Weathering the Storm

guess the best thing to start out with is an apology. I stated in my last article that we were going to have a conference in French Lick in December, period. I was sure we were going to make it happen. Well, I am sorry we were not able to make good on that! Conditions worsened and your Association made the difficult decision to cancel the Water Institute. That was not an easy decision to vote on. Then the very next item on the agenda was to postpone the downtown Annual Conference and push it to April at the Indianapolis Marriot East with the hopes that we will be able to have a conference then. I felt like I had just gotten kicked in the stomach. That makes three conferences in a row that have been scrapped due to COVID-19. Whenever this thing leaves us alone, it will not be soon enough. In the meantime, your Association is still hard at it behind the scenes. I believe that most, if not all, of the IRWA members have been brought over into AWWA. We are excited about all of our new members and hope we can continue to earn your trust moving forward. Erich Nugent, Mark Brace and the rest of the membership group have had some interesting conversations with National AWWA regarding the proper way to get the new members onboarded. Thanks to both of you for your continued work for the Indiana Section AWWA. We are committed to bringing educational opportunities to you, either virtually or by smaller in-person workshops. Monique and Odetta are constantly working on programs that we hope you will find interesting and engaging. Indiana Section AWWA will work within whatever guidelines we are required to, but we will be coming out to every district with multiple workshops.

The Indiana Section AWWA will continue to be the Voice for Indiana Water and we will always try to represent you as members to the best of our abilities. I am reluctant to promise that, since my credibility is suspect from the last time I made one. (See the opening sentence). The good news, if you could call it that, is that I get to be your chair for a few extra months. Mr. Cunningham will just have to wait patiently until we can have an annual meeting so we can pass the gavel. I had no idea when I talked about wrecking the corvette in my acceptance speech that a worldwide pandemic was just off the shore. So, while the vette might have gotten a scratch or two, she is still intact and driving well.

We will weather this storm as we have all other storms. The Indiana Section AWWA will continue to be the Voice for Indiana Water and we will always try to represent you as members to the best of our abilities. Thank you for allowing me to chair this great organization and I really look forward to seeing every one of you at our next face to face meeting. Until then, be safe, wash your hands using plenty of good clean potable water, and “come on man” wear the damn mask!!! Hope to see you all soon? Ed Nugent

Living Through History

hese are indeed unprecedented times that have affected many areas of our lives. The word ‘unique’ is so overused that it has almost lost its meaning. But this time we are living through is indeed unique. AWWA continues to not just persevere, but to lead. The work done by our front-line workers to provide the most essential of services – potable water – continues unabated. Thank you all for your courage and dedication. As you are aware by now, our conference schedule has also had to be adjusted. But we will come out the other side of the pandemic with a better, semi-annual conference schedule going forward.

Remember: Adversity does not build character, it exposes it. Our annual conference has been shifted to April at the Marriott East Hotel in Indianapolis. During our annual conference we will have our required Annual Business Meeting and election of officers for the coming year. AWWA conferences have been held virtually. ACE21 in San Diego is the first conference being planned that anticipates in-person attendance. However, due to COVID-19 restrictions, competitions and other similar activities are being pended. Northeast District Justin Shaffer, Trustee Greetings from the Northeast District! After a very crazy year and a few minor hiccups, the NE District was finally able to host our fall meeting on October 27, 2020, at the Autumn Ridge Golf Club in Fort Wayne, Indiana. We are very pleased to be able to say that we were the only district in the state to host an in-person meeting, with the option to join in via a webcast. While the in-person attendance was low, everyone had a great time and we covered some very important topics relating to the Lead and Copper Rule revisions and pump basics for water and wastewater applications. After the fall meeting, we held our annual board meeting, which included the nominations for the upcoming year for board members. Retaining the seat of President will be Jeff Boyle of Ligonier, retaining the seat of Vice President is Chad Plummer with Peerless Midwest, and coming on in the Secretary-Treasurer seat is Bill Carpenter of Decatur. The incoming Trustee for the NE District will be Ben Eldridge of Millersburg. As these men step forward to lead the district in the coming year, please reach out to them and give them your feedback. Let them know what we can do better or even what a great job they are doing. It is through your comments and suggestions that help us to become a better board, to help you receive the training you are looking for, and to better serve you. As the COVID-19 pandemic continues to loom, I ask that you all continue to do what you have been doing to be safe and staying healthy. WATER, as you all know, is the most important resource we have

