‘Dead on! - ‘Dead Eye’ aka Dave Redman and ‘Mountain Mouth’ aka Kate McDonald are named the 2016 Whiskey Flat Mayors. The new Deputy Mayor is ‘The City Slicker’ aka Gary Ananian. Mayors earned their titles by raising money selling bribes.

The 59th Annual Whiskey Flat Days is now a memory, and Kernville is back to somewhat normal. While not all the numbers are in, here are a few statistics about last weekend. There was not a crowd estimate available at press time, but it appears to have neared the 60,000 visitors we had last year. Traffic and parking went clear into Wofford Heights. It was a little lighter on Sunday. There was money to be made. The Whiskey Flat Mayor candidates raised around $11,000. CoMayors Dead Eye Dave and Mountain Mouth Kate raised over $6,400 and the City Slicker raised over $4,600. The most money ever raised was by former Mayor Rocky Stone who brought in a whopping $30,000. There were 122 vendors this year, 69 from out of town and 25 non-profits, representing their charities. Whiskey Flat Days would not happen without the volunteers. There were at least 50 people willing to step up and help, directing traffic, answering questions, juggling contest entries, picking up trash, working the rodeo grounds, and monitoring the parade. Churches and groups like SAL pitched in too. And the Kern River Courier was out there too, taking over 1500 images of Whiskey Flat Days.

Michael Batelaan Courier Just in! ‘Moonshiners, ‘miners and mail ordered weather made for a fun and successful Whiskey Flat this past weekend. "It was a madhouse!" said Kernville Chamber of Commerce Executive Director Lily Mason. The money raised goes back into the community to support and promote the Kernville area year round. Money was raised by the Mayor candidates, the frog jumping contest sponsors, and the 122 vendors, not to mention the boost to the local businesses. The candidates raised over $11,000, which will help fund Chamber operations. "Dead Eye Dave" and "Mountain Mouth Kate"

bribed their way to comayorship, singing and helping fix dogs via FYDO, Fix Your Dog Org. "The City Slicker" brought some of the money he took in bribes from his home town of Los Angeles. He runs the Kern River Conservancy. The candidates split their bribe money with 60 percent going to the Chamber and 40 percent to the candidate's charities. The encampment that ran during daylight hours had over 3,000 visitors, enjoying the great weather and learning about life in the 1860's. There were great bands playing each day of Whiskey Flat, a fantastic parade with Congressman Kevin McCarthy as the Grand Marshal. The rodeo

stands were packed on Saturday for a fun rodeo. The carnival was moved to Riverside Park this year, which many agreed was a good move. One of the fun things of Whiskey Flat is all the contests. The Whiskerino contest, judged by Ideal Soft Tubs yielded a top prize for both longest beard and bushiest beard to Larry Cockren of Bakersfield. The man with the Longest Mustache this year was Ray Mooney of Bakersfield but Eugene Gonzales of Bakersfield had the Bushiest Mustache. Lots of furry friends came out to the Pet Parade judged by The Creative Crafter in Mt. Mesa. The largest pet was Chance,

Sacramento District released its Finding of No Significant Impact, or FONSI, on February 9 for proposed relocations of U.S. Forest Service administration and recreational facilities at Isabella Lake Dam in Kern County. The FONSI states that relocations required to construct safety modifications to the main and auxiliary dams would have no significant effects on environmental, social or cultural resources. The determination is based on findings and analyses presented in the final supplemental environmental assessment, which was also released.

