Gateway to Christmas Holiday lights and sounds or as otherwise known, “Christmas in Kernville” is on display for your enjoyment every evening in Circle Park through New Years Eve with Santa arriving Friday and Saturday nights.

Don’t let the holidays cook your goose! ...your children, pets or anyone else for that matter. Holiday cooking accounts for 41 percent of all residential building fires in the month of December, according to the U.S. Fire Administration. Heating fires follow at 28 percent and open flame fires at 9 percent. With more cooking, decorations and open flames, the risk of house fires and burns increases drastically during the holiday season. "A serious burn or scald can be a lifealtering injury with an extremely painful recovery, especially for a child," said Dale Stauss, board chairman of Shriners Hospitals for Children. As experts in pediatric burn treatment, Shriners Hospitals for Children recommends a few simple precautions parents can take to help reduce the risk of house fires and burn injuries this holiday season: ■ Turn pot handles toward the back of the stove so children cannot reach them. ■ Never leave a hot stove or oven unattended. ■ Keep a lid or cookie sheet nearby to cover a pan if it catches on fire. ■ Water trees regularly. Discard when dry. ■ Keep trees away from heaters and flames. ■ Discard lights with bare wires, frays or kinks. ■ Never leave lighted candles unattended.

This year Kern River Valley charities are bracing for a holiday season of greater need while at the same time finding financial and volunteer resources stretched even thinner. ■ God's Storehouse This year God's Storehouse has relocated at 16475 Hwy. 178 in Weldon, next door to the KOA. They are open the 2nd, 3rd, and 4th Tuesday of each month. Anyone in need of bread only may come from 10 to 11:45 a.m. and for those who need food and bread from noon to 3 p.m. Applications are still being accepted for

As the engineering designs are completed, the Corps currently plans to begin construction on new USFS administrative, warehouse and fire station facilities as soon as summer 2016. Construction on the dams and spillways is slated to begin in late summer/early fall 2017. The Corps welcomes your questions Tyler Stalker, USACE The Isabella Lake Dam Safety M o d i f i c a t i o n Stalker Project is an approved U.S. Army Corps of Engineers project to address three deficiencies (hydrologic, seismic and seepage/piping) which could lead to significant life loss in the event of dam failure. In 2012, the Corps completed a study analyzing potential measures to address each of the three problems. Since then, the project has entered the design phase to prepare for construction of a 16-foot raise of the main and auxiliary dams

including addition of filter and drainage layers, auxiliary dam buttress, new emergency spillway and labyrinth weir, and existing service spillway modifications. Relocation of Corps and U.S. Forest Service facilities is required to construct the dams and spillway features because these structures are in the footprint of the planned spillway. As we complete our engineering designs, we currently plan to begin construction on new USFS administrative, warehouse and fire station facilities as soon as summer 2016. Construction on the dams and spillways is slated to begin in late summer/early fall 2017. We anticipate all construction on the dam will be complete in 2022, at which point the lake will no longer be subjected to the current pool of 361,000 acre-feet. We want to answer your questions! Wreath laying ceremony The 7th annual Wreath Laying Ceremony honoring the nearly 4,000 Kern County veterans interred at the Bakersfield National Cemetery will take place on Saturday, Dec. 12, at 8:30 a.m. Approximately 3,400 wreaths will be laid at gravesites on the 500-acre cemetery at the intersection of highways 58 and 223, about 25 miles east of Bakersfield. The event is part of the National Wreaths Across America Day, during which similar ceremonies will be held at national and veterans' cemeteries, and other locations, in all 50 states. The ceremony is a community service project of The Bakersfield Breakfast Rotary Club and Bakersfield National Cemetery Support Committee in partnership with the Kern County Veterans Service Department since the National Cemetery opened in 2009. Wreaths Across America is a national organization founded in 1992. Its mission is to remember, honor, teach: a living history lesson through a tribute to our veterans. Even though the actual ceremonies do not begin until 8:55 a.m., to synchronize with a national minute of silence at 9 a.m., (noon at Arlington National Cemetery) visitors are urged to arrive early for music provided by Bakersfield bagpiper Linda Snoddy and Eric Dyer, music director of Highland High School. The bagpipes begin at 7:30am and the other music begins at 8:30 a.m.

Sheriff Deputy Joe Garcia and the SAL students will perform the Color Guard, Pledge of Allegiance and lead patriotic songs. Lunch will be donated by Ladies of the Elks. First District Supervisor Mick Gleason will present certificates of appreciation. There will be free raffles and the program will be completed with the showing of MASH the original movie starring Donald Sutherland.

