Storybook parade planned

Lowering Isabella Lake levels create an ever changing landscape of once covered riparian forest, river channels, lake bottom and original town sites to explore.

Michael Batelaan Courier On parade “A Story Book Christmas” will be the theme for the 37th annual Lake Isabella Christmas Parade that takes place Saturday, Nov. 29 starting at 11 a.m. The parade begins on Lake Isabella Blvd. at the Kern River Valley Chamber of Commerce, 6416 Lake Isabella Blvd. and proceeds south to Webb Ave. in Lake Isabella. At press time, Santa along with 41 entrants, have regestered with the Chamber. Included in the parade will be autos, floats, equestrain, drill and walking units. This year KRVCC parade chairperson Lisa Stephens has announced Luz Polcik as the parade Grand Marshall. Polcik, an Edward Jones agent, was chosen according to Stephens, because of her years of devotion to Kern River Valley children by helping through Rotary Youth Leadership Awards, Camp Ramah near Ojai and Edward Jones Youth Litercy Program. RYLA is a youth leadership program designed to help students become better leaders and to encourage community activities. Polcik, as an Edward Jones Agent , also has promoted training of young people about their finances. Parade spectators are encouraged to bring the whole family and visting guests, wear warm chothing and bring chairs along to view the event. State to ‘CHP’ away at aggressive driving Education, enforcement focus of year-long program Califorina Highway Patrol Courier Release The California Highway Patrol has announced that it is implementing a yearlong, federally-funded traffic safety campaign to reduce the number of collisions associated with aggressive driving. “Every year, speed and aggressive driving play a role in the death or injury of thousands of people in California,” said CHP commissioner Joe

Farrow. “Through this enforcement and education campaign, we seek to curb the number of fatal and injury collisions linked to speeding and other dangerous driving.” With the support of a federal traffic safety grant titled, “Reduce Aggressive Driving Incidents and Tactically Enforce Speed (RADIATES) III,” the CHP will educate motorists about the dangers of aggressive driving and take appropriate enforcement

action. The primary goal of this grant is to reduce, by five percent, the number of fatal and injury traffic collisions where speed, improper turning, and driving on the wrong side of the road are primary collision factors. To achieve this goal by Sept. 30, 2015, the CHP will combine enhanced enforcement with public awareness campaign, which includes at least 400 radar trailer deployments and a minimum of 300 traffic safety presentations throughout the state. Speed, coupled with aggressive driving, consistently contributes to the vast majority of serious collisions in California. According to data from

the Statewide Integrated Traffic Records System, in federal fiscal year 2011-12, speed was a factor in approximately 42 percent of all fatal and injury collisions in the state. That year, more than 26,000 speed-related collisions resulted in the death of 264 people and the injury of more than 38,000. Funding for this program was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration. The mission of the California Highway Patrol is to provide the highest level of Safety, Service, and Security to the people of California.

Food distribution aimed at hunger relief Michael Batellaan Courier Feature Many people in the Kern River Valley, as well as in other parts of Kern County have trouble and need a helping hand. CAPK is Kern County's largest nonprofit corporation. Through a variety of programs and in collaboration with other community service agencies, CAPK helps participants pursue their educational goals, secure and retain

employment, maintain adequate housing, receive medical services, obtain energy subsidy and weatherization assistance, encourages parent participation, counteracts hunger and malnutrition, provides child care and preschool education, and other personal and family development opportunities to achieve individual and family self sufficiency. Kern County faces the 9th highest rate of food hardship in the United States. Community Action Partnership of Kern Food Bank was established in 1983 to acquire food and other resources to help alleviate hunger, provide food, and meet the nutritional needs of these economically disadvantaged in Kern County. 54 percent of those served by the Food Bank are children.

