local hospital, and household members of the infant’s family began to receive appropriate vaccinations to stop the spread of the disease. In a statement, the health center confirmed the additional cases involved the mother and sibling of the infected baby. “This disease can be easily transmitted from person to person in a closed environment. It is not unexpected to see a cluster of measles cases occur within the same household,� Director of Public Health Gary Zaborac said in a statement. Staff from the Clay County Public Health Center have continued to monitor members of the family since the initial diagnosis. News in Brief Free event at Linden Square honors military service The Gladstone City Council and city staff will join members of the public for the first Armed Forces and Memorial Day Recognition event Saturday, May 24, at Linden Square, 602 NE 70th St. This event, presented by the Veterans of Foreign Wars Post 10906 and Bennett and Dennis Herrick Memorial American Legion Post 626 in partnership with the city, will recognize veterans and active-duty military personnel, and include a period of time for remembrances for those who gave all. A parade of veterans will begin at 1 p.m. Gen. Eric C. Peck, commander of ground forces for the Kansas Army National Guard will present the keynote address. There will be a number of military memorabilia displays including vehicles, a helicopter and prisoner-of-war cage from the Vietnam War era. “This is an excellent opportunity for us to recognize those who have served our country in the past and those who continue to serve today,” said Mayor Brian Hill. Food vendors will be on-hand throughout the day, and KFKF Radio will host a live remote broadcast from Linden Square starting at noon. The free celebration is open to the public.

Cemetery flagpole dedication May 24 At 9 a.m. Saturday, May 24, members of the Gladstone City Council and city staff will join members of the public for a flagpole dedication ceremony at Big Shoal Cemetery. The flagpole, purchased by the Bennett and Dennis Herrick Memorial American Legion Post 626 and Veterans of Foreign Wars Post 10906, recognizes those interred at the cemetery and the sacrifices each of them made. “Some of the earliest settlers of this area are buried here, and others went to war to preserve what they believed in, so it is appropriate that the flag is flown at Big Shoal Cemetery,” Mayor Brian Hill said. The Big Shoal Cemetery is the final resting place for a number of veterans who served in the War of 1812, the Blackhawk Indian Wars and the Civil

War. This cemetery, located at Pleasant Valley Road and North Jackson, is in the Big Shoal Heritage Area, which is part of the city’s historic preservation effort. VFW members will provide a 21-gun salute and play taps at the dedication. The public is invited.

Patrol plans Operation CARE for holiday weekend The Missouri State Highway Patrol will participate in Operation Combined Accident Reduction Effort during the Memorial Day holiday weekend.

Every available officer will be on the road enforcing traffic laws and assisting motorists. In addition, the patrol will assign troopers to 20-mile intervals along Interstates 29, 44, 55 and 70, and U.S. Highways 60 and 63 Friday, May 23, and Monday, May 26. Troopers will focus their attention on seat belt use, use of child safety seats, intoxicated drivers, and speed violations. Collector’s office begins tax prepayment option By Ryne Dittmer Residents of Clay County have a new option when paying their taxes. As of May 1, the county collector’s office began offering the opportunity of making prepayments on their annual taxes. Collector Lydia McEvoy said she hoped the new option would give residents more flexibility when it came to paying their bills. “I am super excited to be able to solve a problem that really seemed unsolvable when I took office. Everybody constantly hates the fact that everybody in Missouri has to pay taxes at Christmas,

and if you look at the way the whole process works, it just can’t be changed. So this takes care of that,” said McEvoy. “It should work pretty well, and this is how some other counties are doing it.” Through the voluntary program, taxpayers may put prepayments toward their real or personal property tax bills until Oct. 1. Prepayments must be at least $20 and be made in writing. The collector’s office also requires prepayments to include a valid parcel number, current address and working phone number. “We really need to know which parcel number you

want to apply it to. Most people have both the real estate and the personal property account,” McEvoy said. “We really have to have one parcel per check. That is for the protection of the taxpayer. For everyone involved, we’re requiring the payments to be made in writing. We need a check, we need a piece of paper, not by credit card, not by cash.” Residents must also have an assessment on file to make a prepayment. Once made, the prepayments will be held in a separate bank account until tax bills are prepared. At that time, the prepayments will be applied to residents’ bills.