Northwest District Derek Snyder, Trustee The Northwest District would like to thank outgoing President Chris Johnsen for his outstanding service and leadership during this year of accepting virtual reality as the new reality. Small & Rural Systems Trustees Troy Elless, Trustee I would like to start out by wishing everyone a safe and happy holiday season. I understand that it will be different this year and I hope that we all can unite with family and friends be it in person or virtual. With the pandemic raging on, in person trainings will be few and far between, at least for now. INAWWA is offering online trainings to help get the hours needed to maintain licensing and provide education

on timely topics. I would strongly encourage you to take advantage of these trainings. I would also encourage you as small systems to check in on your neighboring systems to see how they are getting along and if they need anything prior to the upcoming winter. The good thing about the in-person conferences and events was the ability to meet and discuss issues with your peers and colleagues. Without that opportunity

some operators may not have been in contact with anyone else from the industry for quite some time. A lot of small system operators depend on other small systems and that is a great thing so reach out to your neighbors and see what they need or maybe you just need to setup a time to collaborate with one another. Hope you all have a great remaining 2020 and I sure hope 2021 is a lot better.

Southeast District Julie Berry, Trustee The Southeast District held officer elections on September 29th following the completion of the Southwest District Fall District Meeting. The officers elected include: • President – Donna Ennis, Indiana American Water

on September 29. We had three industry experts who provided some great information to our members and guests. Joe Bacik, with American Pipe, spoke about zinc coatings on ductile iron pipe. Marc Hansen, with Suez Advanced Solutions provided some very insightful information about preparations a utility should make to take water storage tanks out-of-service for maintenance. Tim Babb, with Ford Meter Box, gave a presentation on the different types of service line connections. Upon completion of the presentations, IDEM provided some comments and updates and we announced the Hurty awardees. The last item of business on the agenda was the annual election. Shawn Kluesner from Patoka Lake Regional Water District was elected to be the SW District Trustee. Shawn will officially take over those duties during the business meeting at the annual conference in early 2021. Jon Craig,

Midwestern Engineers, was elected to be the SW District President. Larry Haag, Beam, Longest and Neff, will be the new Vice-President and Jeremy Farrar, Poseyville Municipal Utilities, will be the new Secretary/Treasurer. Thank you, Larry and Jeremy, for volunteering to serve as new officers and thanks to Shawn and Jon for continuing to serve the SW District. I want to take just a moment to recognize and thank Scot Osborn for his dedicated service to the District as he served as a District officer for several years. Thank You Scot! This will be my last article as your SW District Trustee. Having served as a District officer in different positions for several years, I have thoroughly enjoyed the opportunity to collaborate with great people to bring some great meetings together. I look forward to being able to gather in-person again at future meetings and events. Until then, stay safe!

Awards Committee Chris Harrison, Chair There will be AWARDS! COVID will not stop us from recognizing and honoring the dedicated, hard working individuals within our industry who have consistently provide safe reliable service to our family, friends, and communities. Yes, the December Water Institute has been cancelled as an in-person event and the Annual Conference has been moved to April! Awards will still be recognized! So, we must punt the ball! And to be frank, I can’t recall a time when we had to go to this extreme. Tradition will carry on! Which brings us to the awards game plan with our focus on the recognition schedules for the December Water Institute. Hoosier Water Award The Hoosier Water award is a legacy achievement distinguished to those who have demonstrated outstanding service in support of the principals of both Indiana Rural Water Association and the Indiana Section of American Water Works Association (INAWWA). This individual embraces and supports the continuing improvement and safety of water for people of Indiana. In the past, the first part of this award was recognized at the annual IRWA Water Institute with the second portion of the award given at the annual INAWWA Annual Conference.

