■ Keep things as simple as possible. If you find that you are unable to manage the twenty-five different cookie recipes you want to make, pick two or three of your specialties and just make large batches of those. ■ Send your Christmas packages early. Not only will you save money, but the more things you can get done and out of the way early, the fewer things you will have to do all at once at the last minute when too many tasks are already stressing you out! ■ Put a candle in a glass jar or bowl for the kids' table at Christmas or just to use as a cute decoration. Fill the rest of the bowl around the bottom of the candle with cinnamon candies, peppermints, nuts or colored gum balls or jaw breakers. ■ Buy your Christmas tree after December 15th when they are much less expensive. ■ Instead of a fancy tree skirt, use a white sheet. The colored gifts look great against the white. ■ Don't worry about the extra expense of a "tree extender". Your tree just needs lots and lots of water. Check often! Your tree may drink gallons of water in the first few days. ■ Recycle that artificial tree that you don't want anymore. Bend the branches and connect them to make either one very large wreath or several small ones. ■ Above all, have fun! It's Christmas.

Happiness Sprinkling Project Lisa Krch Courier @School Through the month of December, Kern High School District students will be "sprinkling happiness" throughout their communities. Dozens of local students will be sharing special signs of encouragement and messages of happiness with school administrators, staff, students, and the public. Students are excited and honored to be Happiness Ambassadors and will be wearing brightly colored t-shirts while holding signs of inspiration.

Situation report Rick Brown, USACE Courier Update ■ The U.S. Army Corps of Engineers investigated the traffic safety impact of the proposed interim boat launch at French Gulch. The study recommended a left-turn lane for westbound traffic into the French Gulch boat launch. The Corps is working on a traffic control design for Caltrans to review.

In the Kern Valley, the Happiness Sprinkling Project will take place on Tuesday December 13 from 7 to 8 a.m. on Erskine Creek Road, near Kern Valley High School. Participants with the Happiness Sprinkling Project are worldwide. In the past four years, Happiness Ambassadors have popped up in Washington DC, Chicago, California, Oregon, Seattle, Canada, Los Angeles, Florida, Indiana, and Grand Cayman. In 2016 alone, the Happiness Sprinkling Project has held events in the United Kingdom, Germany, and South Africa. Last May, students

from Vista Continuation High School sprinkled happiness on the corner of Truxtun and Chester in downtown Bakersfield. Projects like this are part of Positive Behavior Intervention and Supports. ■ The Corps has begun work on the USFS admin/warehouse building. Site work for the temporary construction trailer campus is expected to begin in December 2016. ■ The Corps expects the contractor to arrive at the USFS Fire Station site in early December 2016. The USFS and the Corps plan to hold a groundbreaking ceremony in December 2016 or January 2017, with construction commencing shortly thereafter. ■ The Corps is soliciting the French Gulch boat launch contract to take advantage of seasonally low water levels. They expect to award the contract in late December 2016 and work to begin by the end of February 2017. ■ Once the turn lane design for French Gulch

is complete, the Corps will solicit a contract for the SR155 turn lane. Solicitation is anticipated in late spring 2017. ■ The Corps is modifying the Phase II contract to allow work to begin on other project features while the acquisition of the Borel Canal easement continues. Solicitation of the Phase II contract is expected in early spring 2017 with contract award by the end of summer 2017. ■ Real estate acquisitions continue with many land tracts nearing finalization. State Route 155 one-way traffic control The California Department of Transportation announces that one-way traffic control will begin next week on State Route 155 within Sequoia National Forest as part of a tree removal project. One-way traffic control will be in effect on State Route 155 within the boundaries of Sequoia National Forest on a weekly basis from Monday morning through Friday evening from 7 a.m. until 4 p.m. each day. These closures began on Monday, November 28 and will continue over a period of 4 months. Traffic delays are expected to last up to 20 minutes at a time. Caltrans personnel will be conducting one way traffic control during this time with the use of flagging personnel and a pilot vehicle to escort traffic through the work zone. Commuters are reminded to obey flagging personnel, stay behind the pilot vehicle and pay close attention to road maintenance vehicles.

