In 2008 heavy rains that followed the Piute Fire resulted in two days of flash flooding, evacuations road closures and air rescues. This is an example of what could happen when we experience an El Niño weather pattern this year after other recent hillside fires in the valley.

About 70 people came out to hear from Kern County Fire, Sheriff, Public Health, Roads, and 211 as well as Highway Patrol, National Weather Service, and Red Cross about being prepared for flooding this season of the El Niño weather pattern at the Lake Isabella Senior Center Wednesday.
Michael Batelaan Courier Community Be prepared for flooding. This season an El Niño weather pattern is forecast. Gerald Meadows of NWS said to expect the El Niño pattern to show up late January, February and early March. Mark Evans, engineer from Kern County Roads, said tributary streams are the main cause of flooding in our area and the County is aware of the troublesome areas, including Sierra Way, Erskine Creek and Kelso Valley Road. The County has a local road crew stationed in Kernville to help assist with problems. Evans stressed that the Roads Department can be alerted to problems right on their website. Tyler Townsend, of
Kern County Fire advised that the KCFD website has a special page devoted to El Niño. Townsend stressed getting prepared now, by having a 72 hour supply kit (food, medicines, pet and baby items), subscribing to ReadyKern for alerts and looking at your property to see if any areas might need to be fortified. He stressed purchasing and filling sandbags now, not waiting for an emergency. Lt. Lopez from Kern County Sheriff stressed keeping your car full of fuel at all times, as well as your generator primed, because there may not be gas available in an emergency. She advised making a log and a video or photo record of your valuables because emergencies tend to bring out looters, making stolen items easy to identify.
Landslide, mudslide and flood safety Kern County Fire Courier FYI Before the flood ■ Assess the safety of your home and surroundings. ■ Be sure to clean drains and rain gutters. ■ Plan to fill sandbags before the rains start. ■ Create a communication plan. ■ Assemble an 72 hr. emergency kit. ■ Prepare an evacuation plan for pets. ■ Consider flood insurance. During the flood ■ Do not attempt to cross rapidly flowing water.

The California Highway Patrol will be busy responding to highway emergencies in the event of rain said Sergeant Rick Golding. He said to drive alternate routes ahead of time and use 1-800-gasroad or the CHP website for road closures. Esperanza Contreras from Kern County 211 advised that 211 is activated when ReadyKern is activated and they are available 24/7 to give updates and details in an emergency event. If you have a phone that will not dial 211, the alternate number is 1-800-273-2275. The American Red Cross spokesperson Megan Hughes said if there is a need, they will open shelters. They have 10 facilities in the Kern Valley available to shelter. If you are the only home affected by an emergency, they will also come and assist you. The Red Cross says, "Get a kit, make a plan, be informed." Hughes suggests loading the Red Cross app on your phone for emergency information including shelter locations. Donna Fenton from Public Health advised flood water is frequently contaminated, so keep pets and children out and sanitize everything. Tracy Wolf, Kern County Animal Services said have animal carriers ready, have 3 to 7 days of pet food, and know where high ground is on your property if you have horses and cattle. It is important to follow the directions of first responders in an emergency.

Plan for the week ahead using the Courier Calendar.
Turn Around Don't Drown® National Weather Service Courier 4-1-1 Each year, more deaths occur due to flooding than from any other thunderstorm related hazard. The Centers for Disease Control and Prevention report that over half of all floodrelated drownings occur when a vehicle is driven into hazardous flood water. The next highest percentage of floodrelated deaths is due to walking into or near flood waters. People underestimate the force and power of water. Many of the deaths occur in automobiles as they are swept downstream. Of these drownings, many are preventable, but too many people continue to drive around the barriers that warn you the road is flooded. A mere 6 inches of fast-moving flood water can knock over an adult. It takes just 12 inches of rushing water to carry away a small car, while 2 feet of rushing water can carry away most vehicles. It is never safe to drive or walk into flood waters.

