Quality of Life Advisory Board The Quality of Life Advisory Board shall, when tasked by the City Council, act in an advisory capacity to the City Council with advice and recommendations on policies, rules, programs and regulations relating to the administration of the public park and recreation facilities to include the city golf course and cemetery. The Board shall provide advisory oversight of public playgrounds, athletic fields, walking trails, recreation centers/ facilities, golf course, cemetery and other facilities and activities on any of the properties owned or controlled by the City.

RESIDENCY: A resident, for registration purposes, is anyone who lives within the extraterritorial jurisdiction of the City of Copperas Cove and/or a business owner that pays taxes to the City of Copperas Cove. Any person residing outside these limits will be considered a non-resident and assessed a fee accordingly. REFUND POLICY: Refund of fees shall be made under the following conditions. 1. The Parks & Recreation Department cancels the program/league. Persons registered for a program/league which is canceled by the department (i.e. lack of enrollment) shall receive a full refund of fees. 2. Participant Cancellation - if, prior to the start of a program/league, participants cancel their registration, they will receive a refund of fees, less a $5.00 registration refund fee. 3. No refunds or credits will be issued once the program/league has started. 4. There will be no prorating of program/ league fees. 5. Refund may take up to 2-4 weeks to receive in the mail. 6. Once the regular registration period has ended, any late registrations will be charged a $10 late fee. REGISTRATION: Registrations are taken on a first-come, first-serve basis and will be accepted in the following ways: 1. Walk-in: Civic Center, 1206 W. Avenue B between 8:00 am - 6:00 pm MondayFriday. 2. Online: Visit our Copperas Cove ActiveNet website at https:// apm.activecommunities.com/ copperascovepkrec MAKE CHECKS PAYABLE TO: Copperas Cove Parks and Recreation (Please note the program name on the memo line) All checks returned for insufficient funds will be subject to a $30.00 charge. For programs with a specific registration due date, all registrations not received by said date will be placed on a waiting list.

If a deadline is not specified, registration will be accepted until the program is full. For such dates, refer to the recreation guide. Registration is required BEFORE participation in any program. The Parks and Recreation Department reserves the right to cancel, combine, change time or date, or make any revisions which may be necessary. PARK AND ATHLETIC FACILITIES: 1. Park Hours - All City parks are open from 5:00 am - 11:00 pm, unless special hours are approved by the Parks and Recreation Department. 2. Athletic facilities - Utilization of these facilities must receive approval from the Athletic Department PRIOR to use. 3. Alcoholic beverages or intoxicated behavior in park and athletic facilities is not permitted. 4. The use of loud speakers, public address systems or amplifiers is prohibited without written permission. (Ordinance 2014-30 Sec. 8-7. - Noise. (b)) 5. Vehicles must be parked in the designated parking areas. 6. Animals must be confined to a leash. 7. All signs, placards, flags, and banners must be approved before posting. 8. Fishing in the pond is permitted with applicable license. Currently, the pond is a “catch and release” fishing area. 9. All litter must be disposed of properly to include pet wastes. 10. Special event/facility rental application must be submitted for reservations of facilities. 11. NO patron may kill, harm, trap, confine, catch or possess wildlife within a park. 12. The following are prohibited: • Glass Containers • Swimming in Ponds • Removal or Destruction of Vegetation • Selling Goods and Services (without permission) • Fires except in Barbecue Grills • Vehicles left overnight • Fireworks • Weapons of any kind • Smoking or use of tobacco products is prohibited near sports fields, sports courts, food concessions and spectator bleachers. (Ord. No. 201326; Sec 8-2) RENTALS: An Application for Facility Rental form and fee will be required for each park facility rental. Requests for reservations will be accepted on a first-come, first-serve basis. Requests for reservations can be done only in person. Each facility will have its own deposit/fee requirements. All deposits/fees must be paid by cash or check only. FACILITY RULES AND REGULATIONS: Civic Center Hours of Operation: Monday-Friday 8:00am - 6:00pm CLOSED on Weekends & Holidays

Each parent or guardian is responsible for his/her child, guest and own behavior while participating in any activity in the facility. All children under the age of 12 must be accompanied by an adult. 1. All persons are required to comply with the instructions of CCPARD Staff. 2. Fighting will not be tolerated in the building or on the premises. Children and adults are subject to a suspension from the facilities for any instances of fighting. 3. Horseplay and profane language are not allowed in the facilities. 4. Smoking or use of tobacco products are not permitted within the facilities. 5. Weapons of any kind are not allowed on the premises. 6. Articles of clothing must be worn properly (shorts, pants, etc.) Appropriate shoes are to be worn during the activities (unless authorized by the Parks and Recreation Department). 7. Skateboards, roller blades, skates, Heelys shoes, scooters, and bicycles are not allowed in the building. ATHLETICS Each team athletic activity will have its own by-laws and constitution and will pertain to that sport solely. The make-up of these rules is governed by the Recreation Superintendent or their designee. These by-laws and the constitution will be updated prior to the beginning of each season. MISCELLANEOUS: These policies are to be utilized as a guideline for staff in the development and coordination of future and existing programs and activities offered by the department. The items listed are subject to change periodically without notice. Details about specific programs, including fees, registration dates and availability of classes are subject to change at any time. What is the CCPARD Waiting List? After the registration period has ended or a division becomes full, CCPARD staff will start a waiting list. It is not guaranteed that individuals on the waiting list will be assigned to a team, but will be placed if and when a spot becomes available. You’re not required to pay the registration fee to be placed on the waiting list but if/when a spot opens up, the full amount will be due upon registration. PHOTO POLICY: On occasion, the City of Copperas Cove Parks and Recreation Department may take photos and/or video of participants enrolled in sponsored programs/events or at our parks. Please be aware that these photos and videos are for department use only and may be used in future brochures, flyers, presentations, advertisements, or on the City’s website and social media.