Again, this year the award was to be given at the December Water Institute but due to the changes of the event, it has been moved to the annual INAWWA conference rescheduled for April 2021. Once the COVID pandemic is over, the award will carry forward with the past traditional schedule. Operator of the Year Another one of the legacies awards carried forward with the merging of the two organizations is the Operator of the Year award. This legacy IRWA award is dear to the heart of individuals who have received it and this award gives INAWWA a chance to recognize hardworking dedicated individuals who do their job but do not always receive recognition or appreciation. Especially this year! Being an essential utility employee has new definition, going to work, not quite understanding the risk or hazards placed upon, with your community relying on your dedication and service to make sure people have safe drinking water and sanitation as we, as a country, work through this COVID crisis. Several nominations for the Operator of the Year both large and small systems for both water and wastewater have been received from around the State. I would like to thank the District Officers

who recognize the importance of this recognition and have generously brought forward multiple nominations. Historically, this award is given at the annual Water Institute, but is being rescheduled to honor and recognize the award winners during these difficult times. Nothing is decided on how these awards will be delivered to the awardees, but I can guarantee the awards will be presented. Yes, COVID has forced us to think out of box. We will move forward with the time-honored tradition of recognizing our water heroes and their endeavors in providing safe, reliable service to our families. Stay safe!

Competitions Committee Shaun Shifflet, Chair Because of the ongoing concerns of COVID-19, and after a great deal of careful consideration and consultation, AWWA has determined that circumstances do not permit competitions at ACE-21. Because planning for ACE competition begins at the district level and starts several months in advance, AWWA announced the cancellation of in-person

Pipe Tapping, Meter Madness, Hydrant Hysteria and Top Ops competitions. Currently, this committee is still deliberating on steps to proceed for ACE-22. We want to thank the vendors, competitors and volunteers that make the AWWA competition a success. This is only a pause in the future of our competition and we look forward to a safe and bright future.

Education Committee Josh Castor, Chair The Education Committee is still meeting together via Team Meetings. We are continually looking at ways to be active through these trying times. We have a number of things we are working on and can’t wait to get started. We hope that you and your family have a wonderful holiday season.

MAC Committee Doug Karst, Chair Hello from the MAC Committee The year started out with great enthusiasm with the merger of INAWWA and IRWA announced at the 2020 annual conference. The building excitement of the combined organizations, along with the well thought out educational and action-packed conferences, were cut short by the pandemic. Disappointment struck with the cancellation of the Spring Conference along with the Top Golf event. Even with the imposed restrictions,

the golf committee (chaired by John Crist) along with the fantastic staff of Eagle Creek Golf Club, was able to pull off a very successful annual golf outing. The MAC also worked diligently with the staff and the French Lick Resort to

host an in-person 2020 Water Institute, but unfortunately we had to switch to virtual sessions due to COVID concerns. We look forward to seeing you for our 2021 Annual Conference which has been rescheduled for April 19-21, 2021.

Operator School Committee Chris Johnsen, Chair “Change is the only constant in life.” This statement was found in the writings of the Greek philosopher Heraclitus from approximately 500 B.C. If the year 2020 is any indication, this still rings true. Back in April, we had confidence that Operator School would happen as usual. It is a good thing that we did not bet any money on it. By mid-May, it was clear that it was not in the best interest of the students, instructors, or the utilities from which they came to attempt the Operator School. As a result, the Committee decided to postpone the 2020 Operator School. However, there is a silver lining to this. Since we decided to postpone the Operator School for 2020, the Committee has been hard at work developing a virtual option. It is our hope that we can offer a virtual option in early 2021, and that we can return to the classroom, in person, by August. Please keep your eyes on the Section web site for updates and to watch for courses offered during conferences or other events.

