Whiskey Flat
There is so much to do and see during Whiskey Flat Days weekend February 14 throuth 17. Beginning as a celebration of the 1860-64 Gold Rush, using Kernville’s original name, “Whiskey Flat,” the Presidents’ Day weekend event has become an annual tradition for many and a new discovery for others. This is the 58th annual Whiskey Flat Days and the theme is “Fearless Fighting Bucket Bragade” in honor of our our local firefighting agencies. In 1957, the Kernville

Business Assoc. (precursor to the Kernville Chamber of Commerce) began Whiskey Flat Days, held each Presidents’ Day weekend in February. Take a step back in time and celebrate life in the 1800s. Those attending the Whiskey Flat Daze Rodeo this weekend will have a special guest dropping in, literally! Parachutist Kent Lane will be opening the rodeo both days when he drops from the skies over Kernville sailing into the John E. McNalley Rodeo grounds waving a giant American Flag. Lane's jump will be a first for the Kernville Rodeo kicking off the event. The world champion skydiver his been landing at rodeos for years. Lane lives on Ortega Mountain Ranch in Orange County with 15 horses, two burros, two rabbits, three cats, six fish, one turtle, and as Lane would say, one incredible woman. The Whiskey Flat Wild West Daze Rodeo is Saturday and Sunday, Feb. 14 and 15, at the rodeo grounds, 1 p.m. both days.

In case you didn’t already know, there’s an honorary mayor’s race going on. Man Trackin' Jami and her sidekick Whitewater Shawn have been out hunting down buyers for one dollar bribes, and the Keeper Brothers, Jelly Belly Joel and Rockin' Rex picking through trash to find some, the Whiskey Flat Mayor's race is in full swing. Each year the Kernville Chamber of Commerce holds Whiskey Flat Days and to raise the operating funds needed for the year and support local charities. In 1991, the Kernville Chamber was having trouble getting Whiskey Flat Mayor candidates. Then Chamber president, Lanny Borthick got the idea of splitting profits with charitable organizations. The group then agreed on a 60/40 split, 60 per cent going to the Chamber. "That 60 percent promotes local business, tourism, and keeps the visitors coming," said Cheryl Borthick, the current Kernville Chamber President. So when you see a candidate around town, be sure and buy a bribe!

Basic Needs Foundation Spay/Neuter Programs Basic Needs Foundation, Inc. is pleased to announce its 5th year providing spay/neuter services to low-income residents of the Kern River Valley. This year there are two programs available: Fix your pits: Qualified pet owners will receive a voucher for free spay/neuter at either Critters Without Litters or 4 Paws in Bakersfield. Dogs must be pit bull, pit bull mix or a breed larger than 40 lb. If you do not have documentation of a rabies vaccination within the past year, you will be required to purchase one at the clinic for $12. The feral cat package includes free spay/neuter, rabies vaccination, 5-in-1 vaccination and ear-tipping (required for this program) at Critters Without Litters in Bakersfield. If needed, we have trap rental available locally for $3/per day. State Senator Jean Fuller office hours announced The office of Jean Fuller, our State Senator, holds mobile office hours to facilitate communication between her office and the communities she serves. Optimal Hospice recruiting volunteer veterans The volunteer department at Optimal Hospice Care is currently recruiting military veterans from all branches of service for their Vet-to-Vet Volunteer Program. Vet-to-Vet volunteers become an integral member of the caring team who provide comfort and dignity for hospice patients and caregivers who have proudly served our country. Volunteers provide companionship and camaraderie through regular visits, helping the veterans under our care feel that special bond they once had. It was 1955 and I had just returned to civilian life after four years in the Navy, the last two in Submarine Service. There I worked with the Middleworth electronic technicians and the intricacies of submarine radar. My submarine, the Rasher SSR 269, was a radar picket boat. It was there I became familiar with the electronic world and missile defense. With that background, as I returned to civilian life in Fresno, I took a job with North American Aviation as an electrical troubleshooter and installer. Working with jets (F86's) and other similar craft was a clear departure from my stint on a submarine. At least I didn’t have to worry about drowning or depth charges and running silent and running deep. As an electrician, I worked in the cockpit troubleshooting wiring errors and panel instruments. We were told, and it was demonstrated, that most of the switches were hot and the hydraulic machines were connected to the aircrafts’ control which allowed operation of the flight controls. I knew I had to be careful in the cockpit because of the energized electronic circuits. For instance one day with my hand deep in an instrument panel, while wearing a metal watch band I accidentally laid my arm across two “hot”
