Welcome to Fort Campbell, Kentucky, home of the 101st Airborne Division (Air Assault)! In this guide, you’ll find all kinds of information to help get you started. From where to spend a fun day to enrolling kids in the local school system, the Regional Guide is your source for information on relocating to the home of the Screaming Eagles. This guide has been prepared as a general source of information and reference while you are on duty at Fort Campbell. You will find that the post straddles the Ken-

tucky-Tennessee line. Kentucky communities of Hopkinsville and Oak Grove as well as Clarksville, Tenn., are easily accessible outside the gate. Plus, you are only a short drive away from the Land Between the Lakes National Recreation Area. All of these locations support the tremendous work of our soldiers, and we are proud to have you serving at one of the best military installations in the nation. ESSENTIALS Find out who to call to begin utility service or where to register your vehicle. The cities of Hopkinsville and Oak Grove are in Christian County, Kentucky, and Clarksville is in Montgomery County, Tennessee.

REAL ESTATE AND APARTMENTS Fort Campbell

single-soldier housing. Single soldiers E-6 and greater are required to live off-post and are authorized to receive Basic Housing Allowance (BHA) without dependent rate. There are no senior enlisted quarters or officer quarters housing units on post.

UTILITIES Clarksville

OFF-POST HOUSING Military personnel should report to the Housing Services Office (HSO) to receive housing counseling prior to entering an agreement to obtain off-post housing. The HSO assists in acquiring off-post rental housing, tenant/landlord complaint mediation, pre-occupancy adequacy inspections, as well as assistance with home purchasing and selling. AHRN.com ON-POST HOUSING Soldiers who have one or more eligible family members living with them may apply for on-post housing through Campbell Crossing. Application must be made in person. TRASH DISPOSAL The city of Hopkinsville provides trash service for customers inside of the city limits. To establish service, call 270-887-4137.

In Oak Grove, the City Utilities Office provides water and sewer services for its residents. The office is at 8505 Prembroke-Oak Grove Road, and the telephone is 270-439-5433.

In addition, those registering a motorcycle must have a motorcycle endorsement on their license and present their Motorcycle Safety Foundation Card. Drivers also are required to have all these documents in their possession when driving on Fort Campbell. Clarksville DRIVER’S LICENSE Tennessee Law allows 30 days from the date of residency to obtain a driver’s license. New residents must show proof of U.S citizenship or lawful permanent resident status. Hopkinsville The commonwealth of Kentucky has a 6% sales tax, and there is no city retail tax. There is a state income tax imposed on residents, ranging from 2 to 7.5%. Hopkinsville imposes an employee occupational tax of 2%. Utility taxes are 3% of gross cost. Property taxes both city and county are charged at a rate of $100 valuation based on 100% market value. SCHOOLS & CONTINUING EDUCATION PUBLIC SCHOOLS Fort Campbell The Fort Campbell School System serves military families living on the post and is part of the Domestic Dependent Elementary and Secondary Schools. There are six schools at Fort Campbell: four elementary (pre-kindergarten-5), one middle school (grades 6-8) and one high school (9-12). Students who enroll in the Department of Defense Education Activity (DoDEA) schools must meet specific immunization requirements. Hopkinsville Murray State University operates a regional campus in Hopkinsville and offers a variety of undergraduate and graduate programs. Weekend, evening and online classes are available to accommodate a range of both traditional and nontraditional student needs. The campus also has the Center for Continuing Education and Academic Outreach, which provides

programs. Academic degrees are offered at the associate, bachelor’s, master’s and Education Specialist levels. A noncredit Extended Education program is also offered. Students who reside in Kentucky counties of Allen, Calloway, Christian, Logan, Simpson, Todd and Trigg qualify for in-state tuition. GOVERNMENT CHAMBER OF COMMERCE Christian County The Christian County Chamber of Commerce has worked for more than 120 years to provide valuable benefits and services to member businesses and individuals. There are several divisions in which members participate to achieve the goals of the chamber. The Agri-Business Committee actively supports and promotes agribusiness and its significant impact on the community’s economy. It holds the Salute to Agriculture Week to promote agriculture as a driving force in Christian County’s economy, honors agribusiness leaders by presenting the Friend of Agriculture, Distinguished Service, Agribusiness of the Year and Farmer of the Year awards. The Business Development Committee exists to create an environment in which new businesses are attracted and existing businesses prosper in Christian County. It is a public/private partnership made up of people who understand all aspects of small business and entrepreneurship development, with an overall goal to ensure that Christian County has the “welcome mat” out of businesses. The Diplomats exist to enhance member participation in chamber activities and to serve as the liaison between the chamber membership and the board of directors. Activities of the Diplomats Club include service as liaisons for new chamber members, as greeters at the chamber’s Business After Hours events and Eye Opener Breakfast events, as ribbon holders at chamber ribbon cuttings and as hosts/ hostesses at the Chamber Annual Dinner and Celebration. The Governmental Affairs Committee organizes the legislative amending briefing, a time to share the priorities with local, state and federal legislators. The Military Affairs Committee is committed to supporting the military families of Fort Campbell. The Retail Development Committee exists to facilitate retail development by recruiting new retailers and supporting and promoting existing retailers.