I was watching the movie Casablanca last night. It was an old 40's film that anyone over 50 has probably seen several times. They had a couple of Middleworth one liners in the movie that almost everyone has heard and remembers. Let me give you two of them, but first let me say that the actually quote might be a little off because I'm using my aging memory. Here they are: From Humphrey Bogart to Ingrid Bergman, "Here's looking at you kid" and from Ingrid Bergman to the piano player, "Play it, play it again, Sam". Here are some other movie one liners. From the Terminator, after being refused entrance to the police station, he says, as he walks away, "I'll be back", he returns in a vehicle and smashes his way inside. In another movie, Dirty Harry, Clint Eastwood, says to a bad guy, "Do ya feel lucky? Well, do ya, punk?" (He's asking the bad guy if there is another bullet in Clint's gun or not). He also made another one liner famous, "Go ahead, make my day!" In the picture Top Gun, Tom Cruise is asked a question about a secret operation, to which he replied, "That's classified! If I tell you I'll have to kill you!" Apollo 13 gave us a lot of one-liners, the most famous though, was when Tom Hanks said after an explo-
Youth partner with employers Southern California Edison awarded a $1,500 grant to Kern River Valley Revitalization, Inc., a non-profit 501c-3 community service organization. The grant proposal was written to fund the KRVR Committee for Engaging and Empowering Youth in the Kern River Valley. The first project for this award will be the event "Youth Empowerment Day - Ideas to Brighten Your Life". "Youth Empowerment Day" is an opportunity for Kern Valley students to get a glimpse of the world of work that may not be available to them otherwise. The event will help students gain insight to alternative career choices and training opportunities to help prepare them for adulthood. The purpose of "Youth Empowerment Day" is to encourage continued education and training so that the youth of today may return to our community tomorrow to perpetuate generational leadership in the local community. According to surveys of employers, many new entrants to the workforce lack important skills and while the three "R's" are fundamental, the knowledge of applied skills is even more important. "Youth Empowerment Day" will be hosted by the Kern Valley High School in the Fine Arts Center on Tuesday December 1. sion crippled their space capsule, "Houston, we have a problem." And what a problem it was, the whole one side of the capsule had blown away and oxygen was leaking. On a lighter side, the picture Forrest Gump had a couple of famous one-liners but the best two that I remember were: "Stupid is as stupid does" and the best remembered "My mama always said life was like a box a chocolates, never know what you're gonna get." We probably all remember Dorothy's comment to her dog when they landed in the land of Oz, "Toto, I've got a feeling we're not in Kansas anymore." One of the best quotes is Sherlock Holmes line to his assistant was "Elementary, my dear Watson." From the picture Star Wars everyone remembers the quote, "May the force be with you." Anyone who has watched the film "The Godfather" might remember, "I'll make him an offer he can't refuse." And finally the best and most remembered one-liner of all time was uttered by Clark Gable in the movie Gone With The Wind, where Rhett Butler says to Scarlet O'Hara, "Frankly my dear, I don't give a damn". As you read the one-liners and quotes, remember they are from my memory and might not pass close scrutiny, but you will get the idea and have some fun remembering some of your favorite movie quotes. In closing, as the Terminator would say, "Hasta la Vista Baby !"

There's a lot of anger in our world today. There's a lot of anger especially in our American culture. We hear people described by their counselor or evaluated by their psySchlensker choanalyst as "angry." We witness anger on TV, Facebook, YouTube and in movies. We see and often affirm an angry person's "going off" on someone else for whatever reason as a justifiable action. We cheer an angry reaction to some act of oppression or abuse. We all too often find ourselves getting angry about some challenging or annoying situation or occurrence in our lives, and we hear plenty about "road rage." There also seems to be a general understanding in our culture that anger is seldom the best approach. To react in anger usually diminishes a person's reasonableness and clouds his or her judgment. Hence, family therapists strongly admonish parents to "never discipline your child in anger!" Also on the negative side of anger is its use as a means of getting one's way. A child's tantrum is stark evidence, although some folks don't grow out of that childish method of operation for a long time. Anger is seldom helpful in the bigger picture. Thus, in response to that negative connotation of anger, we also hear many people excusing their getting

mad as "righteous anger." Dr. Jeff Gibbs, from the Exegetical Department of Concordia Seminary, St. Louis, is convinced that there is no such thing as righteous anger. He's produced a study, which is blogged on the seminary's website, in which he looks at the concept of anger in both the Old and New Testaments and in terms of divine (God's) anger and human anger. His conclusion is that the only possible righteous anger belongs to God; He alone, since He, after all, is God, has any justification in getting angry. Gibbs makes a solid case in his New Testament exploration of particularly Jesus' words for anger being so closely linked to sin that the two are essentially united. Nowhere in the entire Bible is anger on the part of humans either encouraged or condoned. Perhaps the most notable place (among the mere 2 or 3) in the Bible where sin and anger might seem to be separated is in Ephesians 4:26, which says, "Be angry, and yet do not sin;" But that harks back to Psalm 4:4, where the psalmist puts it this way, "Tremble, and do not sin." That is, tremble in fear of the wrath of God in such a way that you deal with the cause of sin in the family of God. Paul goes on in Ephesians 4:26 to finish, "do not let the sun go down on your anger." Anger is dangerous! Righteous anger? It's doubtful.

An addict with tragedy Sam Struckhoff Courier Contributor
PICKS OF THE WEEK “Mississippi Grind” (R) - Gerry (Ben Mendelsohn) has done a whole lot of gambling, and very little winning. Divorced, deluded and deep in debt to a tenacious loan shark (Alfre Woodard), poor Gerry pins his hopes on a younger, better player, Curtis (Ryan Reynolds). Gerry convinces Curtis to join him on a trip down the Mississippi River, from Iowa to New Orleans, placing bets and flipping cards at every stop. Gerry is clearly an addict with tragedy in his bones, but he truly believes that success and happiness is just a good streak away. So it's road flick, underdog, malebonding story and addiction drama, but it doesn't feel pushed along. Mendelsohn rules his role as somebody who's been beaten down -- so much that he may not have another chance after this one -- but keeps getting up for more. He's acting against his better judgment, but you want him to win. “Cooties” (R) - A nasty, not-soorganic chicken nugget served up for cafeteria lunch kicks off a zombie plague inside an elementary school. An unsuccessful young writer, Clint (Elijah Wood), returns to his hometown and takes up working as a substitute teacher. He's not well-equipped to teach a roomful of children, and even less prepared to fight a whole school of pre-teen zombies. Clint has a crush on fellow faculty member Lucy (Allison Pill), but she's involved

