Wow…A new decade! As we look back on how many great things happened in the 2010s here in Harker Heights, we’re even more excited for what the 2020s will bring. In the beginning of the new decade, we will complete our Parks, Open Space, and Trails Master Plan, which will guide many of the ways in which we will look to grow throughout the next 10 years. As we do every year, we will continue to look at various special events and programs to add to our extensive list of offerings. We’re always looking to improve and we need you to help us. We always say that the people in Harker Heights are what make this community special. There’s no better way to ensure that the Parks and Recreation Department is providing the best product possible than to offer feedback and take part in the many opportunities provided by Parks and Rec, the Harker Heights Library, and anyone else committed to improving the quality of life through recreation. DEPARTMENT POLICIES

Parks & Recreation Department Policies RESIDENCY: A resident, for registration purposes, is anyone who lives within the corporate boundaries of the City of Harker Heights and/or a business owner that pays taxes to the City of Harker Heights. Any person residing outside these limits will be considered a non-resident and assessed a fee accordingly. REFUND POLICY: Refund of fees shall be made under the following conditions: 1. The Parks and Recreation Department cancels the program/ league. Persons registered for a program/league which is canceled by the department (i.e. lack of enrollment) shall receive a full refund of fees. 2. Participant Cancellation – If, prior to the start of a program/ league, participants cancel their registration, they will receive a refund of fees, less a $5.00 service charge. 3. No refunds or credits will be issued once the program/ league has started. 4. There will be no prorating of program/league fees. 5. Refund may take up to 2-3 weeks to receive in the mail. ONLINE PROCESSING FEE: 1. No refund will be issued for online registration processing fee in case of refund requests. 2. Cases that the City of Harker Heights cancels an activity, the online processing fee is Non-Refundable. REGISTRATION: Registrations are taken on a first-come, first-serve basis and will be accepted in the following ways: 1. Walk-in: Parks and Recreation Center 307 Miller’s Crossing, Harker Heights 8:00 am – 9:00 pm Monday – Friday 12:00 pm – 6:00 pm Saturday 2. Online: Visit our Harker Heights’ Active Net website at https://apm.activecommunities.com/HarkerHeightsPR Make checks payable to: Harker Heights Parks and Recreation (please note the program name on the memo line) All checks returned for insufficient funds will be subject to a $30.00 charge. For programs with a specific registration due date, all registrations not received by said date will be placed on a waiting list. If a deadline is not specified, registration will be accepted until the program is full. For such dates, refer to the recreation guide. Registration is required BEFORE participation in any program. The Parks and Recreation Department reserves the right to cancel, combine, change time or date, or make any revisions which may be necessary.

Goode - Connell Park PARK AND ATHLETIC FACILITIES: 1. Park Hours – All City parks are open from 5:00 am to 11:00 pm, unless special hours are approved by the Parks and Recreation Department. 2. Athletic facilities – Utilization of these facilities must receive approval from the Athletics Department PRIOR to use. 3. Alcoholic beverages or intoxicated behavior in park and athletic facilities is not permitted. 4. The use of loud speakers, public address systems or amplifiers is prohibited without written permission. (Ch. 95 – Noise Regulations – City Ord.) 5. Vehicles must be parked in the designated parking areas. 6. Animals must be confined to a leash. 7. All signs, placards, flags, and banners must be approved before posting. 8. Fishing in the pond is permitted with applicable license. Currently, the pond is a “catch and release” fishing area. 9. All litter must be disposed of properly – to include pet wastes. 10. Special event permits must be submitted for reservations of facilities. (Ch. 100 – Special Events – City Ord.) 11. NO patron may kill, harm, trap, confine, catch or possess wildlife within a park. 12. The following are prohibited: a. Glass Containers b. Swimming in Ponds c. Removal or Destruction of Vegetation d. Selling Goods and Services (without permit) e. Fires except in Barbecue Grills f. Vehicles Left Overnight g. Fireworks h. Weapons of any kind 13. Smoking is prohibited within 20 feet of sports fields, sports courts, food concessions and spectator bleachers. RENTALS: An Application for Facility Rental form and fee will be required for each park facility rental. Requests for reservations will be accepted on a first-come, first-serve basis. Requests for reservations can be done only in person. Each facility will have its own deposit/fee requirements.

