Thousands are expected at California’s largest Native American Heritage Month Celebration in Ridgecrest this weekend. A Native American ring dance is performed at the Inter-Tribal Powwow in 2014.
Veterans Day is a public holiday that is dedicated to honoring anyone who has served in the United States military. The holiday began as a day to remember the end of World War I and was declared a holiday by President Woodrow Wilson in 1919. Originally known as Armistice Day, the h o l i d ay b e c a m e Veterans Day in 1954. When Woodrow W i l s o n d e c lared November 11 a holiday, the primary intention was to have a day to reflect on the sacrifices of those who had served in the military during World War I. Observation of the holiday through parades and meetings was envisioned.

WEDNESDAY
Veterans Day always falls on November 11, but it may be observed on a different day due to the fact that it is a federal holiday. Federal employees and schoolchildren typically have the day off work and school, so the holiday is observed on the Monday following the actual date if it happens to fall on a weekend. November 11 was chosen as the official date for Veterans Day in reference to the ending of World War I. Germany signed an armistice with the Allies that signaled the end of the war at 11 a.m. on November 11, 1918.

Update on efforts to make travel safer in the canyon section of Highway 178 Vera Anderson, Travel Safer SR178 Dear fellow Travelers on the Canyon Section of Highway 178: On Sept. 30, a group of Fellow Travelers met to catch-up on what has been going on. Also at that meeting, we discussed with Caltrans engineer, Nicolas Esquivel, safety improvements we would like to see on the canyon section of Highway 178. He said he would report to us in about 30 days on four issues we discussed with him that day and would meet with us to discuss his responses shortly thereafter. Those items include: ■ Establishing proper turn-outs that conform to existing regulations as to size, shape, and signage. (No such turnouts exist despite roadside signs saying that slow drivers should use turn-outs.) ■ Installing rumble strips along double yellow lines to discourage drivers crossing over them. (Research data suggest these are effective in reducing accidents.) ■ Removing and/or modifying rocks along the canyon section that have caused, or could cause, damage to RVs, trucks and other vehicles because they hang over or above the white lines at the outer edge of the road. (If you have experienced such damage or know of someone who has, we would appreciate a short description of the incident.) In addition, attendees at the meeting were informed of other on-going Fellow Travelers activities: ■ The brochure and poster giving hints on how to travel the canyon section of Highway 178 more safely are about ready for publication. The plan is to use these items at community meetings and
schools, post or distribute them at commercial locations and publish them in newspapers. ■ When you go to the Reel Cinema, you will be treated to the same safety message on the screen before the feature movie. ■ Presentations to community groups on these same safety hints for travel on the Canyon Section and on the efforts being made with Caltrans for road improvements are in full swing. (If you belong to such a group and want a speaker for one of your meetings, notify us please.) ■ Attempts to get statistics on accidents, fatalities and injuries on the canyon section have been frustrating, but our efforts to get this information continue. ■ We now have the opportunity to reach high school students with canyon-safe driving tips in addition to traditional drivers’ education. ■ We have been getting great co-operation from local newspapers which have published a host of articles on the efforts of Fellow Traveler and have published many letter to the editors. One of these newspapers also just published accident statistics for September, 2015, submitted by CHP Officer Scott Griswold. ■ We now have the support and help of CHP Sergeant Michelle Skieresz, the replacement, at least temporarily, for Sergeant Hefner who was very helpful over the past months. ■ Arrangements have been made for financial contributions to print safety brochures and posters to be tax deductible. We have already received two un-solicited contributions. (How great is that?) You will shortly receive details on how to make a contribution. Please feel free to contact any member of what we call the “Steering Committee” with any and all suggestions you may have or details of any accidents or near misses you have experienced or witnessed. These folks are: Vera and Ernie Anderson, Linda Diaz, Gary Geivet, JoAnn and Erie Johnson, Vicki and Rod Middleworth, Don Morrison/Jacqueline Morgan and Robert Rusby.