The environmental assessment proposes mitigation plans to address recreation aspects that would be affected by the Corps' dam safety modification project including loss of recreation facilities, such as boat launches or parking, and administrative offices that are located within the footprint of the authorized project. Examples of relocation actions addressed include construction of a Forest Service administration building and warehouse at the Kernville Work Center in Kernville, a fire station and interim visitor center at Lake Isabella, and recreation facilities that would be constructed at

The Heritage Foundation is also under contract to take control of the 189 acres directly across the boulevard from the Vons Plaza. He also will discuss the "Hot Springs Valley" project and how we can become involved in this exciting project. The program starts at 7 p.m. ■ Corps Environmental Assessment meetings, February 23 and 24 The Corps will release another Supplemental Environmental Assessment (SEA #4) referencing the proposed acquisition of part of the Borel Canal. They anticipate the opportunity for public review starting around Feb. 15. Last week in my column I wrote a little bit about shoes and it got me to thinking. So I thought I'd share some shoe stuff. By Middleworth now most of you have heard about and remember Emelda Marcos and her penchant for shoes. Lots of shoes, closets full of shoes, every kind, every sort and style. Many of the shoes she never wore she just bought them because they looked good. I think that I have a need for shoes which although is not as great as Ms. Marcos, it's still has filled my closets and boxes full of shoes. Old shoes, new shoes, worn out shoes and even boots that were made for walking. Several times in the past years I have removed shoes from my closet leaving eight or ten of my favorites ready for instant wear. When I clean shoes out of my closet I put the discarded ones in a cardboard box and take them to my garage. This gives me room in my closet for more and newer shoes. It also means because I am a shoe junkie that I have a number of boxes of perfectly good shoes in my garage. Let me tell you a little bit about shoes. Most of the time when I get a pair that use shoe strings and put the shoes on, lace them up and tie

a bow, I find this disturbing fact. After the bows are tied there are still several inches of string that are to long for the shoe. This means that I have to either get new shoe laces or trim the ones on the shoe with scissors and a lighter to singe the ends. Knowing how long a shoe lace to buy I have to take the old ones out, measure them and then try to figure out the shoe lace length. This is a pain in the neck, or should I say the foot! When I do buy new shoes, I have found as I grow older, I like ones with Velcro rather than laces which solves the length problem. In the summer I wear tennis shoes, sandals and even occasionally I go barefoot. In the winter I wear leather (or fake leather) shoes and occasionally I wear slippers. One of my favorite shoes is a set of brown dress "Florshim" which I bought at Penney's in Delano about 40 years ago. They look good, they feel good and I have re-soled and re-heeled them several times. The Florshim's have outlived several of the cheaper shoes that I bought over the years. Some days when I am relegating shoes from the closet to the boxes in the garage, I find a pair which I had forgotten I had and I bring those back to my closet. As I look in my closet some days I long for the days of my youth when going barefoot was lots of fun and I didn't need all of those shoes!

Young movie makers show at Christian Film Festival Christian Youth Film Society Courier Spotlight Young people are making movies for the 22nd Annual Christian Youth Film Festival, to be held Sunday, March 6 at the Majestic Fox Theater in downtown Bakersfield. Entries have come from as far as Yakima, WA, Orange, CA, and Forest Lake, MN, as well as from groups in and around Bakersfield. Church youth groups, school clubs, and other youth organizations produce short movies of faith and compete for over $3,456 in trophies, prizes, and really big checks. Hollywood professionals serve on the panel of judges including writers, producers, actors, and directors. The red carpet is rolled out and screenings begin at 5 p.m., followed by a starstudded gala awards ceremony and free ice cream after-party. General admission tickets are only $10.00, available online at christianyouthfilmfestival.org, or at the Fox Theater box office. "Our mission is to encourage and equip young people to create excellent visual stories of faith," says founder and director Joe Brown. "We see young people pick up a camera, make movies, and win awards. Then they come to the Festival in limos, dressed in tuxedos and ball gowns. It's incredibly inspiring to see the look on their faces when they receive a trophy or a giant check with their name on it." Mr. Brown expects great things for this