with a dopey gym teacher (Rainn Wilson). Sadly, the movie runs out of fun while there's still plenty of runtime left. The humor comes from the same shtick over and over, and the horror isn't horrifying. Comedy-horror can exist -- "Shaun of the Dead" proves it -- but this movie doesn't hit either target. “90 Minutes in Heaven” (PG13) - Based on a real-life memoir, pastor Don Piper (Hayden Christensen) was in a head-on collision with a semi-truck on a narrow country bridge. His injuries were so bad that he was declared dead by first responders. Through a long recovery, Piper was wracked with physical pain, as well as a unique emotional pain -- he says he saw heaven in all its glory, only to be ripped back to earth and returned to his broken body. This drama, told out-of-sequence with the events, covers the emotional and spiritual journey of Don and the struggles of his wife, Eva (Kate Bosworth). © 2015 King Features Synd., Inc.

Health Insurance Matters
An Eye Opener Harry P. Thal Courier Columnist I had a problem on Saturday. The bottle was empty on a needed prescription. I called the pharmacy to learn that it was too early for a refill to Thal be covered by my insurance. The problem stems from the fact that my physician had doubled my dose from one pill a day to two. As I had the remainder of a 90 day supply, I began taking two pills, and my medical issue disappeared. So, I called my pharmacy, and as I learned it was "too early" for my generic drug to be refilled, I just decided to pay for it myself. After all, it was a generic. I picked up my 90 day supply. I saw the price‌$359.00. Yikes. I changed the order to ten pills, and walked away with a bill for $47.24. That is $4.72 a pill or $9.44 a night. My co-pay for 30 had been $8. In researching, I found that according to Medicare.gov the "Full cost of the Drug" (30 pills) is $14.12 and my copay is $8 with my particular insurance. How is it possible that this generic drug is so expensive? The retail price varies. I found that a 30 pill refill would cost me for a low, $146 at K-Mart to $89 at Kroger's. But, with a coupon (GoodRx.com) I could get a 30 day supply for as little as $21.04 at Walmart or Kroger. As mentioned, my Medicare Prescription Drug Plan says the retail price is $14.12. That is their power to negotiate prices with the manufactur-
er. As an individual, I wasn't with any bargaining power. In researching, I find that in 2015, the "negotiated retail" price for 60 of my pills on my PDP plan is $27.74 and my co-pay is $8. I now look toward 2016. Again, 60 pills for a month. The retail cost remains $27.74 but my copay will be $17. It more than doubled. If this were my only medication, I could have switched plans and cut my cost to $7.60 a month. My curiosity got to me. I had to see what would be my cost if I really made a mistake and was signed up with the worst case scenario PDP plan. I shop at The Drugstore in Kernville, and they are not a "participating pharmacy" with the worst case scenario plan. My cost would have been $206.40 for 30 days. More typical plans at the high cost end would be about $28 a month. Bottom line: You need to shop. January will be an eye opener for many people, and unfortunately, there is no changing plans after December 7. That leaves most people on Medicare two weeks to make a decision which will affect them for the entire year. The cost of medication has risen dramatically since last year and the insurance plans have changed. What was good last year may not be a good deal for 2016. Drop off your list of medications. We can shop for you. Harry P. Thal, MA, is a licensed insurance broker in California (0621106) Thal is on the National Association of Health Underwriters Medicare Advisory Board. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off before you can receive clear title to the property. You are encouraged to investigate the existence, priority and size of outstanding liens that may exist on this property by contacting the county recorder's office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on this property. Note: Because the Beneficiary reserves the right to bid less than the total debt owed, it is possible that at the time of the sale, the opening bid may be less than the total debt. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee or a court, pursuant to Section 2924g of the California Civil code. Christmas Volunteers Needed The local Salvation Army is preparing for their annual Christmas Fund Raiser and Food Box distribution and each Christmas, the Salvation Army conducts their annual Bell Ringing Fund Raiser. All funds raised assist our local population in need. Your donations have provided 19,298 services to our local community since January 1, 2015 through August 31, 2015. These services include 368 Edison and propane assistance, and 8735 food assistance services. The needs have been growing, especially in the area of food. Inflation has taken a strain on many food and fuel budgets. Their need for a successful Christmas Fund Raising event is greater than ever. The Salvation Army is looking for individuals who have time to bell ring at a store in your area. They are grateful for the generosity of our community however, if they do not have a volunteer bell ringer at all the doors of our stores, they cannot receive the donations so badly needed. The Salvation Army is asking each church, club or organization to pray and consider sending interested volunteers to assist. To cover the businesses in Kernville, Lake Isabella and South Lake requires about 30 to 40 volunteers. To obtain more information please drop by the Salvation Army office, at 6105 Lake Isabella Blvd. Office hours are Monday through Wednesday, from 9 a.m. to 2 p.m. or call 760-379-4600.