posts, it burned the band off my arm leaving a third degree circular burn around my wrist. Two days later, another electrician working in an F86 cockpit, whose work had been completed, accidentally hit the wing tank ejection button and blew two wing tanks into the floor as they were jettisoned crushing them flat. For some reason, which I’ll never know, a week later he was promoted to lead foreman. My guess is they figured he could do less harm as a manager than as a worker. North American only stayed in Fresno three years after I started working there. I was promoted to flight line where I worked on jets that were being tested and modified after they had been flown and the bugs worked out. The whole experience was fun and those of us who worked there felt a kinship with the pilots and the aircraft. During the last year that I worked for them, we would receive aircraft with bullet holes and broken windshields, a stark reminder that these planes had been flown in combat. It was a sobering experience. North American moved back to Los Angeles in 1958 and I was given the opportunity to move with them but neither my wife nor I wanted to go down south. So guess where I went to work for the next three years? A grocery store! Instead of testing electrical instruments I was punching the Sweda cash register. Announcements, Continued from page 3 Convenient way to make child support payments Parents can now pay their child support in cash at thousands of MoneyGram locations throughout California. Previously, parents paying cash could only do so by visiting the Bakersfield child support branch. Those who stand to benefit the most by paying cash through MoneyGram are the self-employed, seasonal workers and those who don’t engage in traditional banking. There are approximately 6,200 MoneyGram locations in California that provide bill payment services. To make a payment through Moneygram, parents will need their personal Participant ID Number and the group “Receive Code 14630.” MoneyGram charges child support customers a $1.99 convenience fee. For many, that is less than the cost of the gas needed to drive to the child support office. Payments can take up to three days to post, so parents are advised to plan accordingly. The GED Exam changed in 2014 with greater focus on in-depth thinking skills. The GED Exam Prep course provides additional practice to help pass the exam. Once a student completes all materials, students will be given the GED Exam Practice before taking the actual GED Exam. Interested individuals may enroll in GED Exam Practice at any time throughout the spring 2015 semester. PICKS OF THE WEEK “Big Hero 6” (PG) -- This Disney animated feature takes us to the futuristic fictional metropolis of San Fransokyo, where a bunch of tech whizzes (and their inflatable robot) build themselves into superheros to battle a Kabuki-masked supervillain. The heart and soul of the supergroup is 14-year-old Hiro (voiced by Ryan Potter) and a doughy, adorable robot caregiver named Baymax (Scott Adsit). It hits all the notes you’d expect from a Disney super-adventure -- a kid for the kids to relate to, a goofy show-stealing sidekick, quirky supporting characters, vulnerable feelings and dazzling animated action sequences. While the characters are loosely adapted from a lesser level of the Marvel Comics world, this world fits in with genre demands while still bringing a refreshing energy to the screen. “Whiplash” (R) -- A gifted young jazz drummer gets pushed to his furthest edges by a merciless music teacher so sadistic and single-minded that you’ll be scared of him too. Andrew (Miles Teller) is a prodigy behind a drum kit, and he’s determined to reach the highest level at his musical conservatory. He catches the attention of the school’s most feared and respected teacher, Terrence (J.K. Simmons), who immediately starts with the mindgames, working Andrew to

