Back for its 11th year, through Dec. 31 (closed Christmas Day), featuring a musical light show and animated displays with more than two million colorful lights, open nightly 5:30 p.m. to 9 p.m. A train ride, merry-go-round, and food consessions complete the night out, with admission availabe at the gate. The California Living Museum is located between Lake Ming and Hart Park in Bakersfield. From the Kern Valley take Hwy178 west and turn right on Alfred Harrell Highway.

Patrons shelve privatization Michael Batelaan Courier Follow up John Nilon, County Administrative Officer for Kern County presented what appeared to be an open book at a series of informational meetings in each of the 24 libraries in Kern County, hosted by the Kern County Board of Supervisors. In the Kern Valley, there was one held at the Wofford Heights branch and one at the Lake Isabella branch last week. Nilon ran both meetings, along with Steve Gabbitas, Kern County Public Information Officer
and library staff. The County's total budget is $2.8 billion of which about threefourths is non-discretionary, passed through from federal and state budgets for the County to administer. There are 24 libraries and two bookmobiles in the County system. With the exception of one city, Kern County cities do not contribute to the library budget. The Kern County library budget is currently $7.2 million; 2.87 percent of the $68 million total Kern County discretionary budget "the only part of the budget that has full and complete discre-

The December solstice is also known as the “summer solstice” in the southern hemisphere. It is the winter solstice only in the northern hemisphere. It arrives at 8:49 p.m. PST Sunday, Dec. 21. The December solstice occurs when the sun reaches its most southerly declination of -23.5 degrees which is when the North Pole is tilted 23.5 degrees away from the sun. Depending on the Gregorian calendar, the December solstice occurs annually on a day between December 20 and December 23. On this date, all places above a latitude of 66.5 degrees north (Arctic Polar Circle) are now in darkness, while locations below a latitude of 66.5 degrees south (Antarctic Polar Circle) receive 24 hours of daylight. The sun is directly overhead on the Tropic of Capricorn in the southern hemisphere during the December solstice. It also marks the longest day of the year in terms of daylight hours for those living south of the equator. Those living or travelling south from the Antarctic Circle towards the South Pole will see the midnight sun during this time of the year. The relative position of the Earth’s axis to the sun changes during the cycle of seasons. This phenomenon is the reason why the sun’s height above the horizon changes throughout the year.