PICKS OF THE WEEK “Queen of Earth” (R) - For Catherine (Elizabeth Moss), a trip to her best friend's country retreat was supposed to be a welcome reprieve from her spiral of mental anguish. She's still reeling from her father's suicide, and her boyfriend just dumped her in the meanest way possible. Her friend, Virginia (Katherine Waterston), is more abrasive than supportive; she knows her friend and how to hurt her. Catherine's mental breakdown plays out like a slowmotion trainwreck, speckled with bits of ultra-dark humor. Moss' talent is undeniable, and director Alex Ross Perry gives her the lens she needs to focus it. “Pan” (PG) - The beloved boy who flies about and never grows up gets an extra-helping of CG in this live-action origin story. Peter starts as a magical orphan, kidnapped by the evil pirate Blackbeard (Hugh Jackman) and taken to Neverland, where pirate ships fly and greenscreens cover everything. Peter's parents were special in some way, so he's supposed to lead the Natives (including Rooney Mara as Tiger Lily) in an all-out revolution against the sky pirates. Our young hero also befriends James Hook (Garrett Hedlund), a dashing young oaf with a horrendous accent. It just doesn't fly right. Comments sought on grazing allotments David Christy, BLM Courier 4-1-1 The Bureau of Land Management's Bakersfield Field Office is seeking public comments on the proposed reauthorization of livestock grazing, installation of new fencing and adjustment to the roads and trails network on the Freedom Hill, Fay Canyon and Lynch Canyon grazing allotments. The allotments are next to the communities of South Lake and Weldon near Lake Isabella in Kern County. The BLM, through this reauthorization, will determine the conditions and limitations necessary for grazing and roads and trails to protect the resources and provide for other multiple-use objectives. Written comments must be received by BLM on or before Dec. 18. "We're asking the public, the commu-

nities of the Kern River Valley, to provide information or concerns about these proposed actions and any opportunities that should be explored," said Gabriel Garcia, Bakersfield Field Office manager. Fourth graders can get their own tree from the Forest this holiday season Cody Norris, USFS Courier Outdoors District Ranger Al Watson announced today that the Kern River Ranger District of the Sequoia National Forest will allow fourth graders with an Every Kid in a Park, or EKIP, Pass access to venture into the forest with their family to cut their own Christmas tree. Every Kid in a Park is a White House initiative that delivers a nationwide call to action to build the next generation of environmental stewards by connecting fourth graders with nature. "I am excited to have fourth graders going into the forest with their families to build great memories this holiday season," stated District Ranger Al Watson. To acquire an EKIP Pass, fourth-grade students can go online to everykidinapark.gov, answer a few questions about what they want to see on their adventure into the outdoors and print a certificate. The student can then present their certificate to get an EKIP pass Monday through Friday from 8 a.m. to 4:30 p.m. at the Lake Isabella or Kernville Forest Service offices, and obtain their EKIP free tree cutting permit available through Dec. 23. There will be a limit of one tree per pass holder and trees can only be collected from approved areas. A map of approved areas and instructions will be provided when the student picks up their permit. These sites are located in the Sequoia National Forest on the Kern Plateau and Greenhorn Mountain on designated state, county, and forest road segments. On the Kern Plateau, roads designated for holiday tree cutting include: Sherman

Pass Road (22S05) from its intersection with the Sherman Pass 4 x 4 Trail (Trail 33E48) to the Sherman Pass Vista; and the Mosquito Road (Road 22S19) to Forest Service Road 23S23A. On Greenhorn Mountain, road segments include: Highway 155 from Greenhorn Summit to Cedar Creek Campground; Forest Highway 90 (Road 24S15) to Tiger Flat; Rancheria Spur Road (25S15C); the Windy Gap Road (Road 25S17); Road 25S16 from the intersection of Forest Highway 90 to Black Mountain Saddle (Road 25S26); and Rancheria Road (Road 25S15) from Greenhorn Summit to the parking lot at Shirley Meadows Ski Resort. Trees may only be cut if found within 40 feet of these approved road segments and not from private lands. Trees must also be six inches or less in diameter at the base. Winter weather conditions may limit or render designated roads and trails within the holiday tree cutting area temporarily or seasonally closed. In such cases, permit holders may need to find a non-motorized means of access. Be prepared for winter conditions! Winter conditions can make traveling on roads within the holiday tree cutting area hazardous. Please check with a Forest Service Office for current conditions.