If you have a weak heart I suggest you read no further, for this is a tale of hardship and death. My jeep was parked in a canyon and I sat in the shade where I could rest a bit. I still had water and trail mix after a 10-day trek through the Panamints near Death Valley. I was ready to go home. Suddenly I heard the croak of a man who needed water. It was an old miner, covered with dust, carrying a backpack, a pickax and shovel. “Water?” he begged.. So I handed him my canteen and he sat down beside me. “Thank you,” he said. “I needed that. I’m walking, and it's a lot of miles and several days till I get back to my camp.” I gave him my extra water and trail mix, then asked, “Need a ride?” “No. Where I’m going, no auto can follow. But I do have a story to tell you if you are interested.” “Sure,” I said. “Well,” said the old timer, “It was several days back and I was hiking in the Panamints looking for gold. I’d walked for several days, had very little water left and no food. I was concerned but I knew there was enough water to sustain me. As I followed an old critter trail and rounded a corner, there sitting in

front of me, next to the canyon wall, was a man and a woman who looked close to death. “As they saw me, the woman screamed, '’You found us, you saved us, we prayed that something like this would happen.’ ‘Ame.’ added the man. “I looked at them and I said, 'I'm not here to rescue you ma'am. In fact, I have no food and barely enough water to get me to civilization. Knowing this, I still gave them each a small drink of my water which was almost gone. “The woman said, ‘But you’ve got to help us. It’s only the right thing and we are so desperate.’ Once again I said, ‘Ma’am, I’ve only enough water for me and if I share it we will all die.’ “‘But you can’t walk off and leave us. It’s not the Christian thing to do.’ she said. “I replied, ‘It’s getting dark. Let’s wait till tomorrow and we’ll figure something out.’ The next morning I got up early, gathered my things, and quietly left camp. I’d gotten almost to a turn in the canyon when the woman looked up and screamed, ‘You can’t leave us, you just can’t.’ But I did. “Then I stopped and I said to myself, ‘I was raised to do right and what I’m doing is not the Christian thing. So I went back and shot them both.” And with that, the old timer got up and left and I sat there wondering if the story was really true. Health Insurance Matters

Ready, get set, ObamaCare! Harry P. Thal Courier Columnist Compared to the inaugural launch last year, the health insurance enrollment websites had few problems as millions of Americans went online to look Thal at the Affordable Care Act (ACA) health plans offered for 2015. Here in Kern County, there will be 16 plans to choose from offered through www.coveredca.com, the state’sexchange. They are displayed in four tiers. The lowest costing monthly premium is the Bronze level, with low monthly premiums and greater cost when using the plan as the benefits are the minimum the law allows. Silver and gold are next, providing better benefits at a modest premium, and then platinum; the richest benefit with the highest price tag. One major difference between the plans of the ACA is that there is no exclusion for pre-existing conditions, and all may enroll during this annual enrollment period, which runs from now until March 15, 2015. If an individual has a lower tier plan, but know they are going to have major medical expenses in 2015, then upgrading and enrolling in a Platinum plan, will give them the ultimate in coverage, with the lowest cost in professional care. So, what’s the rush? Why are the enrollment websites so busy, when you have until March to enroll. Well, many plans work on an annual basis. To get coverage effec-

tive January 1, you must enroll no later than Monday, Dec. 15. And there may be a few roadblocks to get to that destination. Here is an interesting thought: Why are people fretting over the computer trying to make sense of the process, when there is free help available. Yes, free! There are four certified and lcensed health insurance agents who have been specifically trained and certified all available to assist with the enrollment. Both Gene Parks and I are also members of the National Association of Health Underwriters, which has provided additional training and resources to assist the consumer. In addition to the Certified Agents, Certified Enrollers are available. Certified enrollers, by law, can help you with the paperwork, but are not permitted to offer assistance on actual plan selection. For assistance with Medi-Cal enrollments, you may seek help at the Department of Social Services in Bakersfield, 661-631-6807. Use of the Certified Agent opens the door to many additional plans available from insurance companies that have plans not affiliated with the state exchange. Since the services are free, and there is no pressure to buy, why not avail yourself of the expertise available locally? For a January 1 effective date, there are only 23 days left to enroll, and that’s counting the weekends! Harry P. Thal, MA, is a licensed insurance broker in California (0621106) Thal is on the National Association of Health Underwriters Medicare Advisory Board. He may be reached at 760-376-2100, harrythal@aol.com or harrythal. com.