Residents will then receive a bill for any remaining balance due before the end of the calendar year. “The nice thing about this program is my office is super busy for a few months of the year and then has a real lull, and this takes care of that lull. If people start to prepay, we’ve got time to deal with

the payments. It keeps my staff busy and doing something really productive for the taxpayers, which is great,” McEvoy said. The collector said taxing jurisdictions would also benefit from the new option. “They usually don’t get much money in December at all because in December we’re dispersing money from November, and a lot of people don’t pay in November. Now, if people have prepaid, then that first payment is still in December, which for them is still within their calendar year or fiscal year, should be a lot more money, which would be

awesome,” she said. McEvoy said the prepayment system was made possible through the support of County Assessor Cathy Rinehart and the County Commission. Presiding Commissioner Pam Mason said the plan had received a positive response from the county’s taxing jurisdictions and residents. “The plan is very workable,” McEvoy said. “There will be issues. Everything always ends up having more questions than you anticipate, but the plan is clear, so we’ll be able to solve anything that comes up. I’m very excited about it.”

Tuesday, June 3, will mark the first night of live jazz music at the amphitheater in Gladstone’s city center. The free musical performances previously were held in Oak Grove Park. They will continue to be offered every Tuesday evening in June at the new venue. Mark Lowrey will open the event at 7 p.m. June 3. Lowrey, one of the most in-demand musicians in Kansas City, is an acclaimed jazz musician. He is also known as a member of the popular folk-rock band Barclay Martin Ensemble and for his frequent collaborations with hip-hop and rock musicians. June 10 will bring Kathleen Holeman back to the stage. Holeman has received accolades as a

Mid-Continent Public Library received the National Medal for Museum and Library Service during a ceremony May 8 at the White House in Washington, D.C. Presented by the Institute of Museum and Library Services, the national medal is the country’s top honor for library and museum service and presented to 10 institutions each year. “It is certainly the highest honor we’ve received,” Mid-Continent Director Steve Potter said. “It’s about all the previous library directors and staff members, and all of us building each year. It was everybody who went before us and us as well.” In its 49 years of service, Mid-Continent has grown to include 30 branches, serving residents in Clay, Jackson and Platte counties. Today, it is among the nation’s 20 largest library systems, providing residents with an ever-growing variety of digital resources and programs. Mid- Continent’s Antioch branch library is in Gladstone at 6060 N. Chestnut Ave. The ceremony marked the first time the library system had received the national medal, which has been awarded to 142 institutions over the past 20 years. Potter said the library system began completing the application last fall. To illustrate MidContinent’s impact on its communities, staff noted three distinct areas in the application materials: the system’s commitment to collections, focus on literacy programs for all ages, and community programming and events. The system’s diversity was also noted. “Not a lot of libraries like Mid-Continent have urban, suburban and rural libraries in their district,” Potter said. “We can have that big focus, but we can approach it in a way that makes sense in a little community, big community or suburban community, because that’s what is demanded in our system. I

think that was part of the story that did resonate well with the IMLS.” The medal was formally presented to MidContinent by First Lady Michelle Obama. “I’m not going to forget that day anytime soon,” Potter said. “It was just really, really super cool.” Joining Potter at the ceremony was Liberty resident Alicia Moore, who served as a representative of the library system’s patrons. The Moore family played an active role in the application process, detailing their use of Mid-Continent’s Hoomeschoolers @ the Library program in a letter submitted to the IMLS. After learning of the award selection, Alicia and children Jackson and Katie began a project of visiting every Mid-Continent branch. “I wanted to teach the kids that when you represent others, you have a responsibility,” Moore said. “We blogged about each visit as a writing project.” The process included stops to each physical branch, as well as the Midwest Genealogy Center, a Library-To-Go site and Mid-Continent’s central office. “That was really neat to see how they kind of fell in love with each branch.

The highlight of the evening was the presentation of the 2014 Christa McAuliffe Pioneer in Education Award to Laura Gilcrest. This award is given to one outstanding classroom teacher who exhibits the kind of innovation, motivation and spirit demonstrated by the late Christa McAuliffe.