year. "We're seeing rising interest from all over the United States, Canada, and Mexico. Our film camps have encouraged young filmmakers to make great movies and create better stories." The panel of judges includes screenwriter Rusty Rhodes, acting coach Clay Banks, producer Connie Fleishauer, choreographer/actress Sue Silvestri, director/producer Derrick Warfel, producer Bob Bender, radio host Matt Pelishek, and news anchor Aaron Perlman. The Christian Youth Film Society equips young people with their innovative Making Movie Makers Film Camp. This 3-day camp pairs small groups of students with one or two accomplished professional filmmakers for a hands-on learning experience. Students learn all aspects of making a movie from script to screen and actually produce a mini movie for evaluation and critique. Applications are available online and camp is limited to 24 students. Teachers have included writer/producer Dean Batali, director Arthur Anderson, writer Coleman Luck, producer Bobby Downs, and producer Jim Schmidt. The Film Camp has recently been accepted into the Pathways program at Kern Co. Juvenile Hall on Mt. PICKS OF THE WEEK “Creed” (PG-13) - Years after losing its punch, the Rocky franchise returns to the ring with a strong new lead and a lot more power. Adonis Johnson (Michael B. Jordan) never knew his father, Apollo Creed, because he was killed in a boxing match -- if you remember your "Rocky IV." Raised by Apollo's widow, "Donny" has grown up well-off and well-educated, but he can't resist the urge to enter the ring. Donny seeks out his father's old friend -- and one-time adversary -- Rocky Balboa to be his trainer. Unlike previous entries, and the hallowed original, this Rocky was not written or directed by Stallone. Directing this time is young upand-comer Ryan Coogler, who won acclaim the last time he worked with Jordan, on "Fruitvale Station." The film reaches the heights of the original, while staying fresh, relevant and its own picture. “Legend” (R) - London has a long history of well-dressed and stylish psychos working its criminal class, and the Kray brothers always get a good bit of attention. Identical twins Ronnie and Reggie (both played, stupendously, by Tom Hardy) were sort of celebrity gangsters in the 1960s. Here, Ronnie is the cool, smooth criminal, while Reggie is rather a volatile chap, with unorthodox

predilections and a short fuse. With Hardy's performance(s) as the unmitigated highlight, the rest of flick seems lacking. The rise and fall of the dual mobsters happens at an unsatisfying pace. There are some subplots that don't seem to support a central thrust. Everything works with Hardy, however, even when he's sitting right beside himself playing two men who have only physical similarities. “The Night Before” (R) Three friends in their thirties carry out their sacred holiday tradition of getting obliterated with various substances and getting into shenanigans. Seth Rogen plays Isaac, a soon-to-be-father whose loving wife sends him off with a care package of drugs so he can have his last hurrah with his pals Ethan (Joseph Gordon-Levitt) and Chris (Anthony Mackie). They start out looking for some elusive party, but things just roll down the typical stoner-hijinks track with wild misunderstandings. © 2016 King Features Synd., Inc.

Pepper Vegetables 1 1/2 cup sliced fresh mushrooms 1 1/2 lb. fresh asparagus, slightly cooked, cut into 2 inch pieces (or 2 pkgs. frozen) 1 (1 lb.) can garbanzo beans, drained 1/2 cup black olives, sliced 1/2 cup green olives, sliced 1 pkg. frozen artichoke hearts, cooked 1 sm. thinly sliced onion Lettuce leaves Parsley, chopped

1 (14 ounce) can pork and beans 1 tomato, chopped into large pieces 3 green onions, sliced 1 tablespoon Miracle Whip salad dressing 1 tablespoon pickle relish 1/8 cup bacon bits or fried bacon, crumbled

Combine marinade ingredients. Add to all vegetables in NON-ALUMINUM bowl. Marinate at least 1 hour, better if marinated overnight. Drain and serve on lettuce leaves. Garnish with parsley.

Bodfish Bob’s Potato Soup 1-1/2 cups diced potatoes, not cooked 1/8 cup chopped onions 2 cups milk 1 tablespoon butter Place onions and potatoes in enough water to cover the potatoes. Cook until potatoes are tender. Drain. Add milk and butter and heat until completely hot.

Mix all ingredients and chill for 30 minutes or more.