Change is the only constant in life. In the meantime, there are options available that might help you prepare to sit for the Indiana exams. You can look into the virtual options available from the AWWA, some of which can be found at: https://www.awwa.org/Events-Education/ eLearning-Courses. The Association has many other training tools available, as well. Philanthropy Committee Mike Simpson, Chair Hello friends and welcome to our continual nightmare, commonly referred to as 2020! They used to say the more things change the more they stay the same. The person who stated that did not live in 2020. It is now more appropriate to say: It appears that we are turning the corner when 2020 says “Hold my Beer!” Your Philanthropy Committee has been working virtually behind the scenes to keep all our philanthropic activities moving forward. Our key programs; One AWWA Operator Scholarship, Gambold Education Fund, Bezzozi Grant, INAWWA’s Youth Water Science STEM Education Grant, are currently in the state of readiness once we resume our specific programs tied to those events. Operators School is being revitalized and repurposed with a virtual format in the offing. The expectation is to begin those classes after the 1st of the year. We will be offering an AWWA Operator Scholarship all in conjunction with our Operators School. Anyone who was awarded a scholarship for the fall 2020

classes that were canceled will have that scholarship applied to the 2021 classes and an additional call for 2021 will go out in December of this year. AWWA is also calling for applicants for its educational scholarships and we encourage you to go to AWWA’s website and apply https://www.awwa.org/ Water-Equation/AWWA-ScholarshipAward-Program. As for the Gambold Education fund and Bezzozi Grant, those will both move full speed ahead in 2021 once in person conferences resume. Stay tuned for more on that.

Now more than ever we need your Involvement and engagement on this committee! Participation on this committee will serve to enhance our Section’s endeavors to accomplish our goals of helping others throughout Indiana as well as the world achieve clean and safe water. The committee desires everyone’s engagement so that we may continue our shared goals to educate students, provide additional training to even more operators, and to ensure that our waters here at home remain clean and safe as they have for over a century now.

Silent Auction Committee Judy Gripp, Chair Indiana AWWA – Silent Auction/Raffle for the Benefit of Water For People The Silent Auction Committee has been meeting to decide what the best way forward will be for holding a Silent Action/ Raffle event in 2021. Given that the INAWWA Annual Conference has now been moved to April, we are moving the Silent Auction to this new timeframe. During the 2020 conference we raised over $6,000 for Water For People. We are determined to continue the tradition of raising money for this great

organization even as we adjust how and when the event will take place. We will be reaching out to past donors along with the Districts to request donations as we get closer to the event. The plan is to switch to an on-line format for bidding so that we can have an event even if the Spring Conference ends up being virtual. More details will be coming about how the new format will work. It may involve asking donors to submit photos and descriptions for uploading into the on-line auction site.

Technical Program Committee Cara Lance-Emerick, Chair 2021 Annual Conference Technical Program Update Our annual conference has been moved to a later date and different location. The 113th Indiana Section AWWA Annual Conference will be held on April 19-21, 2021 at the Marriott East in Indianapolis! Due to this change, we are extending the deadline for submitting abstracts to January 31, 2021.

The Technical Program committee is accepting abstracts online. Abstracts should summarize your presentation and be between 100-200 words in size. In addition, a short biography should be included. Instructions for the abstract and biography can be found at www.inawwa.org/ event/2021-annual-conference. We strongly encourage operator and utility personnel involvement. Based on

prior program feedback, our attendees enjoy case studies and panel discussions. Presentations should be 30-60 minutes in length including time for Q&A. The Technical Program Committee will examine each abstract for technical content and quality. Water For People Committee Emily Nelson, Chair Thank you to those who participated in the first World Water Classic 6/60k! The Indiana Section had a team of 5 participants who joined a total of 782 participants from 13 different countries. Together we raised over $37,000!