Open burning continues to be restricted The Kern County Fire Department would like to remind the public that open burning of hazard reduction fuels continues to be restricted due to drought and longrange weather forecasts. We will continue to closely monitor fuel and weather conditions and will allow burning when appropriate--likely after the first of the year. The Kern County Fire Department has lifted restrictions on campfires on county park land. The public may have campfires in approved areas. Remember to clear combustible material at least 10 feet from fire, have a responsible adult in attendance, and extinguish your fire completely. Hot Springs Valley Wetlands property begins escrow The Kern River Valley Heritage Foundation is excited to announce that the escrow process has begun on the 189-acre property located across Lake Isabella Boulevard from the Vons Plaza in Lake Isabella. For nearly three years, the Heritage Foundation has worked to acquire this large, open space upland and wetland area, which is adjacent to the Bob Powers Gateway Preserve. The vision is to preserve the natural wetland area while at the same time allowing compatible public access to this property for generations to come. The Heritage Foundation needs your support to make this vision a reality. As one might expect this is a very costly undertaking. Although the Foundation has raised over $800,000, roughly $25,000 is still needed to close the transaction. Local and out of town folks are making a concerted final effort to raise the funds needed. One local resident has even committed to matching any donation received between now and the escrow closing date of December 28, 2016. That means if you donate $10, the donor will match that with another $10 resulting in $20 dedicated toward successful acquisition of this property. Chris Wenzel Courier Columnist This past Sunday marked the beginning of Advent. Some are familiar with the term, and a few may even have an Advent wreath Wenzel with the four candles to mark the season. For many, Advent doesn't have a role anymore during the Christmas season. As a kid, my grandparents had a wreath with four candles lit over the course of the Christmas season. I was more interested in how much space was available under the tree for presents, and how much egg nog I could consume before it ran out in stores. So, what exactly is Advent and more importantly why should you care? Advent usually begins four Sundays before Christmas and ends on Christmas Eve. For most of us, the Christmas season officially begins on the weekend following Thanksgiving. I anticipate seeing more Christmas lights and Christmas decor appearing in our neighborhoods and around the Valley over this coming week. OK, so what exactly is Advent? It's simply a season of preparation for Christmas. It's a time marked with expectation, as we prepare for the celebration of the birth of Jesus. The word "Advent" comes from the Latin word adventus, which means "coming" or "visit." There are four themes represented by each candle: Hope,

Peace, Joy, and Love. The two purple, one pink, and one white candle may not be your typical Christmas colors, but each represents important themes. Purple represents our repentance from sin and His royalty as the Prince of Peace. Pink represents the joy of the Lord that is experienced only through Christ, and white represents God's unconditional love. Why should all this matter to you? Advent is a reminder of two things: First, you and I are in desperate need of Jesus today. Christmas is much more than presents, family, and endless goodies. It's not about writing or getting Christmas cards, finding the sweet deals at stores, or hoping for an inundation of snow before Christmas. It's about knowing why God sent His only Son as the Gift to the world. You see the gift of salvation and forgiveness of sin that comes through surrendering your life to Christ provides you with a real relationship with the King of the Universe. The way to experience real hope, peace, joy, and love is through receiving His sinless life as a gift in place of your sinful life. I'd say that's a pretty sweet gift exchange! Secondly, Advent reminds us to be patient. Just like the Jewish people waited patiently for the coming of their Messiah; as believers in Christ we look forward patiently awaiting the return of the Savior. Leah Mary Powers Long time Valley resident Leah Mary Powers of Weldon, went to heaven to be with her Lord and Savior Jesus Christ on November 6, 2016. She was 88. She was born in Bakersfield on July 21, 1928, to Joseph and Mary Deuel. She was the youngest of 13 children, all who have preceded her in death. She grew up working on a farm and ranch which led her to get involved in 4H showing Holstein cattle. She earned a silver star showing her dairy cattle in a state competition. She was a hard working young lady from the start. She graduated from Bakersfield High School, Powers then on to Bakersfield College where she majored in Home Economics. That would benefit all of us later!) Leah met and married the love of her life, Marvin (Marvie) Powers in 1948. They were married for over 50 years. He preceded her in death in 1999. They were a team from the beginning. They began working for South Fork School in the late 1950s. Marvin was the custodian and bus driver and Leah was the cook plus occasional bus driver. She was famously known at the school for her great cooking. She planned all the meals which she made from scratch with a lot of love! Even now at the mention of her name, people remember her cooking and talk about special dishes that they loved. The teachers especially loved her carrot cake. She was totally devoted and dedicated to the students and teachers. She truly loved her job. She even worked as a cook at Nelda's Diner and at Paradise Cove for a long time. She was invaluable to Bo then. People looked forward to the summers when she would cook there. She also loved to bake. She was very well known for her many birthday cakes and wedding cakes. She had a very special touch. Leah retired from South Fork School after 30 years of service. The cooking would never be the same. Leah's biggest service was to her church after that. She attended the Weldon United Methodist Church for over 60 years. She was a one woman band. Serving as treasurer, bookkeeper, setting up communion (including baking the bread), heading up the smorgasbords, taking care of the kitchen. It's even said she did a lot of watering of the flowers and grass before there was a sprinkler system. She was always there on the work days to help keep the grounds looking very nice. Leah leaves behind her children James (Cindy) Powers of Southlake; Dianna Wood of Bakersfield; George Powers of Weldon. Grandchildren: Amy, Jenny, Jamie, Michelle, Corey, Neil, and Natalie; and Nick Hay who preceded her in death. Great grandchildren: Tristen, Wes, Jack, Madelyn, Tanessa, Ali and Spencer. She also leaves her sister in laws Margie Powers, Dottie Gray and all their families. The family would like to thank the ladies from Optimal Hospice who helped take care of her but especially to her son, George, who was her primary caregiver for the last seven years. Leah is one of the last of the great pioneers of our valley. Her legacy will live on and she will be truly missed by so many people who knew her. We love you Mom! A memorial service will be held at the Weldon United Methodist Church on Saturday December 3 at 11 a.m. with a potluck meal to follow.

