The Kern River Valley Heritage Foundation announced today that a contract has been secured to purchase the 189-acres immediately south of the Bob Powers Gateway Preserve. To those emerging from the lower Kern River Canyon from Bakersfield, the large open space of Lake Isabella's Hot Springs Valley welcomes residents and visitors

alike with an expansive and widely appreciated view that states, "This is the gateway to Lake Isabella and the Kern River Valley.” The Kern River Valley Heritage Foundation has long sought the protection of this property and is happy to report that in partnership with The Trust for Public Land, a national land conservation organization, as facilitator, the property is finally under contract. Once purchased, the 189-

acre Hot Springs Valley Wetlands property will be protected forever (see map). KRVHF submitted a grant application in August 2015 requesting $500,000 from the California River Parkways Grant Program and is now seeking private donations to support a recently announced fundraising campaign that will match funding from the

Hatchery silos runneth over Michael Batelaan Courier Update Last Friday morning the Kernville Hatchery took delivery of 18,000 pounds of food to raise trophy sized rainbow trout for Kern River. This was the result of our generous community and all those who attended and contributed to the "Fishstock" musical event which raised approximately $22,000 Labor Day weekend. The group ordered 15,000 pounds that came in a bulk tank truck, in three grades. Since they were the last stop of two deliveries, they were able to take advantage of the remaining load to garner an extra 3,000 pounds of pellets for the fish. The food was priced at 55 cents per pound which is a considerable savings over what the state usually

Gateway expansion planned

Falling backward is not always good unless you’re looking forward to getting that extra hour of sleep on Saturday night. Daylight saving time (DST) ends this Sunday, Nov. 1 at 2 a.m. (or should I say 1 a.m.?) when we get our extra hour of morning "daylight" back. Official time turns from 1:59 a.m. back to 1 a.m. early Sunday morning, earning us an extra hour of sleep, and a earlier sunrise. Congress passed the most recent DST revision in 2007, which sets the dates for DST as the second Sunday in March until the first Sunday in November. The first daylight savings law went into effect in 1918, but no Federal law actually requires states to observe the change. But if they do, they have to do it at the same time as everyone else. The clock-changing time of 2 a.m. was selected instead of midnight, so that DST would not cause it to all of a sudden be “yesterday,” which could make time change quite confusing. If you’re feeling a bit confused about the time, you can check the official U.S. time online at www.time. gov.

Rite Aid, Walgreens, may merge Michael Batelaan Courier Just in Just when you’ve gotten used to the Payless store in town being Rite Aid and going to Rite Aid for your Thrifty ice cream Walgreens is said to be aquiring Rite Aid. According to NBC news, pharmacy giant Walgreens Boots Alliance has reached a deal to buy rival Rite Aid, creating a merger of two of the nation's largest drugstore chains. The deal announced Tuesday involves Walgreens buying out Rite Aid for $9 a share, or $9.4 billion. The total size of the deal is $17.2 billion including acquired net debt, Walgreens said. Rite Aid will still operate under its own name, but that could change in the future. Walgreens Boots Alliance includes Walgreens and Duane Reade stores. The company said it has more than 13,100 stores in 11 countries. Rite Aid has around 4,600 stores in the U.S., according to Rite Aid. If approved the deal is expected to close in the second half of 2016.

Animal Services 5th annual adoption event Kern County Animal Services announces the start of their 5th annual “Howlin’ for Homes,” adoption event which runs from October 1 through 31. The event hopes to encourage the adoption of homeless and neglected animals from each of their three shelters. Kern County Animal Services’ shelter in Lake Isabella will be participating in the promotion. Adoption fees include spay or neuter surgery, first set of vaccinations, a microchip, rabies vaccinations for qualifying pets and a one year dog license for residents living in unincorporated areas of Kern County. Fees are normally $85 for dogs 4 months of age and older; $75 for dogs less than 4 months of age; $50 for female cats and, $40 for male cats. Interested in a Valley skate park? The Offices of 1st District Supervisor Mick Gleason and Kern County Parks and Recreation Department will be hosting a public meeting on Friday, Oct. 30 from 5 to 7 p.m. at the Lake Isabella Senior/Veterans Center on Lake Isabella Blvd., Room 1. Unboxed Dan Schlensker, Courier Columnist In several ways each of us human beings lives in a box. We are subject to constraints, shackles and walls of a variety of sorts. We are confined because of the limi- Schlensker tations of our humanity and the nature of our fallenness, which we inherited from our original parents, Adam and Eve. We humans all have limited power. Some of those limitations are individual and personal; there are limits to how much we can lift, how fast we can run and how high we can jump. Our health sometimes erects boundaries to our abilities and our feelings and, thus, our activities. And collectively, we can't just do, build or fabricate anything we can think of. There are limitations, beginning with the laws of physics and chemistry, moving through the individual limitations of people, and ending up with our limited abilities to organize. We humans are also restricted intellectually. Indeed, there have been some really smart people in this world; there are now! And to be sure, they have come up with some very clever concepts, processes and products. But we have yet to cure cancer or the common cold or to create new life. And in this world there are constraints on our productivity because of limited material resources. We have some wonderful products and