DEPARTMENT POLICIES FACILITY RULES AND REGULATIONS: Hours of Operation: Recreation Center: Monday – Friday 8:00 am – 9:00 pm Saturday 12:00 pm – 6:00 pm Sunday & Holidays CLOSED Activities Center: Monday – Friday 8:00 am – 6:00 pm Each parent or guardian is responsible for his/her child, guest and own behavior while participating in any activity in the facilities. All children under the age of 12 must be accompanied by an adult. 1. All persons are required to comply with the instructions of HHPRD staff. 2. Fighting will not be tolerated in the building or on the premises. Children and adults are subject to a suspension from the facilities for any instances of fighting. 3. Horseplay and profane language are not allowed in the facilities. 4. Smoking or use of tobacco products are not permitted within the facilities. 5. Alcoholic beverages are not permitted within the Recreation Center. Permits for alcoholic beverages at the Activities Center must be requested through City Council at least thirty days in advance. 6. Weapons of any kind are not allowed on the premises. 7. Articles of clothing must be worn properly (shorts, pants, etc.). Appropriate shoes are to be worn during the activities (unless authorized by the Parks and Recreation Department). 8. Skateboards, rollerblades, skates, Heelys shoes, scooters, and bicycles are not allowed in the building. 9. Jewelry is not allowed in gymnasium during open and league play. 10. Food and drinks other than bottled water are not allowed inside the gymnasium. In the event of any spills, please inform a recreation center staff member. 11. Bags are not allowed inside gymnasium. 12. Signs are posted inside gymnasium specifying additional regulations. BOARDS AND COMMISSIONS: The Parks and Recreation Advisory Board was assembled in 1995. The board is composed of six members and two alternates, which are appointed by the City Council. The Board is governed by the Code of Ordinance § 33.35. The Harker Heights Parks and Recreation Advisory Board shall have no supervisory function and shall have no rulemaking or quasi-judicial authority. The Board is organized to advise the City Council on policy and programs. ATHLETICS: Each team athletic activity will have its own by-laws and constitution and will pertain to that sport solely. The make-up of these rules is governed by the Athletic Coordinator or their designee. These by-laws and the constitution will be updated prior to the beginning of each season. MISCELLANEOUS: These policies are to be utilized as a guideline for staff in the development and coordination of future and existing programs and activities offered by the department. The items listed are subject to change periodically without notice. Details about specific programs, including fees, registration dates and availability of classes are subject to change at any time. PHOTO POLICY: On occasion, the City of Harker Heights Parks and Recreation Department may take photos and/or video of participants enrolled in sponsored programs/events or at our parks. Please be aware that these photos and videos are for department use only and may be used in future brochures, flyers, presentations, advertisements, or on the City’s website and social media. PROOF OF RESIDENCY PROGRAM SIGN-UP Any person signing up for a Harker Heights Parks and Recreation program will be required to show proof of residency at the time of registration to receive resident discount. Acceptable forms of residency confirmation: current driver’s license, utility bill, or post-marked envelope with ID. Any changes in residency must be kept up to date with the Parks and Recreation staff. Multiple child discounts for youth sports registration and some programs are available on same day sign-ups for siblings only with same address. PROOF OF RESIDENCY FACILITY USAGE Children under the age of 12 must be accompanied by an adult at all times in all of our facilities. Proof of age may be requested at time of visit. OPEN GYM Any person interested in utilizing the Harker Heights Recreation Center’s Open Gym will be required to show proof of residency at the time of visit to receive the resident discount. Please check the Parks & Recreation webpage for current Open Gym hours. 100% Valid Photo ID is required to utilize Open Gym. For security reasons individuals with swim passes are encouraged not to leave and re-enter facility numerous times.