Individuals interested in donating directly to Water For People yet this calendar year can take advantage of two upcoming match campaigns. Brown and Caldwell matched donations given on Giving Tuesday, December 1, 2020, and

Carylon Corp. will be matching donations given in late December. Thank you for your gifts because Water Changes Everything! Although 2020 looked a lot different than what everyone expected, the Water For People Committee had some great fundraising success this year thanks to the support of many sponsors, participants, and dedicated volunteers. The 2020 fundraising total will be announced in early 2021, so stay tuned! Our Committee has already begun planning events for 2021. Young Professionals Committee Natalie Gustafson, Chair As the year comes to an end, the YP Committee continues to look for opportunities to connect young professionals. We held a graphic design competition for a T-shirt design and narrowed down to five extremely creative logos for the YP Committee. By the time this article is published we will have selected a design and begun selling YP T-shirts, with all proceeds benefitting the Besozzi Scholarship, which provides opportunities for a university student studying in the water resources field. Thanks to our YPs for participating for a great cause. We have continued to host virtual happy hours each month, with our October happy hour being Halloweenthemed, and YPs dressed up in costumes. These monthly happy hours provide a consistent opportunity for networking in a laid-back environment.

Several YPs have participated in the national AWWA Water Tower Building Competition this fall. Participants had to submit a video showcasing their designs, and the winner or winning team will receive a complimentary registration to the 2021 YP Summit and monetary prize. This competition has been another great way to keep us connected in these unprecedented times. As we look forward to the holiday season, we will sponsor a family in the Indianapolis area once again for Christmas. We did this for the first time in 2019 and the YP Committee looks forward to making this a fun and worthwhile tradition. Last but not least, we are excited to roll out our formal Young Professionals Mentor Program which will allow a YP to pair up with a more seasoned

professional to provide another trusted advisor outside of their workplace as they navigate their career in the water and wastewater industry. The program is a one-year time commitment of meeting (virtually or in person) at least once per month. Surveys for matching YPs and Mentors and informational flyers will be available shortly, so be on the lookout for sign-up information. If you have an inkling of interest for this program as a mentor or mentee, we would love to send you more information – just reach out using the contact information below. Drought Concerns

The winter months are a great time to review and update drought preparedness plans, and to review current and past source water readings.

While we continue to battle the grip of a second wave of COVID‑19 and with many utilities approaching deadlines to certify completion of AWIA vulnerability assessments and Emergency Response Plan updates, drought preparedness and drought issues may be the farthest things from our minds. Afterall, we are finally getting some much-needed precipitation, and the heat of summer is fading into the cooler temperatures of fall. However, this is the perfect time to look back on what was a very dry season that saw at times 95% of the state displaying drought characteristics. This past summer saw several utilities in the state institute water use restrictions. The summer of 2019 was also marked by drought across much of the state and the need for use restrictions in areas noting depleted capacity of source waters. Most of us recognize the risks and stresses brought on by summertime drought and breathe a sigh of relief when fall and winter precipitation graces the landscape. We are beginning to see that there may be other factors in play in todays changing landscape that complicate drought recovery of groundwater. Serial drought was a new term to me, and it was the focus of one of the Drought Preparedness Workgroup sessions I participated in this past summer. Unlike the arid west where droughts linger for years, the Midwest is plagued with seasonal drought followed by seasons of precipitation that often balance rainfall deficit amounts in the summer. Despite this, some areas see diminished groundwater recharge over time. The culprit is believed to be a combination of factors. More pavement and concrete reduce areas that allow natural recharge. These conditions cause the precipitation from intense and

infrequent rainfalls to runoff and flow away rather than percolate to the subsurface. There is also the concern that precipitation and snowmelt is running off hard frozen ground before the spring thaw. The result is called serial drought, where localized precipitation is not afforded the ability to effectively recharge the region where it falls. To better understand these potential occurrences, IDEM’s Drinking Water Branch is partnering with Indiana University’s Department of Geography. Ms. Sally Letsinger with IU is completing a study to investigate trends in groundwater recharge over time. She is testing the hypothesis that increasingly intense precipitation events that result in extreme runoff events might be short-circuiting processes of infiltration and groundwater recharge by lowering the residence time of water on the landscape. Decreased recharge across the landscape can result in reduced freshwater availability and drought resiliency. The final report will describe methods used as well as the results of the analysis. If the results are significant or notable, the implications to nearsurface groundwater resources in Indiana will also be calculated and presented. In the meantime, we ask you to be vigilant of your source water conditions. The winter months are a great time to review and update drought preparedness plans, and to review current and past source water readings. If you see static water levels in your wells receding and showing slow or no recovery, please take note and reach out to IDEM so we can help monitor the situation. For many decades, Indiana has been blessed with an abundant source of fresh, clean water. With a little effort towards observation and resiliency planning, we can ensure it stays that way for years to come.