The Copperas Cove Civic Center is over 9,000 sq. ft. of recreational space that can be utilized for special events, banquets, programming, or meetings. The grand room features stained concrete floors, 9 ft. ceiling that peak at 12 ft., and access to tables, and chairs for seating up to 450 guests. For additional fees, renters may also enjoy a full commercial kitchen, use of the sound system, or stage rentals. We are happy to provide our citizens with exquisite space, which in return, will enhance the quality of life in our community.

History The beautiful area surrounding present-day Copperas Cove was originally part of a land grant from Mexico to Stephen F. Austin. However, not until well after the Civil War was the area safe enough for settlers to ranch and farm the area we now call Copperas Cove. With the expansion of the Santa Fe Railroad the economy greatly lifted in the 1880’s, as well as with the construction of what would be known as Fort Hood during World War II. With Fort Hood came soldiers and their families, and businesses to meet their needs, changing the economy and demographics of the city. The History of Copperas Cove lives on today at the Ogletree Gap Preserve, home of the original 1879 post office, where Marsden Ogletree served as the town’s first postmaster. The city bought the 200 acres that surround the original post office in 1997, today’s visitors can view the former post office while enjoying the on-site pavilion. Ogletree Gap Preserve is one of eight public parks in Copperas Cove; other parks include swimming pools, hiking trails, athletic fields, basketball courts and picnic/playground areas. If you are looking for a charming small-town getaway not too far from a big city, Copperas Cove is just right for you. Just an hour drive south from the Live Music Capital of the World, Austin, Texas, and an hour drive north from the rich culture of Waco, Texas. The best thing about memories is making them. Copperas Cove has eight public parks for community and visitors to enjoy. City Park Complex is 88 acres, and home to 2 ponds, 2 basketball courts, 2 play-scapes, 6 baseball/softball fields, 3 multipurpose fields, and the City Park Pool! Parks and Recreation also holds the City’s Annual Food Truck Festival, Fall-O-Ween Festival, Tree Lighting, Breakfast with Santa and 5K Run to the Polar Bear Plunge at this beautiful park. South Park features a mile-long walking trail, as well as a splash pad, pool, pavilion and play-scape. Other parks include beautiful scenery and playgrounds for you to enjoy.

Work on Your Back Swing The Hills of Cove Golf Course is an 18-hole facility owned and operated by the City of Copperas Cove. The original nine hole golf course were built in 1972, but were expanded to 18 holes in 1999. The course, a par 71, winds its way through the rolling terrain of Northeast Copperas Cove and is made up of five challenging Par 3’s, nine magnificent Par 4’s, and four exuberant Par 5’s. The Hills of Cove offers on-site golf professional, golf lessons, a full service pro-shop, beer sales, driving range, grill, and a fleet of 40 golf carts. So, whether you want to play a quiet round of golf with friends, enjoy a great lunch, or set up a tournament, Hills of Cove Golf Course can take care of your needs.

What Is A Player Ability Assessment?

Player Ability Assessment (PAA) is a program designed to assess the skills of each player, in an effort to balance the league’s teams during the team formation phase. The effectiveness of the PAA depends highly on player attendance and coach participation, so please make plans to attend. Parents will be notified when and where the assessment will be conducted during the registration process. The atmosphere of the PAA is very relaxed, so players should not have any undue pressure from parents. Please note: this is NOT a PASS/FAIL type of assessment.

Summer Youth Sports BASKETBALL Get ready to “Cut Down the Nets” because our youth Basketball season will soon be up and running! Designed to develop fundamental basketball skills and good sportsmanship, Basketball is open for all kids aged 4 to 12. Players will have the opportunity to compete against other players of equal age and ability in an environment that recreational and fun. Participants registered in our 8U-12U divisions have the opportunity showcase their skills in our Player Ability Assessment. Games and practices will be held at CCISD gymnasiums. About the Hills of Cove Golf Course

Hills of Cove Golf Course is an 18-hole facility owned and operated by the City of Copperas Cove. The original nine hole golf course was built in 1972, but was expanded to 18 holes in 1999. The course, a Par 71, winds its way through the rolling terrain of Northeastern Copperas Cove and is made up of five challenging Par 3’s, nine magnificent Par 4’s, and four exuberant Par 5’s. The Hills of Cove offers a golf professional, golf lessons, a full service pro-shop, beer sales, lighted driving range, grill, and a fleet of 40 golf carts. So, whether you want to play a quiet round of golf with friends, enjoy a great lunch, or set up a tournament, Hills of Cove Golf Course can take care of your needs. • No outside alcohol can be brought onto the premises • Beer must be purchased from the pro shop • No carts permitted in native areas • Maximum of two riders per cart • No range balls allowed on course • Soft spikes only • Every player must register in the pro shop prior to each round of play • Players will be paired together when pro shop deems necessary • Play must not exceed 15 minutes per hole or 4.5 hours per round • Slower groups must allow faster groups to play through •Players must obey all course rules, staff, and course marshals • Fishing is not allowed • Casual walking is not allowed at any time

The Hills of Cove Junior Golf Programs helps juniors experience a game of a lifetime. Our program features instruction in all phases of the game of golf. Our junior program focuses on the entry level junior player. We help juniors develop as golfers and individuals. We stress the importance of honesty, integrity, etiquette, history and excitement that is the game of golf. Programs include instruction of full swing, short swing, putting and chipping, rules and etiquette.