Season passes are only good for the current swim season. Passes will not cover City sponsored events. Passes must be in the possession of the individual(s) to enter facility. Passes can be purchased at the Recreation Center beginning May 4th. Please note: Passes will only be sold as stated above. Organizations and groups wishing to buy passes will have to purchase multiple individual passes.

AQUATIC STAFF NEEDED

The Harker Heights Parks and Recreation will start taking applications for the Pool Division in February. Positions available include: Pool Manager, WSI, Lifeguard, and Cashier.

SWIM LESSON SCHEDULE

Registration begins Saturday, April 25th at 9:00 am at the Recreation Center. The Parks and Recreation Department is excited to have the opportunity to offer swim lessons taught by Water Safety Instructors (WSI). Swim Lesson Fee Resident $40 Non-Resident $50 Space is limited! Visit or call the Recreation Center for availability and registration information.

RENTAL INFORMATION

Beginning May 4th, reservations for the Harker Heights Carl Levin Outdoor Pool may be made for rental on Friday, Saturday, and Sunday evenings from 8:00 pm – 10:00 pm once pool season begins. There is a two (2) guard minimum for each party. If over fifty (50) people are anticipated, one (1) guard per every additional twenty-five (25) people is required. Pool Rental Fee $100 Clean - up Deposit $50 (refundable) Lifeguard Fee $15(per hour/ per lifeguard)

(Payable to the guards in CASH the night of the event)

DAY CARE POOL USAGE

Any organization, group, or day care wishing to utilize the Carl Levin Outdoor Pool must be on file and approved by the Parks and Recreation Department one (1) week prior to pool usage. Any group not on file will not be allowed to enter the pool.

ABILITY SPORTS The Ability Sports program provides recreational opportunities for youth and young adults with intellectual disabilities. It was established in 2010 as an extension of the City of Harker Heights’ Paralympic Sports program. We are an all-inclusive program for children between the ages of 5 and 22. Our participant’s disabilities range from autism and Asperger’s to Downs Syndrome to cerebral palsy. Whether it is through participation, advocacy or coaching, we encourage everyone to get involved! New Ability Sports will be added to the calendar at various times. Information will be added to the city’s website. The Harker Heights Activities Center offers various programs, organizes many of the city events, and offers recreational classes throughout the city. Civic organizations, government entities, non-profits, businesses, and community programs supporting Harker Heights are eligible to rent the rooms from the Activities Center. Such uses may include meetings, retreats, trainings, workshops, conferences, and interviews. We currently do not rent the Activities Center for private functions. The Activities Center is located in the same building as the Harker Heights Public Library.

SENIOR RECREATION ACTIVITIES CENTER WEEKLY ACTIVITIES AND CLASSES (Held at the Harker Heights Activites Center, 400 Indian Trail; unless otherwise noted)

The Harker Heights Senior Recreation Program is designed for ages 50 & up. With a very active senior community we plan our programs, activities, and events with the purpose of giving older adults the opportunity to stay physically and mentally fit. There is no cost to join the program and it is open to residents and non-residents. The monthly trips and a few classes do have small fees. STRETCH N’ GO

Mondays, Tuesdays & Thursdays 9:30 am – 10:00 am Designed to exercise muscles & joints with seated exercise and balance work. No running, hopping or jumping! Wear good athletic shoes and appropriate workout clothing. Be prepared to have fun getting stretched.

TEXERCISE CLASSES

Mondays, Tuesdays & Thursdays 10:00 am – 11:00 am This exercise class focuses on a higher level of activity, including walking a couple of miles each class. There is no running or jump-

Mondays & Wednesdays 12:00 pm – 3:30 pm Come join us for a relaxing day of playing cards in a no stress zone. All levels of pinochle players welcome. We will teach you how to play if you want.

LIFELONG LEARNING STUDIES

Tuesdays, 11:00 am – 12:15 pm This class is an opportunity for you to learn what the current world is like. DVD courses from “The Teaching Company” are used and courses usually run for 6 - 12 sessions and last about an hour each week. Come in, find a seat, and learn.