Prescription not covered Harry P. Thal Courier Columnist The beginning of a new year brings me many phone call challenges. One of the more common problems is from people who failed to Thal research their prescription plan back in October. The attitude has been that the plan covered my medicine this year, so I assume it will be covered in 2016. Poor assumption. This is the time of year where the insurance companies can tweak their plans. For many people, this means that their medication may no longer be covered (formulary change) or they may have new restrictions before it will be filled. When you refill your prescription, the pharmacy will fill the prescription for a thirty day refill supply if you present the prescription within the first 90 days of the plan's change. For most, that will be through March. Once you get that refill, the Medicare Part D stand alone prescription plan or the Medicare Advantage HMO will send you a letter advising you that the drug will no longer be covered. You do have options, depending on the reason for the exclusion. With the assistance of your medical office, you may request a formulary exception. If granted, the drug will be covered, but perhaps at a higher tier level. The plan may require Prior Authorization before they will cover a med-

ication. Again, the first fill in the first 90 day rule prevails. Then your prescriber (doctor) must submit a request for the medication to be covered. In past years, I found this was true with costly medications, as the company's pharmacist will question the why that medicine is needed. Today, some very low cost medications, often under $5 also need PA. It seems that government researchers have found that many medications that were tested and prescribed to younger patients may be less effective on older people, or they may be more toxic. The PA procedure is checking the doctor's awareness of potential problems. Lastly, there is Step Therapy. This is clearly a cost driven issue. Often a physician will prescribe a medication because it is effective within his/her experience with other patients. ST requires the doctor to try other less costly medications before the more expensive drug will be approved and paid for by the plan. Those people who have tried other medications, and found they either didn't work or had side effects can typically get approval without much ado. Teacher Recruitment Fair registration now open The 16th Annual Kern County Teacher Recruitment Fair is scheduled to take place Saturday, April 9, 2016 from 8 a.m. to 1:15 p.m. at the Larry E. Reider Education Center, 2000 K Street in Bakersfield. Individuals who are fully credentialed, intern-eligible and holders of bachelor's degrees or higher are invited to attend. Sponsored by the Kern County Superintendent of Schools Office, this is the county's largest gathering of school district recruiters in one location. It is an excellent opportunity for those who are credentialed, intern eligible or interested in teaching to see what positions or anticipated future openings may be available in the 2016-2017 school year. Districts are interested in meeting individuals who qualify for multiple subject, special education, speech pathologist, school nurse, school psychologist, single subject credentials and substitutes. All eligible individuals are encouraged to pre-register online at trf.kern.org. Pre-registered attendees will be allowed into the event at their scheduled time and will be allotted one hour to meet with as many districts possible. Available event times are 8:15 a.m., 9:30 a.m., 10:45 a.m. and noon. Individuals holding a bachelor's degree or higher are also encouraged to register. Non-registered attendees should report to the event no earlier than 11:30 a.m. for onsite registration. A highlight of Whiskey Flat Days is seeing those folks who take the time to dress up in keeping with the 1860's theme. Kern Valley High School Marching Band understandably took the award for Marching Group and the Novelty award went to the Kern County Shrine Club.

Home weatherization offered Richard Rowe, Rotary president Courier Extra At 8:30 a.m., Monday, February 22, CAPK staff will be on hand at the USDA food distribution at the 1st Baptist Church in Lake Isabella to explain and sign up people for its free Home Weatherization Program and to hand out reusable grocery bags. People sign in and get a number as they arrive. At 10 a.m., numbers will be called and food handed out. Weatherization is a service that is provided free to make your home more energy efficient. CAPK provides assistance to more than 1,000 households on an annual basis. To qualify, the applicant must reside in Kern County and have a total household income at or below 150 percent of the federal poverty income guidelines.

An applicant must provide copies of documentation of proof of income for every member of the household for the month prior to the application. Your most current bank statement may be used to show your social security direct deposit; a copy or original of the most recent energy bill. If you pay propane and electric separately, you must provide both bills. If you are a renter, your property owner or their representative must sign an Energy Service Agreement giving us permission to weatherize the property. Measures are installed in homes according to the home assessment performed by the Outreach Specialists. Applicant may receive: ■ Refrigerator replacement; requires an evaluation to see if it qualifies for replacement. ■ Attic Insulation. ■ Weather-stripping