Feed the soil - not the plant Paul Vander Werf Courier Columnist Question: Should wood ash be used in the garden? Answer: The answer is... well, it depends. In general, ash is beneficial Vander Werf as a source for potassium and a number of minor nutrients. Used in moderation (five to 10 pounds per 100 square feet), wood ash from the home fireplace or wood stove is an option that the home gardener should consider. California’s Integrated Waste Management Act of 1989 set the mandate to divert waste from community landfills. That year, nearly a billion pounds of wood ash were produced in California. Since then, researchers have been evaluating not only how wood ash can be used in agriculture but how to prevent harm in the environment. Four key concerns identified include 1. Use safety equipment when handling ash, 2. Avoid movement of ash by air or water, 3. prevent grazing livestock from having direct contact with ash and 4. Be cautious of heavy metal concentrations. A particularly important point regarding the responsible use of wood ash in Kern Valley is to keep the ash from contaminating waterways and livestock grazing areas. The home gardener should also make sure to avoid allowing germi-
nating seeds or new plants’ roots to contact freshly spread ash. Thoroughly wash off any ash that gets on foliage and keep ash a few inches away from plants. Ideally, allow at least three weeks after applying ash before planting. The biggest concern when using a soil amendment such as wood ash is the effect on the soil’s pH level. Wood ash will increase the pH level (make the soil more alkaline), which could be disadvantageous if used in excess or for soil with acid-loving plants such as azaleas, camellias and blueberries. Do not apply wood ash to soil that already has a pH level of 7.0 or greater. Ash can sometimes exceed a pH of 12.5, which can be classified as hazardous waste under California’s Hazardous Waste Act, so do not carelessly store large amounts of ash. Note that this article does not address air quality burn restrictions. Please consult with a local authority if you have any concerns about using a wood stove or fireplace in your area. Health Insurance Matters
Health insurance availability, Part 3 Harry P. Thal Courier Columnist This is the last week to enroll in either an individual or family health plan for most people this year. The 2015 Annual Enrollment ends February 15. Thal Most Americans who are not covered by (Medi-Cal or Medicare) or an employer sponsored program will be paying penalties for non-compliance. There are exceptions. See my January 23 Courier column for details. Last week I discussed programs for the disabled and those over age 65. By design, Medicare was never intended to cover everything, and it has out of pocket expenses. Only the very wealthy can afford to have just Medicare, as the deductibles and copays can be financially devastating. Health care is expensive, and health insurance is the financial vehicle to pay those bills. With Medicare, there are basically three ways to cover the out-of-pocket expenses. You can “self insure.” You can purchase a Medicare Supplement (at 65 costing about $150 a month in Kern County) or “assign” your Medicare benefits to a private insurance company by enrolling in a Medicare Advantage HMO plan. Most Medicare HMO plans in Kern County have a $0 monthly premium, but you will have some restrictions. The Medicare Supplement is the favored plan for most people. “Plan
F” being the most popular. With Plan F, you may go to any doctor, any hospital or other medical provider, and as long as they are a Medicare provider, all the Medicare deductibles and co-pays are covered in full from the very first dollar; no maximum! The Medicare Advantage HMO plan has two major cost factors. For some services, there is an out of pocket “Co-Pay,” normally fairly reasonable, like $200 for an ambulance, or $150 per day for the first five days in the hospital. The other cost is why I shy away from the HMO. It is time. It takes longer to get an appointment. The Medicare HMO can only be purchased between October 15 and December 7 during the Annual Enrollment Period (AEP), or for special circumstance. Turning 65, loss of employer coverage and moving to a new area are some exceptions. Special Needs Plans (SNPs) are available year round if you are receiving Medi-Cal benefits or have certain medical conditions. Medicare Supplements are available year round. However, these plans do ask medical questions and the insurance company has the right to turn down your application if condition or history have negative factors. It is guaranteed issue for those turning 65, losing group coverage and other exceptions. Harry P.