Changes to the FAFSA make It easier to apply for student aid Nathaniel Sillin, Practical Money Skills Courier Education This year, the Free Application for Federal Student Aid submission period opened on October 1 - three months earlier than in previous years. That extra time to get financial information in order could be a big benefit to many families. Don't put off completing the application, sending the FAFSA in early could increase your financial aid package and give you more time to compare aid offers from different schools. ■ The FAFSA determines your family's expected contribution to the cost of higher education and serves as an application for federal financial aid, such as student loans, work study and the Pell Grant. ■ Current and prospective college students must complete a new FAFSA each year. Dependent children will need their parents' financial information to complete the form, and parents may want to work on the application together. ■ Most students complete the FAFSA online at fafsa.ed.gov. ■ The earlier submission period isn't the only difference for the FAFSA this year, there's also a change in the tax information you need to submit. You might be able to electronically transfer your tax return information to your FAFSA using the Internal Revenue Service's Data Retrieval Tool. If you're unable or don't want to use the tool and don't have a copy of your 2015 tax return, you can order a free tax transcript of your return online, by mail or by calling 1-800908-9946. ■ The 2017-2018 FAFSA requires that applicants use their 2015 tax return information even if there have been significant

changes in your financial situation since then. ■ Pay close attention when filling out the FAFSA because some of the questions, such as those pertaining to current assets, are based on when you fill out the form, not your tax return. ■ The federal deadline for the 2017-2018 FAFSA is June 30, 2018, but don't wait that long to complete your application. States and colleges have deadlines of their own. ■ Some states and schools also distribute aid on a first come, first served basis. Submitting your application early can help ensure you'll receive the aid you're eligible for before the funds run out. ■ Prospective students who submit the FAFSA early might receive estimated financial aid offers from schools earlier as a result. This gives families more time to compare the offers before making the big decision on which school to attend. You can list up to 10 schools on the FAFSA, including schools you're considering but haven't applied to yet. Submitting your info holds your place in line for aid, and you can switch out schools later after submitting the FAFSA that you can send to additional schools. ■ Many states require you send your FAFSA to at least one in-state school to be eligible for state grants, and some states require you list a state school in the first or second position to be eligible. A story came through the fire Without warning, a fire storm ripped through the neighborhood of Kevin Kyt. Within moments, a whole community was shaken. Kevin made it out with his wife, vehicle, the shirt on his back and a story; a graphic novel series with the songs that coincide with each episode in the series. These stories and songs began to be written in August 2014 and continuing. The publishing process began in July of 2015 with the plan to release in September 2016 to book stores, places of business, and churches. Besides the book sales, now there is a digital form of the book being made available on line. It is the rise of Ezekiel's Fire. Launch of the book and the music will take place at an event Friday December 9 at 6:30 p.m. at Faith Community Church in Wofford Heights. The first book of a series is called We are not Alone, dedicated to a special friend and brother who helped to launch the story. This brother passed away before the process started. Florence (Meryl Streep) has always been in love with music and dreamed of being a celebrated opera singer. She's an awful singer, but she's also a wealthy New York elite, and her husband (Hugh Grant) is determined to make her dream come true before she loses her battle with syphilis. Also, it's the 1940s and people really need entertainment. Streep's performance is charming, but you can't help but see her smiling at herself on the inside with each mangled note. "Suicide Squad" (R) - A gaggle of super-villains are rounded up to form a special team that bickers its way through waves of underdeveloped enemies in a no-holds-barred assault on Marvel's domination over super-ensemble movies. The titular squad includes assassin Deadshot (Will Smith); Harley Quinn (Margot Robbie), the Joker's steady girlfriend; some boomerang guy (Jai Courtney); a special-forces guy (Joel Kinnaman); and a host of other hastily introduced characters you'll struggle to like. Viola Davis plays the government official responsible for sending this motley bunch against the Enchantress (Cara Delevigne), an evil super-witch. First off, this ain't "The Avengers." These heroes are anti-heros. Also, Jared Leto's much-hyped version of