WUC Update As of the writing of this article, the results of the recent election are coming into ever-sharper focus, with the exception of who has control of the U.S. Senate. The lingering partisan animosity, however, continues to cast doubt on the likelihood of legislation moving forward during the lame duck session of Congress. Furthermore, the anticipated runoffs in Georgia in early January leave a big question mark regarding the new Congressional session. Major bills for the water/wastewater sector remain in the mix including additional stimulus funding, major infrastructure funding, WRDA 2020 and federal government funding beyond December 11. Closer to home, the Indiana Legislature held Organization Day on Tuesday, November 17. Over the course of the summer, the Legislative Continuity Committee developed plans to conduct the session as safely as possible amid the pandemic.

ary E. Hollingsworth, “Hollywood”, age 67, passed away Wednesday, October 14, 2020 after a courageous battle with cancer this past year. She was born and raised in Winchester, Indiana and graduated from Winchester High School, Class of 1971. She was a proud graduate of Indiana University with certifications in Public Health and Public Management in addition to her bachelor’s degree. She also received a degree of Veterinary Technology from Purdue University working with Dr. Howell and Dr. Welbourne for many years. Mary is preceded in death by her mother, Miriam “Jean” Hollingsworth, and father, Elvin “Al” Hollingsworth. She is survived by her wife, Penny York of Muncie, daughter, Laura Brant and two granddaughters, Aurora and Alexis, grandson, Auston of Muncie, two brothers, Mark (Debbie) Hollingsworth of Winchester, Garry Hollingsworth of Wolcott, and sister, Gayle (Steven) Fahl of Lynn, several nieces and nephews, and many dear and close friends from Supper Club. After working 40 years for the State of Indiana, Mary retired from the Department of Environmental Management, as Branch Chief of Drinking Water, in 2018. In recent years, she also worked with Indiana Rural Water Association and Rural Community Assistance Program. Mary had a great passion for her work striving to make a difference in the field of public health safety and the environment. Anyone who knew “Hollywood,” knew her love for the IU Hoosiers, Colts, and Indiana Fever. She was a runner, proudly running in 17 Indy 500 Mini Marathons. She played on several local softball teams over the years, including Leo’s Court. Whether at work or play, Mary’s dedication to friends and family, and her enthusiastic and humorous personality will be sorely missed by all. The family would like to give a heartfelt thanks to IU Hospital Hospice Team, especially Nurses Karissa and Jamie. In lieu of flowers, donations may be made in Mary’s memory to the Shirley Franck Perseverance Scholarship Fund in care of the Portland Foundation, 107 S. OBITUARY andy Ray Kline, 64, Peru, Indiana, passed away on Tuesday, September 29, 2020, at Parkview Hospital, Fort Wayne, Indiana. Born August 6, 1956, in Warsaw, Indiana, he was the son of Frank D. Kline and Betty Jean Dunn Kline. On July 24, 1998, in Peru, Indiana, he was married to the former Susan Jane Buckalew. Randy graduated from Peru High School in 1975. He was the assistant superintendent for Peru Utilities-Water, Wastewater, Stormwater Department, where he had worked for twenty-seven years. Survivors include his wife, Susan J. Kline, Peru; two sons, Nathan T. Kline (Megan Austin), Oak Harbor, Washington; Heath D. (Amanda) Kline, Evansville; two daughters, Jamie C. (Justin) Bauch, Rochester; and Katie (Zach) Holt, New Albany; four grandchildren, Everett Kline, Evansville; Andrew and Abby Bauch, Rochester; Arlen Holt, New Albany; and one brother, Rick D. Kline, Wabash. Also surviving are several nieces, nephews, and cousins. Randy was a passionate cyclist and enjoyed riding many miles on the Nickel Plate Trail.