Oops, I did it again! I managed to forget a major holiday. No, not a Presidents’ Day, not a Star Spangled Day and not somebody’s birthday. Nope! I forgot to Middleworth write about Halloween! From the time I was a little shaver, to the times my kids were there, my grandkids and now my great grandkids, Halloween has always been a biggie. The last few years because of where we live on top of a mountain with no neighbors close by there are no trick or treaters. With our kids, there was excitement and the probability of candy and gum and other goodies. It was the same with the grandkids and our great grandkids. Of course at the very beginning, there was my brother and I, with sweaty hands clutching candy, hot cider, caramel apples and a host of other sweets. We were pretty smart and we knew where the special folks gave out Hershey bars. You had to get there early (and we did) for when the chocolate was gone they closed the door, turned off the lights and that was it until next year. There was one place where we were invited in, seated in a chair and were served hot cider. The lady of the house would tell a ghost story, which often scared the little kids, but not us, we were too brave. Ha, we had shivers and goose bumps just like every-

one else. One house we went to had a little old lady who would make us show our costume, explain who we were and then would hand us a fat tootsie roll. The houses with the long lines with kids standing outside were the special ones for instead of getting a small hand full of candy corn, we would get something valuable like bubble gum and jaw breakers. When I lived in Big Bear Lake, kids were separated by distance and instead of trick or treating we would attend a Halloween party. There we bobbed for apples, pinned a tail on a donkey and went on a scavenger hunt. The few of us who had costumes were judged and received special prizes. I remember one year when I was about 10, I was dressed like the Lone Ranger complete with hat, badge, guns, chaps and special boots. I swaggered around challenging anyone that would listen to a quick draw contest. Some of the older kids who didn’t trick or treat soaped windows and tipped over out-houses. Hopefully there would be no one in the structure when it was tipped. Soaping windows consisted of the user taking a bar of soap and drawing pictures on windows of houses where people wouldn’t answer their doors. I looked forward to when I would be old enough to tip over out-houses, but I moved to the big city where they didn’t even know what an out-house was. These were days of innocence and makes special my memories of Halloween.

Saints Dan Schlensker, Courier Columnist Another Halloween has come and gone as well as the church festival from which it was named: All Saints’ Day. That special day was designated in the early church Schlensker to commemorate primarily people who had been martyred on account of their faith, or had lived exemplary lives to the glory of God. It is worth noting that the Greek word, martureo, from which we get “martyr,” means to witness. There’s hardly a better way to demonstrate one’s faith or prove one’s love for the Lord than to give one’s life on account of his/her faith. It was those venerated witnesses, who were remembered, and for whom God was praised, on All Saints’ Day. The previous day, then, was called All Hallows Eve, which morphed into “Halloween.” It’s interesting to note that the word “saint” (singular) very seldom occurs in the Bible - only a handful of times, perhaps. But the plural form, “saints” is found scores of times! In the Old Testament two words are translated “saints,” one of which means “faithful or devout” and the other “holy.” Since the Bible also defines righteousness or holiness as coming from faith from the very beginning (see Genesis 15:6, Romans 4:3, Galatians 3:6, James 2:23), these Old Testament saints were people who trusted in God. In the New Testament there’s only one word,
which is translated “saints.” It is “hagios,” which means “holy ones.” And according to the counsel of the New Testament, the only way to get “holy” is through faith in Jesus Christ. After asserting holiness as an expectation of God, Who, according to the apostle Peter (1st letter, 1:16), said, “You shall be holy, for I am holy” (Leviticus 20:7, Genesis 17:1), Peter calls the Church, the followers of Jesus, “a holy nation” (1 Peter 2:9). And we discover how they got to be a “holy nation” in Revelation 7. The elder, with whom the apostle John had been conversing, says as they look at that glorious heavenly scene including a “great multitude, which no one could count, …standing before the throne and before the Lamb, clothed in white robes, and palm branches were in their hands; and they cry out with a loud voice, saying, ‘Salvation to our God who sits on the throne, and to the Lamb,’ …and they have washed their robes and made them white in the blood of the Lamb.” In other words, they got there by trusting Jesus, Who, Himself, said, “I am the way, and the truth, and the life; no one comes to the Father, but through Me” (John 14:6). That’s who the saints always were, who they are now and who they always will be: quite simply, believers in Jesus, who have received from Him forgiveness for their sins and right standing before God now and forever, won for them by the blood shed on the cross! Dan Schlensker is pastor of Shepherd of the Hills Lutheran Church Lake Isabella.