After a bit of time travel, Jake finds himself on a Welsh island where Miss Peregrine (Eva Green) looks after a class of children with bizarre abilities. The inhabitants are threatened by non-peculiar human society that fears them, and another group called the Hollows (led by Samuel L. Jackson) that wants them for nefarious purposes. Adapted from a young-adult novel series of the same name, the movie toys with how to properly pace itself. The first act really limps along. When things really get rolling, director Tim Burton finds some surreal imagery to indulge in like he likes to do. Public Invited to annual trek to the Nation’s Christmas Tree Mike Theune, National Park Service Courier Outdoors Are you looking for something fun to do with your family and friends to celebrate the holidays? Would you like to honor those who fought and died for our freedom? If so, you are invited to attend the 91st Trek to the Nation's Christmas Tree ceremony on Sunday, December 11 from 2:30 to 3:30 p.m. at Kings Canyon National Park. The event, which is sponsored by the Sanger District Chamber of Commerce in cooperation with the National Park Service, will include the Jubilation Singers, Sanger High School Choir, and a non-denominational holiday message. During the ceremony, a National Park Service representative will speak about the General Grant Tree's role as a national shrine in memory of the men and women of the Armed Forces who have served, fought, and died to keep America free. A memorial wreath will be placed at the base of the General Grant Tree. The ceremony will be held at the General Grant Tree, a ¼-mile walk from an adjacent parking lot. Trekkers

are encouraged to arrive early as parking is limited for this popular event. Entrance fees to Sequoia and Kings Canyon National Parks will be free on December 11, 2016 to allow park visitors to experience the celebration of the Nation's Christmas Tree. In addition, chartered buses to the park from Sanger, CA, may be available with a fee and by reservation at 559-8754575. To reach Kings Canyon National Park by vehicle, take Highway 180 east from Fresno for approximately 55 miles. For detailed directions, visit nps.gov/seki/planyourvisit/drivingdirections.htm. Free Christmas tree permits offered to 4th grade students Alicia Embry, US Forest Service Courier Christmas This holiday season, 4th graders with a valid Every Kid in a Park pass can get one FREE Christmas tree cutting permit from the Sequoia National Forest. The White House initiative, Every Kid in a Park, is a nationwide call to action to build the next generation of conservationists. All fourth graders are eligible to receive a fourth grade pass. Not only does this pass provide a free Christmas tree permit, but the pass also allows free access to 4th graders and their families to federal lands and waters across the country for a full year. The pass is valid through Aug. 31, 2017. To receive a free Christmas tree permit, 4th grade students must present a valid paper voucher printed from the Every Kid in a Park website at everykidinapark.gov/. ■ Step 1: Follow the instructions on the website to obtain the paper voucher and/or visit your local Sequoia National Forest District Office to receive a free permit and EKiP Pass. ■ Step 2: Print out the paper voucher. ■ Step 3: Bring the paper voucher with you to a permit sale location on the Sequoia National Forest to claim the free EKiP pass and permit. Hazardous tree removal projects Cindy Thill, US Forest Service Courier Notice The Sequoia National Forest, Kern River Ranger District is working in conjunction with the California Department of Transportation and Southern California Edison to reduce hazardous tree conditions, along Highway 155, between Wofford Heights and Glennville. Caltrans will have contract fallers removing dead and dying trees along Highway 155 and hauling them to processing sites, on the forest, for chipping and sorting. A portion of the chipped wood will be spread within the Cedar Fire left with high erosion potential. The project should commence this month.

In addition, logging trucks will be hauling some of the trees to be milled or processed for disposal. Traffic control will be in place and the public is advised to expect minor delays and drive with caution. Presently, the KRRD is working with SCE to fall trees threatening the electrical infrastructure in the community of Alta Sierra. Traffic control measures will be in place and may result in detours or delays along Rancheria Road and other surface streets. The Forest Service will continue to work with partners, in state and private sectors in this extraordinary time of drought and tree mortality.