Additional students qualify for diplomas The passage of the California High School Exit Exam, the CAHSEE, as a graduation requirement has been suspended by Governor Jerry Brown. Beginning January 4, 2016, when Kern High School District school sites reopen after Christmas recess, students from 2003-2004 to the present, who have met all other graduation requirements but have not passed the CAHSEE, may pick up a diploma from their last high school of attendance. A picture ID will be required. Students may contact their school site, or the Kern High School District Office for additional information at 661-327-3100.
Sandbag Saturday hosted The Kern County Fire Department is assisting the public in preparing for the predicted upcoming El Nino storms by providing free sandbags and sand in an event to be held in several locations throughout the county on December 19th from 10:00am to 12:00 noon. Residents can fill up to 25 sandbags per address with provided sand. Sandbags are just one way to help protect private property during potential flood conditions. Residents are encouraged to prepare by clearing rain gutters, inspecting roofs and researching flood insurance. Cerro Coso Closed for Winter Recess All offices and classrooms at all Cerro Coso Community College campuses will be closed for winter recess from Thursday, December 24, 2015 through Sunday, January 3, 2016. Online registration will be available 7 days a week, 24 hours a day through the College website: cerrocoso.edu. The spring schedule of classes is also available online. The College will reopen on Monday, January 4, 2016. Most offices are open from 7:30 a.m. to 6 p.m. Monday through Thursday and 8 a.m. to 12 noon on Fridays. Veterans will now be able to schedule an appointment to see a Veterans Service Representative. Appointments will be available Monday through Thursday, morning and afternoon, and Friday mornings. The primary goal of expanding the appointment hours is to reduce wait times for clients. A Time to Remember Dan Schlensker, Courier Columnist Christmas is a time to remember. It's a time to remember folks around us, who have special significance in our lives ... time to remember those who serve Schlensker us in some way, folks whom we particularly appreciate for some reason, people who are connected to us as relatives or friends. However, it's especially a time to remember the One, Whose birthday we are celebrating! It's so easy to forget Him with all the seasonal distractions, holiday hoopla and all the people and institutions that are actively trying to ignore the true Reason for the season. Christmas is surely a time to remember Jesus! The word "remember" is one which says what it means. Its two parts, "re" and "member," describe what it communicates; "re" means once again, and "member" identifies something as a part of a larger whole, an integral component of some entity. We call our body's parts "members" and we call organizational affiliates "members." A "member" is one, who is connected to something. So, to "remember" is to reconnect, to be rejoined, to once again become part of something. As we "remember" at Christmas, we reconnect with the shepherds in
their fields outside Bethlehem; we sit with them and hear the angels answer the question, "What Child is this?" with their proclamation that "today in the city of David there has been born for you a Savior, who is Christ [That's the New Testament equivalent of "Messiah" in the Old Testament, both of which mean "anointed one," Who was prophesied as the One, Who'd be set aside for the sacred use of being the ultimate sacrificial Lamb, Who would take away the sins of the world.] the Lord" (Luke 2:11). As we "remember" at Christmas, we reconnect with Mary and Joseph in the cattle pen as they lay their newborn baby in the feeding trough. And we recognize, in that Baby, God in human flesh according to the angel's prediction to Mary: "The Holy Spirit will come upon you, and the power of the Most High will overshadow you; and for that reason the holy offspring shall be called the Son of God" (Luke 1:35). And we remember the angel's admonition to Joseph: "Joseph, son of David, do not be afraid to take Mary as your wife; for that which has been conceived in her is of the Holy Spirit. And she will bear a Son; and you shall call His name Jesus, for it is He who will save His people from their sins" (Matthew 1:20-21). Those are the most blessed remembrances of Christmas! PICKS OF THE WEEK “A Walk in the Woods” (R) With a successful career, loving wife and years of priceless experiences, writer Bill Bryson (Robert Redford) still feels lost, and gets a yearning for daring adventure. He's going to hike all 2,200 miles of the Appalachian Trail, from Georgia up to Maine. Even more, he's making the journey with his crazy old pal, Katz (Nick Nolte). The two magnetic septuagenarians grouch and bicker their way through majestic slopes with vague hopes of a meaningful journey. It's a movie that takes its time, and just like characters' journey, it's not super-clear what the payoff is supposed to be. Redford and Nolte eventually jostle into a chemistry, but the script doesn't get much out of it -mostly harmless slapstick bumbling and old-man odd-couple stuff. “The Perfect Guy” (PG-13) - In this steamy-yet-standard thriller, we learn that sometimes finding a guy who is loyal, strong, protective, resourceful and loving can be a very bad thing if he's also wide-eyed crazy. Not long after Leah (Sanaa Lathan) breaks up with her beau Dave (Morris Chestnut), she's romantically rescued by the dashing Carter (Michael Ealy), who is quite possibly the perfect man. His perfection has a gaping flaw though -- as Carter gets intensely jealous, turns violent really fast and doesn't really believe in privacy.

The thrills fall flat as the whole movie seems to be holding back. Carter's tone-switch happens so abruptly that it doesn't shock, it just feels forced. While Lathan does an amazing job onscreen, she's muffled by a script that doesn't diverge from the expected. "Bone Tomahawk" (R) - Way out in the dusty West, the people of Bright Hope are terrorized by a ruthless cannibal clan. There's been grisly murder and a few abductions, with signs pointing to a bone-chilling tribe of inbred monsters. The town is neardeserted with most of the men on a cattle drive, so Sheriff Franklin Hunt (Kurt Russell) leads an expedition with whatever men he can bring, including a shifty gunslinger (Matthew Fox) and a rancher with a broken leg trying to rescue his wife (Patrick Wilson). Cookies and Candy, oh my! Bodfish Bob’s Chocolate cookies 1/2 cup vegetable oil 4 sq. unsweetened chocolate, melted 2 cup sugar 4 eggs 2 tsp. vanilla 2 cup flour 2 tsp. baking powder 1/2 tsp. Salt