A lighter side to slick espionage Sam Struckhoff PICKS OF THE WEEK “The Man from U.N.C.L.E” (PG-13) - Two Cold War agents from opposite sides of the Berlin Wall have to collaborate to take down an evil crew bent on kicking off World War III. American agent Napoleon Solo (Henry Cavill, “The Man of Steel”) buddies up with Russian agent Kuryakin (Armie Hammer, “The Lone Ranger”) in this modded-up reboot of the ’60s TV show of the same name. Guy Ritchie made his reputation bringing cool, brassy style to low-level Brit gangsters, and he makes a cool retro style out of something that could have been laughably irrelevant. Since James Bond has grown kinda serious (but still awesome), this jaunt offers a lighter side to slick espionage. “The Hobbit: Battle of the Five Armies” (PG-13) - It’s the final installment of the extra-large trilogy about an extra-small hero. Defeating the vicious dragon Smaug (voiced and motion-captured by Benedict Cumberbatch) has vacated its big ol’ pile of gold, but now there’s some conflict over who gets to have a big ol’ pile of gold. Turns out that Thorin (Richard Armitage), leader of the heroic dwarves accompanying Bilbo (Martin Freeman), has decided that he’s not going to split the loot with the other kingdoms like he promised. This movie has more battle and bluster than the past two combined, but it similarly lacks charm. This final clash has been built up so much, and

it does put a good ending on the saga. For extreme climbers and best pals Jeremy Chin, Conrad Anker and Renan Ozturk, their dream was to scale the roughest side of them all, a sheer climb called the Shark’s Fin on Meru Peak in the Himalayas. They tried and failed once in 2008 -- but not for lack of grit. They were forced to quit 100 meters from the summit and retreat back to their tent -- not really a tent, but a dangly bag nailed to a furious mountain. Catchin’ some mudbugs! Matt Freeman Courier Columnist In the south, everyone knows what a crawdad, affectionately called the mudbug, is. There is nothing like having some fresh boiled craw- Freeman dads and Cajun style food on a Friday night hanging out with some good friends. What many folks don’t know is that crawdads are native to pretty much all parts of the country, and also have been introduced into many areas. Here in the Kern River Valley is no exception. We have an extensive crawdad population in both the lake itself and the Upper and Lower Kern River. The lake and Lower Kern have an all red species. I have no clue what they are actually called scientifically, but I am pretty sure they are an introduced species. The Upper Kern has native crawdads, and they get big, I have seen them up there over eight inches long. You can tell the difference by whether or not they have white on their pinchers. The native crawdads do. Crawdads are basically fresh water lobster, and taste like it too. They are great eating. The taste is sort of a combination of shrimp and lobster and a bit gamey depending on where and when you catch them. Preparation is very simple, some salted boiling water and fresh crawdads is all it takes. Then just crack the tails off and serve hot.
The California Department of Wildlife has regulations regarding crawdad fishing, but they are very simple. To find them, check online or grab a CDFW regulation book for free at any sporting goods store. The best way to catch crawdads is with a crawdad cage, they are very easy to set up. Simply bait them, put them in the water on a line and a tether and let them sit, usually overnight. If you are in the right spot you will know because it will be full of fresh mudbugs. The best spots in the Lower Kern are the big slow moving pools, same for the Upper Kern and they seem to get more prevalent as you go up towards Limestone Campground. That is my observation at least. On the Lower Kern, you can fill the cages overnight if you are in the spot, the Upper Kern usually does not produce as many, but like I said, they are much larger, and they are just plain cool looking with the white pincers! In Isabella Lake, just place cages with bait near tree stumps or on the shore line, they frequent structure so don’t place cages in sandy or loamy bottoms. Everything will eat a crawdad in the lake, that’s why they are great bait so put your traps where the mudbugs have some protection and they will come out to play after dark. Give it a shot. It’s something fun to do and you will have some great eating too! Matt Freeman is a local resident, businessman and outdoorsman and can be reached at cooltuna12@yahoo.com or 760-223-0880.