materials, like ceramic space shuttle tiles and flesh-strengthening plastic netting, but there are still niches that cannot be filled due to the nature of matter. A major deficiency manifests itself in our performance. None of us is able to behave according to God's expectations. We cannot keep His laws and guidelines. We are, by our human nature, shackled and constrained by God's law and are all identified as lawbreakers. However, Jesus entered a box our box - for us. He gave up His unlimited almighty power (the same power that spoke the cosmos into existence) and the glory of His heavenly home. He took on our broken flesh with all of its limitations, (except sin) including sickness and fatigue. He was tortured and incarcerated unjustly by the world's institutional set-ups. He experienced the limitation of death, the devastation of hell and the ultimate box: a tomb. But then He burst out of that box and was glorified by His Father to a position, which is above all else! To be connected to Him by faith is to share in His limitlessness. All our deficiencies, all our limitations either become unimportant or irrelevant in the big picture, or - as is the case with our sinfulness - are forgiven, paid for by Jesus death on the cross. And that is the truth asserted by Jesus in John 8:31-32, which has set free, unboxed, all who believe in Him. Dan Schlensker is pastor of Shepherd of the Hills Lutheran Church Lake Isabella.

These events will raise funds for Kern River Valley Revitalization and Kern Valley High School music programs. At 3 and 9pm, there will be a special showing of the new movie "Scout's Guide to the Zombie Apocalypse" at The Reel Cinema, 6742 Wofford Heights Blvd, Wofford Heights. Those with Zombie Walk wrist bands get into the movie for $5 (a $3 discount). Tickets for the Zombie Walk are $20 (which includes a T-shirt, movie discount and $2 raffle ticket). The Zombie Walk is an easy, mostly flat walk along dirt roads past beautiful natural and historic sites, such as the Old Kernville townsite ruins, the haunted empty 1904 Borel Power plant canal and the 1863 Indian Massacre site. PICKS OF THE WEEK “Trainwreck” (R) - Comedian Amy Schumer stars in her first leading-role in this raunchy romantic comedy that goes against rom-com trends. Schumer's character gets the traditionally male role of being the over-the-top-but-likable slob saddled with immature ideas about love and commitment. She ends up having real feelings for a surgeon played by Bill Hader. He's got the role of being there for the protagonist as they hilariously struggle to grow up and be in a healthy relationship -- usually the woman's job in this formula. Lebron James surprises everyone with his scenes (not cameos) as Hader's friend and confidant. Schumer shines as she should. Hader is really hitting his mark with easy-going comedy and just the right amount of drama at just the right times. “Terminator Genisys” (PG-13) In the post-robot-apocalypse, human resistance leader John Connor (Jason Clark) sends his trusted comrade Kyle (Jai Courtney) back to 1980s to protect his mother from the machines. But what's this?! The time-travel thingy done messed up, landing Kyle in an alternate timeline in the year 2017, where Sarah Connor (Emilia Clark) has already befriended the Terminator from T-2. Also, a new app called Genisys will connect all of our data and devices, opening the door for machine takeover. That's as much plot as can be coherently explained in this

Bodfish Bob Bodfish Bob’s Country Style Ribs and Beans 3 - 3 1/2 lbs. country style pork spareribs 1/4 cup water 1 can (14 1/2 oz.) tomato sauce 1 envelope dry onion soup mix 1/3 cup packed brown sugar 2 tblsp. prepared mustard 1/8 tsp. Hot pepper sauce, optional 2 cans (15 1/2 oz. ea.) great northern beans, drained 2 cans (15 1/2 oz. ea.) kidney beans, drained 1 1/2 cup thinly sliced celery 1 sweet red pepper, thinly sliced Place ribs in ungreased 9x13x2 baking dish; add water. Cover and bake at 350° for 1 1/2 hours. Drain, reserving liquid; skim fat. Set ribs aside. Add water to liquid to equal 1 cup; place in saucepan. Add tomato sauce, soup mix, sugar, mustard and hot pepper sauce. Simmer for 10 minutes; remove 1/2 cup. To the remaining sauce, add beans, celery and red pepper. Pour into baking dish; add ribs. Pour reserved sauce over ribs. Cover and bake for 45 minutes.