Bodfish Bob’s Crockpot Christmas Candy 1 - 16oz jar unsalted peanuts (dry roasted) 1 - 16 oz. jar salted peanuts (cocktail peanuts) 1 - 12 oz bag semi-sweet chocolate chips 1 - 12 oz bag milk chocolate chips 2 - 10 oz bag peanut butter chips 2 - 1 lb pkg. white almond bark or vanilla candy coating Layer all ingredients in a large crockpot (starting with peanuts). Turn the pot on low, cover with lid, and leave sitting for 2 hours. Then, remove lid and stir to combine. Replace lid and leave sitting for another 30 minutes. Stir again and then spoon mixture on to wax paper or non-stick aluminum foil. Allow to harden for at least 1 hour. Enjoy!
Mix together oil, melted chocolate, and sugar. Blend in one egg at a time. Add vanilla and dry ingredients. Chill about 1hr or a little longer. Shape into walnut size balls, roll into powdered sugar andplace on cookie sheet, but not too close, they spread out. Bake at 350 for 10-2 min. Makes about 6 doz. Blend in flour, soda and salt. Chill dough. Roll dough out 1/4 inch thick. Cut into shapes. Place 1 inch apart on greased cookie sheet. Bake at 375 until done. Makes 5 dozen. 2016 Medicare costs announced Harry P. Thal Courier Columnist The Centers for Medicare and Medicaid Services has announced the costs for the coming year. Much of the announcement is not Thal relevant to some, while others will find this information helpful in planning for 2016. ■ Monthly Premium has been the most debated element of the health insurance budget. When the monthly premium in 2014 was announced the White House announcement touted the Affordable Care Act as the reason for no increase. They basically said an increase was not needed, as the act is keeping costs down. This year they announced that they need about $136 per enrollee. But there was no "Cost of Living Adjustment" to Social Security payments, so, due to a "hold harmless" clause in the law, they were not allowed to raise the Medicare premium to those people who pay by Social Security automatic deductions. Congress is having the Treasury loan Medicare $8.5 billion dollars. So, the shortfall has been temporarily averted. So, those people who were having Social Security pay their Medicare premiums, the rate will continue to be $104.90, like usual. State Governments, people new to Medicare as well as those who pay by monthly billing will increase to $118.80 per month plus a $3 loan payback provision. So, if you get a monthly bill, expect it to be $121.80. If your annual
income is greater than $85,000, individual or $170,000, couple, you will pay more. ■ Deductibles and co-pays will also see increases. If you depend on Medicare without other assistance, either public or private, expect to pay $1,288 as a hospital deductible, per occurrence and $166 for Part B annual deductible before paying your 20 percent share of the approved amount. All of the HMO plans seem to have an increase this year for the Emergency Room of $75, up from $65. ■ Prescription Drug costs have increased, and many people will experience higher co-pays at the pharmacy. If you have a Medicare Part D prescription drug plan that deductible, has gone up to $360 before benefits will be paid. Some plans will waive the deductible for Tier 1 and some, Tier 2 generic drugs. Because of the higher retail cost of many drugs, more people will enter the "donut hole" in 2016 and for who typically do go into this "Coverage Gap" it may be sooner. As the time for most changes has past, most people are basically stuck until next October. If you really don't like your HMO plan, you will be allowed to drop it between January 1 and February 15. There are some "Special Enrollment " opportunities for certain situations, and people who were on GemCare and dropped have until February 29. Harry P. Rotary KRV becomes a breakfast club Beginning Friday, January 8, 2016, the Rotary Club of Kern River Valley becomes a breakfast club, meeting at 7 a.m. the first 4 Fridays each month at Kernville's Ewing's on the Kern where it was formed in 1962. As the world's first service club organization, Rotary began as an idea 111 years ago. Locally, the Rotary Club of Kern River Valley holds a car show the first Saturday in May, hosts a food trailer during Whiskey Flat Days plus fundraisers throughout the year. Rotary makes small grants to needy causes in the Kern River Valley focusing on the youth and projects to combat hunger in the Kern River Valley, like its Potato Gleaning project and Community Action Partnership of Kern to distribute food to lower income Kern Valley residents. This November, Rotary KRV revived the pancake breakfast raising money for KRV Toys for Tots and the Family Resource Center's "Be An Angel" program.