Nobody ever saves enough Dave Ramsey Courier Columnist Dear Dave, What happens to the money in an ESA if the child gets a scholarship and no longer needs the money? Ramsey Jonathan

Dear Dave, I’m 23, transitioning jobs, and I make $32,000 a year. I have $11,000 in a 401(k), and about $15,000 in debt. Should I cash out the 401(k) to pay down my debt? Cody

Dear Cody, I don’t think so. When you take money out of a 401(k) they charge you a 10 percent penalty, plus your tax rate. Announcements, Continued from page 3 to 3:30 p.m. The Angel Gift Program is for children 11 to 18 years old, who are no longer eligible for “Toys for Tots” due to their age. Children must live in the household and be attending school (18 year olds in high school). Go visit them at the Kern River Family Resource Center or call 760-3792556.

Host a holiday military card making party The American Red Cross - Kern Chapter is inviting the community to sign or create holiday cards to be given to veterans or active duty military members. Schools, churches, businesses and more are encouraged to host a card-making party. All cards are due to the local Red Cross office by Monday, Dec. 8. Once the cards are collected, they will be sorted and distributed by Red Cross volunteers. With many service members and veterans separated from their families during the holidays due to deployments and hospital stays, the Holiday Mail for Heroes program empowers the community to send cards of thanks and support to the members of the Armed Forces, veterans and their families. Organizations that are interested should contact Veronique Royer to sign up and get more details: veronique.royer@redcross.org. If individuals would like to support the Holiday Mail for Heroes program outside of an organized card party, blank card donations are also being accepted by Friday, Dec. 5 at the Bakersfield Red Cross office. The Red Cross has a long history of supporting service members and their families. Last year in Kern County, 123 military families needed emergency communication, and were assisted by local Red Cross volunteers.

You can help This holiday season, the Salvation Army is asking if you can help our neighbors celebrate a better holiday season. There are many areas where you can help, from bell ringing to gathering food and supplies for distribution. Throughout the year cooks are needed to serve the homeless and in disaster shelter situations. Donations during this time of year help throughout next year to assist with propane, electric, water bill, prescription, medical and transportation emergencies. Food is a critical need now and in the foreseeable future. If you would like to help your community, contact The Salvation Army at 760-379-4600, or drop by the office at The Community Christian Service Center, 6105 Lake Isabella Blvd., Lake Isabella. Donations may be mailed to The Salvation Army, P.O. Box 2786, Lake Isabella, California, 93240.

Couch Theater

Sequel big and exhilarating Sam Struckhoff Courier Contributor

PICKS OF THE WEEK “Dawn of the Planet of the Apes” (PG-13) -- Mankind has hit hard times, what with the virus that wiped out half of the population and the uprising of enraged extra-intelligent apes. Surviving humans in the remains of San Francisco must figure out what to do about the nearby Ape Army that’s settled in the woods. Is there room for both of us? Even if the leaders try to keep things cool, how long can peace last? Just like in the prequel, you’ll find yourself sympathizing with the apes more than the people. Master motion-capture actor Andy Serkis (who gave awesome performances for King Kong and Gollum) reprises his role as Caesar, the conflicted leader of the apes. The action sequences are big and exhilarating, and the film’s more personal moments also come through. “The Hundred Foot Journey” (PG-13) -- Madame Mallory (Helen Mirren) has dedicated herself to the painstaking perfection of the finest restaurants in France. Much to her chagrin, Papa Kadam (Om Puri) and his family, fresh from India, decide to start a new restaurant and a new life in the rundown building just across the street from Mallory’s hallowed establishment. Hassan is heir to his father’s Indian cooking legacy,