The Workforce/Education Development Partnership Committee exists to accomplish the Talent Development Goal of the Community Vision Plan. The WEDPC works diligently with Christian County Public Schools in its efforts to raise the level of student achievement. The WEDPC also works with the institutions of higher learners to ensure that our local offerings meet the demands of local employers. The WEDPC serves as the link from the business community to the education community. The Hopkinsville-Christian County Chamber of Commerce also has a satellite office in Oak Grove. Clarksville The Clarksville Area Chamber of Commerce represents the interests of local businesses by advancing community development, promoting the economic environment and enhancing the quality of life in the region.

The chamber relies on volunteer support and memberships to accomplish its goals through the various divisions. Military Affairs includes representatives from Fort Campbell, retired military, government officials and local business leaders. The Committee works to ensure a strong relationship with Fort Campbell. This is done through an annual Citizens for Fort Campbell advocacy trip to Washington D.C., and frequent support for military personnel and their families during deployment. Membership Services focuses on developing support material, enhancing benefits and providing networking opportunities for the membership. Public and Community Affairs develops an agenda to present the Montgomery County delegation in Nashville when the General Assembly convenes in January. GOVERNMENT Oak Grove The City of Oak Grove, Kentucky, just off Interstate 24, is located on the boundaries of Western Kentucky and Middle Tennessee. The city is represented by a six-person city council who are elected by wards to twoyear terms and Mayor Theresa Jarvis. Regular city council meetings are held at 6:30 p.m. on the first Tuesday of each month at the City Council Chambers at 8505 Pembroke Oak Grove Road. The city recently successfully opened a horse racing track. The full track will be open in 2020.

Fort Campbell Now with an area of more than 106,000 acres, Fort Campbell and the 101st Airborne Division (Air Assault) serves more than 100,000 people including soldiers, retirees and family members. In fact, Fort Campbell continues to be the area’s largest employer, with just more than 30,000 active-duty soldiers and 5,100 civilians employed at the installation. With more than $1.5 billion in payroll, $1.8 billion in public works activities and nearly $200 million in housing allowance, Fort Campbell’s economic impact of more than $4.5 billion reaches far into Kentucky and Tennessee, as well as many states throughout the nation. The 101st is the only air assault division in the world and has a fully equipped airport for quick deployments. The division is made up of about 19,000

soldiers separated into seven brigades, four focused on infantry, tow on aviation and one on support for the other brigades. In addition to the 101st, Fort Campbell is also home to the 5th Special Forces Group (Airborne), headquartered at Fort Bragg, NC; 160th Special Operations Aviation Regiment (Airborne); The U.S. Air Force units 19th Air Support Operation; Squadron and Operation Location; 621st Air Mobility Operations Group and the 716th Military Police Battalion. Fort Campbell is under the command of Maj. Gen. Brian E. Winski, who took over in Feb. 2019.

Christian County The Christian County Fiscal court, or the governing body, is composed of a county judge-executive and eight district magistrates who are elected to fouryear terms. The judge-executive, as the chief executive officer of the county, is responsible for the organization and management of the administrative functions of county government. The fiscal court sets the county’s policies and priorities. The judge-executive must execute these policies and priorities. The fiscal court oversees the operation of 17 departments and service areas.

Hopkinsville The city of Hopkinsville is governed by a mayor and 12 city council members who are elected by wards to two-year terms. City government operates under four departments: administration, fire and EMS, police and public works.

Montgomery County The Montgomery County Commission is the governing body for the county, and it oversees such operations as the sheriff’s office, emergency medical services and the court system. It also provides funding for the Clarksville-Montgomery County School System. All 21 commissioners serve four-year terms. The county mayor serves as the top leader in the county government. The County Commission meets at 7 p.m. on the first Monday of each month at the county courthouse in downtown Clarksville. Members discuss resolutions that come before the governing body. Commissioners meet in regular voting sessions at 7 p.m., on the second Monday of each month.

Clarksville Clarksville has a mayoral form of government with a full-time mayor. A 12-member city council votes on ordinances and resolutions. Members are elected by voters in 12 wards. Council members and the mayor are limited to three consecutive, four-year terms. The council meets for a voting session at 7 p.m. on the first Thursday of every month at council chambers, located at 108 Public Square. A public comment session of no more than 30 minutes is held prior to every voting meeting. Anyone who wishes to address the council must contact the cit clerk’s office at 931-6486121 by noon on the Wednesday prior to the meeting to have his or her name placed on the agenda.

CAMPBELL REGIONAL GUIDE Land Between the Lakes The Land Between the Lakes National Recreation Area has been part of the great American great outdoors since 1963 and has been managed by the U.S. Department of Agriculture Forest Service since 1999. The area contains more than 170,000 acres and is only a 30-minute drive from Fort Campbell and Hopkinsville. With one of the largest blocks of undeveloped forest in the eastern United States, 300 miles of natural shoreline, and approximately 1.5 million visitors a year, Land Between the Lakes is a hot spot for a weekend getaway.