Down trees force temporary closure of Trail of 100 Giants Denise Alonzo, USFS Courier 4-1-1 In the interest of public safety, the Forest has temporarily closed the Trail of 100 Giants until the hazardous tree situation can be dealt with. This closure is in effect and portions of the trail may be opened once they are determined to be safe for public travel. The annual closure of the Western Divide Highway, by Tulare County when
the road is no longer safe for travel, may keep the Trail of 100 Giants closed until spring due to weather. While the Trail of 100 Giants is temporarily closed, the Forest Service encourages the public to visit the lesser known areas within the Giant Sequoia National Monument. Giant Sequoias can be seen along the Nelson Trail in the Belknap, McIntyre and Wheel Meadow Groves near the community of Camp Nelson.
Special disabled veteran reduced-fee licenses available Andrew Hughan, CDFW Courier Update The California Department of Fish & Wildlife offer reduced-fee hunting and fishing licenses to both resident and nonresident disabled veterans. CDFW also offers several special hunting and fishing opportunities for eligible veterans. Any honorably discharged, disabled veteran with a 50 percent or greater service-connected disability who wants to fish or hunt in California is eligible. Disabled veterans can now prequalify to purchase reduced-fee disabled veteran licenses via e-mail. Once a disabled veteran has pre-qualified, they can purchase low-cost disabled veteran sport fishing and/or hunting licenses, each year, anywhere licenses are sold. Special hunting blinds have been constructed to be accessible to people with mobility impairments at some state wildlife areas and some National Wildlife Refuges. If you have any questions or
requests regarding accessibility, contact CDFW’s accessibility coordinator Melissa Carlin at 916-651-1214. Certification from the United States Department of Veterans’ Affairs and proof of completion of a hunter education course is required at the time of application. The first license must be purchased from a CDFW License Sales Office. Subsequent licenses may be purchased from any license agent or online, and at that time, a copy of a previous year’s California Disabled Veterans’ Hunting License will serve as identification. The 2016 reduced-fee fishing license applications and reduced-fee hunting license applications are now available online. All California sport fishing licenses are valid January 1 through December 31 each year, and make excellent holiday gifts for veterans. Hunting licenses are valid July 1 through June 30. More information about licenses, are available on the CDFW website.

Be honest with yourself as you consider which decision to make. GEMINI (May 21 to June 20) Be wary of rumors that seem to be coming from everywhere this week. Waiting for the facts before you act means never having to say you’re sorry you followed the wrong lead. CANCER (June 21 to July 22) A difficult personal matter might prompt you to turn to a trusted friend to help you sort through a maze of emotional conflicts. The weekend should bring welcome news. LEO (July 23 to Aug. 22) Some of the new people coming into your life could play pivotal roles in future personal and professional matters. Meanwhile, an old friend might have an important message. VIRGO (Aug. 23 to Sept. 22) A delay in getting things moving on schedule can be a blessing in disguise. Use this extra time to do more research so you can buttress any of the weaker points with solid facts.
LIBRA (Sept. 23 to Oct. 22) You might need to get involved in a personal matter before it becomes a serious problem. Also, be wary of someone offering to mediate, unless you can be sure of his or her motives. SCORPIO (Oct. 23 to Nov. 21) Taking sides in a workplace or domestic dispute could prolong the problem. Stay out and stay cool. Then you can be friends with both parties when things settle down. SAGITTARIUS (Nov. 22 to Dec. 21) A friendship has the potential to become something more, and with this week’s aspects favoring romance, you might feel that this possibility is worth exploring. CAPRICORN (Dec. 22 to Jan. 19) The new job you want might require you to relocate. If so, keep an open mind and weigh all the positives and negatives before making your decision. AQUARIUS (Jan. 20 to Feb. 18) A new relationship seems to be everything you could have hoped for. Congratulations. Meanwhile, it’s not too early to get some feedback on that new project you’re working on. PISCES (Feb. 19 to Mar. 20) You might have decided to get out of the fast-moving current and just float around hither and yon for a while. But you might find that the new opportunity is too tempting to turn down.

NOTICE OF PETITION TO ADMINISTER ESTATE OF FRANK RONALD SETINC **(AMENDED)** BPB-15-002397 To all heirs, beneficiaries, creditors, contingent creditors, and persons who may otherwise be interested in the will or estate, or both, of FRANK RONALD SETINC A PETITION for Probate has been filed by: JOHN KEVIN COSGROVE in the Superior Court of California, County of KERN. THE PETITION for Probate requests that JOHN KEVIN COSGROVE be appointed as personal representative to administer the estate of the decedent. THE PETITION requests the decedent's will and codicils, if any, be admitted to probate. The will and any codicils are available for examination in the file kept by the court. THE PETITION requests authority to administer the estate under the Independent Administration of Estates Act. (This authority will allow the personal representative to take many actions without obtaining court approval. Before taking certain very important actions, however, the personal representative will be required to give notice to interested persons unless they have waived notice or consented to the proposed action.) The independent administration authority will be granted unless an interested person files an objection to the petition and shows good cause why the court should not grant the authority. A HEARING on the petition will be held on: March 17, 2016 at 9:00 A.M. in Dept. P, located at 1215 Truxtun Avenue, Bakersfield, CA 93301. IF YOU OBJECT to the granting of the petition, you should appear at the hearing and state your objections or file written objections with the court before the hearing. Your appearance may be in person or by your attorney. IF YOU ARE A CREDITOR or a contingent creditor of the deceased, you must file your claim with the court and mail a copy to the personal representative appointed by the court within the later of either (1) four months from the date of first issuance of letters to a general personal representative, as defined in Section 58(b) of the California Probate Code or (2) 60 days from the date of mailing or personal delivery to you of a notice under Section 9052 of the California Probate Code. Other California statutes and legal authority may affect your rights as a creditor. You may want to consult with an attorney knowledgeable in California Law. YOU MAY EXAMINE the file kept by the court. If you are a person interested in the estate, you may file with the court a Request for Special Notice (form DE-154) of the filing of an inventory and appraisal of estate assets or of any petition or account as provided in Probate Code Section 1250. A Request for Special Notice form is available from the court clerk. Attorney for petitioner: BRIAN L. FOX,