“Dawn of the Planet of the Apes”

but he’s drawn by the allure of fine French cuisine, and Madame Mallory’s sous chef (Charlotte Le Bon). This uplifting Disney treat could have been too sweet, but comedic and dramatic talents of Mirren and Puri keep things interesting. Foodies will appreciate how much the camera and audio embrace the food at the heart of the story. “As Above/So Below” (R) -Beneath Paris lies the catacombs -a miles-long twisted labyrinth walled with human remains. To one young researcher (Perdita Weeks) and her crew of tagalongs, this sounds like a great place to go crawling around with cameras on their heads. They don’t find the mythical stone they were looking for, but they do find a tunnel into their own personal nightmares. The setting is grim and dark enough, but this foundfootage flick will leave you more nauseous than spooked. © 2014 King Features Synd., Inc.

Puzzles Answers Bottom of page 9

Salome’s Stars ARIES (Mar. 21 to Apr. 19) There could be an unexpected change in plans for your upcoming holiday travels. But keep in mind that a little flexibility goes a long way in resolving any disappointments. TAURUS (April 20 to May 20) A new relationship might not be responding quite as quickly as you’d hoped. Could you be expecting too much too soon? Try to ease up and let things happen at their own pace. GEMINI (May 21 to June 20) As we approach the frenetic pace of pre-holiday planning, take time out now to reconnect with the wonderful people who share your life, especially the one who also shares your dreams. CANCER (June 21 to July 22) A misunderstanding should be resolved before you get caught up in the flurry of holiday preparations. Set your pride aside and deal with it, regardless of who might have hurt whom first. LEO (July 23 to Aug. 22) Being told that a colleague might have been trying to undercut your effectiveness might or might not be true. Get all the facts before you even think about acting on this socalled information. VIRGO (Aug. 23 to Sept. 22) It’s a good idea to start your holiday preparation plans early in order to avoid a time crunch if an unresolved workplace situation causes a problem. That old friend might have

Kern River Courier Page 9

some welcome news. LIBRA (Sept. 23 to Oct. 22) A family member’s actions continue to surprise you, but this time with positive results. Could be your wise counsel finally got through. It’s like having an early holiday gift, isn’t it? SCORPIO (Oct. 23 to Nov. 21) Your reluctance to act in a current situation could be traced to your inner self advising you to take more time to study its complexities before you attempt to deal with it. Good luck. SAGITTARIUS (Nov. 22 to Dec. 21) Soothing hurt feelings before they can ignite an angry outburst is the wise thing to do. And, of course, when it comes to doing the “wisdom thing,” you do it so well. CAPRICORN (Dec. 22 to Jan. 19) Budget your time so that you can handle both your workplace duties and your personal holiday planning -- including travel arrangements -- without burning out on either end. AQUARIUS (Jan. 20 to Feb. 18) You might find that you still need to firm up one or two of those stilloutstanding decisions so that you finally can move forward as you had planned. Weigh the facts, then act. PISCES (Feb. 19 to Mar. 20) You usually don’t carry grudges, but you might feel this is one time when you’re justified in doing so. But aren’t you spending too much energy holding onto it? Let it go and move on.

The beneficiary under said Deed of Trust heretofore executed and delivered to the undersigned a written Declaration of Default and Demand for Sale, and a written Notice of Default and Election to Sell. The undersigned caused said Notice of Default and Election to Sell to be recorded in the county where the real property is located. Date: November 17, 2014. Advanced Reconveyance, Inc., As Trustee, 554 West Lancaster Boulevard, Lancaster, CA 93534, 661-945-5525, Vickie Durham, Trustee Sale Officer NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority and size of outstanding liens that may exist on this property by contacting the county recorder's office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that

the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on the notice of sale may be postponed one or more times by the mortgages, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call 661-945-5525 using the file number 14-2290. Information about postponements that are very short in duration or that occur close to the scheduled sale may not immediately be reflected in the telephone information or on the internet web site. The best way to verify the postponement information is to attend the scheduled sale.