WOODCARVING

Tuesdays, 12:00 pm – 2:00 pm This class is a great opportunity for every skill level from novice to professional. Wood carving takes many hours to finish a project, so patience is a requirement. If you are wanting to try out carving, show up and supplies will be lent to you. Already a carver? Then bring your own supplies and any safety

equipment such as carving glove, thumb guard, or finger pad.

SCRABBLE TIME

Wednesdays & Fridays 9:00 am – 1:00 pm Expand your vocabulary in this intellectual word game. It is great for groups of 2 or 4.

WATERCOLOR PAINTING

Wednesdays, 10:00 am – 12:00 pm Watercolor class is for beginners & up. We practice the basics of art, but most of all try to have fun and no one is a bad artist. $5.00/class. Instructor will provide tools first couple of classes and then go over what you will need to purchase if you do not have your own supplies.

BUNCO

Wednesdays, 1:00 pm – 4:00 pm You do not need to know how to play, we will teach you. Just show up and take a seat. Players bring snacks to share.

Watch awhile or jump right in and play. Beginner to experienced players are welcome to join right in. Bring non-marking tennis shoes and comfortable clothes.

GOTTA DANCE LINE DANCING Tuesdays, 8:30 am – 10:00 am Fridays, 8:30 am – 10:30 am Recreation Center, 307 Miller’s Crossing Desire a bigger challenge than beginner level line dancing? Join the Gotta Dance Line Dancers to learn

intermediate dances. Once a month Friday night dance is held either in Harker Heights or Austin area. Line dancers must have gone through a beginner class first. If class has already started, join in and you will be welcomed at a break.

BEGINNER LINE DANCING

You will be introduced to the basic steps that are used in line dance and experience performing them to music. It’s excellent exercise and a great social activity. Wear smooth soled shoes or dance shoes. Foot tubes may be used over other shoes.

Are you yearning to find your ancestors and don’t know where to start? Please come and join us. We will share all the tools, methods and resources we are already familiar with to help you in your quest.

LADIES NIGHT OUT

2nd Tuesday of the Month, 4:30 pm New restaurant each month. Ladies Night Out is designed for the lady who needs to get away, try new restaurants and meet new friends. We will be meeting the 2nd Tuesday of each month at a new restaurant. Make sure to sign up in the Green Book at the Activities Center, so we can call ahead and make reservations. We will meet at the restaurant at 4:30 pm. Remember to invite your lady friends.

CREATIVE PAPER PROJECTS WITH DEBBIE MOORE

2nd & 3rd Thursdays, 9:00 am – 11:00 am Come make greeting cards using rubber stamps & ink. Learn different techniques to make your projects that rival purchased cards. The first class is free, but if you choose to join the cost is $5.00/ class. Instructor provides all paper products and equipment. Feel free to bring your own supplies.

2nd Thursdays, 11:30 am This potluck lunch features the showing of a movie that generally lasts around two hours. Everyone in the group brings food to share (to serve 6 or so), items to go with the main dish which is provided. Come in, find a seat, and make yourself comfortable.

SING FOR FUN

3rd Thursdays, 11:00 am This is an opportunity to join in singing with a group of other seniors who remember many songs from the past. We sing them in the car when we hear them on the radio. We sing them in the exercise class as we work out. You get the idea! We have a different variety of songs each month.

BINGO

3rd Thursdays, 1:00 pm – 2:30 pm Come join a game of Bingo. Prizes are awarded after each Bingo.

ARMCHAIR TRAVELERS

4th Thursdays, 11:00 am Armchair Travelers gives seniors a chance to “visit” other cities in the United States and overseas without leaving the comfort of their seat. DVDs are used to learn about the world we live in.

SENIOR DAYTRIPS Make new friends while visiting a new location every other month. The program visits historic sites, museums, tourist destinations, and more. Prices vary per trip. Seats fill up fast, so sign up early. Waco Mammoth National Monument Waco, TX

Step back in time to the ice age and discover Columbian mammoths. These giant elephants once roamed Texas. A tour guide will provide an insight to this important archaeological find. There will be a short walk outdoors. However, the majority of the tour will be indoors.