You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off before you can receive clear title to the property. You are encouraged to investigate the existence, priority and size of outstanding liens that may exist on this property by contacting the county recorder's office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on this property. Note: Because the Beneficiary reserves the right to bid less than the total debt owed, it is possible that at the time of the sale, the opening bid may be less than the total debt. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee or a court, pursuant to Section 2924g of the California Civil code. The law requires that information about trustee sale postponements be made available to you and to the public as a courtesy to those not present at the sale. You are encouraged to investigate the existence, priority and size of outstanding liens that may exist on this property by contacting the county recorder's office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. Christmas Volunteers Needed The local Salvation Army is preparing for their annual Christmas Fund Raiser and Food Box distribution. Each Christmas, the Salvation Army conducts an annual Bell Ringing fund raiser. All funds raised assist our local population in need. These services include 368 Edison and propane assistance, and 8735 food assistance services. The needs have been growing, especially in the area of food. Inflation has taken a strain on many food and fuel budgets. Our need for a successful Christmas fund raising event is greater than ever. The Salvation Army is looking for individuals who have time to bell ring at a store in your area. They are grateful for the generosity of our community however, if they do not have a volunteer bell ringer at all the doors of our stores, they cannot receive the donations so badly needed. The Salvation Army is asking each church, club or organization to pray and consider sending interested volunteers to assist. To obtain more information, drop by the Salvation Army office, at 6105 Lake Isabella Blvd. Office hours are Monday through Wednesday, from 9 a.m. to 2 p.m. or call 760-379-4600.

Native American Heritage Month is an important time of recognition for the significant contributions the first Americans made to the establishment and growth of the U.S. Designated in 1990 by George H. W. Bush. Ridgecrest serves as the perfect location for the events, as the home of artifacts and petrogylphs dating more than 10,000 years old with Little Petroglyph Canyon alone containing one of the
largest concentrations in the Western Hemisphere. The unique location of the petrogylphs within the Naval Base has kept them in remarkably preserved condition, only accessible through tours with the Maturango Museum and the base. In an effort to increase accessibility for visitors hoping to see the petrogylphs, special bus tours have been designed for the weekend. Access is free to most of the events with registration online or at the weekend event. Tickets for the tours must be purchased in advance at maturango.org. the ball field as the location. Planner Laybourn described other skate parks that have been built in Kern County. A skater himself, Laybourn has been involved in all the skate parks developed in the county. He briefly described the differences in engineering between a slab with metal structures and a bowl-type park. Contreras got interested in a skate park effort last January. She started researching everything she could find about Kern County, the previous failed attempt and began emailing Lerude with
questions. She reviewed all the previous community development block grant documentation and the First District Master Plan. Her dedication arose from the desire to keep kids out of trouble give them something to do. She spent many hours going through past newspaper articles. She was not a local, her dad moved up from Bakersfield 10 years ago and she shortly followed. Not being local, she did not have a local network to rely on to hear about what had happened when the first skate park didn’t happen. She felt thwarted by the County but kept a positive attitude.
Along the way Contreras was introduced to Faith Community Church, which was very supportive of her efforts. The project was eventually picked up by Kern River Valley Revitalization, that frequently umbrellas local start up projects. She has now gained full support from other organizations and intends to see the project to completion. A Kern River Skate Park Committee is being formed and will meet at 3 p.m. on Wednesdays at the County Complex in Lake Isabella. You may contact Contreras at 760-299-3215 or sk8thalake@ yahoo.com