Country style ribs 2 cup undrained sauerkraut 1 to 2 tbsp. brown sugar 1/2 cup seedless raisins 12 sm. whole canned onions 1 pared apple, cored and diced Boil ribs 45-60 minutes in enough water to cover. Drain and put aside. Mix all remaining ingredients. Put sauerkraut mixture into a Dutch oven and heat to boiling. Add ribs, reduce to simmering, cover and let cook 45 to 60 minutes. Stir occasionally. Makes 4 to 6 servings. Bodfish Bob’s Country Style Ribs 4 lb. country style pork ribs 1 (7-1/4 oz.) jar strained junior peaches 1/3 cup ketchup 1/3 cup vinegar 2 tbsp. soy sauce 1/2 cup brown sugar 2 cloves garlic, minced 1 tsp. ginger Cut ribs in serving size; put in Dutch oven. Cover with water. Bring to boil, then simmer 1 1/2 hours. Drain. Place in 9x13 pan. Combine peaches, catsup, vinegar, soy sauce, brown sugar, garlic and ginger. Pour over meat. Marinate in refrigerator overnight. Drain. Save juice. Grill over hot coals 45 minutes (depends upon thickness). Baste frequently or bake in 425 degree oven same time. Health Insurance Matters

No COLA This Year Harry P. Thal Courier Columnist I'm not referring to Coke or Pepsi. If anything, it's like Diet Coke. There will be no Social Security Cost Of Living Allowance increase Thal for the millions of Americans who depend either partially or in full on Social Security. Now, why would a health insurance column talk about Social Security? Because there is are just a few lines in the law that state that if there is no COLA, then the cost of Medicare Part B cannot be increased. This provision has created a problem. Medicare's Part B, the part of Medicare that pays for Medical coverage (not hospitalization [Part A] or prescriptions [Part D]) is normally paid for automatically from those people receiving Social Security income benefits. The rate is $104.90 for most. I shall assume for a minute that $104.90 was the correct amount for 2014. By the way, this is not the true cost of Part B, but 25 percent of the cost. The remaining 75 percent comes from the government's general revenue that all tax payers support. For the year 2015, the White House announced that there would be no increase. This sounded good, but I questioned it, as in all other sectors of healthcare, the costs were increasing. So we had a low cost in 2015. Now we enter 2016. While the Center for Medicare and Medicaid hasn't announced any hard numbers,

it is believed that the real cost of Part B for 2016 should be about $132.00 per month; a large step from $104.90. It would have been easier to have had some number in between to get us there a bit more gradually. But there are millions of people who are not yet receiving Social Security benefits. There are many people who may have turned 65 in the last year or so, and they are waiting to receive their full retirement benefit when they are 66 or older. There are those people over 65 who are still working, are not receiving Social Security, and there are the hundreds of thousands who will be turning 65 in 2016 and will be enrolling in Medicare. Now, get this. Medicare needs about $132.00 for benefits, they can't collect from the millions where payment is coming from Social Security, so the only resource left is those who are being billed for Medicare, or will be on Social Security beginning in 2016 where the "hold harmless" provision is not in effect for them. So, it is projected that the remaining population will be paying $159 per month for Part B or more. Remember, people who had incomes of more than $85,000 as an individual or $170,000 as a couple in the year 2014 (there is a two year look back), will pay even more. The numbers have not been announced, but keep watching your Courier. I'll discuss when released. Harry P. Park vehicles receive makeover Michael Batelaan Courier Time Not since 2004 have the tanks at Tank Park been treated so well. Legionnaires and Legion Riders from American Legion Post 711 came out last Saturday to repaint the M48 "Patton" tank and amphibious DUK that welcome you to the park. Legion Riders president Mike Brownell led a group of 12 men and women in the task. Using an airless spray gun they painted the tanks inside and out. When Kern County Parks and Recreation director Bob Lerude called a few months ago to see if the American Legion would be interested in taking on

the job, they jumped at the chance. Parks and Recreation staff were out early Saturday morning to power wash both tanks in preparation for the paint. Rick Wolfe, historian and program director for Chapter 711 shot a video of the activity. The video will be made into a CD to keep the 18 American Legion veterans who are now living in skilled nursing or assisted living updated on the Chapter's activities. Besides the donated painting time, ten gallons of olive green paint was donated to the project by L&M Lumber, and for any other supplies, and True Value provided discounts on needed materials.

Once the necessary funds are raised, the 189acre Hot Springs Valley Wetlands property will be owned and managed by the KRVHF as an addition to the adjacent 18-acre Bob Powers Gateway Preserve. Besides this fundraising campaign, KRVHF's future steps include property inventory and planning for walking trails, information kiosks, interpretive signage, development of a docent/volunteer corps, adult to youth education programming, and overall public outreach. All these activities will be undertaken with the goal of respecting the sensitive wetlands that make up a large portion of the 189-acre Hot Springs Valley Wetlands property. "A significant vision for this property, and the bordering Bob Powers Gateway Preserve, is to serve as an important destination for KRV residents and visitors alike, and as a launching point for enjoyment of the many other local to world class recognized recreational and

Hot Springs Valley Wetlands Project support services offered throughout the Kern River Valley and Southern Sierra Nevada," said Kern River Valley Heritage Foundation Board Member and local businessman Steve Spradlin.
